RESOLUTION AUTHORIZING PARTICIPATION IN WARREN COUNTY
EMPLOYMENT AND TRAINING YOUTH EMPLOYMENT PROGRAM

WHEREAS, the Warren County Employment&Training Administration(Warren County)has
submitted information to the Queensbury Town Clerk requesting the Town's participation in Warren
County's 2017 Youth Employment Program, which Program provides for eligible youth ages 14 —21
to work with non-profit and public agencies that can provide a quality work experience, and
WHEREAS, by participating in such Program, eligible youth is trained to be good employees
so that they are better prepared for their future while the Program also helps to promote a better
understanding of local government services and fosters a spirit of cooperation between local students
and the Town, and
WHEREAS, participating in such Program allows the Town to provide additional services to
its citizens at no expense to the Town, and
WHEREAS, the Program provides insurance coverage for participating students while
working at the Town, and
WHEREAS, participation in the Program will not impair any existing contract for services or
collective bargaining agreement,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Town Clerk to
participate in the Warren County Employment & Training Administration's 2017 Youth Employment
Program as delineated in the preambles of this Resolution and to execute a Worksite Agreement for
each student participant, provided that the Town of Queensbury's Unit of the Civil Service Employees
Association, Inc. concurs with such arrangement, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Town
Budget Officer and/or Town Clerk to take any action necessary to effectuate the terms of this
Resolution.

To All Interested Parties:
The Warren County Employment&Training Office is identifying worksites for our 2017 youth
employment program. We are interested in working with non-profit and public agencies that
can provide a quality work experience for eligible youth ages 14-20. Youth are recruited from
the entire school population,as well as youth who are out of school.All youth must meet
funding eligibility guidelines. We are enclosing our newsletter profiling the highlights of last
year's summer and year-round youth programs.
Our goal is to train youth to be good employees so they are better prepared for their future.We
accomplish this through a partnership with area host sites that provide meaningful work and
supervision for the youth. In exchange,we provide the youth;their wages and staff support to
ensure a positive experience for all involved. Together we can help create a better-prepared
workforce.
Tentative dates for this year's program are July 5 to August 18 (or beyond if funding is
available). If you are interested in participating in this program,please complete the following
forms.Return only the(pink) Job Request form and(yellow)Union Concurrence to our
office by May 15th. -

Worksite Agreement Signature Page& Union Concurrence
1. This agreement consists of the following attachments:
A. Worksite Guidelines and Agreement B.Assurances and Certifications C. Job Request Form
2. This agreement applies to all youth assigned to the worksite(s)by the County including but not limited to those
positions listed on the Job Request Form.
3. Youth will be assigned to only work during the county designated time frame but in no case beyond the general
operating period of June 1, 2016 through September 30,2016 unless otherwise approved by the Employment&
Training office.
4. Please note the following:
a. I certify that I have read the attached agreement including Section 7 and 10 of the assurances.
b. No currently employed worker shall be displaced by any participant placed at the worksite by the County
(including partial displacement such as a reduction in the hours of non-overtime work,wages,or employment
benefits.)
c. No youth shall be employed and placed at a worksite if any other individual is on layoff from the same or
substantially equivalent job.
d. This agreement shall not impair existing contracts for services or collective bargaining agreements.
e. I will comply with all applicable Child Labor Laws.
f. This agreement shall be reviewed with all worksite supervisors who will be assigned to supervise youth.
g. I assume liability for any fines, etc.,resulting from violations of Child Labor Laws or any other provisions
herein to the extent responsible for such violations.
