Supervisor Solomon announced that fee charges for commercial
rubbish collectors, contractors and sewage haulers are being re-
viewed with the expectation of adopting regulations and schedules
that will be in line with those in effect in surrounding munici-
palities.
Supervisor Solomon said there would be a workshop meeting on water
for Tuesday night, March 23rd, with Joseph L. Kestner, the consulting
engineer on the proposed Hudson River filtration plant and water
district in western Queensbury.
Supervisor Solomon reminded the residents of Queensbury that they
will need the official sticker in order to gain access to the land-
' full site after April 1st. Starting April 4th the landfill site
will be open on Sundays. The stickers may be obtained from the Town
Clerk upon proper identification.

The meeting was called to order at 8 :40 P.M. with a salute to the flag.
Supervisor Solomon apologized for the meeting starting late but explained
that the Board had been in a workshop session on the sewer situation.
The Mobile Home Application of Harold Clark to locate a mobile home on
Illinois Avenue, Town of Queensbury was tabled until the next meeting
on April 1st.

Supervisor Solomon explained the proposed changes to the Ordinance
Relating to Use of Town Dump and Licensing of Truckma.n in the Town
of Queensbury. The section dealing with licensing of truckmen and
requiring covering of vehicles would be amended by the addition of
a new paragraph on disposal of cesspool collection and sewage. Water-
tight containers would be required and disposal would be permitted only
in exact locations designated by the attendant on duty, and commercial
haulers would not be allowed to use the area on Sundays. A flat fee is
now in effect for commercial users. The new schedule of fees would set
a minimum fee of $75.00 for a resident collector on the basis of $50.00
plus $25 .00 for each truck, and a minimum of $125 for a non-resident
V` operator on the basis of $100.00 plus $25.00 for each truck. Demolition
contractors would require a special permit costing $25.00 and would be
charged $10.00 a load. Resident sewage haulers would pay a fee of $50
plus $3.00 a load and non-residents- would pay $100.00 plus $3.00 a load.
It was emphasized that only refuse collected in the town may be deposited
at the landfill area. The term "non-resident" refers to a trucker who
makes collections in the town but whose main place of business is else-
where. These fees are in line with fees charged by surrounding areas.
RESOLUTION TO SET PUBLIC HEARING TO AMEND SECTIONS 4, 5 and 7 of
ORDINANCE NO. 10 ENTITLED: ORDINANCE RELATING TO USE OF TOWN DUMP
AND LICENSING OF TRUCKMEN IN THE TOWN OF QUEENSBURY, WARREN COUNTY,
NEW YORK.
RESOLUTION No. 73, introduced by Mr. Austin, who moved its adoption,
seconded by Mr. Robertson.
RESOLVED, that a public hearing be held to amend Sections 4, 5 and 7
of the Ordinance mentioned above on the 15th day of April, 1971 at
8 :00 P.M. at the Queensbury Town Office Building, Bay and Haviland
Roads, Glens Falls, New York, and that the Town. Clerk give notice of
such hearing by publication of a notice thereof in the official Town
Newspapers at least once ten days prior to the date specified for such
hearing specifying the time when and the place where such hearing will
be held and in general terms describing said proposed amendments.
RESOLVED, that the following Sections of the Ordinance listed above
be amended as follows:
Section 4-a. No person engaged in the business of collection of
rubbish shall dispose of rubbish at the town dump except rubbish
collected in the Town of Queensbury and all trucks or vehicles used
to transport rubbish shall be covered by a tarpaulin or other secure
cover to prevent littering; and that those persons engaged in the
business of collecting and disposing of cesspool contents and sewage
shall transport said material in a watertight container equipped with
drainage hose and when using the town dump , will dispose of said
material only in exact locations designated by the attendant on duty.
b. No person licensed as a commercial hauler shall use the
town dump on Sundays.
Section 5-a. No person shall collect rubbish and sewage in the Town
of Queensbury for disposal at the town dump unless such person shall
-- possess a license issued by the Town of Queensbury. Such license
shall be issued by the Town Clerk and shall be valid for the calendar
year for which such license is issued.
b. The annual fees for such license shall be as follows:
1. Resident Rubbish Collectors - License $50.00 - Each Truck $25.00
2. Non-Resident Rubbish Collectors - License $100.00 - Each Truck $25.00
3. Demolition and Land Clearing Contractors
by Special Permit after prior written approval
of the Town Highway Superintendent - License $25.00 plus $10.00 per
load.
4. Resident Sewage Haulers - License $50.00 plus $3.00 per load.
5 . Non-Resident Sewage Haulers - License $100.00 plus $3.00 per load.

These fees shall be paid to the Town Clerk at the time the license is
issued. The Town Clerk shall also issue to the person so licensed a
distinctive windshield stacker or plate which shall be displayed on
each truck or vehicle used by the licensee for the collection of rub-
in the Town of Queensbury for disposal at the town dump , or else-
where. "RESIDENT", as herein before used is defined as a person, firm
or corporation whose principal office is located within the Town of
Queensbury.
Section 7. This ordinance shall take effect ten days after its
publication and posting in accordance with the provisions of _Section
133 of the Town Law.

RESOLUTION TO AUTHORIZE ATTENDANCE AT CONFERENCE
RESOLUTION No. 74, introduced by Mr. Robertson, who moved its adoption,

RESOLVED, that permission. is hereby granted to Thomas K. Flaherty,
Water Superintendent, and' two other members of the Water Department ,
to attend the conference meeting of the Adirondack Water Works
Association, to be held March 25 , 1971 at the Chateau De Louis,
South Glens Falls, New York, and that the actual and necessary
expenses incurred in such. attendance is a proper town charge.

Supervisor Solomon explained about the proposed establishment a
of a Queensbury Industrial Development Agency. As a corpora-
tion separate from the 'Town Board, the Agency will be in a
position to purchase lands suitable for industrial development
and sell them for that .purpose. The Agency will also be em-
powered to assist industries with funds for capital construction
at low interest rates. Under the existing law, the Town may
acquire property only for specific purposes and must sell to the
highest bidder.
RESOLUTION_REQUESTING NEW YORK STATE LEGISLATURE TO CREATE
INDUSTRIAL DEVELOPMENT AGENCY
RESOLUTION No. 76, introduced by Mr. Solomon, who moved its
adoption, seconded by Miic. Demboski.
WHEREAS, the New York State Industrial Agency Act amends the General
Municipal Law and the Real Property Tax Law to provide for the crea-
tion of industrial development agencies to promote the economic wel-
fare of a community and to actively promote, attract and encourage
and develop economically sound commerce and industry in a community,

WHEREAS, industrial development agencies must be created by special
legislative act for municipalities desiring such agencies, and
WHEREAS, the Queensbury Town Board has recommended that an industrial
development agency be created to promote the economic welfare of the
inhabitants of the Town of Queensbury and that an industrial develop-
ment agency would more Efficiently promote the general prosperity and
economic welfare of the community, be it
RESOLVED, that the New N"ork State Legislature enact special legisla-
tion for the creation of" an industrial development agency to be known
as Town of Queensbury Industrial Development Agency.

The meeting was opened to the public. Mr. Robert Pollock of Bronk
Drive voiced his views on snowmobiles and trail bikes. He said he
was concerned with the age of snowmobile operators and the time of
operation. He was also upset about commercial demonstrations. Mr.
Solomon explained that under present state law, any ordinance the
town might adopt would be less restrictive than state regulations
not more restrictive. Towns are permitted to designate certain
roads for snowmobile use, and Queensbury has not done this. Council-
man Austin mentioned that legislation is on the books requiring
training courses and although the law is not yet effective, agencies
such as 4-H are already starting to train young operators. Mr.
Solomon thanked Mr. Pollock for his interest. Mr. Henry J. Cartier
of 171 Sherman Avenue asked questions about water and sewerage pros-
pects for his area. Mr. Solomon reviewed the sewerage and water
-development plans for the future, and told Mr. Cartier that he might
expect water by May of 1973, but the sewerage would be in the more
distant future. The meeting was closed to the public .
