At the beginning of the session John D. Austin, Jr. newly elected
County Supervisor escorted Lloyd Demboski and Harold Robillard to their
respective seats on the Board.
Past Councilman Austin at this time gave his verbal resignation from
the Board and thanked all who worked with him on different committees
and also his assosiates. The Board members also wished John good luck
on his-new adventures-with the County- Board of Supervisors.

Thursday evening, December 16th, Robert Barber is being- recommended to
fill the vac aney of Councilman left by Hammond Robertson Jr. and Gordon

RESOLUTION TO APPOINT COUNCILMAN TO REPLACE HAMMOND ROBERTSON, - JR.
RESOLUTION NO. 1 , introduced by Mr. Demboski who moved its adoption

WHEREAS, a vacancy exists in the office of Councilman, in the Town of
Queensbury, County of Warren because of the resignation of Hammond
Robertson, Jr. who was elected to such office on the 4th day od November,
1969, for a term of 4 years from the lsf day of January, 1970;
NOW, THEREFORE, in pursuance of the power vested in us by Section 64
of the Town Law, we, the undersigned members of the Town Board of such
town, do hereby appoint ROBERT R. BARBER of said Town to fill the vacancy
existing in said office of Councilman. Such appointment is effective
immediately and the said Robert R. Barber shall hold such office until
January 1, 1973.

Dear Members of the Board:
It is with considerable satisfaction that I am able to report that the
incidence of Lion and Alligator bites is down 100% ( from one each in
1970 to zero in 1971) . However, our mutual joy must be tempered by the
fact that there were more mouse, hamsterm skunk, squirrel, cat, dog,
goat, snake, racoon, rat and human bites in 1971 than previously.
Seasonal distress (May to Sept,) over nasal recognition of umproperly
functioning septic systems remains a problem, and when the temperature
is 86 or above I can expect several calls daily. Each caller receives
a sympathetic ear and a prayer for cooler weather. When there are reports
of raw sewage, however, I have attempted to investigate and/or write a
letter to the offender(with a copy to the complainer) . In such letters
I state the complaint, note that if such facts are correct it is
contrary to the Public health law, and if the problem is not corrected
the Board of Health is empowered to take whatever steps they deem necess I
ary to correct the situation, This year I do not recall any instances
where I was informed that the necessary corrections were not made,
although I would be naive if I truly believed that all repairs were
carried out. Thus, none of these numerous communications were forwarded
to you. _
Three hundred and eleven immunizations were carried out at three separate
clinics (March, May and November) . This is much lower for two reasons.
First, intensive efforts to update immunizations in the past several .years
has left a smaller pool of those who were not up to date; second the
United States Public Health Service announced that smallpox vaccinations
were of questionable value at the present time. Thus no follow-up
vaccinations were done, although pre-schoolers must still have a smallpox
vaccination by Stat Law.
Several Health Officer Committments. to Marcy State Hospital were made by
me during the year.
I have had further discussions recently with Dr. Luria regarding the use
of the Glens Falls Clinic building for the establishment of. a V.D. Clinic.
I have been pledging Queensburyks cooperation on the assumption that my
request for a motion to this effect(which I made_ a couple of months ago)
was acted upon favorably by you. However, you did not inform me definitely
about this. ( Would appreciate hearing) .
If there are any questions of me I would always be glad to meet with
you at any time. However, I have the feeling that life is a long series
of meetings and if any aren't of real necessity they are better skipped.
Thus, I will continue to report this way if satisfactory to you.

Although I have not looked it up I have the feeling that this year is the
end of a four year appointment for me. Thus, continued reporting naturally
hinges upon=your ;reappointment of me for another four years. Needless to
say, I appreciate your having enough confidence in me to appoint me in
the past, and I hope such confidence continues.

Queensbury Town Board
Gentlemen:
The Building and Zoning Department has progressed in 1971 to
approximately sixty per cent self sustaining.
We have good public relations with the builders and the people.
Meetings are attended with the Home Builders Association, the New York
State Dept. of Health and the Sewage Contractors to facilitate co-
ordination and understanding of the Town regulations.
I request reappointment to the office of Building and Zoning Inspector
in the Town of Queensbury to continue serving the people.

RESOLUTION TO RETAIN TOWN SURVEYOR
RESOLUTION NO.A 8 _,- introduced by Mr. Streeter, who- moved its. adoption

RESOLVED, that John B. VanDusen of the Town of Queensbury- be retained
as Town Surveyor of the Town of Queensbury for the fiscal year 1972
at an annual compensation of $3,400 and that the Supervisor be and he
hereby is authorized to execute on behalf of the Town a contract with
John B. VanDusen for such services, and be it further
RESOLVED, that in addition to the services provided by such contract,
the Town Board employ said John B. VanDusen to perform other services
as may be required which will involve the employment by him of persons
to assist in compiling data, drafting and similar world, and that the
Town reimburse John B.- VanDusen for such additional w rk and expenses
in connection therewith during the fiscal year of 1972, but not to exceed
in the aggregate sum of $1,000 which reimbursement shall be made upon
itemized and certified vouchers therefore audited by the Town Board.

RESOLUTION AUTHORIZING HIGHWAY SUPT. TO PURCHASE SUPPLIES

RESOLVED, that purchase of materials, supplies and tools for the Highway
Dept. may be made by the Town Supt. of Highways without_ the prier
approval of the Town Board where the cost thereof does not exceed
an aggregate of $500.00 during the fiscal year.

RESOLUTION TO AUTHORIZE PURCHASE OF SAND AND GRAVEL

WHEREAS, the Town Board of the Town of Queensbury did May 25, 1967,
adopt Resolution No. 97, which provided, under Subdivision 6_(e) of
Section 20 of the Town Law, that the office of Receiver of Taxes and
Assessments become appointed on January 1, 1968, therefore be it
RESOLVED, that Betty Eggleston of West Glens Falls be and she is hereby
appointed as Receiver of Taxes and Assessments in the Town of Queensbury
for a term of two years effective January 1, 1972 through December 31,
1973.

deemed advisable to provide compensation for -the Deputy Receiver of Taxes
and Assessments, be it
RESOLVED, that the compensation of Forrest J. Crannell, Deputy Receiver of
Taxes and Assessments is hereby fixed at $2.40 per hour, payable upon
proper verification of the Receiver of Taxes and Assessments. This amount
with all other payroll expenses not to exceed $1,000.00. 1

RESOLUTION TO NAME COUNSEL TO TOWN BOARD

WHEREAS, this Board deems itself in need of legal counsel in the conduct
of its affairs, and
WHEREAS, the Office of Town Attorney has not been established or provision
for a salary therefor included in the 1972 budget, therefore be it
RESOLVED, that Harold W. Katz, Esq. , Attorney residing in the Town qf.
Y Queensbury be employed by this Board to render such legal services as may
be required and that payment for such services shall be by a Town voucher
audited by the Town Board.

Section 150 of the Town Law, now therefore be it
RESOLVED, that the following are named to positions in the Police Dept.
for the year 1972, to serve at the pleasure of this Board.

matters and that the policemen shall retain and are entitled to retain

Special Patrolman $22.00 per day
School Crossing Guard 7.50 per day
