Supervisor Solomon greeted the following visitors:

The public hearing on South Queensbury Water District 2 was declared
open at 8:06 P.M. Proof of advertising was shown by the clerk.-
Mr. Solomon introduced Mr. Joseph Kestner, Engineer for the project.
Mr. Kestner made the following remarks in regard to the project.
The cost would be estimated at $437,000 and was the second step in a
three phase project to expand water service in the town with the
Hudson River as a new source of supply. As with the West Queensbury
Water District established earlier, construction is subject to formation
of a water supply district served by a filtration plant in the parklap
area. Mr. Kestner presented maps and charts. The district is in two parts
a smaller section about 21.5 acres in which mains would be extended
along lower Warren Street and Dix Ave. to serve areas not within the
present South Queensbury District. The larger section of 1200 acres
consists of the light industrial zone around Warren County airport.
A 12 inch main would be installed along County Line Road to the vicinity
of Hicks Road. The project calls for 3.1 miles of water mains, 21
hydrants,- and 30 metered water users. Financing would be through a
30 year Bond issue. The estimated first year costs would be. $15.32
per thousand of assessed valuation. To this would be added a $10 per
thousand for the master supply water district and metered water use _
charges of from $20 to $40 per residence annually. Mr. Solomon added
that the first year charge would be the maximum. Mr. Solomon added
that this is an- area of rapid growth and any industry moving in would
lower the tax rate considerably.
The hearing was opened to the public. Ed Waters asked if this would
serve the airport. . Mr. Solomon replied that it would.
Chief Allen DuFour of the South Queensbury Fire Dept. asked about
service to the airport. Mr. Solomon said that since the airport belongs
to another municipality procedure would be the same as if is for private
owners. The town would bring the water service to the property line, he
added the county is making plans to: extend service to airport installations.
Other questions were asked by Helen Fuglister and Mrs. Parsons but none
were really pointed to the business of the hearing on the floor.
The hearing was declared closed at 8:28 P.M.
RESOLUTION TO ESTABLISH SOUTH QUEENSBURY WATER DISTRICT # 2 SUBJECT TO
PERMISSIVE REFERENDUM
RESOLUTION NO 242 is not available at thi s time but will be forthcoming
from the Town Attorney Harold Katz and will be found on Page 10A
Mr. Kestner brought plans of the proposed filtration plant capable of
producing five million gallons a day. Mr. Solomon said the board will
probably meet in special session next week to set a date for a public
hearing on this final and crucial phase. Mr. Solomon said we hope to be
under construction by late spring of next year.
The highway report, ThePolice report and the Building and Zoning reports
for November were read and placed on file in the clerk' s office.
The Supervisors report for November showed Receipts $131,368.10
Disbursements $151,366.34.
RESOLUTION TO ADVERTISE FOR BIDS FOR A NEW POLICE PATROL CAR
RESOLUTION NO. 243, introduced by Mr. Robillard who moved its adoption
seconded by Mr. Austin.
WHEREAS, Gilbert Schlierer, Police Chief of the Town of Queensbury has
recommended to the Board that we purchase a new patrol car as provided
for in the 1972 budget, therefore be it
RESOLVED, that the Town of Queensbury solicit sealed bids for the purchase
of a new patrol car and that the following notice be published once in
the official town newspapers in the following form:
NOTICE TO BIDDERS
Notice is hereby given that the Town Board of the Town of Queensbury will
receive sealed proposals on a new police car of a Ford, Chevrolet of�
Plymouth class with one 1971 Plymouth sedan to be turned in for trade.
A complete copy of the specifications will be available in the office
of the Town Clerk. Bids will be received up to 5:00 P.M. on the 30th
day of December, 1971 at the Town Clerk's office. in the Queensbury-
Town Office Building, Bay and Haviland Roads, Glens Falls, New York,
12801. Bids must be submitted in sealed OPAQUE envelopes marked POLICE
CAR BID and there shall be included in such bid the certificate of
Non-Collusion required by Section 103D of the General Municipal Law and
the bidder must state the approximate date of delivery. The Town Board
will meet at the Queensbury Town Office Building at 8:00 P.M. on the
30th day of December, 1971 at which time bids will be opened and read
aloud. The Town Board reserves the right to reject any or all bids.

In a letter from Thomas Flaherty to the board, Mr. Flaherty recommended
that we purchase water connection materials from Martisco Albany Corp.
Four bids were opened at the last Town Board meeting and were given
to Mr. Ylaherty for his recommendations.
RESOLUTION TO ACCEPT BID FOR WATER CONNECTION MATERIALS
RESOLUTION NO. 244, introduced by Mr. Austin who moved its adoption,
seconded by Mr. Demboski.
WHEREAS, Superintendent of the Queensbury Water- District, Thomas K.
Flaherty, did on the 4th day of November, 1971 duly recommend the
advertising for bids for the purchase of materials needed for the
installation of services and
WHEREAS, bids were received on December 2nd, 1971 from the following
bidders:

Martisco Albany, Corp.
WHEREAS, following study of. the bids by the Water Superintendent, it is
apparent that the bid of Martisco Albany Corp. is the lowest responsible

RESOLUTION TO AUTHORIZE STREET LIGHTING
RESOLUTION NO. 245, introduced by Mr. Demboski who moved its adoption

WHEREAS, there is a need for lighting on 9L by the Mountainside Grange
in the interest of safety, therefore -be it
RESOLVED, that one (1) 400 watt mercury streetlight be installed on
Pole #150 on 9L by the Mountainside «Grange.

RESOLUTION TO AUTHORIZE CONTRACTS RELATING TO Y E S PROGRAM FOR 1972
RESOLUTION NO. 246, introduced by Mr. Robillard who moved its adoption
seconded 'by Mr. Austin.
RESOLVED, that the Town of Queensbury continue joint participation in
the Y E S Program during 1972 with the city of Glens Falls and the Village
of South Glens Falls, and that the Supervisor is hereby authorized and
directed to apply for State Assistance under such program and be it
further
RESOLVED, that the Supervisor is hereby authorized to execute contracts
with the City of Glens Falls and the Village of South Glens Falls, to
provide for the joint municipal sponsorship of the program, under
which arrangement the City of Glens Falls would be the disbursing
municipality for all three communities.

The meeting was declared open to the public.
Dan Olson spoke highly of, the Y E S Program which the town is participating
in, being involved with it himself. The Town Board also recognized the
wonderful job that Mrs. Dorothy Baker of South Queensbury is doing
with the program.
RESOLUTION TO APPROVE AUDIT OF BILLS
RESOLUTION NO. 248, introduced by Mr. Austin who moved its adoption !.
seconded by Mr. Demboski.
RESOLVED, that the Audit of Bills as listed on Abstract 71-12 numbered
2317 through 2336, totaling $10,741.95 is hereby approved.

TO ARTICLE 12-A OF THE TOWN LAW
The Town Board of the Town of Queensbury, in the County
of Warren and State of New York , meeting in regular session at the
Town Office Building in the Town of Queensbury in the County of
Warren, New York, on the 9th day of December, 1971 at 8:00 o'clock
P.M. , Eastern Standard Time.
The meeting was called to order by Supervisor Gerald B.

WHEREAS , a map, plan and report relating to the estab-
lishment of the proposed South Queensbury Water District No. 2
prepared by Joseph Kestner, Jr . , Consulting Engineer, of Troy, New
York, duly licensed by the State of New York, in the manner and
containing uch detail as has been determined b the Town Board of

the Town of Queensbury, has been duly filed with the Town Clerk of
the Town of Queensbury in accordance with the requirements of
Article 12-A of the Town Law; and
WHEREAS, an Order was duly adopted by the Town Board of
the Town of Queensbury on the 18th day of November, 1971 , reciting
the filing of said map, plan and report, the improvements proposed
the boundaries. of the proposed district , the estimated expense
thereof, the proposed method of financing, the fact that the map,
plan, and report describing the same , are on file in the Town
Clerks Office for public inspection, and stating all other matter ,
required by law to be stated, and specifying the 9th day of Decemb r,
1971 at 8:00 P.M. on that day as the time and the Town Office
Building in the Town of Queensbury as the place where the said
Town Board would meet to consider the said map, plan and report,
and to hear all persons interested in the subject thereof, con-

cerning the same , and to take such action thereon that is required
or authorized by law; and
WHEREAS, such order was duly published and posted as
required by Law; and
WHEREAS , a hearing was duly held by said Town Board on
the 9th day of December, 1971 beginning at 8:00 P.M. at the Town
Office Building of the Town of Queensbury, New York, and full
discussion of the matter having been had, and all persons desiring
to be heard having been duly heard, now, upon the evidence given
at such hearing, it is
RESOLVED, AND DETERMINED:
A. That the notice. of hearing was published and posted

RESOLVED AND DETERMINED, that the establishment of the
water district as set forth in said map, plan and report be
approved; that the improvements therein mentioned be constructed
and the necessary easements and lands be acquired, upon the
required funds being made available and provided therefor; and
such district shall be known and designated as "SOUTH QUEENSBURY
WATER DISTRICT NO. 2" in the Town of Queensbury, and shall be
bounded and described as set forth in Schedule A attached hereto
and made a part hereof4 and be it further
RESOLVED, that the proposed improvements , including the
construction costs , cost of acquisition of lands and easements ,
legal and engineering fees , and all other expenses , be financed
by the issuance of serial bonds of said Town to mature in such
number of annual installments not exceeding forty (40) , as may
hereafter be determined by the Town Board of the Town of Queens-
bury, payable in the first instance from assessments levied upon
benefited real property in said district; and it is further
RESOLVED, that this resolution shall be subject to a
referendum 4s provided in Section 209-E of the Town Law; and be

ler of the State of New York, on behalf of the Town Board of the
Town of Queensbury in connection with -the proposed South Queens-
bury Water District.
The question of the adoption of the foregoing resolution

WHEREAS , the Town Board of the Town of Queensbury, War-
ren County, New York, has duly caused a general map,plans and
report to be prepared and filed in the office of the Town Clerk
in said Town in relation to the proposed establishment of a water
storage and distribution district in said Town to be known as
Queensbury Water Storage and Distribution District, to be bounded
. and described as set forth in Schedule.::A attached hereto and made
a part hereof, and

WHEREAS , the improvements . proposed for said Water
Storage and Distribution District consist of the construction of
- a water filtration plant, maintenance building, a water distri-
bution system, including water mains , valves , hydrants and appur-
tenant facilities, together with the acquisition of lands and
rights .in land where necessary, all as more fully set forth and
shown -on said map and plans ; and
WHEREAS , the maximum amount proposed to be expended for
said improvements is $4,175,000.00 , and
WHEREAS , the proposed method of financing said improve-
ments consists of the issuance of serial bonds to mature in
annual installment4 over a period not exceeding forty years ,
payable in the first instance from assessments levied and col-
lected from the several lots and parcels of land within said
