RESOLUTION AUTHORIZING 2018 STUDENT CONNECTION
MEMORANDUM OF AGREEMENT BETWEEN TOWN OF
QUEENSBURY AND VILLAGE OF LAKE GEORGE AND APPOINTING
COUNCILPERSON ANTHONY METIVIER TO BOARD OF DIRECTORS

WHEREAS, by Resolution No.: 105,2017, the Queensbury Town Board authorized a
Memorandum of Agreement between the Town and the Village of Lake George concerning Lake
George Village's creation of the Student Connection Office in Lake George Village to assist
students in employment matters, and appointed former Town Councilperson Brian Clements to
the Student Connection Board of Directors, and
WHEREAS, the Town Board wishes to enter into a Memorandum of Agreement for 2018
which provides for the Town's contribution in the amount of $3,000 and appoint Councilperson
Anthony Metivier to the Student Connection Board for 2018, and
WHEREAS, a proposed 2018 Student Connection Memorandum of Agreement is presented
at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Town of Queensbury hereby authorizes the 2018 Student
Connection Memorandum of Agreement between the Town of Queensbury and Village of Lake
George Village and authorizes and directs the Town Supervisor to sign such Agreement
substantially in the form presented at this meeting, and
BE IT FURTHER,
RESOLVED, that the Queensbury Town Board hereby approves and authorizes the
expenditure of funds in the amount of up to $3,000 to Lake George Village toward the furnishing
and functioning of the Student Connection office, such funds to be from Community Service
Contracts Account No.: 001-8989-4414, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer
to take any actions needed to effectuate such payment including any Town Budget amendments,
transfers and/or adjustments, and
BE IT FURTHER,
RESOLVED, that the Town Board appoints Councilperson Anthony Metivier to the Board
of Directors of the Student Connection to serve at the direction of the Town Board, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Councilperson Metivier and/or Town Budget Officer to take such other and further action as may be
necessary to effectuate the terms of this Resolution.

2018 Student Connection
Memorandum of Agreement
Town of Queensbury and the Village of Lake George (Village)
Introduction:
The Student Connection is to enhance the overall experience of visiting employees, create a "home away from
home", and assist visiting employees in matters concerning employment, housing, registration and unfair labor
practices.
Because tourism is a major economic part of the Village and the Towns of Bolton, Lake George and Queensbury
and accounts for significant revenues that create and support hundreds of local jobs and helps reduce community
costs, such as taxes, it is felt that the municipalities should address and possibly mitigate visiting employee issues
and concerns.
Goal:
Provide$3,000.00 to help fund the furnishing and functioning of a Student Connection office. It is understood that
the Village and Town of Lake George will contribute $5,000 each and the Town of Bolton will contribute $2,000.
The proposed budget of $15,000 budget monies will be used for Student Connection management and
operations.
Roles and Responsibilities of Partners:
The Village will be responsible for all expenses and efforts concerning the supervision, staffing and functioning of
the above described office.The Village will act as the lead and provide for all expenditures.
The Town of Queensbury's sole obligation concerning the "Student Connect" is the payment of$3,000.00 to be
applied to the costs discussed herein.The Town of Queensbury shall not have any involvement in or responsibility
to participate in the provision of any advice to the visiting employees that seek counsel or information from the
"Student Connection"
Termination:
This Agreement will terminate at the end of October 315. The Village will supply a final report that will include an
accounting of the Student Connection's activities and spending and be given to each involved municipality prior to
the Agreement's termination. Any end of the year unappropriated/unexpended funds will be returned to the
involved municipalities.
Other:
To the fullest extent permitted by law, the Village of Lake George agrees to defend, indemnify and hold harmless
the Town of Queensbury and its officers, and employees from and against any and all claims, suits, liens,
judgments, damages, losses, and expenses, including reasonable attorneys' fees and other legal costs, demands,
actions, or causes of action arising in whole or in part and in any manner from acts, omissions, breach or default
of the Village of Lake George in connection with the "Student Connection."

WHEREAS, Lake George Village Mayor Robert Blais has advised the Queensbury Town
Board that he wishes to create a "Student Connection" office in Lake George Village for the
2017 season to assist students in employment matters, as set forth in Mayor Blais' March 2, 2017
letter presented at this meeting, and
WHEREAS, Mayor Blais has requested that each participating municipality provide
$1,000 toward the establishment of the Student Connection office as well as appoint one member
to be on the Student Connection Board of Directors, and
WHEREAS, the Town Board wishes to accordingly authorize provision of such funds, in
the amount of up to $1,000, to Lake George Village toward creation of the Student Connection, as
such new office will serve as a public relations agency,providing hospitality training, enhancing the
overall experience of student employees, and benefiting and serving as an economic boon to the
Village and Town of Lake George,the Town of Queensbury and entire area,
NOW, THEREFORE, BE IT
RESOLVED, that the Town of Queensbury hereby supports the creation of the "Student
Connection" office in Lake George Village for the 2017 season to assist students in employment
matters, as set forth in the preambles of this Resolution, and
BE IT FURTHER,

RESOLVED, that the Queensbury Town Board hereby approves and authorizes the
expenditure of funds in the amount of up to $1,000 to Lake George Village toward the
establishment of the Student Connection office, such funds to be from Community Service
Contracts Account No.: 001-8989-4414,and
BE IT FURTHER,
RESOLVED, that the Town Board appoints Councilman Brian Clements to the Board of
Directors of the Student Connection to serve at the direction of the Town Board,and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
sign an Agreement between the Town of Queensbury and Village of Lake George to be in form
acceptable to the Town Supervisor, Town Counsel and/or Budget Officer, and/or any other needed
documentation, and the Town Supervisor and/or Town Budget Officer to take such other and further
action as may be necessary to effectuate the terms of this Resolution.
