RESOLUTION SETTING PUBLIC HEARING ON
NORTH QUEENSBURY VOLUNTEER FIRE COMPANY, INC.'S
PROPOSAL TO PURCHASE TANKER TRUCK AND USE
TAX-EXEMPT FINANCING FOR SUCH PURCHASE

WHEREAS, the Town of Queensbury and the North Queensbury Volunteer Fire Company,
Inc. (Fire Company)have entered into an Agreement for fire protection services,which Agreement sets
forth a number of terms and conditions including a condition that the Fire Company will not purchase
or enter into any binding contract to purchase any piece of apparatus, equipment, vehicles, real
property, or make any improvements that would require the Fire Company to acquire a loan or
mortgage or use money placed in a "vehicles fund" without prior approval of the Queensbury Town
Board, and
WHEREAS, the Fire Company has advised the Town Board that it wishes to purchase a
new Rosenbauer Tanker Truck (Truck) to replace its 1987 Tanker Truck 429 for the approximate
purchase price not to exceed $374,070, such purchase already included in the Fire Company's five
(5) year capital plan that forecasts future capital needs and expenditures, including anticipated
vehicles, equipment, tools, other apparatus, facilities or improvements to facilities to be used for
firematic purposes, and
WHEREAS, the Fire Company plans on paying for the proposed,new Truck as follows:
1. Approximately$150,000 from Vehicle Reserve funds; and
2. Approximately$224,070 maximum amount of tax-exempt financing; and
WHEREAS, the Town Board wishes to set a public hearing concerning the Fire Company's
proposed purchase, as Town Board approval of such proposed purchase is required by the Fire
Company's Agreement with the Town, and such proposed tax-exempt financing requires a public
hearing under the Internal Revenue Code, and
WHEREAS, the Truck will be owned and used by the Fire Company to provide fire protection
to the Town and maintained at its firehouse located at 2663 Route 9L, Cleverdale, in the Town of
Queensbury,New York,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board shall conduct a public hearing concerning the
North Queensbury Volunteer Fire Co., Inc.'s proposed Truck purchase delineated in the preambles of
this Resolution and the partial financing of such proposed purchase using tax-exempt financing on
Monday, June 19th, 2017 at 7:00 p.m., and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Queensbury Town Clerk
to publish a Notice of Public Hearing in the Post-Star Newspaper once at least fourteen(14) days prior
to the Public Hearing.

Subject:Tanker Truck Replacement
Dear Supervisor Strough,
North Queensbury Volunteer Fire Company is notifying the Queensbury Town Board of the replacement
of our 1987 Tanker Truck(429). The company is looking to the Town Board for approval to borrow
money and release restricted funds for use towards the purchase of this replacement tanker.
Tanker 429 was purchased by the company in 1987 used primarily as a water shuttle and limited
firefighting apparatus. The tanker follows our engine to all fire calls in our district and is often requested
for mutual aid by neighboring companies. The Towns Fire Service Study conducted by MMA Consulting
Group in 2009 recommends replacement of tankers every 20 years. This has been a planned purchase
listed annually in our Five Year Capital Plan as required by the Town.
429 has served the company well. Do to age,wear and tear, needed major drive train repairs, and the
lack of modern safety equipment the Company believes this is the correct time for replacement.
Last October the Company received five bids for the new truck. Our Truck Committee reviewed the bids
and presented to the membership. A determination was to accept the second lowest bid as the lowest
bid contain exceptions to the required specifications. Manufactured by Rosenbauer,the dealer
Garrrison Fire &Rescue Corp.the final price of the Truck came in at$374,070.00. Delivery of this truck
is approximately 11 months out.
North Queensbury Fire is requesting that the Town Board authorize the Company to:
1. Release of up to$150,000 from our restricted Truck Fund reserve. To reduce cost the
manufacturer will deduct$4,337.00 if the Fire Company purchases the chassis upon arrival
at the apparatus plant. (contract attached)
2. A public hearing advertising the intention of NQFVC a tax exempt corporation to borrow
funds for the new truck. As a not for profit tax exempt corporation we can reduce
borrowing cost by significantly through this process(current rate 3.75%taxable and 2.625%
tax exempt) Final numbers for this hearing will not be available until year end or early next
year.

The requested funds/borrowing will not increase our Town contract.
The 1987 tanker will be sold after the new truck is in service, proceeds will be retained in our truck fund
account for use for future apparatus purchases authorized by the Town.
The company looks forward to a hearing on our proposed purchase.

BOARD WILL CONDUCT A PUBLIC HEARING ON MONDAY,JUNE 19TH, 2017. AT 7:00 P.M.
AT THE QUEENSBURY ACTIVITIES CENTER, 742 BAY ROAD, QUEENSBURY TO

THE FIRE HOUSE LOCATED AT 2663 ROUTE 9L, CLEVERDALE IN THE TOWN OF
QUEENSBURY,NEW YORK.
ALL PARTIES IN INTEREST AND THE CITIZENS WILL BE GIVEN THE
OPPORTUNITY TO BE HEARD IN RESPECT TO THE PROPOSED PURCHASE.
INFORMATION CONCERNING THE PROPOSED PURCHASE IS ON FILE WITH THE TOWN
OF QUEENSBURY AND AVAILABLE FOR INSPECTION.
