Dear Mr. Austin;
I do hope that we can have the five mile speed limit
established for Dunhams Bay, as is now the case of Harris and
Warner Bays. As a long-time resident of Dunhams Bay (38 years)
I have been increasingly concerned about the hazard as well as noise
associated with the growing traffic of speeding boars in our Bay.
One scarcely dares allow children in the water. Little would
be lost. and far more gained if speeds were controlled.

Dear Sir:
We are property owners in Dunham's Bay and we are very much in favor
of the proposed speeding ordinance.
The heavy boat traffic we have in the Bay, coupled with the high rate
of speed most of these boats travel at, creates a very dangerous
situation, both for the boaters themselves and for anyone foolhardy enough
to swim or take his boat out from his dock, especially on weekends , during
the boating season.
There is marked shore line erosion from the heavy wake washing up on land
when many of the boats go wide open close to shore while towing skiers ,
or while going to and from towing skiers , or while going to and from the
marinas in the Bay or in the creek.
Now that Dunham's Bay is the only one on the east side without a speeding
ordinance, we can expect even more water skiers Chia year, so we are
hoping this ordinance will be passed.

Dear Sir:
As a property owner and Taxpayer on "Dunhams Bay" I would like it
to be known that we are in favor of a 5 mile speed ordinance for
the "Bay". There are many reasons for our feeling this way such
as my concrete wall being knocked down, boat being damaged, dock
being flooded each time a boat goes past at high ppeed etc. I would
appreciate the Town Board taking the proper-'action to stop all this.

Dear Mr. Chase:
As a property owner on the east side of Dunham' s Bay and tax-
payer for 25 years. I protest to the Town Council, thru your office,
the method and t m tg of publicizing the notice of a public hearing
with respect to an amendment to Section 1, Ordinance 34, regulating
the speed of mechanically propelled vessels. Why should not each
property owner, whether he resides at the lake , Glens Falls the Long
Island Area, the Capital District, the Philadelphia Area or Connecticut,
which happens to be the case, be warned by mail just as he receives
his tax bill?
Let me explain that it was only by chance conversation with a
Glens Falls resident that I learned of the hearings of April 25 and
May 10.
Presently I have no decisive conclusion as regards the merit of
j the proposed amendment. I do feel, however, that the adoption of the
proposal will require rigid enforcement demanding more manpower to be
on patrol more often than has been evidenced the past few years.
Most importantly, I feel that this issue concerns every property
owner whose land adjoins the bay. It would seem, therefore, that
a mope open and democratic discission would result on a summer weekend.

ATTENTION: Donald Chase, Town Clerk, Town of Queensbury, or other
authorities interested in the five mph ordinance relating to Dunham' s
Bay, New York.
i Gentlemen:
As a property owner and tax payer at Dunham' s Bay, Lake George,
New York, I would like to go on record as strongly favoring a five
mph speed limit in Dunham' s Bay.
Dunham' s Bay has an extreemly high conce-ntration of boat traffic
due to the four marinas and the New York State launching site located
in this small area. These boats have been a constant source of concern
to the residents in the area because of their wreckless high speeds that
have made swimming dangerous.
I was extreemly annoyed to discover that Dunham' s Bay had not been
included with the other bays (Sandy Ray, Warner Bay, Aseembly Point and
Harris Bay) where the five mph speed limit eadance has already been enacted.

We need this five mph speed limit asm much, if not more, than the above
mentioned bays!

RESOLUTION NO. 138 Introduced by Mr. Robert Barber who moved its

WHEREAS, the Town Board deems it necessary to adopt an amendment
to the ordinance regulating speed of Mechanically propelled
vessels in the areas of Sandy Bay, Warner Bay, Assembly Point
and Harris Bay, and
WHEREAS, a proposed amendment was presented to the Town Board
and after due notice a Public Hearing was held thereon by the
Town Board on the 26th day of April , 1973 at 7 : 30 P.M. EST. at
the Town Office Building, Ray and Haviland Roads, Glens Falls
New York, and that the Town;._`Clerk gave notice of such hearing by
a publication thereof in the official town newspapers at least
once prior to the date specified for such hearing, specifying

the shoreline of Lake George in Dunhams Bay and north by a line
running from Joshua' s Rock north 78 degrees E, 800 feet more or
less to the easterly side of Dunhams Bay. Said Joshua' s Rock is located
at a point on the westerly shore of Dunhams Bay 1950 feet on a
course of magnetic north from the easterly end of the bridge at
the south end of Dunhams Bay.

noted the fire at the Grants store and the very serious need for
this ordinance to be passed.
Joseph McPhillips- noted that this was a smart move

RESOLUTION NO. 139 , Introduced by Mr. Harold Robillard who moved its

WHEREAS , Cale .Development Corporation has requested in writing pursuant
to Section 1640 7A of the Vehicle & Traffic Law of the State of New York
that the Town Board establish regulations regarding parking in the North-
way Plaza, and
WHEREAS, by Section 1640-A of the Vehicle & Traffic Law of the State of
New York, the Town Board may upon written request of the owner or person
in general charge of the operation of control of the shopping center
regulate parking therein by local law or ordinance, and
WHEREAS, it is provided by Subdivision 7 of Section 130 of the Town Law
that the Town Board may enact ordinances , rules and regulations regulating
the use of public places by motor and other vehicles , and restricting
parking of vehicles therein, and
WHEREAS , said Section 130 of the Town Law requires a public hearing upon
all proposed ordinances upon due notices provided for therein, and
WHEREAS, diverse and numerous complaints have been received from fire
officials and police agencies calling attention to the hazardous condi-
tion created by the parking of motor vehicles in fire lanes in the
Northway Plaza Shopping Center, and
WHEREAS a proposed Ordinance was presented to the Board and after due
`– notice a public hearing was held thereon by the Town Board on the 10th
day of May, 1973 at 7 : 30 P.M. DST. at the Town Office Building, Bay
and Haviland Roads , Glens Falls, New York, and that the Town Clerk gave notice
of such hearing by publication thereof in the official town newspapers at

ORDINANCE TO ESTABLISH A
NO PARKING ZONE IN THE
NORTHWAY PLAZA SHOPPING
CENTER IN THE TOWN OF
QUEENSBURY
BE IT ENACTED AND ORDAINED
BY THE TOWN BOARD OF THE TOWN
OF QUEENSBURY, WARREN COUNTY,
NEW YORK, AS FOLLOWS:
Section 1. For the purpose of this ordinance, the words "vehicle" ,
"Parked" and "standing" shall have the meaning defined in the Vehicle
and Traffic Law of the State of New York.
Section 2. No vehicle shall be parked or left standing in the North-
way Plaza Shopping Center at a distance closer than thirty-two (32' ) feet
from the curb in front of, to the rear of and on the side of buildings
containing a door used by the public in general for entering in and to
such buildings , and further prohibiting the parking or standing of vehicles
within thirty-two feet (32' ) of sprinkler connections or controls or
hydrants situate in said area.
Section 3. All ordinances or parts thereof of the Sown of Queensbury
inconsistent with the provisions of this ordinance are hereby repealed;
provided, however, that such repeal shall be only to the extent of such
inconsistency and in all other respects this ordinance shell be in addition
to the other ordinances regulating and governing the subject matter covered
by this ordinance.

Section 4. Any police officer, building and zoning enforce-
ment officer or official of the Fire Department is hereby authorized
upon finding a vehicle parked or standing in the areas prohibited
hereby, to cause the same to be removed from such areas , and the
owner or person using such vehicle shall be responsible for the pay-
ment of reasonable charges for such removal not bo exceed Twenty Five
Dollars ($25. 00) , and for the payment of reasonable charges for
storage of such vehicle , not to exceed One Dollar ($1. 00) per day there-
for.
Section 5. Any person violating any provision of Section 2 of this
ordinance shall upon conviction be punishable for first offense by a fine
not to exceed Ten Dollars ($10. 00) , and for a second offense by a fine of
not less than Ten Dollars ($10.00) nor more than Twenty Five Dollars
($25. 00) , or by imprisonment for not less than two (2) days nor more
than ten days (10) . The third or any subsequent offense within one
(1) year shall be punishable by a fine not less than Twenty Five ($25. 00)
nor more than One Hundred Dollars ($100. 00) , or by imprisonment not to
exceed thirty (30) days or by both such fine and imprisonment. In
addition to the aforesaid, penalties , the Town Board of the Town of Queens-
bury may institute any proper action, suit or proceeding to prevent,res-
train or correct or abate any violation of this ordinance.
Section 6. A violation of this ordinance shall constitute a traffic
infraction within the meaning of Section 1800 of the Vehicle and Traffic
Law of the State of New York.
Section 7. This ordinance shall take effect immediately.

RESOLUTION DUATING THE RIDGEDALE DRAINAGE DISTRICT IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK
RESOLUTION NO. 142, Introduced by Mr. Robert Barber wko moved its

WHEREAS, certain residents of the Town have requested the establish-
ment of a drainage district , and
WHEREAS, the Town Board of the Town of Queensbury, in the County of
Warren and State of New York, met at regular session in the Town Office
Building, in said Town, County and State as aforesaid, on the 12th day
of April, 1973 , at 7 : 30 P.M. eastern standard time, and adopted Resolu-
tion No. 123 for the year 1973, calling foe a Public Hearing at the
Town Office Building, located at Bay Road, Town of Queensbury, Warren
County, New York, on the 10th day of May, 1973, at 7 : 30 P.M. eastern
standard time, to hear all persons interested in the subject thereof,
concerning the same and to take such action as was required and
authorized by law, and
WHEREAS, a Public Hearing was held upon said notice giving all
interested persons an opportunity to be heard thereon, now therefore,
be it
RESOLVED, by the Town Board of the Town of Queensbury, Warren County,
New York, as follows :
Section 1. That the notice of hearing described in Resolution
No. 123 for the year 1973 was published and posted as required by law
and is otherwise sufficient : That all the property and property owners
within the proposed district are benefited, or will be benefited, by the
creation of the said district ; That all the property and property owners
benefited are included within the limits of the proposed district; That
the establishment of such district is in the public interest.
Section 2. The Ridgedale drainage district is hereby created, —
and shall include therein all real property bounded and described as
set forth on Schedule "A" hereto annexed.
Section 3. The construction of the drainage system is approved at
a maximum cost to be expended for the establishment of said drainage
system for the purposes aforesaid, including surveys, land and other
expenses , is Twenty-seven Thousand Dollars ($27,000. 00) which is here-
by approved. The cost thereof shall be borne by local assessment upon
the several lots and parcels of land within said drainage district
which the Town Board shall determine and specify to be especially benefited
by the improvements in just proportion to the amount of benefit which
the improvement will confer upon the same.
Section 4. The Town Clerk of the Town of Queensbury is hereby directed
to file a certificate pursuant to Section 209 E of the Town Law, including
a copy of this Resolution upon the Department of Audit and Control , at
Albany, New York.
Section 5. This Resolution shall take effect immediately, subject
to permissive referendum.
Description of Ridgedale Drainage District, Town of Queensbury, Warren
County, N.Y.
All that certain premises more particularly bounded and described
as follows : BEGINNING at a point in the easterly bounds of Meadowbrook
Road where the same is intersected by the northerly bounds of the cor-
poration line of the City of Glens Falls, running from thence in a
westerly direction along the northerly corporation line of the City of
Glens Falls , to the southwesterly corner of land of John Peck; thence
running in a northerly direction along the westerly bounds of the said
lands of Peck, and the westerly bounds of lands of Lawrence Segel, Marion

RESOLUTION INDICATING SUPPORT OF THE LAKE GEORGE WATERSHED PROJECT
RESOLUTION NO. 143, Introduced by Mr. Harold Robillard who moved its
adoption' secon ed by Mr. Gordnn Streeter:
WHEREAS , the Warren County Soil and Water Conservation District
intends to apply for Federal planning assistance on the Lake George
Watershed Project, toward the goal of reducing sediment pollution
of the lake and attendant problems of flooding, shallow water, and
delta formation, restricting fish movement and endangering the
recreational aspect of the lake; and
`-" WHEREAS , the Town of Queensbury borders Lake George and will be n+Efit
from participation in such project ; and
WHEREAS , application for such Federal Assistance will not obligate
the Town financially; now therefore, be it
RESOLVED, that the Town of Queensbury hereby indicates its support
of the Lake George Watershed Project and its intention to join
as an applicant; and be it further
RESOLVED, that a copy of this resolution together with a notice of
intent be forwarded by the Town Clerk to Clarence White, Chairman,
Warren County Soil and Water Conservation District.

RESOLUTION TO SOLICIT SEALED BIDS FOR WATER DEPARTMENT MATERIALS
RESOLUTION NO. 145 , Introduced by Mr. Gordon Streeter who moved its
adoption, secon ed by Mr. Harold Robillard:
WHEREAS, Thomas Flaherty, Queensbury Water Superintendent has re-
quested that the Town Board solicit sealed bids for Water Depart-
ment materials to be used for the installation of service lines in
the extension of Dixon Road and West Mountian Road, therefore be it
RESOLVED, that the Town of Queensbury solicit sealed bids for the
purchase of the above mentioned materials and that the following notice
be published once in the official town newspspers in the following form:
NOTICE TO BIDDERS
Notice is hereby given that the Town Board of the Town of Queensbury
will receive sealed proposals on materials for the Water Department I
to be used in the installation of service lines in the extension
of Dixon Road and West Mountain Road.
A complete copy of the specifications will be available in the office
of the Town Clerk.
Bids will be received up to 5 :00 P.M. DST. on the 14th day of June , 1973
at the Town Clerk' s Office in the Town of Queensbury Office Building,
Bay and Haviland Roads, Glens Falls , New York 12801.
Bids must be submitted in sealed OPAQUE envelopes marked Water Depart-
ment Materials Bid and there shall be included in such bid a certificate
of Non-Collusion as required by Sectinn 103D of the General Municipal
Law and bidder must state approximate date of delivery.
The Town Board will meet at the Town Office Building at 7 :30 P.M. DST.
on the 14th day of June, 1973 at which time the bids will be opened and
read aloud.
The Town Board reserves the right to reject any or all bids.

RESOLUTION TO ACCEPT DEED FOR A HIGHWAY
RESOLUTION NO. 147, Introduced by Mr. Harold Robillard, who moved its
adoption, seconded by Mr. John Austin:
WHEREAS , John T. Whalen has executed and offered a deed for Town Road-
ways of not less than fifty (50) feet in width, which is described in
Schedule "A" attached hereto and made a part hereof, and
WHEREAS, Carl A. Garb, Superintendent of Highways , has advised that he
recommends to this Board that it accept this land for highway purposes
as an addition to the Town Highway System, and
WHEREAS, said deed has been approved by J. David Little, Esq. , counsel
to the Town Board, now therefore, be it
RESOLVED, that the aforementioned deed be and the same is hereby
authorized and approved and the Town Board is 'hereby authorized and directed
to cause said deed to be recorded in the Warren County Clerk's Office
after which said deed shall be properly filed in the Office of the Town
Clerk, and be it further

Youth for approval of the Recreation Project is hereby authorized

WHEREAS, a State Legislative Committee has recommended an increase
of 66 2/3% in the annual salaries of members of the State Assembly
and State Senate; and
WHEREAS, suchan increase would be an outrageous violation of the
, nation' s guidelines on salary increases for purposes of halting in
flation; now, therefore, bcrit
RESOLVED, that the Town Board of the Town of Queensbury hereby ex-
presses its opposition to any increase in salaries of State Legisla-
tors which violates Federal standards ; and be it further

legislature provides for State assumption of local court costs to be
financed by highway user fees ; and
WHEREAS, such an arrangement is violative of basic governmental philosophy

RESOLVED, that the Town Board of the Town of Queensbury hereby expresses
its strong opposition to the proposed New York State take-over of local
courts and the proposed loss to local government of highway user fees , and

RESOLVED, that copies of this resolution be forwarded to Governor Nelson
A. Rockefeller, Speaker of the Assembly Perry Duryea, Senate Majority

Robert Willets- commended the Town and "Speaking for myself, I think
the town should look at other bodies of water, too. " in particular
Halfway Book. He noted that many residents realize that they are
polluting to an extent but this will tell us how fast .
Mr. Willets wanted to know if the town would sponsor a fall leaf
pick up. - Supervisor Austin referred this to the Highway Committee.
Mr. Collins question the proposed sewage plan for the lake George Area. ---�
Supervisor Austin noted that the Towr, Board net with Harold Rist and
Ray Irish and discussed the many facets of this plan.
Francis Fish- Did Sperry Trucks bill the Town for the equipment that
was used at the landfill?
Mr. Barber- No. this was donated.

Information meeting on the proposed drainage district for Seward-
Ames-Grant-Ripley-Barber-Sherman Avenues
Supervisor Austin: The Town now proposes to add Barber Avenue and
Ripley Place to the originally planned Drainage District. The total
cost of the project will go from the original $58,000 to $63,000 however
the cost per resident will drop from 69G to 60t per front foot with the
addition of the extra land. It was noted during the meeting that the
Town has met with the city and that there will be two possibly three
connections made into the city Drainage system, as to the charge that
will be leviod on the residents of the area, this has not bee1,-dgtejn r ed.
