The public hearing was declared open on the application of Dorothy
& David Poette for a permit to locate a Mobile Home on the East side
of Leo Street, Town of Queensbury.
Proof of publication was presented and read aloud by the clerk.
Supervisor Solomon requested a voice from any person present in
favor of or in opposition to the granting of the permit. There was none.
The public hearing was closed at 8:08 P.M.

Katherine Miner for a permit to locate a mobile home on the North
side of Luzerne Road, 100 yards from Van Dusen Road, Town of Queensbury.

RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 143, introduced by Mr. Austin, seconded by Mr. Solomon.
WHEREAS, Dorothy & David Poette of 12C Newcomb Street, West Glens Falls,
New York, has made application in accordance with paragraph 2 (c)
Section 4, of an ordinance of the Town of Queensbury entitled:
ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS
IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a
mobile home outside of a duly licensed mobile home court at property
situated East side of Leo Street, Town of Queensbury, and

WHEREAS, this town board has conducted a public hearing in.
connection with said application and has heard all persons desiring
to be heard in favor of or against said application, and
WHEREAS, it is hereby determined that the facts presented in said
application and at said public hearing are sufficient to authorize
the issuance of the permit requested by said application, for the
following reasons:
There were no persons in attendance in opposition to the granting
of the permit. The application was approved by the Zoning Enforce-
ment Officer, there fore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, permission is hereby given to Dorothy & David Poette
of 12C Newcomb Street, West Glens Falls, New York to locate a
mobile home outside of a licensed mobile home court, at property
situated at East side of Leo Street, Queensbury, and that the
Town Clerk is hereby authorized and directed to issue such permit
in accordance with the terms and conditions of said ordinance.

Councilman Robertson and Councilman Demboski voiced objection to

RESOLUTION NO. 144, introduced by Mr. Robertson, seconded by

WHEREAS, Thomas Wassel, Sr. of Box 567 Lake George, New York has
made application in accordance with paragraph 2 (c) Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR
THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN
OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home
outside of duly licensed mobile home court at property situated
Route 9 near the Old Trading Post, and
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance but that the facts as
presented in said application are not sufficient to justify furhter
consideration by this borad, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the application of Thomas Wassel, Sr. of Box 567
Lake George, New York, to locate a mobile home outside of a duly
licensed mobile home court is not approved and that the Town Clerk
is hereby authorized and directed to notify the applicant of the
decision of this board.

WHEREAS, Kenneth H. Howe of R.F.D.#2 Fort Edward, New York has made
application in accordance with paragraph 2 (c) Section 4, of an
ordinance of the Town of Queensbury entitled ORDINANCE FOR THE
REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home
outside of a duly licensed mobile home court at property situated
North shore of Glen Lake off Ivy Loop Road, and
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance but that the facts as
presented in said application are not sufficient to justify further
consideration by this board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the application of Kenneth H. Howe of R.F.D. #2 Fort
Edward, New York, to locate a mobile home outside of a duly licensed
mobile home court is not approved and that the Town Clerk is hereby
authorized and directed to notify the applicant of the decision of
this board.

The application of Mr. Milton Latham for a permit to continue

WHEREAS, Wayne E. Holcomb of 119 Briwood Circle in Forest Park Trailer
Court, Queensbury, has made application in accordance with paragraph
2 (c) Section 4, of an ordinance of the Town of Queensbury entitled
ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN
THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile
home outside of a duly licensed mobile home court at property situated
East side of Leo Street, Bennettville, and
WHEREAS, it is hereby determined that said application complies with
the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
_ application on July 10, 1969, at 8:00 p.m. in the Queensbury Town
Office Building, Bay Road, and that the Town Clerk is hereby

in accordance with the provisions of said ordinance.

RESOLUTION NO. 147, introduced by Mr. Solomon, seconded by Mr.Austin.
WHEREAS, Mrs. Georgia Bennett of 61 Briwood Circle, Forest Park
Trailer Court has made application in accordance with paragraph
2 (c) Section 4, of an ordinance of the Town of Queensbury en-
titled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE
HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK,
to locate a mobile home outside of a duly licensed mobile home
court at property situated Corner Luzerne Road and Rhode Island Ave,
and
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by
this board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
application on July 10, 1969, at 8 :00 p.m. in the Queensbury Town
Office Building, Bay Road, and that the Town Clerk is hereby
authorized and directed to give proper notice of said public
hearing in accordance Vith the provisions of said ordinance.

Supervisor Solomon announced the resignation of Martin Geruso
from the Recreation Commission of the Town of Queensbury.
Councilman Demboski spoke on the effort extended by Mr. Geruso
while on the Commission for the past five years. Mr. Demboski
stated that his services should be acknowledged by the Town Board.
A letter was read from Dr. Eisenheart encouraging the adoption
of Cable T.V. franchise with one of the companies making application
at this time.
Mr. Erik M. Jager spoke on the possible awarding of a franchise
with one of the cable companies. A memo was presented to the
Town Board by Mr. Jager. One free cable for education and athletic
programs on local level.was suggested. Occupational Education
programs and In-Service Programs could be conducted for doctors,
nurses and business people. Also college courses could be offered.
Councilman Demboski questioned what channels would be left for use
of education.
One open circut during day for elementary programs should be made
available. A request for 2% of proceeds of gross profit for
education programs. Two (2) closed circuit channels requested
with options for 2) additional channels, on a 24 hour-a-day
basis for educational programming. Access for studio space for
8 video tape recorders.
Supervisor Solomon stated that according to reports the cost to
the television cable concern or to the individual would be
negligable.
General discussion by the Town Board members on the pros and cons
of the acceptance of a cable television contract with any company
was tabled at this time.

location of Route 9.

Item # 1 4500 foot of cast iron pipe 12 inch
Detailed Specifications
Cast iron pipe shall be push-on joint Class 22 ASA cement lined
and bituminous seal coated. It shall be manufactured in accordance
with American Standard Specification A21.6 or A21.8 by one of the
well known and established manufacturers such as R.D. Wood Company,
United States Pipe & Foundry Company, Warren Foundry & Pipe Company,
American Cast Iron Pipe Company and others.
The pipe shall confirm to the following dimensions:

The cement mortar lining and bituminous seal coating shall be in
accordance with the latest American Standard Specifications for
cement lining for cast iron pipe and fittings ASA A21.4. All pipe
shall be bituminous coated on the outside.
The cement mortar lining shall meet the following thickness:
Pipe sizes 6 inch through 12 inch - 1/8 inch thick
Push on joints shall meet Federal Specification WW-P-421b for
Type II pipe.
Manufacturer shall supply sufficient bronz wedges to allow for the
installation of 4 wedges in eachpipe joint for the quantity of pipe
listed.
If any of the above specifications have been superseded then the
pipe, lining, coatings and/or joints shall meet the new specifications.
To be delivered to job site in truck load lots as called for.

RESOLUTION TO AUTHORIZE BIDS FOR CAST IRON PIPE
RESOLUTION NO. 148, introduced by Mr. Robertson, seconded by Mr.
Austin
WHEREAS, the Queensbury Wa Superintendent has recommended the
purchase of Cast Iron Pip2'un r bids, to supply the needs of the
Water Department in the re-construction of Route 9, being done
at present by the State of New York Department of Transportation,
and has filed detailed specifications of the material requested
with the Clerk of this Board, now therefore be it
RESOLVED, that the Town Clerk be and he hereby is authorized and --'
directed to cause to be published once in the Glens Falls Times
and the Post Star, on or before June 30th, 1969, a notice to read
in substantially the following form:
NOTICE TO BIDDERS
Notice is hereby given that the Town Board of the Town of Queensbury
will receive sealed proposals up to 5 :00 P.M. on July 10th, 1969 at
the Town Clerks office at the Town Office Building, Bay Road, Town
of Queensbury, R.F.D. #1 Bay Road, Glens Falls, New York, to supply
the Queensbury Water Department with 4500 feet of 12" Cast Iron Pipe.
A copy of the detailed specifications of the material to be pur-
chased may be obtained during business hours from the office of
the Town Clerk, Queensbury Town Office Building, Bay Road, Glens
Falls, New York
Bids must be submitted in sealed opaque envelopes plainly marked
"Cast Iron Pipe Bid" and thereshall be included the Certificate
as to non-collusion as required by Section 102d of the General
Municipal Law.
The Town Board will meet at 8:00 p.m. on July 10th, 1969, at
which time the bids will be opened and read aloud. The Town Board
reserves the right to reject any or all bids

Mr. James D. Griffin requested action from State and County for speed
control on Country Club Road.
Mr. Sterling Akins questioned as to any firther progress of use
for the land as purchased for a land fill operation on the Merritt
property.
Mr. Terry Archard spoke to do with an application recently rejected
for a Mr. Jax Schwartz to locate a mobile home on Ridge Road.
Mr. Archard questioned all content of the ordinance in effect at
this time.
Councilman Austin discussed the content of the ordinance which will
create threea(3) new voting districts within the Town of Queensbury.
Each of the larger districts were discussed by Mr. Austin.

RESOLUTION TO SET ELECTION DISTRICTS
RESOLUTION NO. 149, introduced by Mr. Austin who moved its adoption,
seconded by Mr. Robillard.
WHEREAS, it is provided by Section 64 of the Election Law that a
town board may alter election districts on or before the first day
of July, and
WHEREAS, the last alteration of election districts in the Town of
Queensbury was made in June 9, 1966, when the number of election dis-
tricts was increased from nine to thirteen, and
WHEREAS, the population of the town now exceeds 15,000 and for the
convenience of voters and to avoid delay in voting and to relieve
the burden on election inspectors and committeemen, it appears that
the existing thirteen election districts in the Town of Queensbury
should be altered into sixteen election districts, be it
RESOLVED, that, effective October 1, 1969, the Town of Queensbury,
Warren County, New York, shall be divided into sixteen election dis-
tricts having designations and boundaries as follows:
District No. 1 - Beginning at a point on the north bank of the
Hudson River south of lower Warren Street where
the city line of Glens Falls intersects the
river, running from thence northerly and west-
erly following the said city line to the inter-
section of the same with the center line of
Ridge Street or Ridge Road; thence running
northerly in the center of Ridge Road to the
intersection of the same with the center of

Democratic Committeq; and to each election inspector hereinafter
designated in said sixteen election districts prior to the first
day fixed by law for the registration of voters, and be it further
RESOLVED, that the town surveyor be directed to prepare a map
showing the coundaries of the sixteen election districts in the
Town of Queensbury and that the Town Clerk be and he hereby is
authorized and directed to post a copy of said map in the office
of the Town Clerk and to transmit copies of said map to the Board
of Elections, to Mr. DeSantis, to Mr. Cronin, and to each election
inspector hereinafter designated in said sixteen election districts

RESOLUTION TO AUTHORIZE ATTENDANCE AT TRAINING SCHOOL
RESOLUTION NO. 150, introduced by Mr. Robertson, seconded by
Mr. Demboski.
RESOLVED, that the Superintendent of Highways, Carl Garb, is hereby
authorized to attend the training school on SOLID WASTE DISPOSAL,
sponsored by the Town and County Officers Training School of the
State of New York to be held June 30, 1969 at Cornell University
in Ithaca, New York, and that the actual and necessary expense at
such attendance be and the same is a proper town charge.

RESOLUTION TO SUPPLEMENT BEAUTIFICATION PAY
RESOLUTION NO. 151, introduced by Mr. Demboski, seconded by
Mr. Austin.
WHEREAS, the Town of Queensbury is participating in the Hometown
Beautification Program and
WHEREAS, the State will reimburse the Town of Queensbury at the
rate of $1.25 per hour for a 35 hour week for seven weeks, and
WHEREAS, it is deemed advisable and is permissable for the Town
to supplement the pay of the youths, therefore be it �J
RESOLVED, that the Town of Queensbury supplement the state payment
by 25e, per hour bhereby increasing the youth' s pay to $1.50 per hour.

WHEREAS, there is a definite need for recreation facilities in the
Town of Queensbury, and
WHEREAS, the Recreation Commission of the Town of Queensbury has
recommended that an overall study be made as to site locations, type
of programs needed, etc. , and
WHEREAS, the Town of Queensbury is located in a county which can
qualify for a federal grant through the Eastern Adirondack Economic
Development Commission, therefore be it
RESOLVED, that the Queensbury Town Board authorize Supervisor Gerald
B. Solomon to make application to the Eastern Adirondack Economic
Development Commission for a grant in aid to contract with Allen
Associates for a study of potential needs for recreation in the
Town of Queensbury.

WHEREAS, the Bay Ridge Fire Company, Inc. , has recommended a no
parking Ordinance to regulate parking on the side of

WHEREAS, it is provided by subdivision 5 and 7 of Section 130
of the Town Law, that the Town Board may enact Ordinances, rules
regulating the use of Streets and Highways, including the rest-
ricting of parking of all vehicles therein, and be it
RESOLVED, that a Public Hearing on the proposed Ordinance be held
on the loth day of July, 1969 at 8;15 p.m. at the Town Office
Building, Bay Road, Glens Falls, New York, and that the Town Clerk
will give notice of such hearing by a publication of a notice
thereof in the Post Star and the Glens Falls Times once at least
ten (10) days prior to the date specified for such hearing,
specifying the time and place where such hearing will be held
in general terms describing said proposed Ordinance.
