The public hearing was declared opened on the application of Anthony
and Karen Giamis fDr a temporary permit to locate a mobile home at 58
Cronin Road.
Proof of publication was presented and read aloud by the clerk.
Supervisor Solomon requested a voice of opinion from any persons present
either in favor of or in opposition to the granting of the permit in ques-
tion. Marine Sgt. Giamis told the board he will leave February 7th for a
year' s assignment overseas and wishes to bring the trailer here from Camp
Lejeune as a home for his wife and family during his absence.
The public hearing was closed at 8 :10 P.M.
RESOLUTION TO AUTHORIZE TEMPORARY PERMIT FOR MOBILE HOME
RESOLUTION No. 30, introduced by Mr. Robillard, seconded by Mr. Austin.
WHEREAS, Anthony Giamis of P.O. Box 308, Hubert, North Carolina has made
application in accordance with paragraph 2b Section 4, of an ordiance of
the Town of Queensbury entitled : ORDINANCE FOR THE REGULATION OF MOBILE
HOMES and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW
YORK, to locate a mobile home outside of a duly licensed mobile home court
at property situated on 58 Cronin Road, and
WHEREAS, it is hereby determined that the facts presented in said appli-
cation are sufficient to authorize the issuance of the permit requested
by said application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned ordinance,
temporary permission is hereby given to Anthony Giamis of P.O. Box 308,
Hubert, N.C. to locate a mobile home outside of a licensed mobile home court
for a pperiod of one year at property situated at 58 Cronin Road, Town of
Queensbury, and that the Town Clerk is hereby authorized and directed to
issue such permit in accordance with the terms and conditions of said or-
diance.

The opening of bids for the purchase of three (3) new 1970 gasoline
driven dump trucks with fit-8-engines, was declared open at this time.
The clerk presented proof of publication for equipment to be purchased.

Supervisor Solomon reported he had just received the Glens Falls Area
Transportation Feasibility Study and said that after review, it would
probably be discussed at the next meeting.
Supervisor Solomon read a letter from Donald A Chase stating that he
was resigning from the Queensbury Recreation Commission effective
December 31, 19699

The following statement was read by Supervisor Solomon. Mr. Solomon
noted that the other Board members had not seen this statement.
SOLOMON BLASTS KUSHNER FOR PLAYING POLITICS
Regarding Mr. Kushner' s statement charging me with a conflict of interest,
I would like to here and now issue a challenge to Mr. Kushner to prove his
point in court.
He has accused me of calling a meeting of the Planning Board during his
absence. I present herewith the minutes of that meeting which was called
by the Secretary' of' the- Planning Board and attended by two-thirds of the
members (more than- required- by law) . This meeting was requested by Mr.
Zemanek owner of '
Quaker� Village, and I attended this meeting to public- J
ally state that I would be- moving my insurance business into Quaker Village
and would be glad to- answer any questions from members of the Board, which
I did. For the record; Quaker Village was not seeking a variance to do
something not allowed by the Zoning Ordinance. They were merely submitting
plans for xeview by the Planning Board before being issued a permit. Sub-
sequently, the Planning Board unanimously voted approval of the plans and
the building was started.
I would also like to point out that Quaker Village is one of the most
attractive developments in Queensbury and will, upon completion of this
next building; bring in tax revenues of $8,000 in school taxes and $4,000
in land taxes which goes a long way toward keeping all of our taxes down.
Incidentally, Quaker Village has already created over 100 new jobs in our
town and will employ many more before completion.
I would like to further state that at the time I was first elected, I
disposed of all my property in the town except my home so that I would
not become involved in any possible conflict and I will maintain this
position as long as I am Supervisor of Town of Queensbury.

Concerning Mr. Kushner' s personal attack on me, I think it can be at- --'
tributed to the fact that Mr. Kushner was relieved of his duties of
representing our town on the Metropolitan Planning Board for decisions
not in the best interest of the town and because of his apparent sympathy
for the City of Glens Falls in their efforts to annex a part of our town.
I might also point out that Mr. Kushner has been criticized for buying a
piece of property on Bay Road just before zoning went into effect and is
now operating a non-conforming business in a residential zone which I
personally consider highly unethical.
My suggestion to Mr. Kushner is that he stop playing politics and spend
more time at his job as Chairman of our Planning Board.
Supervisor Solomon opened the meeting to the public. Mr. Robert Kelly of
340 Ridge Street was present to discuss the danger posed to school children
by the unplowed sidewalk along Ridge Street between Quaker Road and the
City limits. Supervisor Solomon said he had met at the scene that morning
with County Highway Superintendent Fred Austin and an effort was being made
to obtain emergency action. He explained that the sidewalk is on the
state right-of-way, that neither state, county nor town plows sidewalks
since they are generally considered the responsibility of property owners
but held out hope that a solution would be fouad.
Mr. Kelly asked also about eliminating the passing zone and changing the
speed limit and was told that the town has been urging the state to make
the changes for at least two years. "We've butted our heads against the
wall," Supervisor Solomon said, mentioning Councilman John Austin' s work
on traffic safety. "All we can do is keep up the pressure."

Eugene Lucia was given the floor. He said he had been waiting since
September for an answer to his question about the status of a mobile
home on Bay Road. Supervisor Solomon said an envelope was waiting for
him in the town clerk' s office, where, it had been understood he was
to call for it.
Pliny Tucker was given the floor. He had three questions about money.
They referred to a temporary transfer of funds between departments, the
disposition of state payments for land-taking, and the town contract
with the Lake George Opera Festival. He was assured of the legality
of all the transactions.
`-" Eugene Lucia then asked that a more specific description of the property
where a mobile home was to be located,be used. Stating that just "Bay
Road" was insufficient to know where the trailer was to be located.
RESOLUTION TO AUTHORIZE INCREASED HOSPITALIZATION
RESOLUTION No. 31, Introduced by Mr. Austin, who moved its adoption,
seconded by Mr. Demboski.
WHEREAS, the 1970 budget allowed for an increase in hospitalization
benefits to Town Employees from the 50/35% Plan to the 100/50% Plan
and
WHEREAS, it was the intention of this Board to extend this allowance
to retirees as well as -active employees,
THEREFORE BE IT RESOLVED, that effective with the January deduction
for March coverage the increased hospitalization plan will be in effect.

RESOLUTION TO AUTHORIZE -CONTRACT WITH MOUNTAINSIDE FREE LIBRARY
RESOLUTION No. 32, Introduced by Mr. Robertson, who moved its adoption,
seconded by Mr. Robillard.
WHEREAS, the 1970 budget of the Town of Queensbury provided for an
item of $200.00 to be paid to the Trustees of Mountainside Free
Library for library services furnished to the residents of the Town-
ship, and
WHEREAS, Town Counsel, Harold Katz has approved a contract between
the Town of Queensbury and Mountainside Free Library, therefore be it
RESOLVED, that this contract between the Town of Queensbury and
Mountainside Free Library for furnishing library service to the
residents of the Town of Queensbury for the fiscal year 1970 is
hereby approved, and be it further - -
RESOLVED, that the Supervisor is hereby authorized and directed to
execute the contract on hehalf of the Town, and that a copy of such
contract duly signed shall be filed with the Town Clerk.

RESOLUTION TO SET SALARY OF HIGHWAY MECHANIC
RESOLUTION No, 33, Introduced by Mr. Robertson, who moved its adoption,

RESOLVED, that the salary of the Highway Mechanic be established for
the year 1970 at $6,400.00.

RESOLUTION No. 35 , Introduced by Mr. Robertson, who moved its adoption,
seconded by Mr. Demboski.
RESOLVED, that -the Supervisor is hereby permitted and allowed to file
a copy of the annual financial report to the Comproller with the
Town Clerk on or before March 11 1970, in lieu of filing a separate
financial report by February 1st, 1970.

RESOLUTION TO ACCEPT TRUCK BIDS
RESOLUTION No. 36, Introduced by Mr. Robertson, who moved its adoption,
seconded by Mr. Demboski.
WHEREAS, Carl A. Garb, Superintendent of Highways for the Town of Queens-
bury has recommended that bids be accepted for the purchase of three (3)
new 1970 gasoline driven dump trucks with V-8 engines, and the County
Highway Superintendent has approved same and
WHEREAS, three (3) bids were received and read aloud at a regular Town .
Board meeting held on January 8, 1970, and
WHEREAS, it appears that Parsons of Glens Falls Inc. , Town of Queensbury,
is the lowest bidder for the three (3) trucks as advertised, therefore
be it
RESOLVED, that the bid of Parsons of Glens Falls Inc. , is hereby accepted
for a net delivered price of $14,437.36 as bid with equal rear locks.

RESOLUTION TO APPROVE AUDIT OF BILLS
RESOLUTION NO. 37, Introduced by Mr. Robertson, who moved its adoption,
seconded by Mr. Robillard.
RESOLVED, that the Audit of Bills as listed in Abstract 70-1 numbered
#1 through #136 inclusive and totaling $15,665.98 is hereby approved.
