RESOLUTION AUTHORIZING AWARD OF BID FOR
STATE POLICE BARRACKS FLOORING
REMOVAL AND REPLACEMENT PROJECT

WHEREAS, by Resolution No.: 341,2016, the Queensbury Town Board authorized
reestablishment of the State Police Barracks Addition Capital Project Fund 4155 to provide for
funding of certain repairs needed at the State Police Barracks located on Aviation Road in the Town of
Queensbury including the purchase and installation of an emergency standby generator, new flooring
and exterior renovations (Project), and
WHEREAS, General Municipal Law §103 requires that the Town advertise for bids and award
the bid to the lowest responsible bidder meeting New York State statutory requirements and the
requirements set forth in the Town's bid documents and specifications, and
WHEREAS, by Resolution No.: 94,2017, the Town Board authorized and directed the
Town's Purchasing Agent to publish an advertisement for bids for the Project, including for the interior
flooring removal and replacement portion of such Project, consistent with specifications prepared by
the Town's Facilities Manager and/or Purchasing Agent, and
WHEREAS, on February 151'', 2018, the Purchasing Agent duly received and opened all
bids, and
WHEREAS, the Purchasing Agent and Facilities Manager have recommended that the
Town Board authorize the bid award for the flooring project to the only and therefore lowest
responsible bidder, Four Star Flooring, for an amount not to exceed $29,896,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby awards the bid for the interior
flooring removal and replacement project at the State Police Barracks located on Aviation Road, to
the only, and therefore lowest, responsible bidder, Four Star Flooring, for an amount not to
exceed $29,896, to be paid for from Capital Construction Account No.: 155-8989-2899, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any necessary documentation, including any needed Agreement between the Town and
Four Star Flooring in form acceptable to the Town Supervisor, Facilities Manager, Budget Officer
and/or Town Counsel, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Purchasing Agent, Facilities Manager, Budget Officer and/or Town Counsel to take any and all
action necessary to effectuate the terms of this Resolution.

WHEREAS, by Resolution No.: 538,2005, the Queensbury Town Board established a
Capital Project Fund known as the State Police Barracks Addition Capital Project Fund #155
which Fund established funding for expenses associated with an addition to the State Police
Barracks located at 398 Aviation Road, and
WHEREAS, by Resolution No.: 158,2007, the Town Board closed such State Police
0 Barracks Addition Capital Project Fund #155 and transferred the Fund's remaining balance to
Capital Reserve Fund No. 64, and
WHEREAS, the Town of Queensbury's Facilities Manager has advised the Town Board
that certain repairs are needed at the State Police Barracks including the purchase and installation of
an emergency standby generator,new flooring and exterior renovations (the"project")and therefore
the Town Board wishes to authorize the funding for such project for the amount of$100,000 and
the reopening of State Police Barracks Addition Capital Project Fund #155, with funding to be
from Capital Reserve#64,and
WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town
Board is authorized to withdraw and expend funds from Capital Reserve #64 subject to permissive
referendum,
• NOW, THEREFORE,BE IT
• RESOLVED, the Queensbury Town Board hereby authorizes and directs the
reestablishment of State Police Barracks Addition Capital Project Fund #155 which Fund will
establish funding for the project expenses delineated in the preambles of this Resolution for an
amount of$100,000, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby finds that the withdrawal and expenditure for
such project are expenditures for a specific capital project and certain maintenance project for
which the Capital Reserve Account#64 was established, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes the Town Budget Officer to take all
actions necessary to amend the Town Budget and effectuate the transfer from Reserve No.: 64 in
• the amount of$100,000 to fund such project and hereby increases appropriations in:
• Expense Account No.: 155-8989-2899 —Capital Construction in the amount of$100,000
and 001-9950-9030-0064 — Transfer to Capital Project in the amount of $100,000 and
estimated revenues in Account No.: 155-0000-55031 —Interfund Transfersin the amount
of$100,000; and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Facilities Manager and/or Budget Officer to take such other and further action as may be necessary
to effectuate the terms of this Resolution and
BE IT FURTHER,
• RESOLVED, that this Resolution is subject to a permissive referendum in accordance with
• the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town
Clerk to publish and post such notices and take such other actions as may be required by law.

• INTERIOR FLOORING REMOVAL AND REPLACEMENT
MINIMUM SPECIFICATIONS
• All furniture in affected work areas to be relocated or removed as dictated by police or
investigators.
• Existing carpeted floor areas to include any underlayment materials (if present) to be
removed.
• If tack strips are present, tack strips may be re-used if in good condition. Damaged tack
strips to be removed and replaced.
• Subfloor to be inspected and all floor sections exhibiting excessive flexing/creaking or
damage will be repaired or replaced.
• Floor areas with uneven transitions will be modified to "ease" excessive floor transition
elevations to prevent premature surface wear or failure to either carpet or linoleum floor
surfaces.
• Transition strips or edge terminations will be installed where applicable to prevent
flooring edge or butt seam damage.
• Wood base moldings where necessary will be removed, repaired and repainted. Severely
• damaged moldings will be replaced with new "like" materials. Vinyl base molding will
be replaced with new. Color to be determined.
• Existing linoleum flooring to remain in place and properly prepared to accept new
linoleum to be overlaid.
• Linoleum shall be Armstrong Homogeneous sheet vinyl with heat welded seams on all
exposed joints.
• Carpet will be twenty ounce action backed nylon. Color to be determined.
• Wall marring or damage as a result of flooring work will be repaired at the contractor's
expense to the owner's satisfaction.
• Work areas will kept neat and hazard free at all times.
• Work schedules to be coordinated with State Police staff.
• Work considered "extra" must first be approved by the owner's agent prior to work being
performed.
• Contractor to carry proper insurances for the term of this project.
• This will be a lump sum project. No pre or progress payments.
• Contractor to provide certified payroll at the time of invoicing as this work follows New
York State prevailing wage guidelines.
