Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Ra nd Robertson, Jr. Councilman The Supervisor called the meeting to order at 8:00 p.m. Supervisor Webster greeted -the following visitors: James Dempsey - Visitor ' Florence INcllvaine - The Post Star LeRoy Phillips - Chief of Police Thomas K, Flaherty - Superintendent of Queensbury Water District, The minutes of the meeting of January 5, 1967 were approved. Carried unanimously. The report of the Building Inspector for the month of Deceagber, 1966 was received and placed on file. The clerk presented fenewal application for Junk Yard licenses for Leon Dean, Henry Ladd and Nelson Harrington. The fees of $25.00 each were turned over to Supervisor Webster. The Chief of Police, LeRoy Phillips was instructed "to make in- vestigation of all Junk yards within the Town of Queensbury and to report on same-to_thq Tov-a:BQ&rd .at ,a 14ter A letter from_the-Glens-Falls lasurance Company was received and placed on file. - ,The 4ature of the letter had to -do with the proposed re-zoning of portions of lands owned by the Insurance Company on Bay Road. Supervisor Webster presented the copies-,of the ,C:%, mRre,)je sine flan on Zoning as prepared by the Zoning Commission and it comsult=ts. qty�,=..., .� ,-.►: ti January 12, 1967 REPORT OF THE PLANNING BOARD OF THE TOWN OF QUEENSBURY Please find attached copies of the comprehensive plan for the Town of Queensbury. The letter from Mr. Isadore Candeub in the front of the report also reflects the sentiments of the Planning Board and we strongly urge your enactment of the necessary legislation required for the implementation of the plan, so words on paper may become a reality. Respectfully submitted, George J. Kushner Chairman of the Planning Board The comprehensive plan contained a letter of transmittal from the planning consutt ants Candeub - Fleissig. The monthly report .of the. Supervisor .was received .and .glaced on file. The total receipts as reported were $43,075.94. The disbursements as listed totaled $101,,539.21. Supervisor Webster discussed the recent request of the Queensbury Veterans of Foreign Wars to conduct Bingo operations within the Town. - Action-will be deferred until An opinion on procedure will be prepared by Attorney Albert E. Beswick. s All members of the Town Board agreed that the petition for tie proposed annexation of land's of the Town of Queensbury, to the City of Glens Falls should be refused. Mr: James Dempsey voiced his opinion that the annexation should be avoided as -soon as possible. Supervisor Webster announced that Mr. Fred W. Austin of 140 Dixon Road, Town of Queensbury will be appointed as a member of the Planning Board and the Zoning Commission of the .Town of -Queensbury by the following resolution. - - RESOLUTION TO APPOINT PLANNING BOARD MEMBER RESOLUTION NO, 29, Introduced by Mr. Robertson, seconded by Mr. Beaty. WHEREAS, a vacancy now exists resulting from the resignation of Oliver A. Laakso from the Town Planning Board., be it RESOLVED, that Frederick W. Austin of 140 Dixon Road, Town of Queens- bury-be -and he hereby is appointed a member of the Town Planning Board, and to also serve ,as a. member of the town Zoning Commission, for a term to expire on September 30, 1967. Duly adopted by the following vote: _ Ayes - Mr. Beaty, Mr. Turners Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None Councilman Curtis Lampson requested that his annual salary to. be paid to-him. by the Town of Queensbury should be reduced to $2,000.00 per year. RESOLUTION TO AUTHORIZE SALARY CHANGE RESOLUTION NO, 30 Introduced b Mr. Robertson seconded b Mr. Turner. a - 3� s y WHEREAS, Resolution #273, dated January 5, 1967, fixed the salary of Curtis Lampson, Councilman, at $2,400.00,annually, �and WHEREAS, although the salary for this position has already been established and fixed by Resolution #279 Mr. Lampson has requested that hebe paid a. lesser salary of $2,000, for the year 1967 RESOLVED, that the Supervisor is hereby authorized and directed to pay Curtis Lampson, Councilman a total salary of $2,060. for the year 1967. Codner has recommended that the deposit held in Esgro be returned to Mr. Lewis Parsons to compensate him for work completed on Thunderbird Drive. 150 . WHEREAS'%theta board. adopted Resolution #235 on September 22, 19660 accepting-'Town Road_#292 on condition that Lewis Parsons deposit the sum of $210., to guarantee the completion of certain work required by the Supt* of Highways, and . WHEREAS, Superintendent of Highways Codner::has now advised this board that the necessary work on Town Road #292 has now been completed to his satisfaction, be it RESOLVED, that the sum of $210. deposited by Lewis Parsons be re-, funded and that the supervisor is hereby. authorized_ and directed to draw a check on funds held in escrow in the amount of $210. payable t to -Lewis Parsons.' - . Angleson and Ella Angleson, his wife, have owged real property on Sunnyside- North Road for some time, and back i in 1963 he erected a garage on their property which by inadvertence was placed partly on the town highway, right of way-, Rather than move the building, the Anglesons proposed that that they buy some additional land from Beers which they would in turn convey to the Town together with other lands which would. provide for the relocation of Sunnyside North Road at the Angleson property to tliminate the encroachment, and that the Town of Queensbury convey back to Angleson the portion of. the. existing right of way- on .which the garage encroaches. As I understand it, this was approved by Mr. Codner, since it would provide a-better alignment. ,. Accordingly, Angleson,purchased from Charles Beers and, Frances H. Beers, ehis wife, a.pieee of property by- deed dated November 14, 1964, and not yet recorded. The description was prepared by John B. VAnDusen. We have- a deed executed by the Anglesons to- Town of Queensbury dated November 14, 1964, which conveys the same property conveyed by Beers to Angleson. Also we have a second deed from Angleson to the Town of Queens- bury which conveys another parcel adjacent to the parcel acquired from Beers to complete the right of way for the relocation. I prepared a deed from the Town of Queensbury to William J. Angleson and Ella Angleson back in 1964 which will convey. to them the portion of the former right of way on which the garage is located, { pb As I understand it, the road has already been located on the new right of way although the deeds have never been reccorded. The Anglesons are represented by Edward F. Donovan is. very anxious to get these deeds recorded to clear the Angleson title. I recommended that the Town Board accept and put ou record the two deeds from Angleson to the Town of. .Que�ensbury and also authorized the deed by the Town of Queensbury to Angleson to carry out this agreement,. WHEREAS, an understanding exists between the Town Board, Bernard Codner, Town Superintendent of Highways and William J. Angleson and Ella Angleson his wife, that to eliminate the encroachment of the garage owned by the Anglesons on right of wayfor Sunnysirde North toad, and to provide a better alignment for said road, that the Anglesons should convey to Town of Queensbury lands for the relocation of Sunnyside North Road at the Angleson property, and that the Town ,convey to Angleson the portion of the former right of way on which the garage encroaches, and the road has now been placed on the new -location, be it f RESOLVED, that the Town of Queensbury accept and record two deeds from--William J. Angleson and Ella Angleson, his wife, dated November 14, 1964, which convey the lands for the relocation of Sunnyside North Road, and be it further RESOLVED, that the Town of Queensbury convey to William. J. -Angleson and Ella Angleson the portion of the former right-of way on which the encroachment exists as described in the deed prepared by Albert E. Beswick, County Attorney, and that the Supervisor be and he hereby is authorized to execute the deliver such deed on behalf of the Town .of Queensbury. Duly adopted by the following-vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None RESOLUTION NO, 03, Introduced by Mr. Beaty, seconded by Mr. Lampson.
