Supervisor Solomon announced that the board -had received at 7 :00
P.M. tonight the engineering reper t of Rist-Frost Associates on the
proposed sewerage district and is now awaiting the necessary resolu-
tion from the bonding attorney in New York City. If the resolution
arrives by Monday, he plans to call a special meeting that day to
set a public hearing for May 6. Supervisor Solomon announced that
Councilman Robillard will be organizer of the Memorial Day parade
to be co-sponsored by the American Legion..&VFW Posts and the Town.
The parade will start at 10 A.M. but as of this time, the date was
in doubt because of the new Monday holiday legislation.
RESOLUTION TO APPROVE AUDIT OF BILLS
RESOLUTION No. 92, introduced by Mr. Robertson, who moved its
adoption, seconded by Mr. Austin.
RESOLVED, that the Audit of Bills as listed on Abstract 71-4
numbered 399 through 534, totaling $24,625.26 is hereby approved.
Duly adopted by the following vote:
Ayes : Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and
Mr. Solomon.

WHEREAS , the Town Board of the Town of Queensbury, War-
ren County, New York, has duly caused a general map, plans and
report to be prepared in such manner and in such detail as it
has heretofore determined in relation to the proposed 'establish-
ment of a sewer district in said Town to be known as Queensbury
Sewer District, to be bounded and described as follows :
Beginning at the southeasterly corner of the Town
of Queensbury , the said point of beginning being in the
center of the Hudson River, running from thence in a
westerly direction in the center of the Hudson River and
following the southerly bounds of the Town of Queensbury
to the southeasterly corner of the City of Glens Falls;
thence running northerly along the easterly bounds of
the City of Glens Falls , crossing the Glens Falls Feeder
Canal , Warren Street, the Underpass and Dix Avenue to
an angle point in the corporation boundary; thence running

map; thence north 30 degrees and 47 minutes west 54. 65 feet
to the place of beginning,
and
WHEREAS , said map, plans and report have been duly
filed in the Town Clerk 's office in said Town and are now avail-
able in such office for public inspection during regular business

hours ; and
WHEREAS , said map , plans and report, prepared by Rist-
Frost Associates , competent engineers duly licensed by the State
of New York, describe the boundaries of the proposed district and
the local of all outlets and the terminus of each proposed sewer,
together with the location and a general description of all sewage
disposal plants , pumping stations and other public works ; and
WHEREAS, the improvements proposed for such sewer
district consist of a sewage collecting system, generally serving
the populated areas of the district as shown on the map and plans ,
including the acquisition of lands and rights in lands necessary
r herefor; and
WHEREAS , the maximum amount proposed to be expended for
the said improvements is $3,296,400; and
WHEREAS , the proposed method of financing the cost of
said improvements consists of the issuance of serial bonds to
mature in annual installments over a period not exceeding forty
years payablf in the first instance, to the extent revenues of
the system are not otherwise sufficient therefor, fm m assessments
levied and collected from the several lots and parcels of land
within said proposed sewer district which the Town Board shall
determine and specify to be especially benefited by the improve-
ments ; and
WHEREAS , it is 'proposed that the intercepting sewer
system and sewage treatment facilities to serve said sewer distric
shall consist of facilities to be constructed by the New York Stat

Environmental Facilities Corporation, to wit a system of inter-
ceptor sewers and appurtenant facilities for which said Corporation
proposed to expend $6,303 ,000 and additional works , including
sewage treatment facilities for which such Corporation proposes
to expend $22,000 ,000; and it is further proposed that the Town
of Queensb ury will enter into a contract on behalf of the proposed
district with the aforesaid Corporation to make regular payments
to support theCorporation' s cost of construction, ownership,
operation and maintenance of the aforesaid interceptor system
including debt service for the estimated $6,303,000 cost, and to
eater into a similar contract jointly with the City of Glens Falls,
the Village of Hudson Falls , the Village of Fort Edward and the
Village of South Glens Falls , for additional conveyance treatment
and disposal in the aforesaid additional works , with title thereto
vesting in such municipalities at the termination of such contract
$10,716,200 of the estimated cost of $22 ,000 ,000 of which shall
be allocated and apportioned to the Town of Qu#ensbury and for
which regular payments will be made by said Town to said Corpora-
tion; and
WHEREAS , it is proposed that the cost of the respective
contractual payments to theCorporation for construction, owner-
ship, operation, and maintenance of the foregoing sewage treatment
works shall also be payable from assessments levied on benefited
real property in said proposed sewer district or from revenues of
the collection system therein; and
WHEREAS , it is now desired to call a public hearing iti
connection with the establishment of said district pursuant to ,'
Section 209-d of the Town Law; NOW, THEREFORE BE IT

ORDERED, by the Town Board of the Town of Queensbury,
Warren County , New York , as follows
1) That the Town Board of the Town of Queensbury shall

meet and hold a public hearing at the Town Hall , Bay and Haviland
Road, Queensbury, New York, in said Town, on the 6th day of May ,
1971, at 8:00 o'clock P.M. , Eastern Daylight Saving Time , to
consider the map , plans and report described in the preambles
hereof, and to hear all persons interested in the subject thereof
concerning the same and to take such action thereon as may be
deemed necessary or desirable; and IT IS FURTHER
ORDERED, that a copy of this order, certified by the
Town Clerk, shall be published in the Glens Falls Post-Star and
The Tri-County News , not less than ten nor more than twenty days
before the date set for said hearing, and a copy so certified
--- shall also be posted on the- signboard of the Town maintained
pursuant to subdivision 6 of Section 30 of the Town Law, not
less than ten nor more than twenty .days before the date so set
for said hearing.
2) This order shall take effect immediately.
