WHEREAS, by Resolution No.: 82,2016, the Queensbury Town Board authorized
establishment of the Highway Garage Capital Project and Highway Garage Capital Project Fund
4208 and the engagement of C.T. Male Associates to evaluate the feasibility of the construction of a
new Town Highway Garage(Project), and
WHEREAS, the Town Board wishes to again engage C.T. Male Associates for Architectural
Services relating to the Preliminary Design Phase of the Project for an amount not to exceed $11,600
as delineated in C.T. Male Associates' proposal dated August 29, 2018 presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of
C.T. Male Associates for Architectural Services relating to the Preliminary Design Phase of the new
Town Highway Garage Project for an amount not to exceed the amount of$11,600 as delineated in
C.T. Male Associates' proposal dated August 29, 2018 presented at this meeting, and
BE IT FURTHER,
RESOLVED, that expenses for this project shall be paid for from Highway Garage Capital
Project Fund 4208, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute such Proposal and/or any necessary documentation and the Town Supervisor and/or Town
Budget Officer to take all action necessary to effectuate the terms of this Resolution.

Supervisor Strough:
As requested, C.T. Male Associates Engineering, Surveying, Architecture, Landscape
Architecture & Geology, D.P.C. (C.T. Male) is pleased to submit our proposal for
Architectural services relating to the highway garage improvements at your existing
highway facility. Based on our meeting August 22, 2018 and past work C.T. Male has
performed for the Town, it is our understanding that you wish to further investigate
options related to expanding the capacity of the existing highway garage to safety and
efficiently store the Towns fleet of highway vehicles.
Taking into account past preliminary design work as well as further investigations into the
properties adjacent wetland areas, C.T. Male is prepared to re-evaluate the towns program
and goals, and determine three (3) options for consideration. New goals and areas of
consideration that will further impact the proposed design include:
1. A more clearly defined Wetland Delineation and a demarcated 50 foot Adjacent Area to
better understand the restrictions along the eastern property line regarding building
and site development. As part of the Preliminary Design Phase, C.T. Male will arrange
to meet with DEC on site to further review the delineated property area as well as
review schematically the proposed site development.
2. Updated site survey. It should be noted, upon further review by C.T. Male, comments
will be given to the surveyor regarding the Wetland information gathered and
documented prior to finalizing the data.
3. Unsuitability of northern property for development. While the property may still be
considered by the Town for purchase, it is likely to be used as a buffer rather than a
means for expanding the highway departments operations.
4. Conditions of the existing highway garage including mechanics bays. Based on further
discussions with the highway superintendent and review of the space, inclusion in the
project scope to remove the existing highway garage and mechanics bay spaces and
replace with new will now be considered.

5. With more than an acre of area likely to be disturbed, storm-water management
practices will need to be considered on the site. As part of the preliminary design
limited grading and storm-water drainage methods will be considered with
recommended locations. Preparation of a SWPPP plan is not included as part of the
Preliminary Design,but will be considered in our design approach.
6. With removal of the existing highway garage, a need for further cold storage will be
included in the scope. Initial review indicates this would include demolition of the
existing canopy structure adjacent to the salt barn and building an open sided pole barn
structure.
7. Removal of existing covered storage area and construction of a new pole barn
(unheated) for ancillary storage.
8. Salt Storage barn is being addressed under another scope of work, and based on
discussions at the meeting will remain in the same location. Other areas adjacent to the
salt storage and sand pile will remain as is with site design now focused to the southern
portion of the site.
9. Based on recent material and labor cost increases, reconsiderations will be made based
on size and functionality of the new highway garage in an effort to achieve the Towri s
goal but also take into account overall project costs.
10. Based on the size and scope of work, an automatic sprinkler system will remain in the
scope of work.
When considering new option which will impact the existing highway garage, Alterations
and Additions to the existing facility shall be designed as required to conform with the 2015
International Building Code and 2017 Uniform Code Supplement being incorporated by
reference in 19 NYCRR Section 1226.1 and being parts of the State Uniform Fire Prevention
and Building Code of Neu) York State, including the applicable reference standard to ICC/ANSI
a117.1 Accessible and Usable Buildings and Facilities. As such, the repair, alteration, and
addition to the existing buildings shall comply with one of the methods listed in the
International Existing Building Code.
Preliminary Design Phase services are outlined as follows:
1. Preliminary Site layout:
a. Show existing layout conditions/buildings/facilities
b. Show proposed new building and alterations to existing that will house and
maintain trucks and snowplows for the town
c. Infrastructure locations including, wash water holding tank, oil-water separator
and connection to the existing sanitary sewer.
d. General location of utility tie ins for water,sanitary, electrical&natural gas.
e. Land utilization,including conceptual site improvements and space allocation.

2. Preliminary Building Design:
a. Incorporate the previously proposed building layout, shape, size, height to
accommodate new programmatic goals and alterations to the existing facility.
b. Design Options
i. Size/proportion
ii. Parking layouts
iii. Door locations
iv. Special facilities/equipment
c. Preliminary building plans
3. Site Development Assessment:
a. Construction phasing considerations
b. Surface/subsurface conditions (limited to coordination with available survey
data)
c. Identification of storm water management requirements.
d. Identification of environmental requirements including wetlands.
A Preliminary Opinion of Probable Cost is not included in the basic scope of services. Based
on current market trends related to both labor and materials, it is strongly recommended a
cost estimate be performed by a professional estimator. A separate fee has been developed
and is itemized at this end of this proposal.
C.T. Male will explore three (3) preliminary site layouts and assist with the selection of a
final best option.
C.T. Male Associates will conduct on-site progress meetings with the Client for the
purposes of presenting preliminary concepts, coordinating design revisions, and assisting
in the selection of a final best option. The number of on-site meetings will be limited to two
(2) plus one (1) additional meeting with DEC on site. At the meetings C.T. Male Associates
will be represented by at least one registered design professional. C.T. Male Associates
may elect to have additional representatives present as may be appropriate for the subject
of the meeting.
In addition to the progress meetings C.T. Male Associates will visit the site to gather
information about existing site conditions as may be necessary to develop the schematic site
designs. To develop the proposed concept designs C.T. Male Associates will use available
site mapping and boundary data already provided by the Town. Topographic survey,
geotechnical investigations, environmental site assessments or SEQRA review services are

not included in the scope of this proposal but can be provided in the future as an additional
service if deemed necessary. At the completion of this Preliminary Design Phase, the Client
will receive one hard-copy set and one electronic copy (PDF format) of the documents
produced.
Compensation for C.T. Male Associates' services shall be on a time and expense basis.
Hourly rates shall be in compliance with the attached Schedule of Representative Charge
Rates. Reimbursable expenses shall be billed in accordance with attached Reimbursable
Expenses sheet. C.T. Male Associates shall Invoice for the work as it progresses. Invoices
will include backup documentation explaining the charges on each Invoice. Total invoices
for this project, unless modified in writing and accepted by both parties, shall not exceed
Eleven thousand six hundred dollars ($11,600).
Preliminary Design Phase: $ 11,600.00
Additional Service Cost Estimating: $ 5,000.00

current Term Agreement between C.T. Male Associates and the Town of Queensbury to

with these terms.

WHEREAS, the Queensbury Town Board wishes to evaluate the feasibility of the
construction of a new Town Highway Garage, and
WHEREAS, the Town Board therefore wishes to establish a Capital Project for such
Project and establish and fund the Revenue and Expense Accounts for the Capital Project in a
total amount of$50,000, and
WHEREAS, the Town Board wishes to engage the engineering and design services of C.T.
Male Associates to assist the Town with evaluating such Project for an amount not to exceed the
amount of $13,900 as delineated in C.T. Male Associates' proposal dated February 3, 2016 and
presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs the
establishment of the Highway Garage Capital Project and the establishment of a Capital Project
Fund to be known as the Highway Garage Capital Project Fund #208 which Fund will establish
funding for expenses associated with this Project, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that funding for such
Capital Project shall be by a transfer of $50,000 from Capital Reserve Fund #64 to transfer to
Highway Garage Capital Project Fund#208, and
BE IT FURTHER,
RESOLVED that the Town Board further authorizes and directs the Town Budget Officer
to take all action necessary to establish the following accounts for such appropriations and
revenues as necessary:
• 001-9950-9030-0064 Transfer to Capital Project- $50,000
• 208-0000-55031 Interfund Revenue - $50,000
• 208-1620-2899 Capital Construction- $50,000
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget
Officer to amend the 2016 Town Budget, make any adjustments, budget amendments, transfers
or prepare any documentation necessary to establish such appropriations and estimated revenues,
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs engagement of C.T. Male
Associates to evaluate the feasibility of the construction of a new Town Highway Garage for an
amount not to exceed the amount of$13,900 as delineated in C.T. Male Associates' proposal dated
February 3,2016 and presented at this meeting, and

RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
sign the Proposal with C.T. Male and any other necessary Agreements or documentation and the
Town Supervisor and/or Town Budget Officer take any and all action necessary to effectuate all
terms of this Resolution, and
BE IT FURTHER,
RESOLVED, that this Resolution is subject to a permissive referendum in accordance with
the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town
Clerk to publish and post such notices and take such other actions as may be required by law.
