The meeting was called to order by the Supervisor at 8:00 p.m.

The ublic hearing p i g was declared open on the application of John M.Cole
for a permit to locate a Mobile Home on lots 18 - 19 on Pinello Road.
Proof of Publication was presented and read aloud by the Clerk.
Supervisor Solomon questioned any persons present as to objection
or in favor of the issuance of the permit. There were none who spoke.
The Public Hearing closed at 8:07 p.m.
The public hearing on the application of George H. Perotte for a
permit to locate a mobile home on lots 22 & 23 on Pinello Road.
Proof of publication was presented and read aloud by the clerk.
Supervisor Solomon requested a voice of opinion from any person
present either in favor of or in opposition to the granting of
the permit. There were none who spoke.
Mr. Perotte stated that both John Cole and Himself have purchased
the lots which will be used to locate the mobile homes.
The public hearing closed at 8:12 p.m.
The public hearing on the rescinding of an ordinance to do with
parking on Ash Drive was declared open at this time.
The clerk presented and read aloud the notice of the public hearing.
With no persons present, showing interest in the proposed new
ordinance the public hearing closed.
The public hearing to enact a revised Ordinance was opened at this
time.
The Supevvisor requested a voice from any persons present in
connection with the ordinance, there was none.
The public hearing was closed at 8:15 p.m.
RESOLUTION NO. 126
INTRODUCED BY Mr. Robertson, who moved its adoption
SECONDED BY Mr. Demboski.
The Town Board of the Town of Queensbury, Warren County
New York, pursuant to subdivision 5 and 7 of Section 130 of the
Town Law, does hereby enact and ordain the following ordinance:
ORDINANCE TO REGULATE TRAFFIC ON ASH
DRIVE IN THE TOWN OF QUEENSBURY
BE IT ENACTED AND ORDAINED BY THE TOWN
BOARD OF THE TOWN OF QUEENSBURY, WARREN
COUNTY, NEW YORK, AS FOLLOWS: -
Section 1. The parking of vehicles is hereby prohibited
in the following location:
(a) On the west side of Ash Drive (Town Road
No. 67) from the intersection of said Ash Drive with
Glen Lake Road (Town Road No. 64) south to the end of
Ash Drive.
Section 2. All ordinances or parts of ordinances
of the Town of Queensbury inconsistent with the pro-
visions of this ordinance are hereby repealed; pro-
vided, however, that such repeal shall be only to the
extent of such inconsistency and in all other respects
this ordinance shall be in addition to the other
ordinances regulating and governing the subject
matter covered by this ordinance.
Section 3. Any person violating any provision of
Section 1 of this ordinance shall upon conviction
be punishable for a first offense by a fine not to
exceed Ten ($10.00) Dollars, and for a second offense
by a fine not less than Ten($10.00) Dollars or mote
than Twenty-five ($25.00) Dollars, or by imprisonment
for, not less. than two nor more than ten days. The
third or any subsequent offense within one year shall
be punishable by a fine not to excedd One Hundred
($100.00) Dollars or by imprisonment not to exceed
thirty days or by both such fine and imprisonment.
In addition to the aforesaid penalties, the Town Board
of the Town of Queensbury may institute any proper
action, suit or proceeding to prevent, restrain,
correct or abate any violation of this ordinance.
Section 4. This ordinance shall supersede Town
Ordinance No. 22 and shall take effect on the date of
its publication and posting as required by Town Law.
Duly adopted this 12th day of June, 1969, by the

Councilman Robertson discuss d the application as presented for
Mobile Home Permts of John M. Cole and George H. Perotte.
Mr. Robertson stated that due to the fact that these Mobile Home-:
applicants are now living in a Mobile Home Court the final solution
to the problems if granting mocile home permits need mote study
according to the opinions of Councilman Robertson. -
Councilman Demboski voiced a similiar opinion even though he
to vote (yes) on the following resolutions. Mr. Demboski concurs
with the opinions of Councilman Robertson as stated above.
RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 127, introduced by Mr. Robillard who moved its
adoption, seconded by Mr. Austin
WHEREAS, John M. Cole of Forest Park Trailer Park, has made
application in accordance with paragraph 2 (c) Section 4, of an
ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE
REGULATION OF MOBILE .HOMES and MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to -Locate a mobile home
outside of a duly licensed mobile home court at property situated
Lots #18 - #19 Pinello Road, Queensbury, and
WHEREAS, this town board has conducted a public hearing in
connection with said application and has heard all persons desiring
to be heard in favor of or against said application, and
WHEREAS, it is hereby determined that the facts presented in
said application and at said public hearing are sufficient to
authorize the issuance of the permit requested by said application,
for the following reasons :
Their were no persons in appearance in opposition to the granting
of the permit. The application was approved by the Zoning Enforce-
ment Officer, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned

It has come to my attention that the temporary Trailer Permit
issued to Mr. Glen Maxwell for lyear will expire on June 30, 1969.
Please be advised that Mr. Maxwell has applied for an extention
to his Building Permit also expiring June 30, 1969. I have
noted considerable progress in the building of his home. Due to
the fact that he is a construction worker and working out of
town most of the summer months the winter months are the only
time he gets to work on his house. Since the house was started
his son, who he counted on for considerable help was drafted
and is no in Vietnam. I have extended the Building Permit for
a period of 6 months to expire January 1, 1970.
It is my recommendation that an extention to the Trailer Permit
be granted for the same length of time.

RESOLUTION NO. 129, introduced by Mr. Solomon, seconded by Mr. Robertson.
WHEREAS, Glen Maxwell of R.F.D. #3 Luzerne Road has made application
in accordance with paragraph 2bSection 4, of an ordinance of the
Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE
HOMES and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY,
NEW YORK, to locate a mobile home outside of a duly licensed mobile
home court at property situated on Luzerne Road, R.F.D. #3, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to authorize the issuance of the permit
requested by said application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, temporary permission is hereby given to Glen Maxwell
of R.F.D. #3 Luzerne Road to locate a mobile home outside of a
licensed mobile home court, for a period of one year at property
situated at R.F.D. #3 Luzerne Road, Town of Queensbury, and that
the Town Clerk is hereby authorized and directed to issue such
permit in accordance with the terms and conditions of said
ordinance.

The monthly report of the Zoning Enforcement Officer, LeRoy Phillips
was received and placed on file.
The monthly report of the Police Department was received and placed
on file.
The monthly report of the Supervisor was received and placed on
file. The total receipts for the month were $99,769.97.
The total disbursements for the month were $104,219.79.
Mr. Pliney Tucker complimented the work of the Queensbury Highway
Department on the town highways. Mr. Tucker stated that the
equipment being used by the Highway Superintendent is better looking
than in prior years. Mr. Tucker also complimented the Highway
Superintendent for the improvements to the town disposal area.
A question was raised by Mr. Tucker to do with the conditions of
cleanliness at the City of Glens Falls dumping area.
Attorney Harold Katz discussed the ordinances in effect in the
Townwhich would control the operation of the City dump. Attorney
Katz stated that the present, Town of Queensbury Ordinances are not
as such that would control the city operation of the dumping area.
The clerk presented the following Mobile Home Application at this time.

RESOLUTION TO DISAPPROVE APPLICATION TO LOCATE MOBILE HOME OUTSIDE
OF MOBILE HOME COURT
RESOLUTION NO. 130, introduced by Mr. Demboski, seconded by Mr.Robertson
WHEREAS, Edward P. Schwartz- of Kattskill Bay, New York has made
application in accordance with paragraph 2 (c) Section 4, of an
ordinance of the Town of Queensbury entitled ORDINANCE FOR THE
REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home out-
side of a duly licensed mobile home court at property situated
East Side of Route 9L - Harrisena, and
WHEREAS, it is hereby determined that said application complies with
the requirements of said ordinance but that the facts as presented
in said application are not sufficient to Justify further consider-
ation by this board, therefore be it

WHEREAS, Wilfred Stark of 12 Sweet Road, Town of Queensbury has
made application to this board for a permit to:
Replace a present Mobile Home with a new 1969 Americano 12'x 60'
at property situated at 12 Sweet Road and owned by Dorothy Bradway,
and
WHEREAS, upon proper investigation it appears that the applicant
has complied with all of the requirements of the ordinance regulations
relating to mobile homes in the Town of Queensbury, therefore be it

RESOLUTION FOR THE ISSUANCE OF CAPITAL NOTE
TO FINANCE THE PURCHASE OF HIGHWAY MACHINERY
WHEREAS, the Town Board of the Town of Queensbury, New
York, after due public notice, by a resolution duly adopted on
the 30th day of December, 1968, authorized the Pineview Cemetery
Commission to purchase a certain 1969 4-wheel drive truck with
snowplow for cemetery purposes at a total cost of $7001.62, and
provided that $5389.00 of such cost was to be paid from the pro- ?
ceeds of obligations -to be issued pursuant to the Local Finance
Law, and
WHEREAS, a contract of purchase for such machinery was
duly gntered into by the Pineview Cemetery Commission on the 29th
day .,J April, 1969,
t. NOW, THEREFORE, BE IT RESOLVED:
1. The specific object or purpose for which obligations
are to be issued pursuant to this resolution is to finance the
cost of the purchase of a 1969 International Model 1300D truck
with Perfection body and hoist and Fisher 8' snowplow.

2. The maximum cost of such machinery is $7001.62 and
the plan of financing such cost is as follows: $1612.62 is to be
provided by machinery traded in pursuant to Section 142 of the
Highway Law of the value of $1612.62. The balance of the cost is
to be provided by the issuance of a capital note in the amount
of $5389.00 pursuant to this resolution.
3. The following determinations are hereby made:
(a) The period of probable usefulness of
such machinery is five (5) years.
"— (b) The subdivision of paragraph a of
Section 11.00 of the Local Finance
Law which is applicable in the
circumstances is subdivision "28".
(c) The proposed maturity of the obligations
authorized by this resolution will not
be in excess of five (5) years.
4. That the Town of Queensbury issue its capital note
in the amount of $5389.00 to finance such cost in accordance with
the financial plan set forth above. Such note shall be dated
approximately as of the date of the delivery of such machinery
and the power to fix and determine the exact date of such note
is hereby delegated to the Supervisor.
5. Such capital note shall be numbered 1 and shall
mature in the year 1970. The power to fix and determine the
date upon which such note shall become due and payable is hereby
delegated to the Supervisor. . The note shall be issued in bearer
form, shall not contain a power to convert to registered form,
and shall bear interest at a rate not exceeding four and one-half
(4 1/2%) percent per annum payable annually. Such note shall be
in substantially the following form:

The Town of Queensbury, in the County of Warren, a
municipality of the State of New York, hereby acknowledges it-

1970, together with interest thereon from the date hereof at the
rate of 4 1/2% per annum, payable annually. Both principal of
and interest on this note will be paid in lawful money of the
United States of America at the office of The Glens Falls National
Bank and Trust Company, Glens Falls, New York.
This note may not be converted to registered form.
This note is the only note of an authorized issue in
the amount of $5389.00.
This note is issued pursuant to the provisions of a0*
resolution entitled "Capital Note Resolution" duly adopted by the
Town Board of such Town of Queensbury on June 12, 1969.
The faith and credit of such Town of Queensbury are
hereby irrevocably pledged for the punctual payment of the princi-
pal of and interest on this note according to its terms.

acts and things required by the Constitution and statutes of the
State of New York to exist, to have happened and to have been
performed precedent to and in the issuance of this note, exist,
have happened and have been performed, and that this note, to-

within every debt and other limit prescribed by the Constitution
and laws of such State.

6. The supervisor is hereby delegated the power to
prepare such note and to sell such note at private sale at not
less than par and accrued interest, and at such sale to fix the

check. The proceeds of sale of the note shall be deposited in
the Highway Machinery Fund account. The powers delegated to

surplus funds from the sale of logs and pulpwood cut at the Pine-
View Cemetery be applied to Cost of Improvements for the cemetery,

Frank Cowles, treasurer of the Cemetery Commission, therefore

WHEREAS, with the conduct of business in the Town Clerk' s office
in the Town Office Building, it is apparent that with the time
near at wand when the normal vacation of the Town Clerk and his
Deputy is expected to take place, therefore be it
RESOLVED, that the Town Clerk George " Crannell hereby has
appointed George C. Daley of R.F.D. #1 Country Club Road as a
third Deputy Town Clerk and, be it further
RESOLVED, that the compensation for this third Deputy Town Clerk
is hereby fixed at $1.85 per hour, payable upon proper verification
by the Town Clerk. It is understood that the third Deputy Town
Clerk will be authorized to receive no greater amount than $300.00
per year.
