FOR ENGINEERING SERVICES RESOLUTION NO.: , 2017 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Town of Queensbury wishes to establish a Capital Project that will provide for the installation and upgrading of Town traffic signals in the Town of Queensbury (Project), and WHEREAS, the Town wishes to establish and fund the Revenue and Expense Accounts for the Capital Project in a total amount of$15,000, and WHEREAS, the Town's Purchasing Agent requested proposals for engineering services for the design of a traffic signal at the intersection of Bay Road with Baybridge Drive and Willowbrook Road in the Town of Queensbury(Bay Road Project), and WHEREAS, the Purchasing Agent received and reviewed two (2) proposals and has recommended that the Town Board authorize engagement of Barton & Loguidice, P.C., (B&L) for the Bay Road Project as they submitted the proposal for the lowest amount for such engineering services for an amount not to exceed $13,653 as delineated in B&L's December 21, 2016 proposal presented at this meeting, WHEREAS, accordingly, the Town Board wishes to establish a Capital Project Fund for the Project and also authorize the engagement of B&L for the Bay Road Project, and WHEREAS, there may be times when Change Orders may become necessary for such Bay Road Project and therefore the Town Board wishes to also authorize the Town Supervisor to approve and sign certain Change Orders up to a 10% contingency for Change Orders that he deems necessary or appropriate, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the Traffic Signal Capital Project described in the preambles of this Resolution and authorizes and directs the establishment of the Traffic Signal Capital Project Fund 4215 in the amount of$15,000 which will establish funding for expenses associated with this Capital Project, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs that funding for such Capital Project shall be by a transfer of $15,000 from Capital Reserve Fund 464 to transfer to Traffic Signal Capital Project Fund 4215, and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • 001-9950-9030-0064 Transfer to Capital Project - $15,000 • 215-0000-55031 Interfund Revenue - $15,000 • 215-3310-2899 Capital Construction - $15,000; and 2 BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs engagement of Barton & Loguidice, P.C. for engineering services concerning the design of a traffic signal at the intersection of Bay Road with Baybridge Drive and Willowbrook Road in the Town of Queensbury (Bay Road Project) for an amount not to exceed $13,653 as delineated in B&L's proposal dated December 21, 2016 presented at this meeting, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes the Town Supervisor to approve and sign Change Orders pertaining to the Bay Road Project up to a 10% contingency or in the total amount not exceeding $1,500 that he deems necessary or appropriate, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign any needed agreement with B&L or any other needed documentation and the Town Supervisor, Purchasing Agent and/or Town Budget Officer to take any and all actions necessary to effectuate all terms of this Resolution, and BE IT FURTHER, 3 RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk to publish and post such notices and take such other actions as may be required by law. We have been providing civil engineering services for over 50 years through our highly experienced transportation,civil,site, structural,environmental, and construction administration personnel and this project falls within our area of expertise. We have the necessary resources available upon notice to proceed to complete this traffic signal design for the Town of Queensbury. The Project Manager for B&L's highly-qualified design team will be Daniel J. Rourke, P.E., PTOE. Mr. Rourke has over 15 years of experience in the transportation engineering field that encompasses dozens of signal design projects in New York State, including Queensbury. He will be assisted by a transportation engineering team with extensive experience with traffic signal design and modifications. We acknowledge that we received Addendum#1 dated December 16, 2016. Attached to this letter is our proposed scope of services,technical assumptions,anticipated project schedule, and cost proposal to conduct the requested traffic signal design services. The scope of work outlines a project approach that corresponds to the included cost proposal. B&L proposes to complete the project on a time plus expense basis for a maximum fee of Thirteen Thousand Six Hundred Fifty Three Dollars($13,653). General and Administration a. Upon receipt of notice to proceed, B&L will attend an informational gathering/kick-off meeting with the Town. 2. Data Collection a. B&L will perform one (1)site visit with design staff to gather all necessary field reconnaissance. b. Topographic survey and base mapping will be completed by our proposed sub-consultant, Azimuth Surveying&Cartography. 3. Preliminary Design: a. The Draft submittal (assumed 50%stage) will include: i. Title Sheet ii. General Notes iii. Maintenance and Protection of Traffic iv. General Plans v. Pertinent Detail vi. Preliminary Construction Cost Estimate b. B&L will meet with the Town to review the Draft submittal, prior to developing the Final construction documents. Comments received will be incorporated, as appropriate, into the final design package. 4. Final Design: a. The Final submittal (100%complete)will include: i. Title sheet ii. General notes, index, legends,and abbreviations iii. Table of estimated quantities iv. Maintenance and Protection of Traffic plans and details v. General Plans including locations of signal poles,heads, pullboxes, conduits, detectors,controllers,and striping modifications(with and without pedestrian accommodations) vi. Miscellaneous Details and Tables including timing plan,table of operations, and wiring diagram vii. Contract bid documents viii. Final construction cost estimate 5. Bid and Award a. Assume one (1) kick-off meeting with the Town. 2. Assume one (1)site visit by the design staff 3. It is assumed that traffic data collection will not be required. 4. Two(2)plan submittals (draft and final)are included. 5. Design will be in English units on 11"x17"plans. 6. Proposed improvements can be completed within existing right-of-way. 7. Preliminary plans will be sent to utilities as needed for review of potential conflicts. The design of utility relocations is not included, however, location by survey and UFPO is included. 8. Design will be in compliance with the New York State Standard Sheets and Specifications, Manual on Uniform Traffic Control Devices(MUTCD),the New York State Supplement to the MUTCD, and also in coordination with Warren County DPW's Bay Road Pavement Rehabilitation project, unless otherwise indicated. 9. Coordination with state/federal agencies or regulatory authority is not included. 10. It is assumed that environmental permitting is not required. 11. Bid documents will be provided in PDF format on Compact Discs. 12. Assume bid documents will include one(1) alternate bid for the pedestrian accommodations. 13. Assume one (1)addendum for one (1)3-week bidding period 14. Assume a total construction duration of three (3)weeks. 15. Construction administration includes one (1) pre-construction meeting with the contractor, monitoring of the contractor's adherence to the schedule,submittal and material review/approval, one (1)contractors payment recommendation, and interpretation and clarification of design plans and specifications. Assume four(4) hours per week over the duration of construction. 16. Construction observation includes periodic part-time observation of the quality of work and general conformance with the contract documents. Assume eight(8) hours per week over the duration of construction. 17. Record plans will be completed in PDF and hard copy format. Assume one(1)full size and one(1) half size set of record plans. 18. Surface base mapping will be provided by Warren County DPW for initial layout and used to supplement signal design survey. 19. Survey bandwidth will include 100'on each intersection approach and between the highway boundaries. 20. Dig Safe New York will be contacted to provide underground utility location markings. 21. Public Right-of-Way will be included in the base mapping. It is assumed that the Town will provide any available subdivision maps or site plans to locate the highway boundary at the four corners of the intersection. Property boundary survey is not included. 22. Digital copies of design can be provided in AutoCAD or Microstation format,if requested. 23. Utility inverts will be provided by utility owner record plans. 24. Topography will be shown as approximate in any areas with snow cover. Snow cover may obscure some features of the site. 25.
