Town. Clerk. is hereby authorized and directed to issue such permit
in accordance with the terms and conditions of said ordinance.

The meeting was called to order by the Supervisor at 8:10 p;m.
Supervisor Webster greeted the following visitors:

The Supervisor declared the public hearing open on the application
of Mrs. Lillie Ann Duell to obtain -a permit to replace an older
mobile home on her land at 36 Richardson Street, West Glens Falls, N. Y.
The clerk presented the proof of publication.
Supervisor Webster requested a voice from any person present either
in opposition or in favor of the granting of the permit.
Councilman Robertson questioned Mrs. Duell -as to whether or not the
present owned mobile home will be removed if the permit is granted.
Mrs. Duell stated that it is her intention thatthe sales organization
from whom she will purchase the replacement mobile home will take
the older one in trade and remove same. Mrs. Duell assured the
Town Board that there will be only one mobile home on the location
when the change is made.
Following discussion it was the consensus of the feelings of the
members of the Town Board, that the permit will be granted at a
later time, this meeting.
Supervisor Webster announced the opening of bids to: furnieh the
Highway Department with equipment as requested by Superintendent
of Highways, Bernard J. Codner on August 30, 1967.
The Supervisor requested any voice from "Bidders" present as to
any confusion with the "Specs" as received.

the observance of United Nations Day on Tuesday, October 24, 1967.
Supervisor Webster announced that he has attended a meeting with
the South Queensbury Volunteer Fire Co. , to discuss problems of
water supply in that area. A meeting has been tentatively
arranged for September 27, 1967 for a conference with the group.

The Supervisors Monthly Report for August, 1967 was received and
placed on file. The total receipts for the month were $85,532.43.
The total disbursements were $115,896.95.
The Highway Department financial report to ,date was received and
placed on file.
The reports and communications of the evening were received and

and Robertson in the preparation and acceptance of the Comprehensive
Sewerage Study as prepared by Rist-Frost, Associates in consultation

Section .206 of the Town Law provides for the consolidation of
contiguous special districts by the adoption of a resolution, subject to
permissive referendum, after a public hearing.
The first step is the public hearing and I have prepared a
resolution authorizing a public hearing and ,dixing the date and place.
The -notice of public hearing must be published and posted at least ten
days prior to the date of hearing. - To be effective December 31, 19679
the resolution of consolidation must be adopted before October 1. This
may require a special meeting for the hearing although if the notice
is published promptly, you can get in the ten days before September 28
which I assume will be a meeting night.

September 18, is the last -day on which it can be published and
posted to -give ten days before September 28.
I shall have a resolution for adoption at the meeting at

WHEREAS, the Town Board has heretofare�established the Route 9
Water District in the Town of Queensbury which is contiguous to
the existing Queensbury Water District and receives its water
supply from the Queensbury Water District which is ample to
provide for the Route 9 Water Bistrict, and
WHEREAS, it is provided by Section 206 of the Town Lawthat con-
solidation of special districts may be made by resolution, subject
to permissive referendum, adopted by the Town Board after public
hearing, and
WHEREAS, it appears to be mutually advantageous to the property owners
in both the Queensbury Water District and the Route 9 Water District
that the same be consolidated, be it
RESOLVED, that the Town Board meet and hold a public hearing on a
proposal to consolidate the Route 9 Water District and the Queens-
bury Water District into -a single water district to. be known as the___
Queensbury Water District and that such public hearing be held at

This Dept. has received a request from the merchants of
the Northway Plaza for a traffic officer or officers to assist
the public leaving and entering Rt. 9 at the entrance to their
parking lot on Miller Hill. With the opening of Sky Line Discount
it has created another intersection at this point.
In an effort to comply with this request, an ads$ was
placed in the Glens Falls Times and Post Star. I received 12
applications for the job, After checking and careful consideration
I am recommending the appointment of three (3) Special Policemen
to cover the hours specified by the Northway Plaza. It has been
agreed that the Plaza will pay the men for the time worked.

Re: Zoning Inspector —'
Section -9.200 of the Zoning Ordinance provides for the
enforcement of the ordinance by a Zoning Inspector to be appointed
by the Town Board.
Section 138 of the Town Law provides that where a town has
a Building Inspector, he may also be appointed Zoning Inspector.
Norman Ferguson is the Building Inspector and you have
indicated that the Town Board will appoint him as Zoning Inspector
and I have prepared a resolution -snaking such -appointment.
Since no specific term is provided for either a Building
Inspector or a Zoning Inspector, he serves at the pleasure of the
Town Board.
Mr. Ferguson receives a salary as Building Inspector and,
as I Understand it, he is willing for the present to assume the
duties of Zoning Inspector without additional compensation. I
have provided in the resolution that he shall receive no additional
compensation during the fiscal year of 1967. It may be that he will
find that the additional duties of Zoning Inspector will so burden-
some that he cannot afford to perform both jobs for the salary of
Building Inspector and the Town Board may find it necessary -to in-
crease the compensation of Building Inspector -or provide a separate
salary as Zoning Inspector. Since the person holding these two jobs is
not appointed for a definite term, the compensation can be increased
at any time when funds are available or decreased if that seems
advisable.
Section 138 of the Town Law provides that in a first class
town, the Town Board may appoint a Deputy Building Inspector.
Section 9.200 of the Zoning Ordinance seems to require the appoint-
ment of a Deputy Zoning Inspector. Perhaps the Town Board should
consider the appointment dif a Deputy and fix his compensation

Town Law, and be it further
RESOLVED, that said Zoning Inspector shall serve at the pleasure
of the Town Board and shall receive during =the fiscal year 1967
additional compensation over that paid to his as Building Inspector
of the Town of Queensbury, in the amount of $50.00 per month,
effective this date.

Section 16.162 of the Zoning Ordinance privides for the
appointment of a five member Board of Appeals and you have asked
me to prepare a resolution appointing the Board with the names
left blank, which I have done.
Both your Zoning Ordinance and Section 267 of the Town Law
providesthat initially one member shall be appointed for a term of
one year, another for a term of two years, and so on, and that as
each term expires, the successor shall be appointed for a five year
term. I have so provided in the resolution and the Town Board will
determine and insert the names to conform to the terms for each
which may be decided upon.
Section 267 of the Town Law provides that the Town Board
shall designate one of the members to be the Chairman and I have so
provided in the resolution. You had indicated that generally your
boards and commissions- in the town organize and elect their own

chairmn. In the case of the Board of Appeals it^is mandatory that
the Town Board designate the Chairman.

acceptance of the bid of Carswell Motors to furnish the Highway
Department with one 1968 -V8 truck per specifications at a net
Price of $15,475.00, Mr. Codner also recommended the acceptance
of the ,bid of State Equipment Company to furnish the Highway
Department with three(3) , Hydraulic Spreaders, at a total price of
$20550.00. A recommendation was also forthcoming from the
Superintendent of Highways to accept the bid of the J. C. Georg Company
to furnish one Rock Crusher size 10" x 36" hopper, to be used by the
Highway Department at a net price of $36,890.00. The bid of Mott
Manbeck Company for the three (3) hydraulic spreaders was rejected
due to the fact that the equipment proposed to be furnished did
not meet with the original specifications.
RESOLUTION NO. 188, Introduced by Mr. Robertson, seconded by Mr. Webster.
WHEN, the Town Superintendent of Highways did on the 30th day of
Au s , 1�7 duly recommended the purchase of certain machinery
pursuant o he provisions of Section 142 of the Highway Law,
NOW, THEREFORE be it resolved that pursuant to Section 142 of the
Highway -Law the Town Superintendent of Highways is hereby authorized
to purchase, -in accordance with the provisions of Article 5-A of the
General Municipal Law, with the approval of the County Superintendent
of Highways, the following:
1. - New 1968 International Model F-210 truck from Carswell Trucks, Inc.
for a maximum price of $15,475.00 delivered to the Town of Queensbur
and to be delivered on or about December 31, 1967.
The Town Superintendent of Highways is hereby authorized, subject ,to
the approval of the County Superintendent of Highways, to surrender
to .the Vendor one 1954 Brockway Cab & Chassis as part payment for the
above machinery to be purchased.
The terms of payment will be as follows:

By a check drawn drom the proceeds of

A contract of purchase for the items purchased shall be duly

Highway Law the Town Superintendent of Highways is hereby authorized
to purchase, in accordance with the provisions of Article 5-A of the

to the provisions of Section 142 of the Highway Law,
NOW, THEREFORE be it resolved that pursuant to Section 142.of the
Highway Law the Town Superintendent of Highways is hereby authorized
to purchase, in accordance with the provisions of Article 5-A of the
General Municipal Law, with the approval of the County Superintendent
of Highways, the following:
One (1) new 1967 BLH Austin-Western Model 74-E Portable Crushing
and Screening plant equipped with 10" x 36" Roller Bearing Jaw Crusher
for,a maximum price of $36,890.00 delivered to the Town of Queensbury
and to be delivered on or about November 1, 1967.
The terms of payment will be as follows:
By a check drawn from the proceeds of obligations $365890:00
A contract of purchase for the items purchased shall be duly
executed between the Town Superintendent of Highways and such vendor,
and when approved by the County Superintendent of Highways, it shall
become effective. When such contract has been duly executed and
approved, the Supervisor is authorized to complete such purchase
upon delivery of the items purchased in accordance with the terms
of such resolution and such contract,, and to pay the above amounts
specified by a check in the amount of $36,890.00 drawn on the
account established from the proceeds of obligations.
I. - By a check in the amount of $36,890.00 drawn on the account
established from the proceeds of obligations -to be issued pursuant
to the Local Finance Law to finance such purchases. Such
obligation will be authorized by the Board by a separate resolution.

RESOLUTION TO AUTHORIZE PUBLIC HEARING
RESOLUTION N0, 191, Introduced by Mr. Turner, seconded by Mr. Lampson.
WHEREAS, Robert L. Whiting of 12 Little Street, Glens Falls, New York
has made application in accordance with paragraph 2 (c) Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE
REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside
of a duly licensed mobile home court at property situated:
R.F. D. 43 Glens Falls, New York, and
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
application on September 28, 1967, at 8:00 p.m. in the Queensbury
Town Office Building, Bay Road, and that the Town Clerk is hereby
authorized and directed to give proper notice of said public hearing
in accordance with the provisions of said ordinance.
