GEOLOGIC & ENVIRONMENTAL CONSULTANTS AN VLEET, LLC August 2, 2017 Mr. Ethan Peter Hall,Architect C E E Rucinski Hall Architecture 134 Dix Avenue Glens Falls,New York 12801 I AUG 2 5 2017 RE: Pre-Renovation Asbestos Survey TOWN OF C'UEENSBUBY BUILDING&CODES 973 State Route 9 Queensbury,New York Dear Mr. Hall: Hanson Van Vleet, LLC conducted a pre-renovation asbestos containing material (ACM) survey at the one-story structure, located at 973 State Route 9, Queensbury, Warren County, New York Tax ID # 296.13-1-19. A site location map is attached to this letter report. The survey was conducted to determine if any ACM exists within the structure, prior to renovation. HVV is a licensed by the New York State Department of Labor under license # 05-0220 to perform asbestos inspections, sample collection and surveys. Samples of all types of suspected asbestos containing material (SACM)were collected. All samples were collected by a NYSDOL licensed Class D Inspector, in accordance with 12 NYCRR Part 56, as amended effective September 21, 2007 (referred to as Industrial Code Rule 56) and 29 CFR Part 1910 dated April 10, 1994. The sampling was conducted on July 24, 2017. A copy of the NYSDOL Asbestos license is attached to this letter. Methods The asbestos survey was conducted on July 24, 2017. Prior to initiating sampling, an on-site walk-through inspection of the building was performed in accordance with Subpart 56-5(e) of 12 NYCRR Part 5. County records indicate the structure was constructed in 1972. Based on the site inspection, sampling of materials was performed to evaluate for suspect asbestos containing materials (ACM). Bulk samples were collected following standard sampling procedures. The samples were placed in sealed sample bags and delivered by Federal Express to EMSL Analytical for analysis under formal chain of custody procedures. Friable type materials were analyzed by Polarized Light Microscopy (PLM) via the NY State ELAP 198.1 method. Non-organically bound (NOB) materials were analyzed by PLM via NYS method 198.6 NOB. If the NYS method 198.6 NOB was inconclusive, the NOB materials were then analyzed by transient electron microscopy (TEM)via NYS method 198.4 NOB. 902 Route 146 (518)371-7940 Clifton Park, New York 12065 Fax(518)371-5885 Pre-Renovation ACM Survey 973 State Route 9 Queensbury,NY Page 2 of 3 INSPECTION RESULTS The inspection revealed a former service and tire retail station of concrete block construction, with a flat bitumen roof. The structure had an office, service area, rest room and reception area. The windows and doors were aluminum framed with no glazing. Garage bay doors were also aluminum. A renovation of the interior of the building is proposed. Interior building materials to be disturbed by the proposed renovation include; slate flooring, drywall ceiling in the office, drywall ceiling in the garage area and bathroom and ceramic tiles in the bathroom. A second garage building exists on the property but no renovations that would disturb the existing building materials are planned at this time. Interior The interior construction was concrete block walls, with a concrete slab floor and drywall ceiling in the service area, slate floors, wood paneled walls, and open ceilings in the reception area, and ceramic tile floors walls with drywall ceilings in the bathroom. Suspect ACM was limited to drywall on the ceiling of the office, and a second type of drywall identified on the ceilings of the garage bay area and bathroom. Three samples of each type of suspect ACM were collected. This included samples of the hardy board type drywall identified on the ceiling of the office room and standard drywall identified in the garage bays, and bathroom. No other suspected asbestos containing materials were observed within the structure that are to be disturbed by the planned renovations. Exterior The exterior consisted of concrete block with aluminum trim and flashing and a bitumen roof. The proposed new roof on the building will encapsulate the existing roof and no plans to remove or disturb the existing roofing materials are proposed. No suspected asbestos containing materials were observed during the exterior inspection that are to be disturbed by the proposed renovations. Asbestos Containing Material Sampling Results Samples of six suspected asbestos containing materials were collected and submitted for analysis. The analytical results did not identify any materials considered asbestos containing. The results of the analysis are summarized below. The Analytical results and chain of custody are attached to this letter. Table l Asbestos Sampling Locations and Analytical Results Sample No. Type of Material Location Result Approximate Quantity SI-A Drywall Ceiling Office None Detected 50 sq ft Sl-B Drywall Ceiling Office None Detected 50 sq ft S1-C Drywall Ceiling Office None Detected 50 sq ft S2-A Drywall Garage and None Detected 400 sq ft Bathroom S2-13 Drywall Garage and None Detected 400 sq ft Bathroom S2-C Drywall Garage and None Detected 400 sq ft Bathroom Pre-Renovation ACM Survey 973 State Route 9 Queensbury,NY Page 3 of 3 Conclusions Testing of three samples of each of the two types of suspect asbestos containing materials was performed pursuant to 12 NYCRR Part 56, (Code Rule 56). Materials are considered asbestos containing if they contain 1% or more of asbestos. All results were "none detected". None of the samples analyzed are considered ACM. The results of the asbestos survey did not identify any asbestos containing materials. Recommendations The analysis indicates that the sampled materials are not ACM. ACM abatement is not required prior to renovation. If you have any questions regarding this survey, please contact Hanson Van Vleet LLC at (518) 371-7940.
