GROSS ELECTRIC, INC. FOR WATER TREATMENT PLANT
SWITCHBOARD UPGRADES PROJECT

WHEREAS, by Resolution No.: 381,2016, the Queensbury Town Board authorized the
Water Treatment Plant Switchboard Upgrades Capital Project Fund 4214 to provide for the
replacement of the switchboard at the Town's Water Treatment Plant(Project), and
WHEREAS, the Town's engineer on this Project, Delaware Engineering, DPC, prepared bid
documents and specifications to advertise for bids for such Project and by Resolution No.: 107,2017,
the Town Board authorized such advertisement for bids, and
WHEREAS, on May 26th, 2017, the Town Purchasing Agent duly received and publicly
opened all bids, and
WHEREAS, by proposal dated May 26, 2017, Gross Electric, Inc., has submitted the
lowest responsible bid for such Project for an amount not to exceed $96,574, and
WHEREAS, the Purchasing Agent, Water Superintendent and Delaware Engineering,
DPC have therefore recommended that the Town Board award the bid to Gross Electric, Inc., and
WHEREAS, the Water Superintendent has advised the Town Board that there are times
when Change Orders may become necessary for such Project, including Change Orders related
primarily to proposed time extensions, and therefore he has requested that the Town Board also
authorize him to approve and sign all Change Orders pertaining to the Project, including, but not
limited to, Change Orders related to time extensions and project cost increases in an amount not
to exceed five percent (5%) of the total project cost or $4,829, that he deems necessary or
appropriate,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby accepts and awards the bid for the
replacement of the switchboard at the Town's Water Treatment Plant (Project), from the lowest,
responsible bidder, Gross Electric, Inc., for an amount not to exceed $96,574 to be paid for from
Capital Project Fund 4214, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes the Town Water Superintendent to
approve and sign all Change Orders pertaining to the Project, including, but not limited to,
Change Orders related to time extensions and project cost increases in an amount not to exceed
five percent (5%) of the total project cost or $4,829, that he deems necessary or appropriate, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that funding for such
Capital Project shall be by using $101,403 from the Water Equipment Cash Reserve 478 and
transferring such balance to the Capital Project as follows:
• 040-9901-9030-0078 Transfer to Capital Project Increase - $101,403
• 214-8320-2899 Capital Construction Increase - $101,403
• 214-0000-55031 Interfund Transfer Increase - $101,403

and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget
Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or
prepare any documentation necessary to establish such appropriations and estimated revenues,
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any needed documentation including any necessary Agreement between the Town and
Gross Electric, Inc., in form acceptable to the Town Supervisor, Water Superintendent, Town
Budget Officer and/or Town Counsel, and
BE IT FURTHER,
RESOLVED, that upon completion of work and/or in any necessary Change Order(s), the
Town Board further authorizes payment for these services, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Purchasing Agent, Water Superintendent, Town Budget Officer and/or Town Counsel to take any
and all action necessary to effectuate the terms of this Resolution, and
BE IT FURTHER,
RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the

provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk
to publish and post such notices and take such other actions as may be required by law.

Subject: Water Plant Switchboard Replacement
Recommendation for Award
Dear Mr. Harrington:
On May 26, 2017 the Town of Queensbury received bids for the construction of the switchboard replacement at
the Town of Queensbury Water Plant. Delaware Engineering, D.P.C. has reviewed the bid results for
conformance with the project specifications. Attached is a complete copy of the bid results for the project. The
low bidder was Gross Electric,Inc.
Contract#1 —Electrical Construction—Gross Electric,Inc. of Queensbury,IVY-$96,574.00
The low bidder is in conformance with the project bid requirements. The bid is below the Engineer's cost
estimate and within the total project budget. Based on the bid results received and a review of the bids
conformance to the project specifications, Delaware Engineering, D.P.C. is recommending that the Town of
Queensbury award the noted contract for the construction of the proposed upgrades to the apparent low bidders.
Delaware Engineering also recommends that,prior to award,Town of Queensbury have its legal counsel review
the bonds and bid documents submitted. If you have any questions regarding the bid results, bidding process or

WHEREAS, by Resolution No.: 381,2016, the Queensbury Town Board authorized the
Water Treatment Plant Switchboard Upgrades Capital Project Fund #214 to provide for the
replacement of the switchboard at the Town's Water Treatment Plant, and
WHEREAS, the Town's engineer on this Project, Delaware Engineering, DPC, has
prepared bid documents and specifications to advertise for bids for such Project, and
WHEREAS, General Municipal Law §103 requires that the Town advertise for bids and
award the bid to the lowest responsible bidder meeting New York State statutory requirements and
the requirements set forth in the Town's bid documents and specifications,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs the Town
Purchasing Agent to post and publish an advertisement for bids regarding the replacement of the
switchboard at the Town's Water Treatment Plant and receive all bids, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town's Purchasing
Agent to open all received bids, read them aloud and record the bids as is customarily done and
present the bids to the next regular or special meeting of the Town Board, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Water Superintendent, Purchasing Agent and/or Town Budget Officer to take any and all actions
necessary to effectuate all terms of this Resolution.

DELAWARE ENGINEERING, DPC FOR ENGINEERING SERVICES

WHEREAS, the Town of Queensbury wishes to establish a Capital Project that will
provide for the replacement of the switchboard at the Town of Queensbury Water Treatment
Plant, and
WHEREAS, the Town wishes to establish and fund the Revenue and Expense Accounts
for the Capital Project in a total amount of$20,900, and
WHEREAS, the Town Water Superintendent solicited and received proposals from three
(3) engineering firms for the preparation of engineering plans for the switchboard upgrades, and
WHEREAS, Delaware Engineering, DPC submitted the lowest and best proposal for such
engineering services related to the Capital Project for the approximate amount of$19,000 as set
forth in its November 1, 2016 proposal presented at this meeting, and
WHEREAS, accordingly, the Town Board wishes to establish a Capital Project Fund for
the Project and authorize such engagement of Delaware Engineering, DPC, and
WHEREAS, the Water Superintendent has advised the Town Board that there are times
when Change Orders may become necessary for such Project and has requested that the Town
Board also authorize him to approve and sign certain Change Orders up to a 10% contingency for
Change Orders that he deems necessary or appropriate,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Water Treatment
Plant Switchboard Replacement Project and authorizes and directs the establishment of the
Water Treatment Plant Switchboard Replacement Capital Project Fund #214 in the amount of
$20,900 which will establish funding for expenses associated with this Capital Project, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that funding for such
Capital Project shall be by using $20,900 of unappropriated, undesignated Fund Balance 040-
0000-0909 and transferring such balance to the Capital Project as follows:
• 040-9950-9030 Transfer to Capital Project- $20,900
• 214-0000-55031 Interfund Revenue- $20,900
• 214-8320-2899 Capital Construction - $20,900
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and accepts the proposal of
Delaware Engineering, DPC dated November 1, 2016 for professional engineering services for
the preparation of engineering plans for an approximate amount of$19,000, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes the Town Water Superintendent to
approve and sign Change Orders pertaining to the Contract up to a 10% contingency or in the
total amount not exceeding $1,900 that he deems necessary or appropriate, and

BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget
Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or
prepare any documentation necessary to establish such appropriations and estimated revenues,
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
sign any needed agreement with Delaware Engineering, DPC substantially in the form presented at
this meeting, as well as any other needed documentation and the Town Supervisor, Water
Superintendent and/or Town Budget Officer to take any and all actions necessary to effectuate all
terms of this Resolution.
