The bid opening for the purchase of Voting Machines was announced
by the Supervisor at this time.
Proof of Publication of the notice was presented and read aloud
by the clerk.
The clerk stated that one bid was received from the Automatic
Voting Machine Division of the A V M Corporation.
The bid was read aloud by the clerk, as follows:
Automatic Voting Machine Division. of AVM Corporation.
Four (4) Automatic Voting Machines @ $1,795.00 each.
The Bid Opening was closed at 8:05 p.m.
RESOLUTION NO. 112, Introduced by Mr. Austin, seconded by Mr. Robillard.
WHEREAS, the Town Board of the Town of Queensbury did on May 8, 1969,
authorize the Town Clerk to cause to be published a "Notice to
Bidders" for the purchase of 4 (four) voting machines, and

Machine Division of the AVM Corporation, therefore be it

RESOLVED, that the bid of the Automatic Voting Machine Division of
the AVM Corporation be and is hereby accepted at a price of
$1,795.00 each subject to the approval of the town Attorney
Harold W. Katz. The price of the four (4) machines is accepted
F.O.B. Queensbury, New York.
Duly adopted by -the following vote:
Ayes - Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and
Mr. Solomon.
Noes - None
The public hearing on the application for a permit to locate a
Mobile Home on Montray Road, Town of Queensbury, as presented by
Claire A. Guimond was declared open at this time.
Proof of Publication of the notice was presented and read aloud by
the clerk.
Supervisor Solomon requested a voice from any persons present in
favor of or in opposition to the granting of the permit.
There was none.
The public hearing was closed at 8:10 P.M.

Petition for street lights on Montray Road, as it would help stop
vandalism.
The above petition was signed by 23 residents of the area.
The following petition was presented to the Town Board by a group who
attended the meeting.

We the undersigned disagree with said ordinance No.
concerning building on 50 ft lots. If the ordinance applies in
one place it must apply to all the lots in the Town of Queensbury.
The Petition was signed by 24 residents of the area.
A letter was also read aloud by the clerk from Mr. & Mrs. Louis VanWagner
which stated that, due to illness, they were not able to attend the
meeting.
Supervisor Solomon stated the Town of Queensbury Planning Board
have voiced approval of the pending action of the Town Board to
eventually approve the New York State Building Code.
Supervisor Solomon also discussed the recent order of the New York
State Division of Transportation which demanded that the caution
light at Oneida Corners be replaced to their specifications.
RESOLUTION N0, 113, Introduced by Mr. Robertson, seconded by Mr. Demboski.
— WHEREAS, word has been received from the New York State Division of
Transportation, that the caution light at Oneida Corners must be replaced,
and
WHEREAS, due to the time limit as stated by the Division of Transportation
the installation must be done as an emergency measure without benefit
of advertising for bids for the work, therefore be it
RESOLVED, that after investigation of different local electrical a ., y
installers, the contract for the work to be done is hereby awarded
to Brown Brothers Electric as the lowest known bidders at a -price
of $1,500.00 for the complete installation.

Mr. Solomon.
Noes - None
Supervisor Solomon announced that as a result of recent bids,
the State of New York Division of Transportation has awarded the
bid for the re-construction-=of the Route 9 Aviation Road project --
to the lowest bidder. Work is expected to be started in the
next 30 days.
Mr. Eleric Gifford spoke for the group in attendance to state a
complaint to do with a recently issued permit by the Zoning
Enforcement Officer which will allow Howard F. Crannell to build
a home on Big Bay Road on a non-conforming size lot.
Supervisor Solomon stated that the lot in question was there prior
to the adoption of zoning by the Town of Queensbury.
Mrs. Lawrence LaMarque stated that as a result of this permit
being issued, the lots which she owns will be used for home
building. The lots Mrs. LaMarque reffered to are also Non-
conforming with the zoning laws of the Town of Queensbury.
The town clerk presented the following applications for Mobile

RESOLUTION TO DISAPPROVE APPLICATION TO LOCATE MOBILE HOME OUTSIDE
OF MOBILE HOME COURT
RESOLUTION NO. 114, Introduced by Mr. Robertson, seconded by
Mr. Robillard.
WHEREAS, John C. Carpenter of Bay Road -c/o Mary Durkee has made
application in accordance with paragraph 2 (c) Section 4, of an
ordinance of the Town of Queensbury entitled ORDINANCE FOR THE
REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home out-
side of a July licensed mobile home court at property situated
Corner lot, right side of Ogden road, and
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance but that the facts as
presented in said application are not dufficient to justify further
consideration by this board, "therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the application of John C. Carpenter of Bay Road -
c/o Mary Durkee, to locate a mobile home outside of a duly licensed
mobile home court is not approved and that the Town Clerk is
hereby authorized and directed to notify the applicant of the
decision of this board.

WHEREAS, William and Linda Hart of 11 Timber Lane, Forest Park Motor
Court has made application in accordance with paragraph 2 (c) Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE
REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside
of a duly licensed mobile home court at property situated Stevens Road,
Town of Queensbury, and
WHEREAS, it is hereby determined that said application complies with
the requirements of said ordinance but that the facts as presented
in said application are not sufficient to Justify further consideration
by this board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the application of William and Linda Hart of 11 Timber Lane,
Forest Park Motor Court, to locate a mobile home outside of a duly

has made application in accordance with paragraph 2 (c) Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR
THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN
OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate .a mobile home
outside of a duly licensed mobile home court at property situated
Lots 18 - 19 Pinello Road, Town of Queensbury, and
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
application on June 12, 1969, at 8:00 p.m. in the Queensbury Town
Office Building, Bay Road, and that the Town Clerk is hereby authorized
and directed to give proper notice of said public hearing in accordance
with the provisions of said ordinance.

Court has made application in accordance with paragraph 2 (c)
Section 4, of an ordinance of the Town of Queensbury entitled
ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME
COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate
a mobile home outside of a duly licensed mobile home court at
property situated Lots 22 - 23 Pinello Road, Town of Queensbury,
and ---
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further 6onsideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said

RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 118, Introduced by Mr. Austin, seconded by Mr.
Solomon.
WHEREAS, Claire A. Guimond of 9B Fulton St. , Glens Falls, N. Y. ,
has made application in accordance with paragraph 2 (c) Section 4,
of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR
THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE
TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile
home outside of a duly licensed mobile home court at property
situated 37 Montray Road, Town of Queensbury, and
WHEREAS, this town board has conducted a public hearing in
connection with said application and has heard all persons desiring
to be heard in favor of or against said application, and
WHEREAS, it is hereby determined that the facts presented in said
application and at said public hearing are sufficient to authorize
the issuance of the permit requested by said application, for the
following reasons:
There were no persons in attendance who voiced copposition to the
granting of the permit. There has been a Mobile Home at the same
location in the past years. The application was approved by the
Zoning and Building enforcement officers,
therefore be it

RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, permission is hereby given to Claire A. Guimond of
9 B Fulton Street, Glens Falls, New York to locate a mobile
home outside of a licensed mobile home court, at property situated
at 37 Montray Road, Town of Queensbury, and that the Town Clerk
is hereby authorized and directed to issue such permit in accordance
with the terms and conditions of said ordinance.

RESOLUTION NO. 119
Introduced by Mr. Solomon who moved its adoption, {
Seconded by Mr. Robertson.
WHEREAS, drivers and numerous complaints have been received
from residents, fire officials and police agencies calling
attention to a hazardous condition created by the parking of
motor vehicles on Ash Drive in the Town of Queensbury, and
WHEREAS, it is provided by subdivisions 5 and 7 of Section
130 of the Town Law that the Town Board may enact ordinances,
rules and regulations regulating the use of streets and highways,
including the restricting of parking of all vehicles therein,
and
WHEREAS, this Town Board did enact an ordinance regulating
the parking of motor vehicles on Ash Drive, said ordinance being
Town Ordinance No. 22, and
WHEREAS, said Town Ordinance No. 22 did not include all
of Ash Drive and the hazardous condition continues to exist on
that portion not covered by the aforementioned ordinance and it
is the desire to now include same, and
WHEREAS, said Section 130 of the Town .Law requires a public
hearing upon all proposed ordinances upon due notice as provided
for therein, be it
RESOLVED, that a public hearing on the following proposed
Parking Ordinance be held on the 12th day of June, 1969 and
that the Town Clerk give notice of such hearing by publication
of a notice thereof in the Glens Falls Post Star and the Glens
Falls Times once at least ten days prior to the date specified
for such hearing, specifying the time when and the place where
such hearing will be held and in general terms describing said
proposed ordinance.
ORDINANCE TO REGULATE TRAFFIC ON ASH
DRIVE IN THE TOWN OF QUEENSBURY
BE IT ENACTED AND ORDAINED BY THE TOWN
BOARD OF THE TOWN OF QUEENSBURY, WARREN
COUNTY, NEW YORK, AS FOLLOWS:
Section 1. The parking of vehicles is hereby
prohibited in the following location:
(a) On the west side of Ash Drive (Town
Road No. 67) from the intersection of said Ash
Drive with Glen Lake Road (Town Road No. 64)
south to the end of Ash Drive.

Section 2. All ordinances or parts of ordinances
of the Town of Queensbury inconsistent with the
provisions of this ordinance are hereby repealed;
provided, however, that such repeal shall be only
to the extent of such inconsistency and in all
other respects this ordinance shall be in addition
to the other ordinances regulating and governing
the subject matter covered by this ordinance.
Section 3. Any person violating any provision of
Section 1 of this ordinance shall upon conviction
be punishable for a first offense by a fine not to
exceed Ten ($10.00) Dollars, and for a second --�
offense by a fine not less than Ten ($10.00) Dollars
or more than Twenty-five ($25.00) Dollars, or by
imprisonment for not less than two nor more than
ten days. The third or any subsequent offense
within one year shall be punishable by a fine not
to exceed one hundred ($100.00) Dollars or by
imprisonment not to exceed thirty days or by both
such fine and imprisonment. In addition to the
aforesaid penalties, the Town Board of the Town
of Queensbury may institute any proper action,
suit or proceeding to prevent, restrain, correct
or abate any violation of this ordinance.
Section 4. This ordinance shall supersede Town
Ordinance No. 22 and shall take effect on the
date of its publication and posting as required
by Town Law.
The foregoing resolution was duly adopted
the 22nd day of May, 1969 by the following vote:

WHEREAS, the Town Board of the Town of Queensbury did, on
July 25, 1968, adopt a certain "Ordinance" entitled
ORDINANCE RELATING TO PARKING ON ASH DRIVE IN THE TOWN OF
QUEENSBURY, and
WHEREAS, following a request from the State Police, The Warren
County Sheriffs Department and The Queensbury Police Department,
the ordinance will be 7Regcinded, subject to a public hearing,
therefore be it
RESOLVED, that the Town Clerk is hereby authorized and directed
to cause to be published a notice to read in substantially the
following form:
NOTICE OF PUBLIC HEARING
Notice is hereby given that the Town Board of the Town of Queens-
bury will conduct a Public Hearing at 8:15 p. m. on June 12th,
1969 to rescind an ORDINANCE as adopted on July 25th, 1968 en-
titled "Ordinance Relating to Parking on Ash Drive in the Town
of Queensbury. "

RESOLUTION AUTHORIZING INCREASE IN SALARY
RESOLUTION NO. 122 , Introduced by Mr. Austin, seconded by Mr. Demboski.
WHEREAS, William Mellon, Provisional Police Sergeant of the Town of
Queensbury has successfully completed a Municipal Police Training
School thereby qualifying himself for an increase in salary, therefore
be it
RESOLVED, that the yearly salary of William Mellon be increased by
$300. , from $6,200 to $6,500. per year, effective as of May 1, 1969.

RESOLUTION NO. 123
Introduced by Mr. Solomon who moved its adoption,- seconded by
Mr. Robillard.
WHEREAS, the widespread increase in the use of narcotics
is of great concern at all levels of government, and
WHEREAS, the New York State Legislature, recognizing this
concern enacted Article 12-E of the General Municipal Law
effective June 22, 1968, authorizing local legislative bodies to
create one or more narcotic guidance councils, and
WHEREAS, this board desires to create such a narcotic
guidance council, NOW THEREFORE, BE IT
RESOLVED, that pursuant to the provisions of Article 12-E
of the General Municipal Law of the State of New York thereis
hereby created a narcotic guidance council, to be known as the
Town 6f Queensbury Narcotic Guidance Council, and be it further
RESOLVED, that said Town of Queensbury Narcotic Guidance
Council shall consist of not less than three (3) nor more than
five (5) members, each of whom shall be appointed by the Town
Board for a term not to exceed three (3) years and that said
council shall include at least one (1) clergyman, one (1)
attorney and one (1) physician.

RESOLUTION OF SORROW
RESOLUTION NO. 124, Introduced by Mr. Robillard, seconded by
Mr. Robertson
WHEREAS, the members of the Town Board were saddened by passing
of Edward Wood, and
WHEREAS, Mr. Wood served the South Queensbury Fire Company for
many years, and
WHEREAS, the Town of Queensbury has suffered a loss by his passing,
therefore be it
RESOLVED, that the members of the Queensbury Town Board hereby
record their profound sorrow on the passing of Edward Wood, and
extend to his family their sincere sympathy and be it further
RESOLVED, that this resolution be entered in the minutes of this
meeting and that the Town Clerk be and he hereby is directed to
transmit copies thereof to the members of his family.

Supervisor Solomon presented (9) nine copies of a map for
Western Queensbury Water District and all other Extensions of
the Queensbury Water District. A Public Hearing will be arranged
at an early date.
Supervisor Solomon also reported on the receipt of the "Report
Review" for the Hudson River Bend Area.
Councilman Robertson discussed the program of the survey group
to date.
Councilman Robillard reported that the Polling Place for District #13
for the year 1969 will be the West Glens Falls Firehouse.

RESOLUTION TO CHANGE LOCATION OF
POLLING PLACE
RESOLUTION NO. 125, Introduced by Mr. Austin, seconded by Mr. Robertson.
WHEREAS, the fact has become known to the Town Board, that the
former polling place for Election District Number 13 at the
Castone Plant on the Corinth Road will no longer be available
for use by the Town of Queensbury, and
WHEREAS, following intensive investigation by the Election Committee
of the Town Board of the Town of Queensbury, decision has been made
that a suitable space will be available in the West Glens Falls
Firehouse on Luzerne Road, therefore be it
RESOLVED, that the polling place for District #13 will be the
West Glens Falls Firehouse on Luzerne Road, and be it further
( RESOLVED, that the Town Clerk is herevy authorized and directed
to notify the Warren County Board of Elections of this change.
Duly adopted by the following vote:
Ayes - Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and
Mr. Solomon.
