Codner, Supt. of Highways The Public Hearing on the "Ordinance Regulating Anchoring of Transient Boats on Lake George" was declared open by the Supervisor at 8:15 p.m. Proof of Publication was presented by the clerk. The clerk read the notice as published. The Clerk read the ordinance in its entirety. Supervisor Webster read the content of a petition as presented at an earlier date which was signed by over 60 residents of the Sandy Bay Area t of Lake George. Donald Borth Mr. & Mrs. Arthur Binley The Public Hearing was declared closed at 9:40 p.m. Councilman Robertson discussed the total :problem ht Sandy Bay which would' be corrected if ordinance was adopted. 282 Supervisor Webster announced the public hearing which will be conducted on July 20th, 1967 on the proposed "Zoning Ordinance" of the Town of Queensbury. The meeting resumed to order at 10:30 p.m. Mr. Dennis O'Brien, representing the Adirondack Outdoors, Inc. , was granted the Mor. He suggested consideration of "Signs" to be erected within the Town of Queensbury. Mr. O'Brien has discussed with the -Planning Board the content of the proposed Zoning Ordinance and will meet with the -Planning Board at their next meeting -to establish the type and quality of signs 'to be erected within the Town of Queensbury. The minutes of the meeting of July 6, 1967 were approved. Carried unanimously. The Superintendent of Highways report was presented at this time. Mr. Bernard J. Codner, Superintendent of Highways thanked the Town Board for the permission granted for his attendance at a training school at Cornell University, Ithaca, New York. Supervisor Webster presented the monthly statement of the Supervisor for the month of June, 1967. The total receipts as listed were $59,361.81. The total disbusrements for the month were $117,649.84. RESOLUTION TO AUTHORIZE TRANSFER OF FUNDS RESOLUTION NO. 138, Introduced by Mr. Robertson, seconded by Mr. Lamp son. RESOLVED, that the Supervisor is hereby authorized and directed to transfer the sum of $20,000, from -the Highway Fund to the General Fund, tsai&amount to be repaid to the Highway Fund as soon as such money is needed, and in any event prior to December 31, 1967. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and - Mr. Webster. Noes - None RESOLUTION NO. 139 , Introduced by Mr. Turner, seconded by Mr. Robertson. WHEREAS, the Town Board made an appropriation to the publicity fund of the town for the fiscal year of 1967, and WHEREAS, the Lake George Opera Festival is located in the Town of Queensbury and the publicity program of the Opera Festival will be of great benefit to the town, be it RESOLVED, that the Town Board of the Town of Queensbury enter into a contract with Lake George Opera Festival which will --.y provide that Lake George Opera Festival promote the Town of Queensbury as a summer vacation area and cultural center for the lower Adirondack and Lake George section in consideration of the sum of $5,000.00 to be paid from said appropriation, and be it further RESOLVED, that the Supervisor be and he hereby is authorized to execute such contract on behalf of the Town Board of the Town of Queensbury in form approved by the County Attorney. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None RESOLUTION NO. 140, Introduced by Mr. Turner, seconded by Mr. Robertson. RESOLVED that, the Audit of Bills as listed in Abstract #67-7 numbered #681 through number 778 inclusive and totaling $14,409. 28 is hereby approved. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None. On motion the meeting adjourned. Respectfully submitted George C. Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson, Jr. Councilman Supervisor Webster announced the opening of the Public Hearing at 8:00 p,m. The Supervisor greeted the many residents in attendance. Supervisor Webster discussed the plan of conducting the hearing. The Town Clerk presented and read aloud the proof of publication -- as advertised for the Public Hearing. County Attorney Albert E. Beswick summarized the content of the Ordinance. On the initiation of Supervisor Webster the following persons were invited to be heard. NAME OF SPEAKER _ NATURE OF QUESTION PRESENTED Mrs. Richard Hoague Requested another Public Hearing Richard Nicholson - Would like to have a vote of the residents on a referendum. Roger Donovan Questioned rating on referendum. "Mike" Brandt - Discussed rulings on future expansion - of the Ski Tow and Motel. "Ham" Hoffman - Presented lengthy opinion on size and - quality of signs to be installed. Mrs. George Harris Spoke on lot size restrictions. Mrs. Evelyn LaMora - Questioned sale of business for another type of non-conforming use. James Dempsey - Requested new rating of Bay Road property. j Clifford Witham Marine Facility restrictions. `— Mark Brannon - Zoning rating of Dixon Road property. Nicholas Clemens Sr. Re-Zoning Ridge Road from City Line. Jerry Solomon - Discussed Boning board of appeals. Ira Hedges - Questioned land-use of properties within - the Lake George Park. Fred Austin - Gave approval of Zoning Ordinance as written. I 284 4 Dr. E. M. Moore - Discussed changes in zoning rateing if property changes hands. Also a question on signs. Mr. Keil Interested in property on Farm-to-Market Rd. John Halligan — Talked about height of Commercial Signs. H. Russell Harris - Discussed off street parking. Suggested another Public Hearing. James M. Block - Complained about "Patience" questioned 700' R3 section on Route 9L. Ralph Nicholson - Questioned out door recreation facilities. Urged camping section within the town. Frank Lockhart Discussed R3 zone on Route 9L. Harold Rathbun - Will present petition to urge light industry. Discussed non-conforming uses of commercial - property. Mrs. Thomas Quinn - Statad that in certain sections residents may move to avoid more extensive commercial influx. Seymour Segan - Discussed zoning for Northway Plaza business complex. George Savale - Voiced approval of the Ordinance. Complimented Town Board on preparation. Clifford Witham - Compared his property zoning rating with -- another property owner. Harold Novitsky - Urged more industry in the Town of Queensbury Discussed non-conforming use as stated in - Ordinance. Harold Rathbun - Presented petitions signed by approximately 500 signers.
