WHEREAS, Richard W. Threw has made application in accordance with
paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury
entitled; ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE
HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to
locate a mobile home at property situated on Luzerne Road, and
WHEREAS , this town board has conducted a public hearing in connection
with said application and has heard all persons desiring to be heard
in favor of or against said application, and
WHEREAS, it is hereby determined that the facts presented in said
application and at said public hearing are sufficient to authorize
the issuance of the permit requested by said application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned

Dear John:
Attached is a petition requesting removal of the speed limit in
Duhhams Bay. We were not able .to contaat all the property owners
but you will notice we have about 50% of the owners who are affected,
that is , who are south of the buoys . In terms of assessed valuation
it is probably more than 50% because the owner of the Boat Co. , Phil
Austin and John Salvador, the new owner of the Lodge, are signators.
Our position is that the pollution as a result of the slow speed of the
boats far vutws the problem of speed, especially since the Park
Commission is already policing the bay for this purpose.
In support of this position I've attached the cover page and Conclusions
section from a study by the Bio-Environmental Engineering Division of RPI.
Note especiallj! the second Raragraph of the Conclusions which states that
the pollutants from a4rd engines increased from 7 to 30% from untuned
engines and from 3 to 26% from tuned engines when t ey—were operated at
low speeds. This—Ts well known engineering fact , but the RPI study
dramatically emphasizes the problem and is current. In other words,
pollution increases by a factor of 4 to 8 to one.
This added pollution cannot be tolerated. We must find other ways to
an e the minor annoyances of speed.
Visual observations this summer give clear evidence that the air and
water is being increasingly polluted. We can't do much about the number
of boats except to keep the wetlands from being filled in but we can re-
move this Ordinance that results in increased pollution to the air and
water.
We urge you to move as quickly as possible to rescind Ordinance #34,
Section 1-e.

Mr. Chenier-noted how clean the lake had become since the ordinance
had been in effect (5 mile hr. in the bay) thank the Board and hoped

The U. S . Department of the Treasury estimates that the Town of
Queensbury will receive a general revenue sharing allocation of
$77,614 for the period of July, 1973 to June , 1974. A planned
use report must be submitted to the Department by September 14.
It is my recommendation that the planned use of said sum be the
construction of a police-highway headquarters on town property
east of the Town Office Building.

RESOLUTION ADOPTING PLAN TO EXPEND ITS REVENUE SHARING
RESOLUTION No. 265 Introduced by Mr. Harold Robillard who moved its

WHEREAS the Town Board of the Town of Queensbury has by Resolution
Number 159 of 1973 required the Town Supervisor to publish a statement
in the official nawspapers showing allocation of Revenue Sharing Funds ;
now, therefore, be it
RESOLVED that the Town Board of the Town of Queensbury adopts the
following plan to expend its revenue sharing allocation for the
entitlement period of July 1973 to June 1974, based upon an estimated
total of $77 ,614.00.

WHEREAS , the Town Board of the Torn of Queensbury did establish a
Capital Highway Garage Construction Account by Resolution 189 of June
14, 1973 and
WHEREAS , it is the intention of this Berard to conduct a study of costs
involved with thh construction of a Highway and Police Department Building,
therefore be it
RESOLVED, the Supervisor is hereby authorized and direct d to execute a
contract agreement with Cushing, Choppa Associates for Mir services
regarding the erection of a building for the Highway and Police Depart-
ments and be it further
RESOLVED, that all fees as outlines in the agreement are a proper charge,
payable from the Highway Garage Construction Account as established.
