The meeting was called to order by the Supervisor at 8 :00 p.m.
Supervisor Solomon greeted the following visitors:

The public hearing on the application of David Burch for a permit
to locate a Mobile Home on Birch Road was declared open at this time.
Proof of publication was presented and read aloud by the clerk.

Supervisor Solomon requested a voice from any persons present in
favor of or in opposition to the granting of the permit.
There was none.
The public hearing closed at 8:08 p.m.
The public hearing on the establishment of Extension #2 to the
Queensbury Water District was declared open at this time.
Proof of publication was presented and read aloud by the clerk.
Councilman Robertson descussed the location of the extension and
also the plans being laid by the developer.
Councilman Robertson moved that the district be created,..=-Geconded by
Mr. Demboski.
Mr. Pliney Tucker questioned the Town Board as to the supervision of
the construction of the water system in the district. Mr. Tucker
was told that the construction will be supervised by the water
Superintendent.
_._ Councilman Robertson explained the usual procedure of development of
sub-divisions.

In the Matter

the Establishment of EXTENSION NO. 2 TO THE
QUEENSBURY WATER DISTRICT in the Town of
Queensbury, County of Warren and State of
New York, pursuant to Article 12-A of the
Town Law.
WHEREAS, a map, plan and report relating to the estab-
lishment of proposed Extension No. 2 to Queensbury Water District
prepared by Joseph A. Kestner, Jr. , a competent engineer duly
licensed by the State of New York, in the manner and in such de-
tail as has been determined by the Town Board of the Town of
Queensbury has been filed with the Town Clerk of the Town of
Queensbury in accordance with requirements of Article 12-A of the
Town Law, and
WHEREAS, an order was duly adopted by the Town Board of
the Town of Queensbury on March 27, 1969, reciting the filing of
such map, plan and report, the boundaries of the proposed exten-
sion and a statement that no construction will be required in
the proposed extension and that no expense other than the engin-
eering costs and legal fees will be required, the fact that the
map, plan and report describing the same are on file in the office
of the Town Clerk for public inspection, and stating all other
matters required by law to be stated, and specifying April 10,
1969 at 8:00 o'clock P.M. as the time and the Town Office Building
on the Bay Road in said Town as the place where the Town Board
will meet to consider the map, plan and report and to hear all
persons interested in, subject thereof concerning same and to
take such action thereon as is authorized or required by law, and
WHEREAS, such order was duly published and posted as
required by law, and
WHEREAS, a hearing on said matter was duly held by the
Town Board of the Town of Queensbury on this 10th day. of April,
1969, beginning at 8:00 o'clock P.M. at the Town Office Building
in said Town and full discussion of the matter having been had and
all persons desiring to be heard having been heard,

NOW, upon the evidence given on such hearing and upon
a motion made by Councilman Robertson, who moved its adoption,
seconded by Councilman Demboski, it is
RESOLVED AND DETERMINED:

(a) That the order containing the notice of hearing
was published and posted as required by law.
(b) That all property and property owners within the
proposed district are benefited thereby.
(c) That all the property and property owners benefited
are inclused within the limits of the proposed district.
(d) That it is in the public interest to establish
said water district, and be it further
RESOLVED AND DETERMINED that the establishment of
Extension No. 2 to the Queensbury Water District, as set forth in
said map, plan and report, be approved, and that such extension
shall be known and designated as Extension No. 2 to Queensbury
Water District, and shall be bounded and described as follows:
"Parcel Number One
Beginning at a point in the center of Potter
Road at the southwesterly corner of lands of John
Van Dusen, running from thence in a northerly
direction along the westerly bounds of the said
lands 175 feet, more or less, to a corner of the
present Queensbury Water District; thence running .
in an easterly direction and a northeasterly
direction along the present Queensbury Water
District boundary, which runs parallel to Potter
Road and 175 feet, more or less, distant from the
center thereof, to an angle point in the said water
district boundary, said point being distant 150 feet
southerly from the southerly bounds of Aviation Road;
thence running in a southeasterly direction along
the southwesterly bounds of the present water
district boundary 175 feet, more or less, to the
center of Potter Road; thence running in a south-
westerly and a westerly direction in the center of
Potter Road to the point and place of beginning.
The above described premisee is a portion of lots
64, 71 and 78 of Queensbury.
Parcel Number Two
Beginning at the southeasterly corner of lot
64 of the first subdivision of Queensbury, being
also the southeasterly corner of lands of Henry
Sleight, running from thence in a westerly direction
along the southerly bounds of a portion of the said
lot 64 and the southerly bounds of the said lands of
Henry Sleight to the southwesterly corner thereof;
thence running in a northerly direction along the
westerly bounds of the said lands of Henry Sleight
.to the southerly bounds of the present Queensbury
Water District, said point being distant 150.00
feet southerly from the southerly bounds of Aviation
Road; thence running in a southeasterly direction
along the present Queensbury Water District boundary,
parallel to Aviation Road and 150.00 feet distant
southerly from the southerly bounds thereof, crossing
Dixon Road, to a point distant 150.00 feet northerly
from the northerly bounds of Dixon Road; thence
running in a southeasterly direction, still along

parallel to Dixon Road and distant 150.00 feet
northerly from the northerly bounds thereof, to
a point in the easterly bounds of the said lot
64 of the first subdivision of Queensbury, said
point being in the westerly bounds of the present
Queensbury Water District boundary; thence running
in a southerly direction along the same to the
point and place of beginning. The above described
premises is in lot 64 of the first subdivision of
the Town of Queensbury."

RESOLVED that the expenses of the establishment of Ex-
tension No. 2 to Queensbury Water District, including engineering
and legal services, be paid from current funds available for such
purpose and that no indebtedness be incurred for such purpose,
and be it further
RESOLVED that this resolution is subject to permissive
referendum as provided in Section 209-e of the Town Law, and that
the Town Clerk be and he hereby is directed to give due public
notice of the adoption of this resolution in the manner provided by
law.
The adoption of the foregoing resolution was duly put
to a vote, and upon roll call, the vote was as follows:

Councilman Robertson discussed at lenght the development of a
future water district in the west and south west portion of the
Town. Proposed boundaries of the district were discussed by
Mr. Robertson. Councilman Robertson stated that the engineering
lay-out is nearly completed and that a Public Hearing will be
forth coming in the near future.
Supervisor Solomon stated that the work of the town surveyor and
the assessors in the above mentioned project is completed at this
time.
The Town Clerk presented the following applications for permits to
locate mobile homes within the Town of Queensbury.

All of the above applications were tabled for further study by the
Town Board. Moved by Mr. Demboski, seconded by Mr. Austin.
Mr. Pliney Tucker questioned the Town Board as to h
q the plans being
layed at present for further removal of Junk Cars in different
locations within the town.
Supervisor Solomon discussed the action being taken by town officials
to relieve the junk car nuisance within the town.
Mr. Dave Goodrich stated that in his belief, the Town of Queensbury
has man power who are expected to control the problem.
Councilman Demboski stated that the Building Inspector and the
Assistant Zo*itig,.Enforpement Officer have a full schedule of work
at present. Action on the matter will be taken in the near future.
The reports of the Building and Zoning Department, the Police
Department and the Monthly Highway Report were received and placed
on file.
The Monthly Statement of the Supervisor was received at this time.
The total Receipts as listed were $65,530.51, the total disbursements
for the month were $113,627.61.

WHEREAS, ASSISTXk ZONING and BUILDING INSPtCTOR, LeRoy Phillips
has requested permission to attend "The New York State Building
Officials Conference" to be held at Albany,New York on April 11, 1969,
and be it further
RESOLVED that permission is hereby granted for the officials of the
Zoning and Building Department to attend this meeting and that all
necessary expenses will be a proper town charge.

R.D. #2 Corinth Road
This lot measures 150x230 feet, a total of 34,500 square feet.
There are now 7 mobile homes located there giving each mobile
home an average 4,928 square feet, not allowing for any drive-
ways or parking area.
There is only one well supplying water for 7 families. There are
4 4eptic tanks, two of which are less than 100 feet from the well
serving 7 families.
If 3 more mobile homes were added to this Court it would mean each
mobile home would have less than 3,450 square feet of lot space.
More septic tanks would be necessary and probably located less than
100 feet from the well. There would not be adequate parking for
each family not counting any visitors. I found out that it is
necessary for the cars to be parked beside the street at times
causing some congestion.
Not too long ago therewas a fire in one of the mobile homes and
the fire company had to cross neighboring property to get to the
burning structure.
There are two very nice homes, one across the street and one
adjacent to the Court with some of the mobile homes less than 2 ft.
from their property line.
It is my opinion that to add any more mobile homes to this site
would be adding to health and safety hazards that already exist.
I have talked to Mr. and Mrs. Usher who live across the street and
Mr. and Mrs. Duell who live on the east side of the Court, and they
all share the same opinion and voiced strong opposition to further
crowding and congesting in the neighborhood.

RESOLUTION TO DISAPPROVE APPLICATION FOR EXTENSION OF MOBILE
HOME COURT
RESOLUTION NO. 81, Introduced by Mr. Robertson, seconded by

WHEREAS, Clarence E. Grooms of R.F.D. #2 Corinth Road had made
application for a permit to enlarge and existing Mobile Home Court
containing 7 lots for mobile homes on property situated at R.F.D. #2
Corinth Road and
WHEREAS, the Town Building Inspector has, after investigation,
given disapproval of this application and plans, therefore be it
RESOLVED, that the application of Clarence E. Grooms of R.F.D. #2
Corinth Road for a permit to enlarge an existing Mobile Home Court
containing 7 lots for mobile homes, on property situated at R.F.D.#2
Corinth Road, Town of Queensbury be and the same is hereby dis-
approved and that the Town Clerk is hereby authorized and directed
to notify the applicant of the decision of this Board.

RESOLUTION TO APPROPRIATE SURPLUS FUNDS
RESOLUTION NO. 83, Introduced by Mr. Robillard, seconded by

WHEREAS, it appears that there will be a surplus in the Building
and Zoning Inspector's Office for the year 1969, and
WHEREAS, the Police Department transferred their police car, a 1966
Plymouth Fury, to the Building and Zoning Department for the use
of the Enforcement Officer, and 9
WHEREAS, the Police Department has purchased a 1969 Plymouth Fury,
and additional funds are needed in the Police Budget, therefore
be it
RESOLVED, that the sum of $1,000. be transferred from the Building
and Zoning Department Compensation fund to the Police Equipment
fund, thereby decreasing the appropriation of the Building and
Zoning DepartmentCompensation fund to $12,500. , and increasing the
Police purchase of equipment fund to $1,300.00.

The bid of LeValley McLeod Inc. appears to be the lowest
reasonable bid for supplying the materials set forth in specification
#69-1 of the Queensbury Water Department.

Detailed Specifications
Cast iron pipe shall be push-on joint Class 22 ASA cement lined
and bituminous seal coated. It shall be manufactured in accordance
with American Standard Specification A21.6 or A21.8 by once of the
well known and established manufactures such as R.D. Wood Company,
United States Pipe & Foundry:{ Company, Warren Foundry & Pipe Company
American Cast Iron Pipe Company and others.
The pipe shall confirm to the following dimensions:

The cement mortar lining and bituminous seal coating shall be in
accordance with the fastest American Standard Specifications for
cement lining for cast iron pipe and fittings ASA A21.4. All pipe
shall be bituminous coated on the outside.
The cement mortar lining shall meet the following thickness:
Pipe sizes 6 inch through 12 inch - 1/8 inch thick
Push on joints shall meet Federal Specification WW-P-421b for
Type II pipe.
Manufacturer shall supply -sufficient bronz wedges to allow for
the installation of 4 wedges in eachpipe joint for the quantity
of pipe listed.
If any of the above specifications have been superseded then the
pipe, lining, coatings and/or joints shall meet the new specifications.
Pipe shall be delivered to the Queensbury Water Department plant
and Maintenance yard, Lake George,,Road, Town of Queensbury.
RESOLUTION TO AUTHORIZE BIDS FOR CAST IRON PIPE
RESOLUTION NO. 86, Introduced by Mr. Solomon, seconded by -Mr. Robertson.
WHEREAS, the Queensbury Water Superintendent has recommended the purchase
of Cast Iron Pipe under bids, to supply the needs of the water
department for the year 1969 and has filed detailed specifications
of the material requested with the clerk of this Board, now therefore
be it
RESOLVED, that the Town Clerk be and he hereby is authorized and
directed to cause to be published once in the Glens Falls Times and
the Post Star, on or before April 14, 1969, a notice to read in
substantially the following form:
NOTICE TO BIDDERS
Notice is hereby given that the Town Board of the Town of Queensbury
will receive sealed proposals up to 5 :00 P.M. on the 24th of April,
1969 at the Town Clerk' s Office at the Queensbury Town Office
Building, Bay Road, Town of Queensbury, RD #1, Glens Falls, New York,
to supply the Queensbury Water Department with Cast Iron Pipe for
the year 1969. -
A copy of the detailed specifications of the material to be purchased
may be obtained during business hours from the office of the Town
Clerk, -Queensbury Town Office Building, Bay Road, Glens Falls, New
York.
Bids must be submitted in sealed opaque envelopes plainly marked
Cast Iron Pipe Bid and there shall be included in such bid the
certificate as to non-collusion as required by Section 103d of
the General Municipal Law.
The Town Board will meet at the Town Office Building, Town of Queens-
bury, on April 24th, 1969 at 8:00 P.M. at which time the sealed bids
will be publicly opened and read alous. The Town Board reserves the
right to reject any or all bids.

RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 87, Introduced by Mr. Solomon, seconded by Mr. Robertson.
WHEREAS, David Burch of Luzern Road. , Glens Falls, N.Y. , has made
application in accordance with paragraph 2 . (c) Section 4, of an
ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE
REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home out-
side of a duly licensed mobile home court at property situated
Burch Road, Second Street on the right going in, and
4_ WHEREAS, this town board has conducted a public hearing in connection
with said application and has heard all persons desiring to be heard
in favor of or against said application, and
WHEREAS, it is hereby determined that the facts presented in said
application and at said public hearing are sufficient to authorize
the issuance of the permit requested by said application, for the
following reasons:
There were no persons present in opposition to the granting of the
permit. The application was approved by the Zoning Inspector,
therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, permission is hereby given to David Burch of Luzerne Road,
Glens Falls, N. Y. , Town of Queensbury, to locate a mobile home
outside of a licensed mobile home court, at property situated at
Burch Road, secondedtreet on the right going in, and that the
Town Clerk is hereby authorized and directed to issue such permit
in accordance with the terms and conditions of said ordinance.

Councilman -Robillard reported that the Town- of Queensbury Police
Department are in the process of checking as much as possible on
the dumping being done along all highways within the town.
RESOLUTION NO. 88, Introduced by Mr. Robertson, seconded by Mr. Demboski.
RESOLVED, that the Audit of Claims as listed in Abstract #69-4
numbered #306 through #426 and totaling $20,327.79 is hereby approved.

Mr. Solomon.
