Report to Town Board: -
1. Budget: $300.00 - Expended less, but nearly all of amount
appropriated. Most of the money for ' 71 and '72 used
to ?urchase Town Entrance signs .
2. - Tawn�Entrance Signs: - Two signs were purchased and put in place by
the Highway Dept. _ in ' 71 and three more ordered in ' 72.
Request for `an additional $250.00 was made at the time
of preparing '73 'budget, but I have been informed only
the usual $300.00 was placed in the budget. It was hoped
the important entrances would be cared- for by this addition-
al request. Reasoning on placement of signs at other
locations - see minutes of 1/18/72 and 8/15/72.
3. Zoning Ordinance char es:- Following a subcommittee study, report
and further study was conducted at the following meetings:
1/18/72, 4/18/72 (special study of zoning wetlands and
high rise areas) , 10/17/72 (Updated Land Use'Plan studied) ,
11/21/72 (Complete review of Consultants ' .recommendations
and Committee conclusions at 10/17/72 meeting) . See min-
utes of these meetings for Committee conclusions and
recommendations . The Committee has expressed great con-
cern over inaction on this important subject.
4. Zoz Board of A eels S ecial Use Permit beautification referrals :-
Three of these were acted upon during We have a
backlog of six to be acted upon early in ' 73.
5.--Beautification uestionaires:- Merchants along newly constructed
highways in ueens ury' s central business district were
sent questionaires to determine their plans and to encour-
age them to take some action now that construction was
completed.
-6. Commercial Beautification Awards : -
Framed certificates signed by the Town Supervisor and
the Committee Chairman were -awarded to four merchants
along the newly constructed highways in addition to one
awarded in ' 71.
7. Yard Beautiful of the Fortnight: - Eight awards were given to
residential property ovnetd in one half of the Town's
Election Districts. This completes the first half of
the second time around. The program was started in ' 71.

Supervisor Austin opened the hearing-no, one appeared for or
against this application-the Public Hearing was closed.

The Emergency Squad Contract was read.
Chaties: Ogden, Bay Ridge Fire Company questioned the wording on
page,.:,2 ofithe contract.
Supervisor Austin noted there would be a correction.
The thteeyear contracts for the emergency squads were signed and
notarized putting into effect an overall total of $7,000 to be paid
ofiertt° three year term to the North Queensbury- Rescue Sqquad, the Bay
Ridge Squad, and the West Glens Falls Squad. Signing of the contracts
was done by Mrs. Marie Hillman, director, and Dean Holland for North
Queensbury, Charles Ogden and John Flower for Bay Ridge and Glenn Gregory
of the West Glens Falls Squad.
Next on the Agenda the Town Clerk read. the Fire Company Contract. -
The reading was stoppdd because of a clerical error.
The Hearing was opened to the Public:
Mr. Paul Pontiff, Queensbury Central-I think there will have to be some
corrections made on the second page as to year 1974 and'75 as Don caught
as herwas reading through. I think ' 74 is to be 13,500 at 6,750 per
payment and '75 is to be 15,000 at 7,500 per payment and based upon look-
ing at therlater. part of the contract I might suggest that it might be
helpful to all concerned if we were to add that the Town Board wougg
affix the. necessary required consent to charter of arty newly formed fire
company pursuant to the contract - as it was presently written. I believe
does it not that the .corporation Law, indicates that the Town Board must
approve the , as well as the Justice of the Supreme Court and
I think this might elp to clarigy the provisions of the later part of the
contract, cif this is not objectionable to the Town Board.
Mr. Glenn Gregory, President of the West Glens Falls Find Company,
I don't see: anpthing in the contract about 6 dompanies, all its says is
something ;about boundary change _lines, boundary line changes?
Supervsot Austin noted there is at this time a study being made on the
number of: Fire Companies needed and their boundary lines.
Mr: Glenn Gregory: If you have a sixth company incorporated would that be
a seperate charter?

Mr. Glenn Gregory: Will the individual companies have anything to say
aboutta:hi►s or will this be a Town Board-----
Superfvisor Austin: Noted that the Companies will have a say. . .
Mr. s, Ogden, Bay Ridge: . . .are you anticipating the six companies?
Supervi-dr.Austin: Yes
Mr;,_ aharles=,Ogden: What about the result of the Study of the State. . ?

implemented with the idea that its looking toward 6 stations , 6 fire
companies.�
Mr. Charles Ogden: What if the survey shows it could be done without that
. ?
Supervisor Austin: The Survey will begin with the premise that there
will be 6 fire companies.
The Town Council has informed me that there are enough changes to be
made to require several minutes of changing so it would probably be
impossible to execute these tonight. The Town Board will take into
consideration Mr. :Pontiffs request I don't think we are in,,a possition
at this minute to, we just received these, actually rigght now and we
havent had a chance to discuss tha0artta aaspapec�tfottit and we will
have a comment on that certainly before execution of the contracts.
Daniel Thompson asked the :Supervisor if a study was necessary if the
board was definitely recommending a formation of a sixth company, and
Supexviaw Austin: assured him that the study would be made to ascertain
the changes in boundary lines, even though a sixth company recommended at
the E Dutset.

The 'nev contract calls for 6 per cent pay increase across the board
— for all hourly employees, with a cdl out time of 2 hours '%ainimum on off
time, hospital. insuTance,will be paid for dependents of employees on the
basis of 75% by the minicipalities, adopting retirement plan 75C, a griev-
ance-procedure has been established as to persons suspended or terminated
employment, the Town has reserved right implement rules and regulations
conce=Ing employees and the present Town Salaries and Compensation
schedule with these changes included will continue,- in addition new
positions and j-ob advancements shall be posted and the opportunity
given to current employees to apply for thejob it being understood the
qualifications and merits of the employee are considerations to be made
in selecting .the person to be hired, not with standing all else being
equal the man with the longest continuous service shall receive the job.
This is a two year contract, will be reopened in one year for wages only.

The Town Board will be meetingg with the Planning Board on January
17, 1973 to further discuss the updating of the Zoning Ordinance.
Supervisor Austin also announced the second revenue-sharing: check
has been received in the amount of $29,660.00 bring the total to
$60,000.00. This is considerably lower than we had hoped for., and
below the figure the government estimate—these funds cannot- be
used for special water or sewage districts they must be- dtrected- to
capital projects. Mr. Chase has implemented rules for purchasing for
the Town, similar to Warren County system, this system will go into
effect February 1, 1973.

the Board to consider me, to fill the unexpired- term of Judge Little.

The Mobile Home Application of Mr. & Mrs. Gerald Corlew, VanDusen
Road-next on the agenda-this was formerly the Morgan-K.- Combs applica-
tion-Supervisor Austin asked for comments from the public but no one
spoke. Mr. Rbbt&lard asked the Board to table this application until
a deed was produce for the property. Mr. George Liapes presented the
Board with a lease from Mr. Combs to Mr. Corlew.
RESOLUTION TO AUTHORIZE PUBLIC HEARING

WHEREAS, Mr. & Mrs. Gerald Corlew of VanDusen Road has made application
in accordance with paragraph 2 (c) Section 4, of an ordinance of the
Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF! MOBILE HOMES
AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK,
to locate a mobile home outside of a duly licensed mobile home court at
property situated VanDusen Road, and
WHEREAS, it is heaby determined that . said application complies with the
requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said appli-
cation are sufficient to justify further consideration by this board,
therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned ordin-
ance, the town board shall conduct a public hearing on said. application
on February 8, 1973 at 7:30 P.M. in the Queensbury .Town Office Building,
Bay Road, and that the Town Clerk is hereby authorized and directed to
give proper notice of said public hearing in accordance with the pro-
visions of said ordinance.

Next on the agenda-Supervisor Austin, reopened the application of
Dana S. Bray for rezoning of the property located on the East side of
Route 9 approximately 700 feet southerly from the intersection of Route
9 with the; Farm-To-Market Road, from an R-3 to R-5 classification.
It ,was noted that the Notice of Public Hearing was previously read.
Supervisor Austin opened the meeting to those who wished to speakkon
the Dana S. Bray application.
Mr. Case Prime-described the Zoning of the property and -noted they are
asking for a change of zoning from R-3 to R-5 to permit Garden Apartments .
A map was presented before the Board showing the general layout of the
Apartments, it was noted at this time that the road would be changed
to the South from the previous Northern access. The Apartments would
be placed in the middle of the preperty and recreational €eilities
would also be centralized. A mini shopping center will `be placed
near the complex. Mr. Prime introduced Mr. Feelye from the Eastern
Equities Inc. also a developed along with Mr. Bray in this ;proje.ct.
Mr. Feelye (William) - Noted that their complex will have ll�Living
Units per acre-the Zoning Ordinance alrlows 15 per acre.
Mr. Barber inquired as to the location of Eastern Equities .Inic:-
Mr. William Feelye-Eastern Equities is located in Burlington .Masst. .
Mr. Robillard inquired as to the two story buildings._.
Mr. Feelye showed the floor plans and noted the contemporary design of
the Buildings.

Queensbury because of the resignation of J. David Little, -*ho was elected
to such office on the 2nd day of November, 1971, for a term of four years
from the first day of January, 1972; now therefore in pursuance of Sec-
tion 64, Subdivision 5 of the Town Law of the State of New-;York, we
do hereby appoint John S. Carusone of said Town to fill the vacancy
existing in said office of Town Justice. Such appointment l ie. effec-

didates who have been legal residents of the Town of Queensbury for
at least four months preceding the date of the written test.

Supe -aft Austin-The Planning Board pursuant to Town Law until Jan-
`— uavy ls•t. of this year automatically had subdivision control powers
over preliminary plot in other words if a developer came in with
a preliminary plot the Planning Board had the power of approval.
Because of a change in the Town Law the Planning Board does not auto-
matically -have that until so authorized by resolution oU the Town Board
effective January 2, 1973, pursuant to that change in the Town Law
it is necessary, unless there is some move to place the approval function
else where, it is necesaary to pass this resolution.

for many years as Chairman of the Planning Board of the Town of Queens-
bury; and
WHEREAS, Queensbury has grown in quality as a result of Planning Board
effort under the leadership of Mr. Kushner; and
WHEREAS, Mr. Kushner is no longer able to contribute his talents and
energy to the duties of community planning because of thh pressures
of his business; now therefore be it
RESOLVED, that George J. Kushner be and he hereby is commended by the
Town Board of the Town of Queensbury for his untiring efforts in behalf
of his community and his fellow citizens .

WHEREAS, application has been made by William Aronson and Clara Aronson,
his wife, for the rezoning of a certain parcel of property located on the
east side of Bay Road in the Town of Queensbury, said parcel being 82. 5
acres in stxe, more or .less, bounded on the west by .Bay Road; on the south
by Bay Meadow Golf Club; on the east by Meadowbrook Road; and on the north
by lands of John Hughes and wife, as said parcel is more particularly des-
cribed in Schedule A, attached hereto and made a part hereof, from R-4
residential classification to an R-5 residential classification, and
WHEREAS , the Zoning Ordinance of the Town of Queensbury, Section 11:00
and Sections 264 and 265 , Article 16, Chapter 62 of the Consolidated Laws
of the State of New York provide that any proposed amendment or change
in the Zoning Ordinance be referred to the Planning Board for a report
thereon and a public hearing beheld thereon, and
WHEREAS, the said application has been referred to the Town Planning
Board and said Town Planning Board has rendered its report to the Town
Board recommending disapproval of the application, and said application
has also been referred to the Warren County Planning Board and said County
Planning Board has recommended approval of the application, and
WHEN, the Town Board has made an extensive study of the suitability
of the said property for residential use under the existing zoning, and
has the benefit of the advice of 'the engineering services available to
the To Whish demonstrate the unsuitability of said property for one
family, dwellings because of drainage and water problems, and,
WHEREASa hearing was held pursuant to notice duly given, at a meeting
of the Town Board in the Town Office Building, Queensbury, New York on
Thursday, ,December 28, 1972 , at which all persons desiring to be. heard
in favor of said rezoning and also those desiring to be heard in opposi-
tion thererto were given an opportunity and were heard, and thereafter the
pub];f� 'hearing was closed,; NOW, THEREFORE, BE IT
RESOLVED,, that the aforementioned property be and the same is . hereby re-
zoned from an R-4 residential district to an R-5 residential district,
and be it further
RESOLVED, that the necessary changes be made upon the Zoning and Depart-
mental maps of the Town of Queensbury so as to indicate the. said property
as being located in an R-5 residential district as defined and regulated
�—' pursuant to the provisions of the Zoning Ordinance of the Town of Queens-
bury, as amended, and be it further
RESOLVED, that said rezoning is subject to the following conditions :
1. A buffer zone no less than 150 .feet in width shall be established
along the entire length of the northerly boundary of said parcel, running
from Bay Road to Meadowbrook Road.
2. Said buffer zone shall have substantial planting of trees and
shrubs suitable for screening pruposes, which shall be no less than 10
feet in height at planting and no less-than 30 feet in height at full
growth.
3. The initial planting must be performed before any construction
is permitted on the property, and be it further
RESOLVED, that the Town Clerk be and he hereby is authorized and directed
to give the necessary notice of such change in zoning to the departments
and agencies having jurisdiction in the matter.

This conveyance is subject to an easement from Arthur J. Hillis and
Elhn J. Hillis to New York Power and Light Corporation, dated Jan-
uary 28, 1929 and recorded in the Warren County Clerk' s Office on
November 15 , 1929 in Book 181 ,of Deeds at page 458.

Lipps to come foreward. A discussion was held between Mr. Lipps and
