The meeting was called to order at 8:00 p.m.
Supervisor Webster-greeted the following visitors:

The public hearing was opened at 8:00 p.m. on the application of
Robert L. Whiting for a permit to locate a mobile home on East
Avenue.
Proof of publication was presented by the clerk.
Following a request for a voice from any persons present in favor
of -or in opposition to the granting of the permit, to which there
was none; the hearing was declared closed by the Supervisor at
8:05 p.m.
Supervisor Webster announced the opening of bids on a Backhoe and
Loader Tractor to be used by the Queensbury Water Department. , a
Proof of publication was presented by the clerk.
The Supervisor requested a voice from either bidder representative
as to any problem with the "Specs" as prepared by the Water Super-
intendent.
Mr. Arthur Dawes representing Mott Manbeck Machinery Company,
stated that the mechanized requests uests to do with the machinery to

be supplies is not possible on the machine which his company can
supply. Locking of the -wheels on the machine was discussed at
length.
The clerk opened -and read aloud the bids as follows:

Super serdWabster announced that the awarding of the bid purchase
will take place following study of the bids by the Water Superintendent.
The public hearing was-opened on the consolidation of the Route 9
Water District with the Queensbury Water District.
Proof of publication was presented by the clerk.
The notice as published was read aloud by the clerk.

The Supervisor requested a voice from any persons present in favor
of or in opposition to the carrying out of the consolidation.
There was none.
The public hearing was closed at 8:20 p.m.
Mr. Bertram Martin and Mr. Harold LaRose of the Queensbury Central
Volunteer Fire Company visited the meeting at this time,
Mr. Bertram Martin was granted the floor. Mr. Martin announced that
a new second firestation will be constructed by Queensbury Central
Volunteer Fire Company on Aviation Road in the Town of Queensbury,
to be constructed in the spring of 1968. The substantial savings in
Fire Insurance rates fpr certain individuals was discussed at length.
Fire Chief Martin advanced a request from the Town Board for an
additional amount of financial assistance to help with the construction
plans to date. A specific problem was aired by the .two representatives
of the fire company which prompted their visit to the meeting at this
time. Mention was made as to the recent additional funds which were
advanced to the three Rescue Squads of the fire companies within the
town.
Supervisor Webster discussed any possibilities of legal problems to
to with granting of the request, should it be the decision of the
Town Board to do so.
A discussion meeting was arranged for Tuesday October 3rd, at 8:00 p.m.
when it is expected that representatives of all five fire compatAke
will be present.
The minutes of the meeting of September 14, 1967 were approved.

At this time the clerk presented -applications for permits to locate
mobile homes in the Town of Queensbury-s as follows:

WATER DISTRICT, all in the Town of Queensbury, County of Warren and
State of New York, pursuant to the provisions of Article 12 of the
Town Law of the State of New York.

RESOLUTION NO. 193, Mr. Turner introduced the following resolution
and moved its adoption, seconded by Mr. Beaty.
Whereas, the Queensbury Water District was duly established
in the Town of Queensbury, Warren County, New York, by final order
duly made and adopted by the Town Board of, said Town on the 11th ,,
day of Aprih, 1963, and filed in the office of the County Clerk of
Warren County on the 15th day of April, 1963, and
Whereas, the Route 9 Water District was duly established
in the Town of Queensbury, Warren County, New York, by final order
made and adopted by the Town Board of said Town on the 14th day
. of July, 1966, and filed in the office of the County Clerk of
Warren County on the 19th day of July, 1966, and
Whereas, it is provided by Section 206 of the Town Law
that consolidation of special districts may be made by resolution
adopted by the Town Board after public hearing, and
Whereas, a public hearing on the proposed consolidation of
Route 9 Water District with Queensbury Water District has been
held on this 28th day of September, 1967, and it being deemed in
the public interest that said Route ,9 Water District be consoli-
dated into the Queensbury Water District and that the existing -
indebtedness of Route 9 Water District be assumed by the consoli-
dated Queensbury Water District and that the existing funds of
Route 9 Water District on the effective date -of consolidation be
paid over to the consolidated Queensbury Water District, be it
- RESOLVED, that, subject to permissive referendum, on the
31st day of December, 1967, the Route 9 Water District and the
Queensbury Water District be consolidated into one water district
known as Queensbury Water District, all as provided by Section
206 of the Town Law and other statutes applicable thereto, and
be it further
RESOLVED. -that any indebtedness owed by Route 9 Water
District so consolidated on the Olst day of December, 1967, be
assumed and paid by the consolidated Queensbury Water District and
that all funds of Route 9 Water District in the hands of the
Supervisor on the 31st day of December, 1967, be transferred to
the account of the consolidated Queensbury Water District, and be
it further
RESOLVED, that after such consolidation, $ny assessment
required to pay the costs of operation, maintenance and improve-
ment in such consolidated Queensbury Water District be ,taxed on an
ad valorem basis, and be it further
RESOLVED, that the Town Clerk be and he hereby is directed
to give notice of the adoption of this resolution in the manner
provided by Section 206 of the Town Law, and be it further
RESOLVED, that this resolution shall take effect thirty
days after its adoption.

Supervisor Webster announced that a request has been received from
Adirondack Community College to be allowed to use (2) two of the
town owned voting machines for student voting. General approval
was voiced by the Town Board.
A letter was received and read alodd from Glen Caffry which-advanced
a "request of the Crandall Library for additional financial assistance
during the year 1968.
A letter was received and placed on file from Roger S. Hague,
Chairman of the Queensbury Recreation Commission which had attached,
the proposed budget for the Recreation Commisdion for the year 1968.
Councilman Robertson reported on the -results of a meeting which he
attended with the Comprehensive Inter-Municipal Water Study. Costs
have not been submitted by other communities and when they are
received, the action can proceed -with the commission.
Supervisor Webster reported that the r6ugh draft has been received
from Mr. Joseph A. Kestner, Jr. , for the application to Water Resources
Commission to obtain the permission to use the waters of Lake George
for a municipal water supply.
Supervisor Webster also reported on a recent meeting "which was con-
ducted with the residents of the South Queensbury sectionof the Town.
Water supply and Street Lighting was discussed at length at "this time.
RESOLUTION-TO AMEND AUDIT OF CLAIMS
RESOLUTION NO. 194, Introduced by Mr. Robertson, seconded by Mr. Lampson.
WHEREAS, Audit #917 under Abstract 67-9 dated September 14, 1967 appears
to be the same as Audit #906 (with interest added) , both payable to
Sears Roebuck & Company and
WHEREAS, Audit #906 is the correct audit, therefore be it
RESOLVED, ,tha.t the amount allowed under Audit 917 be deleted from the
abstract, thereby decreasing the total amount of Abstract #67-9 by the
sum of $7.20.

Letters were received 'and 'placed oci file from Dempsey Concrete Block Co.
and the U.S. Catherter Company to do with certain changes in the
zoning regulations in their section of the town.

RESOLUTION N0, 195, Introduced by Mr. Webster, seconded 'by Mr. Robertson.
RESOLVED that the State Department of Transportation, pursuant to
Section 41622.2 of the Vehicle and Traffic law is hereby requested to
--� establish.an area speed _reptriction on Aviation Road in the vicinity of
the Queensbury Junior High and Senior High Schools from the point of
300 feet east of the Queensbury Junior High School to a point of
300 feet west of the Queensbury Senior High School.

RESOLUTION TO REAPPOINT PLANNING BOARD MEMBER
RESOLUTION NO. 196, Introduced by Mr. Robertson, seconded by Mr. Turner.
WHEREAS, the term of Frederick W. Austin, as a member of the Town
Planning Board of the Town of Queensbury will expire on October 1,
1967, therefore be it
RESOLVED, that Frederick. W. Austin be and he hereby is reappointed
a member of the Town Planning Board for a term of seven years, to
commence on October 1, 1967, and to expire on September 30, 1974s
and be it further
RESOLVED, that Frederick W. Austin is hereby appointed to the
Town Zoning Commission effective October 1, 1967.

RESOLUTION TO HOLD PUBLIC HEARING - BENEFIT ASSESSMENT ROLLS
RES8EMMI 1 NO. 197, Introduced by Mr. Lampson, seconded by Mr. Turner
° WHEREAS, as required by Section 237 of the Town Law, the ..Town Board
has completed and filed with the Town Clerk the benefit assessment
rolls for the Queensbury Drainage District, the Reservoir Park Sewer
District and the Pershing-Ashle:,=Coolidge Sewer District and extensions
covering the expenses of those special districts in the Town of Queens-
bury for the 1968 fiscal year, °be it
RESOLVED 'that the Town Board of the Town of Queensbury hold 'a public
hearing on said assessment rolls at the Queensbury Town Office
Building on the 12th day of October, 1967, at 8:00 o'clock, at
which time the owners of real property in any of said districts may
make objections to their respective assessments, and be it further
RESOLVED, that the Town Clerk be and he hereby is authorized and
directed to give notice of the filing of said special district
assessment rolls once in the Post Star and Glens Falls 'Times at
least ten days and not more than .twenty days prior to the date of said public
hearing.

RESOLUTION TO NAME ELECTION INSPECTOR
RESOLUTION NO. lf8, Introduced by Mr. Robertson, seconded by Mr. . Beaty
WHEREAS, Mr. John L. Bowman, Chairman of the Queensbury Republican
Committee did appoint Florencd Cleghorn as election inspector for
District 44 of the Town of Queensbury, and
WHEREAS, Florence Cleghorn will not be able to serve At the Registration
Days in October, 1967 and the General Eleetion on November 7, 1967,
therefore be it
RESOLVED, that Elizabeth Ferris, Cleverdale, New York be appointed as
election inspector for District IN to serve for the Registration Days
and the General Election.

RESOLUTION TO APPOINT DOG ENUMERATOR FOR 1%7
RESOLUTION NO. 199, Introduced by Mt. Turner, seconded by Mr. Beaty.
WHEREAS, annually in September .o£ each year the town Board of each
town shall appoint a resident or residents or designate the police
department to prepare a list of persons in such town owning or
harboring dogs, therefore be it
RESOLVED, that Edward J. Waters be and he hereby is appointed Dog
Enumerator, under the provisions of Section 108 of the Argiculture
and Markets Law, for the year 1967.

RESOLUTION TO DESIGNATE THROUGH STREETS-
RESOLUTION NO. 200, Introduced by Mr. Robertson, seconded by Mr. Lampson.
WHEREAS, Bernard J. Cqdner, Superintendent of Highways did, on
September 28, 1967, duly recommend that Glen Lake Road and Tee Hill Road
be designated as through streets, and that Stop Signs be authorized at
all side streets intersecting. with Glen Lake_ Road and the Tee Hill Road,
with the exception of Ox Bow Hill, therefore be it
RESOLVED: that Glen Lake Road and Tee Hill Road are hereby designated
as through streets and that the Superintendent of Highways is hereby
authorized and directed to erect "Stop Signs" at the intersections
of all Town Roads, with the exception of Ox Bow Hill, on the Glen Lake
Road and Tee Hill Road.

RESOLUTION TO AUTBORIZE PERMIT FOR MOBILE HOME
RESOLUTION NO. 201, Introduced by Mr. Turner, seconded by Mr. Lampson.
WHEREAS, Robert L. Whiting of 12 Little Street, Glens Falls, N. Y.
has made application in accordance with paragraph 2 (c) Section 4,
of an ordinance, Q.f .the Town of Queensbury entitled: . ORDINANCE FOR
THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, ,WARREN COUNTY, NEW YORK, to locate a mobile home outside
of a duly licensed mobile home court at property situated East Avenue
Lots #26 - 27, and
WHEREAS, this town board has conducted a public hearing in connection
with said application and has heard all persons desiring to be heard
in favor of or against said application, and
WHEREAS, it is hereby determined that the facts-presented in said^
application and at said public hearing are sufficient to authorize
the issuance of the permit requested by said application, for the
following reasons:
There were no appearances of persons in opposition. The property values
in the area will not adversheffected with the granting of the permit.

RESOLVED, that pursuant to the provisions of the-above mentioned
ordinance, permission is hereby given to Robert L. Whiting of
12 Little Street Glens Falls, N. Y. to locate a mobile home outside
of a licensed mobile home court, at property gituated at East Avenue
Lots #26 - 27, and that the Town Clerk is hereby-authorized to Issue
such permit in accordance with the terms and conditions of said
ordinance.

RESOLUTION TO AUTHORIZE PERMIT TO SUBSTITUTE MOBILE HOME #96
RESOLUTION N0, 202, Introduced-by Mr. Turner, seconded by Mr. Lampson.
WHEREAS, Beatrice J. Dresser of R.F.D. #3 Ohio Avenue, West. Glens Falls,
New York has made application to this board for a permit .to:
Replace present owned Mobile Home with a new one at property situated
at R.F.D. #3 Ohio Avenue West Glens Falls, New .York and owned by
Beatrice J. Dresser & Frances Morrill, and
WHEREAS, upon proper investigation it appears that the applicant
has complied with all of the requirements of the ordinance
regulations relating to mobile homes in the Town of Queensbury,
therefore be it
RESOLVED, that the application of Beatrice J. Dresser as above
described is hereby approved and that the Town Clerk is hereby
authorized and directed to -issue to Beatrice J. Dresser the proper
permit.

Mr. Thomas K. Flaherty, Superintendent of Queensbury Water District
discussed the bids as received at this meeting. Bids of Mott Manbeck
Machinery Company, Inc. , didnot meet the "Specs" as prepared by
the Superintendent. Mr. Flaherty recommended the acceptance of the
bid of State Equipment Company as meeting the "Specs" for anet price
of $11,990.00. Purchase will be arranged At a later date.
