The meeting was opened at 8:07 P.M. with a salute to the flag.
The Supervisor greeted the following visitors:

First on the agenda was a bid opening for Water Dept. materials.
Bids were received from Martisco Albany Corp. of Latham N.Y. , L and C
Municipal Sales of Johnstown, N.Y. , LeValley McLeod of Schenectady, N.Y.
and Robert D Spence of Syracuse, N.Y. All bids contained Non-Collusion
certificates and at the request of the board were turned over to Mr.
Flaherty -for his consideration.
Next on the agenda was the public hearing of Francis Dowd to locate a
mobile home on Indiana Ave.
RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 234, introduced by Mr. Austin who moved its adoption,
seconded by Mr. Demboski.
WHEREAS, Francis Dowd of Ohio Ave, Glens Falls, N.Y. has made application
in accordance with paragraph 2 (c) Section 4 of an ordinance of the
Town of Queensbury entitled; ORDINANCE FOR THE REGULATION OF MOBILE HOMES
AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK,
to locate a mobile home outside of a duly licensed mobile home court at
property situated at Indiana Ave. and
WHEREAS, this town board has conducted a public hearing in connection with
said application and has heard all persons desiring to be heard in favor of
or against said application, and
WHEREAS, it is hereby determined that the facts presented in said application
and at said public hearing are sufficient to authorize the issuance of the
permit requested by said application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned ordinance,
permission is hereby given to Francis Dowd to locate a mobile home outside
of a duly licensed mobile home court at property situated at Indiana Ave.
and that the Building Inspector is hereby authorized and directed to issue
such permit in accordance with the terms and -conditions of said ordinance.
Duly adopted by the following vote:
Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard and Mr.. Solomon.
Noes: None.
Next was a public hearing on the mobile home application of Robert Widrick
Proof of publication was shown by the Clerk as to this hearing and also
the one of Mr. Dowd. The Building Inspector recommended approval of the
permits for Mr. Dowd and Mr.- Widrick.
RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 235 , introduced by Mr. Austin who moved its adoption,
seconded by Mr. Robillard.
WHEREAS, Robert Widrick of Briwood Circle, Glens Falls, N.Y. has made
application in accordance with paragraph 2 (c) Section 4 of an ordinance
of the Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE
HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY,
NEW YORK, to locate a mobile home at property situated at Pinello Road, and
WHEREAS, this town board has conducted a public hearing in connection with

said application and has heard all persons desiring to be heard in favor
of or against said application, and
WHEREAS, it is hereby determined that the facts presented in said application
and at said public hearing are sufficient to authorize the issuance of the
permit requested by said application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned ordinance
Bermission is hereby granted to Robert Widrick to locate a mobile home
on Pinello oad and that the Building Inspector is hereby authorized and
directed to issue such permit in accordance with the terms and conditions
of said ordinance.
Duly adopted by the following vote:
Ayes: Mr.. Demboski, Mr. Austin, Mr. Robillard and Mr. Solomon.
Noes: None.
Next was an application of Carl Covell of Haviland Road to locate
permanently a mobile home in the rear of his farm. This was to be used
for his help. Proof of publication of the hearing was shown by the Clerk.
This application carried the approval of the Building Inspector.
Several residents appeared in disapproval of the application. Mr. Solomon
stated his approval of the application because of the hardship in getting
farm help. Mr. Glen .Caffry spoke and said to grant the permit would be to
compound an error. He stated that when the temporary permit was granted
-no public hearing was needed and the people had no choice in the matter.
Now that there is a public hearing -we are here to object. Mr. Caffry said
it puts us in the position as being bad guys. If this was to be a two stage
operation we should have had an opportunity to speak a year ago. Also
speaking in opposition were Earl Ellsworth, Mrs. Case Prime, Richard Roberts
a neighbor and Richard Schommer of the Continental Insurance Co.
The hearing turned into a spirited exchange and found the three councilmen
and most of the audience i'n opposition to Mr. Solomon Mr. Rozellah Abbott
spoke on behalf of Charles Eisenhart of ACC and said the college had no
objection as long as the mobile home was kept with proper decorum.
After the statements from the objectors Mr. Solomon moved for approval of
the permit. His resolution died for lack of a second.
RESOLUTION TO DISAPPROVE APPLICATION FOR MOBILE HOME
RESOLUTION NO. 236, introduced by Mr. Robillard who moved its adoption,
seconded by Mr. Austin.
WHEREAS, Carl Covell has made application to this Board for a permit to
locate a mobile home in the rear of his farm on Haviland Road and
WHEREAS, upon proper investigation it appears that the applicant: has
complied with all the requirements of the ordinance regulations relating
to mobile homes in the town of Queensbury, therefore be it
RESOLVED, that there was no hardship shown on the original application
therefore be it
RESOLVED, that the application of Carl Covell be and is hereby disapproved
and that the Town Clerk is hereby directed to notify him of the decision
of this board.
Duly adopted by the following vote:
Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard and Mr. Solomon.
Noes: None.
After voting yes Mr.- Solomon asked the board to consider an application
for an additional year. Mr,. Austin maintained that there was no such
application before the board. Mr. Robillard stated he was opposed to it
because the permit was improper in the first place. Under the ordinance
the application should be made by the occupant. The people who appeared
in opposition were also opposed to granting another one year permit.
Mr. Solomon said "We will try one more time", He asked the board what
they thought of a 90 day extension. Mr. Caffry spoke out and said he would
go along with a 90 day extension.
RESOLUTION TO AUTHORIZE TEMPORARY PERMIT FOR MOBILE HOME
RESOLUTION N0. -237, introduced by Mr. Solomon who moved its adoption,
seconded by Mr. Austin.
WHEREAS, Carl Covell has made application for a permanent location for
a mobile home for his hired help and
WHEREAS, this application met with much opposition therefore Mr. Covell
is making application in accordance with paragraph 2 (a) Section 4 of an

ordinance entitled: ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND
MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK
to locate a mobile home at property situated at Haviland Road and
WHEREAS, it is hereby determined that the facts presented in said application
are sufficient to authorize the issuance of -the permit requested by said
application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned ordinance
temporary permission is hereby given to Carl Covell to continue to keep
a mobile home in the rear of his farm for a period of 90 days and that
the Building Inspector is hereby authorized and directed to issue such
permit in accordance with the terms and conditions of said ordinance.
Duly adopted by the following vote:
Ayes: Mr. Demboski, Mr. Austin and Mr. Solomon

Next on the agenda was the opening of bids on the installation of a
traffic light at the intersection of Route 9 and Foster Ave.
One bid was received from Brown-Bros. Electrical and a Non Collusive
certificate was attached. The amount was $ 3333.00. The bid was turned
over to Carl Garb for his consideration. Proof of publication was
shown by the Clerk.

It is with much regret that I submit my resignation from the Town Board
of Queensbury, effective October 1, 1971.
As you know I no longer reside in the Town of Queensbury and am therefore
no longer able to serve.
My best wishes for continued growth of the town. If I can be of any
assistance to you or to the town, please feel free to contact me.

Mr. Solomon announced there will be two vacancies on the board when John
Austin, Jr. moves on as County Supervisor in January. These will be filled
by appointment.
In a memo to all department heads Mr. Solomon announced that the annual
audit will be held on January 13, 1972 at 7 :30 P.M.
A memorandum was received from the Building Dept. that Mario J. Sassone
has been directed to remedy before December 20 an illegal storage area
on his property adjoining the town landfill.
The following letter was received from the Department of Transportation:
Dear Mr. Solomon:
This letter is subsequent to extensive review and investigation of a
number of requests which we have received on subject location (Route 149
and Bay Road) and is written to you in accordance with -a copy of our
January 15, 1971 letter to Mrs. O'Keefe which was sent to you.
We took traffic counts at this location during the heavy summer traffic
months. These counts do not justify the installation -of a traffic signal.
We are aware that everyone' s prime concern here is the fear of accidents.
Accordingly, a review of the accident record at this location reveals
no accidents since 1968 when signing revisions and brush removal were
accomplished. This indicates that this intersection now enjoys a nearly
unprecidented safety record. Our experience is that installation of
traffic signals particularly when volume warrants are not met, causes a
marked increase in traffic accidents. This would definitely be the case
with rear-end accidents on Route 149 at this location. Furthermore, a
traffic signal here, where accident history is now excellent would tend
to give Bay Road motorists a false sense of security which would also
be likely to lead to accidents.
We, therefore, must advise you that we must continue to deny a request
for signalization of this intersection. If we can be of further
assistance or if you have any questions on this matter please do not
hesitate to contact us.

Reports from the Town Clerk' s office and the Water Dept. were placed on
file in the Clerk' s office.
Mr. Solomon reported that a public hearing will be held on Thursday
December 9 on the formation of South Queensbury Water District 2 and that
December 30 has been set as the target date for a hearing on the Hudson
River Filtration plant and transmission lines.
RESOLUTION TO ACCEPT DEED FOR TOWN HIGHWAY (ADDITIONAL TO RAINBOW TRAIL)
RESOLUTION NO. 238 , introduced by Mr. Demboski who moved its adoption
seconded by Mr. Austin.
WHEREAS, H. Russell Harris and Isabelle Harris, his wife residing at
Star Route, Ridge Road, Glens Falls, N.Y. have executed and offered
a deed for a 50-foot roadway a copy of which is attached hereto and
made a part hereof,
and WHEREAS, Carl A. Garb, Superintendent of Highways, has advised that
he recommends to this Board that it accept this land for highway purposes
into the town highway system, and
WHEREAS, the deed has been approved by Harold W. Katz, Esq. , Counsel to
this Board,
NOW, THEREFORE, BE IT
RESOLVED, that the aforementioned deed be and the same is hereby accepted
and approved, and that the Town Clerk is hereby authorized and directed
to cause said deed to be recorded in the Warren County Clerk' s Office,
after which said deed shall be properly filed in the office of the Town
Clerk, and be it further
RESOLVED, that this new road is hereby added to the official inventory
of town highways, and described as follows:

RESOLUTION NO. 239, introduced by Mr. Robillard who moved its adoption,
seconded by Mr. Austin.
WHEREAS, Mabel C. Ellsworth, residing at 194 Aviation Road, Town of
Queensbury, Warren County, New York has executed and offered a deed for
a 50-foot roadway a copy of which is attached hereto and made a part hereof,
andWHEREAS, Carl A. Garb, Superintendent of Highways, has advised that he
recommends to this Board that it accept this land for highway purposes
into the town highway system, and

RESOLUTION TO RENEW CONTRACT WITH ABALENE PEST CONTROL, INC.
RESOLUTION NO. 240, introduced by Mr. Austin who -moved its adoption,
seconded by Mr. Demboski.
WHEREAS, the present contract between the Abalene Pest Control Service
Inc. and the Town of Queensbury for extermination of rats and rodents
at the Town Refuse Disposal Area- on Ridge Road expires December 3, 1971,
therefore be it
RESOLVED, that the contract with Abalene Pest Control, for extermination
of rats and rodents at the Town Refuse Disposal Area for a stipulated
fee of $240.00 per year, payable at $20.00 per month, for a period
commencing December 3, 1971 and ending December 3, 1972 be and the
same is hereby approved, and be it further
RESOLVED, that the Supervisor be and hereby is authorized and directed
to sign such contract on behalf of the Town of Queensbury.

Ayes: Mr. Demboski, Mr. Austin, Mr. iobillard and Mr. Solomon.
Noes: None.
Mr. Solomon commended the Highway Dept. for getting equipment on the
road as fast as they did following the Thanksgiving Day storm. Much of
the equipment had not been ready when the storm struck. The town does
not switch to it' s snow removal budget u#til December 1.
RESOLUTION TO ACCEPT TRAFFIC LIGHT- BID
RESOLUTION NO. 241, introduced by Mr. Robillard who moved its adoption,
seconded by Mr. Demboski.
WHEREAS, upon request of the Highway Superintendent, Carl A. Garb the
town board advertise for bids for the installation of a traffic light
at the intersection of Route 9 and Foster Ave. and
WHEREAS, the Board did advertise for bids and only one bid was received
that being ftom Brown Bros. Electrical and the amount being $ 3333.00
therefore be it
RESOLVED, that the traffic light bid be awarded to Brown Bros. Electrical
Inc. at the price of $3333.00.

Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard and Mr. Solomon.
Noes: None.
In regard to the bids on Water Dept materials, Mr. Flaherty asked the
board for one more week to make his decision.
When the meeting was opened to the public, Mr. Russell Harris speaking
on behalf of the Mohican Grange expressed his gratitude for the signs
on Route 9L and Route 149.
