The meeting was called to order at 8:00 p.m.

The public hearing on the application of Mrs. Ada Russell for a
permit to locate a Mobile Home on Burch Road was opened at 8:00 p.m.
Proof of Publication. was presented and read aloud by the clerk.
Supervisor Solomon requested a voice from any person present
wither in favor of or in opposition to the granting of the permit.
There was none.
The public hearing closed at 8:04 p.m.
The public hearing was declared open on the adoption of an ordinance
to establish through highways and stop signs at several intersections
in the Town of Queensbury.
. Proof of publication was presented and read aloud by the clerk.
Councilman Austin discussed the proposed Ordinance in its entirety.
The ultimate protection for children at all intersections was
discussed by the Councilman. The changes to be enacted which will
be definitely different from the ordinate as adopted ten years
ago were discussed by Councilman Austin.
Mr. Ernest Waters was granted the floor. Mr. Waters questioned the
Town Board as to how many signs will be purchased to make all of
the proposed changes. Mr. Waters questioned further as to how many
accidnets have occured at the location selected when the ordinance
was prepared.

Mr. Waters also questioned the cost of the installation of the
proposed signs.
Mrs. Ada Russell stated that an. accident involving a motor cycle and
an automobile has happened recently at the intersection of South
Western Avenue and Luzerne Road.
Mr. Carl Garb, Superintendent of Highways, stated that in his opinion
the signs could be installed at a cost of $20.00 per sign.
Mr. William Richardson questioned the fact as to whether or not
permission for installing the signs would come as a result of
permission of the New York State Dept. of Transportation.
Councilman Austin answered with the statement that the Town of Queens-
bury have a legal right to install the signs under Section 130 (7) of
the_Town Law.
Mr. Charles Russell suggested that a sign be placed on Burch Road

WHEREAS Mr. Norman C. Ferguson has, by letter dated September 10, 1969,
notified the Town Board of the Town of Queensbury that he intendes to
resign his position as -of November 30, 1969.
RESOLVED, that the resignation of Mr. Norman C. Ferguson is hereby
accepted and that a copy of this resolution will be forwarded to
Mr. Ferguson which will include the regrets of the Town Board in its
entirety.

Queensbury Town Board, Mr. Gerald B. Solomon, Supervisor.
Gentlemen:
Attached is a copy of the cost to extend the 12 inch water-
main on the County Line Road from a point where contract #9
stopped to the distract boundry.
The estimate we received to complete this work by contract^
was $18,000.00. This department estimated the cost of the work
under our own forces to be $10,371.30.
I am pleased to report that the completed cost of this
project done entirely by water department personnel to be $7331.48

RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 200, introduced by Mr. Robillard, seconded by
Mr. Demboski.
WHEREAS, Mrs. Ada Russell of 21 So.Western Ave. , Glens Falls, N.Y. ,
has amde application in accordance with paragraph 2 (c) Section 4,
of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR
THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE TOWN
OF QUEENSBURY, WARREN COUNTY, NEW YORK, TO locate a mobile home
court at property situated Burch Road, West Glens Falls, New York ,
and
WHEREAS, this town board has conducted a public hearing in
connection with said application and has heard all persons desiring
to be heard in favor of or against said application, and
WHEREAS, it is hereby .determined that the facts presented in said
application and at said public hearing are sufficient to authorise
the issuance of the permit requested by said application,
for the following reasons:
There were no persons in appearance in opposition to the granting
of the permit. The application was approved by the zoning enforcement
officer.

RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, permission is hereby given to Mrs. Ada Russell of
21 So. Western Avenue, Glens Falls, New York to locate a mobile

WHEREAS, Joseph S. Cutter of R.F.D. #3 Burch Road has made application
in accordance with paragraph 2 (a) Section 4, of an ordinance of the
Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE
HOMES and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY,
NEW YOR$, to locate a mobile home outside of a duly licensed mobile
home court at property situated

WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to authorize the issuance of the permit

RESOLUTION TO AUTHORIZE TERMPORARY PERMIT FOR MOBILE HOME
RESOLUTION NO. 202, introduced by Mr. Robillard, seconded by Mr. Austin.
WHEREAS, William J. Hermance of P.O. Box 262 - Glens Falls, New York
has made application in accordance with paragraph 2 (a) Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR-THE
REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside
of a duly licensed mobile home court at property situated
Ext. Holden Avenue - ,Lots #104 and #105, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to authorize the issuance of the permit
requested by said application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, temporary permission is hereby given to William J. Hermance
of P.O. Box 262 - Glens Falls, N. Y. to locate a mobile home outside
of a licensed mobile home court for a period of one year at property
situated at Est. Holden Avenue - Lots #104 and #105, Town of Queensbury,
and that thg Town Clerk is hereby authorized and directed to issue
such permit accordance with the terms and conditions of said ordinance.
Duly adopted by the following vote:
Ayes - Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and
Mr. Solomon.
Noes - None
Supervisor Solomon invited any-person present to , speak at this time.
Mr. William Richardson discussed at length the fact that a fence has
not been erected on the Zayer property. It was further stated by
Mr. Richardson that the developers stated at the public hearing

on the application for a variance, that a fence would be erected
immediatly before the apartment complex construction was started.
Supervisor Solomon stated that the planning board have ordered
that a chaim link fence would be- erected before a_ certificate of
occupancy would be issued.
Resolution No. 151, dated June 27, 1968 was read aloud by the clerk.
Mr. William Richardson argued the point that the resolution states
that a buffer zone and a 5 foot high. chain link fence will be
installed and furthermore that these stipulations have not been
carried out up to this date.
Mr. Alvin Green was granted the floor. Mr. Green stated that a
letter has been presented to the Department of Health to re-
quest an investigation as to the filth and debris on the property
of the Zayre Shopping Complex.
Mr. J. G. Stecher was granted the floor. Mr. Stecher stated an
opinion, that when a zone is changed from one category to another,
the builder should be forced to follow the stipulations resulting
from the change. Mr. Stecher questioned further as to whether
or not a building permit would be issued before the stipulations
were followed.
Mr. William Richardson was again granted the floor. Mr. Richardson
questioned the opinion of the Town Board as to whether or not
the Town of Queensbury will be entering into the proposed sewerage
study of the Bend of the River study group.
Supervisor Solomon explained that if the Town of Queensbury were
to enter into the sewerage construction, only property owners
who will benefit would be assessed.
Mr. Richardson discussed the abuse of properties within the to=
which results from placing of debris in the area of his residence.
Mr. Alvin Green discussed the abuse of certain areas by Motor-cycles
which are being used without a proper license .
Mr. William B. Hemmer was granted the floor. Mr. Hemmer questioned
the location of a four way stop sign at Hillcrest Avenue and
?rospect Drive. Mr. Hemmer stated that the roads are visual to
motorists in both directions.
Mr. Harold Rathbun was granted the floor. Mr. Rathbun discussed the
tearing out of the banks which were recently made by the Warren
County Highway system on Moon Hill Road. The distruction is being
done by buggies who ride up and down the slopes.
Supervisor Solomon discussed the increase in highway lighting near
the Queensbury School system on Aviation Road. Highwe Wattage will
be installed in present lights and nine (9) new lights will also
be installed.
RESOLUTION TO AUTHORIZE ADDITIONAL STREET LIGHTING
RESOLUTION NO. 203, Introduced by Mr. Robertson, seconded by
Mr. Robillard.
WHEREAS, due to the increased pedestrian traffic along Aviation
Road from the Northway to Dixon Road, it is deemed advisable to
provide more street lighting, therefore be it

RESOLVED, that five (5) street lights be changed from 175 watt
white mercury to 400 Watt white mercury street lights and an
additional nine (9) 400 Watt white mercury street lights be
installed from the Northway to Dixon Road along Aviation Road.
Duly adopted by the following vote:
Ayes - Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and
Mr. Solomon.

Councilman Austin noted that the State of -New York will be road
masking the section of Ridge load from Quaker Road past the
section of Ridge Meadows: -
RESOLUTION NO. 204, Introduced by Mr. Demboski, seconded by Mr. Austin.
RESOLVED that the Audit of Claims as listed in Abstract #61-9A
numbered #1075 through #1077 and totaling $574.31 is hereby approved.
Duly adopted by the following vote:
Ayes - Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and
Mr. Solomon.
