COMPANIES TO PROVIDE PROFESSIONAL ENGINEERING SERVICES
CONCERNING SALT BARN MODIFICATIONS AND IMPROVEMENTS

WHEREAS, the Town of Queensbury's Purchasing Agent sought proposals through the New
York State Contract Reporter for professional engineering services related to the Town's proposed
Salt Barn Modifications Improvements Project, and
WHEREAS, eight (8) proposals were received and reviewed by the Town's Purchasing Agent
and Facilities Manager and they have recommended engagement of the lowest, responsible bidder, The
Chazen Companies, to provide the requested engineering services for an amount not to exceed
$12,050 as delineated in Chazen's July 10, 2018 proposal presented at this meeting, and
WHEREAS, the Town Board concurs with such recommendation,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of
The Chazen Companies to provide professional engineering services related to the Town's proposed
Salt Barn Modifications Improvements Project for an amount not to exceed $12,050 as delineated in
Chazen's July 10, 2018 proposal presented at this meeting, and
BE IT FURTHER,
RESOLVED, that expenses for this project shall be paid for from Engineering Services
Account No.: 00 1-1440-4720, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any necessary agreements and/or other documentation and the Town Supervisor, Facilities
Manager, Budget Officer and/or Purchasing Agent to take all action necessary to effectuate the terms
of this Resolution.

The Chazen Companies (Chazen) are pleased to present our Proposal for Professional Services to the Town of
Queensbury regarding the "Salt Barn Modifications and Improvements" request for proposal.We have experience
assessing, repairing and modifying all types of municipal buildings and structures and add value to our projects by
providing creative solutions to extend the service life and maximize value of capital assets. We are well suited to
provide the services outlined in this proposal and add value to your project for the following reasons:
• We have worked with the Town of Queensbury on many successful projects including our work under our
general service agreement as Town Engineer.
o We understand the needs of the Town include short term salt storage while a master plan for the facility is
underway.The salt storage buildings may be utilized in the master plan or may be phased out,and therefore
the need to deliver a durable yet low cost solution is critical.
• We have identified the concrete structures to be in serviceable condition,while the current roofing systems
are unsafe.We have prepared our recommendations for immediate action in an email to the Town dated
June 18,2018.We believe in adding value at every opportunity, and hope this email summary was helpful
to the Town.
• We are local,with offices in both Queensbury and Troy.

PROJECT SCHEDULE&FEE
Considering the condition of the roof structures, they should be replaced prior to the coming winter season.Therefore,we
will work with the Town to advance any feasibility studies quickly upon authorization and advance replacement and /or
retrofit plans as quickly as possible.
For the basic scope of services(roof replacement only)our schedule is based on the following:
• Deliver 100%construction documents within three(3)weeks of authorization.
If the additional/optional tasks for additional pile storage height is requested,our schedule is based on the following:
• Deliver preliminary feasibility summary within one(1)week of authorization(five(5)full business days).
• Assuming retrofitting the system to allow additional pile height is feasible, advance plans for same. We propose to
complete this within three(3)weeks of authorization to proceed with selected solution to increase pile storage height).
Basic Scope: To successfully complete the basic scope of work as defined by the RFP and our project understanding
(which is limited to preparing contract documents including a project manual and construction drawings for the roof
replacement and repairs),we propose a lump sum fee of$4,800.
Optional Scopes:To advance the additional/optional scope of work as defined by discussions during the pre-bid meeting
and our project understanding (including increased.stored pile height), we propose to complete the optional tasks as
follows:
Preliminary Feasibility Study:$1,250 Lump Sum
Retrofit Plans:$2,400 Lump Sum
Bid Phase Construction Administration Support:$3,600 Time and Materials Fee Estimate
We have attached our 2018 rate schedule which will correspond to the Time and Materials tasks and for authorized work
outside of our outlined scope of services.

Labor charges include administrative services,telephone,US mail and facsimiles.
DIRECT COSTS: Reimbursable expenses are in addition to personnel charges and include expenditures
made in the interest of the project for the expenses as listed below:
• Reproduction of reports,drawings,photocopies and blueprints
• Messenger and express service deliveries
• Travel,tolls,and overnight expenses. Auto use will be charged at IRS standard business mileage rate.
• Maps,photographs,ordinances,plans and other documents directly related to and necessary to complete
contractual obligations.
SUBCONTRACTORS:Subcontractors work will be billed at actual cost plus 12%.
COURT PROCEEDINGS: All requests for appearance before a Judge or other Officer of the court will be
billed on a per diem basis at a rate of$2,300 per day,plus direct expenses. Other litigation support will be
billed at a rate of$285 per hour,plus direct expenses.
BILLING: Project costs will be billed monthly. Invoices are payable upon receipt. Invoices not paid within
30 days will be assessed a finance charge of 1.5%per month.
