QUEENSBURY AND GLENS FALLS COLLABORATIVE

WHEREAS, the Town of Queensbury has received a request for membership and funding from the
Glens Falls Collaborative regarding the Glens Falls Collaborative's creation of maps, panels, ads and
promotion brochures which will in part promote the Town of Queensbury, City of Glens Falls and their
businesses and amenities, at various City events in 2018, such funds to be from Warren County occupancy
tax revenues received by the Town, and
WHEREAS, such events with respective maps and brochures will help to attract a significant number
of people to the Town of Queensbury, City of Glens Falls and the general community, thereby serving as an
economic development tool for tourism in Queensbury and the surrounding area,
WHEREAS, by Resolution No.: 484,2007, the Queensbury Town Board provided for the Town's
receipt of occupancy tax revenues from Warren County in accordance with the Local Tourism Promotion and
Convention Development Agreement(Agreement) entered into between the Town and Warren County, and
WHEREAS, the Agreement provides that specific expenditure of the funds provided under the
Agreement are subject to further Resolution of the Queensbury Town Board, and
WHEREAS, the Town Board wishes to provide funding to the Glens Falls Collaborative in the
amount of $1,500 for membership in the Glens Falls Collaborative and panel, logo placement and other
recognitions on event promotion brochures, ads and maps, with occupancy tax revenues received from
Warren County, and
WHEREAS, a proposed Agreement has been presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves the Agreement between the Town
and the Glens Falls Collaborative substantially in the form presented at this meeting and authorizes and
directs the Town Supervisor to execute the Agreement, with funding for the Agreement not exceeding the
sum of$1,500 and to be provided by occupancy tax revenues the Town receives from Warren County, to be

WHEREAS, the Queensbury Town Board has long recognized the value of its employees
by seeking to provide a safe working environment for each and every Town employee and
minimize the risk of workplace violence, and
WHEREAS, in 2010, by Resolution No.: 76, 2010, the Town Board accordingly
authorized adoption of a Workplace Violence Prevention Program (Program), and
WHEREAS, the New York State Department of Labor recommended certain language
changes in the Town's Program and therefore, by Resolution No.: 66, 2018, the Town Board
authorized an amendment to its Program and also adopted a Workplace Violence Prevention
Policy Statement (Statement), and
WHEREAS, the Town, including the authorized employee representative from the
Town's Unit of the Civil Service Employees Association, reevaluated its workplace, including
all work sites where Town employees perform work-related duties in the course of their
employment, and
WHEREAS, the authorized employee representative from the Town's Unit of the Civil
Service Employees Association has reviewed and provided input regarding the content of the
amended Town of Queensbury Workplace Violence Prevention Program, and
WHEREAS, the Town Board wishes to authorize such proposed amended Program and
Policy Statement as presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the adoption of the
amended Town of Queensbury Workplace Violence Prevention Policy Statement and Workplace
Violence Prevention Program substantially in the form presented at this meeting and authorizes and
directs the Town Supervisor to make arrangements for the distribution of copies to all Town
employees, including members of the Town's Unit of the Civil Service Employees Association, and

RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
forward a certified copy of this Resolution along with the amended Town of Queensbury

RESOLUTION EXPUNGING PAST DUE WATER AND SEWER CHARGES
FOR PARCEL LOCATED AT 275 BAY ROAD

WHEREAS, the Warren County Treasurer previously determined that there was no practical method
to enforce the collection of delinquent taxes against Town of Queensbury Tax Map Parcel No.: 302.8-1-2
owned by J.David Mullen and located at 275 Bay Road(Parcel)and therefore the County issued a Certificate
of Prospective Cancellation (Certificate) in accordance with New York State Real Property Tax Law
§1139(d)so that the Parcel would become exempt from taxation, and
WHEREAS, the Town's Assessor accordingly complied with the Certificate and placed the Parcel in
Roll Section 8 which is the wholly exempt portion of the assessment roll,however,the Parcel continued to be
liable for Queensbury Consolidated Sanitary Sewer and Queensbury Water District charges, and
WHEREAS, the Warren County Director of Real Property Tax Services has advised the Town that
the Parcel is not subject to special district assessments until such time as the County revokes the Certificate
with a Certificate of Restoration so the County will not be proceeding with a tax foreclosure proceeding, and
therefore the Town should expunge any past due charges from the Parcel's records for the years 2015, 2016,
2017 and 2018, and
WHEREAS, the Town Assessor and Town Counsel have reviewed this information and concur with
such recommendation,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Town Assessor to expunge
past due Queensbury Consolidated Sanitary Sewer and Queensbury Water District charges from Tax Map
Parcel No.: 302.8-1-2 owned by J. David Mullen and located at 275 Bay Road (Parcel) for the years 2015,
2016,2017 and 2018 as follows:

WHEREAS,by Resolution No.:285,2017,the Queensbury Town Board authorized the promotion of
Michael Brunelle from Laborer to Motor Equipment Operator (MEO) in the Town Highway Department
subject to a ninety(90) day probationary period and any other applicable Civil Service requirements, and
WHEREAS, the Highway Superintendent extended Mr. Brunelle's probationary period through
March 12,2018, and

WHEREAS, the Highway Superintendent has advised that Mr. Brunelle has not successfully
completed his probationary period and therefore, in accordance with the Town's current Agreement with its
Civil Service Employee Association, Mr. Brunelle shall return to the job title he previously held, that of
Laborer,with no loss of seniority,
WHEREAS, the Town Board wishes to authorize and ratify Mr. Brunelle's extended probationary
period through March 12d',2018 and acknowledges Mr. Brunelle's return to the Laborer position,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and ratifies Michael Brunelle's
extended probationary period as Motor Equipment Operator (MEO) in the Town Highway Department
through March 12`h,2018, and
BE IT FURTHER,
RESOLVED, that the Town Board further acknowledges that as Mr. Brunelle did not successfully
complete his probationary period in the MEO position, Mr. Brunelle shall return to the job title he previously
held (Laborer) with no loss of seniority, at the rate of pay specified in the Town's CSEA Union Agreement
for the Laborer position, and

JOE FUSCO, CEDAR COURT, QUEENSBURY, AND PRESIDENT OF THE CEDAR COURT
HOMEOWNERS ASSOCIATION-Spoke to the Board regarding the entrance road of their
development noting that it was not properly built by the developer and that they have been having
runoff problems for two years. Asked what are their options? What are they to do as a Homeowners
Association to get the problem corrected? Spoke to the Board regarding the large amount of sand
on their road from the winter, asked if the sweeper could go back through the neighborhood.
TRAVIS WHITEHEAD-Spoke to the Board regarding a Resolution that was passed in January
regarding Workplace Violence. Questioned where the Nissan Leaf is that the Town bought?
DOROTHY SEHLMEYER-71 CEDAR COURT-Spoke regarding the drainage issue that they have
in their development. Spoke regarding the amount of sand that was left over from winter in their
neighborhood.

COUNCILWOMAN SWITZER(WARD IV)
• IT Job Fair on April 11, 2018 from 10:00 a.m. to 2:00 p.m. at the Adirondack Hall at SUNY
Adirondack.
• Family Services of Glens Falls is a Regional Support System. Family Services and Support
Programs are for Warren, Washington, Northern Saratoga Counties. It is an excellent
resource for those who might need problems with infants, special needs, and emergency
dental care. There is a food pantry, screening provision and hearing, emergency prescription
program.
• Town of Queensbury Recreation Department. Those who haven't visited the website we
have an incredible Parks and Recreation Department. You can go online and you also sign
up to get updates to the programs.

COUNCILWOMAN ATHERDEN
• Tri-County New York Transition in collaboration with Crandall Library we do a film series called,In
the Public's Interest. There is a film this Wednesday, which is a little late for Women's History
Month, which is actually March. The film reflects what was going on between 1966 and 1971 in
the Women's Movement. This is at 6:30 p.m. at Crandall Library in the Community Room.

• Thanked the Clean Energy Community Advisory Committee.
• The Town received a Thank you from Big Brothers Big Sisters for the Town's donation of$2,000.
• May 5"', 2018 Tire Recycling Day at Warren County DPW in Warrensburg. First come, first serve,
no businesses. There will be a charge of$2.00 per tire. Limit ten tires per household.
• New York State requires that all dogs four months of age that reside in the State for more than 30
days must be licensed. They must be licensed within the Municipality that they currently live.
License has to be renewed on an annual basis. Proof of rabies vaccination is required if applicable
a neutering or spayed certificate to the Queensbury Town Clerk Office where you will complete an
application and pay a small fee. A tag will be issued,which along with the rabies tag must be worn
on your dog's collar at all times. It will cost$6.00 for spayed or neutered dog. Non-spayed or non-
neutered $13.00. Senior Discount spayed or neutered $2.00, senior non-spayed or non-neutered
$7.00.
• There has been some discussion on purchasing. Asked Town Counsel and Accounting Office if you
could trade in a vehicle you can it is legal.
