Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson, Jr. Councilman The meeting was called to order at 8:40 p. m. The following visitors were greeted by Supervisor Webster. Alvin Green —Visitor William Richardson - Visitor Thomas K. Flaherty - Superintendent 'of Queensbury Water District Bernard J. Codner - Superintendent of Highways Bernard Zovistoski - The Post Star Supervisor Webster declared the public hearing open on the application of Stanley Robinson to locate a Mobile Home outside of a duly "licensed Mobile Home Court. Proof of publication was presented by the clerk. Reading of the notice was dispensed with at this time; The original application was read by the clerk. Supervisor Webster requested any voice from persons in opposition to granting of the ,request. There were none. The hearing was declared closed. The town board in its entirety troiced its general approval of the application. Same will be resolved at a later time in this meeting. Minutes of the meetings of May 20th and May 27th, 1965 were approved as amended. Carried unamiously. Mr. Alvin Greene mentioned that one local business -known as"McDonalds Drive-in" have beautified their place of business. Urged encouragement for others to do so. The clerk presented to the town board and read in their entirety the following applications for a permit to -locate 'a mobile home outside of a duly licensed mobile home court. 1. John H. Dingman 2. Raymond Stevenson 3. John C. Varnum $. Henrietta Campbell t After lengthy discussion the town board ordered the clerk .to present the John C. Varnum application to the Building Inspector for in- vestigation. The three other applications were advertised for a public hearing to be conducted on June '17, `I965. During these repairs we found several valves that-were not standard Queensbury valves, We also found foreign material in one of the lines in Westland. Apparently this line ,was not properly flushed at the time of construction. This section of line was installed by a private con- tractor fora developer. We began to experience some difficulty with the No. 1 pump. As we felt that this pump was still under guarantee it was decided to contact our engineer and the pump company and have repairs made. This was started at 6 A.M. Monday May 24 and completed by 10 P.M. Tuesday May 25. Report to follow. 8 The service line of Mr. A1. Williams, Pinecrest Ave. , was reconnected as directed to try and solve the noise problem. After talking to Mr. Williams I find that the problem still exist. We will probably have to install a larger main- in order to eliminate this. Servicds turned on 1 Meter. ,installed- l Hydrants repaired . , . ; l Fires attended Ashton -Foster- Ave, 2 . . Checked report of low pressure at Glen Drive In, .Found leak in their _ plasfic- service line. Also 'located plumber -on Sunday -night when the manager could not find on.e'i West_ Glens Falls. All the hydrants in this district -have been checked .and painted. Altho the hydrants have not been flushed for some time I- do, not feel that it can be done at this time due to the City restrictions, Received ,a report of a leak on. the Luzerne Road. Found .water running in the road right of way. The caretaker at the Catholic Cemetery informed me that this line belonged to them. I shut the line down and requested that they make repairs. Flaherty - - QUEENSBURY WATER DEPARTMENT . Thomas K. Flaherty Superintendent Report of repairs to No. 1 pump. During the early part of May we began to experience trouble with the 100 HP, 1000 GPM pump. After approximately two hours operation, the motor would cut off on overload. A call was put in to the Johnson Pump Company and Mr. John Hogan was sent to examine the pump, It was Mr. Hogans opinion that- the rubber bowl .bearings and the rubber- line shaft bearings were binding. These bearings are made of rubber with a hard finish. In some cases a foreign material wears the finish off. If 'thejchemical content of the water is .right the rubber will swell and cause' the bearing-to bind. This seemed to be our case. — Arrangements were made with Mr. Kestner, Mr. LaRose, and Mr. Hogan to pull the No. 1 pump May 24. Representatives of the Lee Hydraulic Company and the Hudson Falls Drilling Company, were also to be here. In order to start this work with full storage tanks, No. 1 & No. 2 pumps were started at 6 AM Monday May 24 and run until 8 AM. Actual pulling of the pump was started at 9 AM. As of 4:30 PM the motor and 30 foot of casing and shaft were removed. This was done by removing a roof hatch and using a crane to lift the parts. Because of delays 86 caused by the drilling -company it was -decided to stop work and resume Tuesday. Tuesday morning the rest of the casing, shaft and pump bowl were removed. The bearings were taken to the Glens Falls Machine shop and replaced with new bronze bearings. These bearings_.has.,,previously-. been flown in from San Francisco. The pump was then reassembled and put back into service by 10 PM Tuesday May 25. While these repairs were being made there was .no. ,interruption of service or any undue restrictions of water use. By using our auxiliary pump we. maiutained ample storage for domestic and fire use. On Monday night we did request some , sections ,to . curtail their _- hose use at 9:30 PM. This was done in order to make adjustments to, — the auxiliary equipment. At this time I.would like to say that Mr. Hogan was most helliil and exceptionally. cooperative. Also I would like to,thank Mr.Hopktns who worked 38 hours manning the station. Mr. Kestner, Mr. LaRose, Mr. Rutlidge, Mr. Beaty and the members of the Town Board, and members of� the- construction crews deserve thanks for their cooperation. RESOLUTION TO AUTHORIZE PURCHASE OF GASOLINE UNDER STATE CONTRACT RESOLUTION NO. 12$, 1introduced by Mr. Turner, seconded by Mr. Lampson. WHEREAS, this board invited sealed bids to furnish the Town ofQueens- bury with gasoline but by resolution #116 dated„ May 27, 1965 rejected all bids, be it RESOLVED, that Bernard J. Codner, Superintendent of Highways is hereby authorized and requested to make the necessary purchases of gasoline under the State contract until such time as this resolution is rescinded by this board. , Duly adopted by,-the following vote Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None e a Lengthy discussion took place -on -the location of. the proposed- Town Office Building. The Town Board .agree4 unanimously that the site on Bay Road was the most practical. A letter was received from the land-owners; the Glens .Falls Insurance Company, advising that the option to purchase the land for the construction would be ,--' extended until August- 1, 1965. 87 USOLUTION TO AUTHORIZE CONTRACTS RELATING TO Y E S ,PROGRAM and TO CREATE APPROPRIATION OE FUNDS -FOR 1.465 RESOLUTION' NO. 129, introduced by Mr. .Robertson,seconded by Mr. Turner WHEREAS, this board, by Resolution #114, dated May 20, 1965 voted approval of joint participation in the YES program with the City of Glens Falls and the Village of South, Glens Falls and authorized the Supervisor to apply for State assistance- under such program, RESOLVED, that the Supervisor is hereby authorized-to execute contracts with the City of Glens Falls, the Village of South Glens Falls, and the Youth Employment Service to provide for `— the joint municipal sponsorship of the program, under which arrangement the City of Glens Falls would be the disbursing municipality for all three communities; the.'Town of Queensbury would,pay over-to the -City of -Glens Falls.the sum,of $637.35 under the terms of said contract; and the Youth Employment Service would pay over to the Town of Queensbury a peo _.rate share of $1,100. in funds now on hand, and be it further RESOLVED, that the sum of $637.35 is hereby appropriated from the contingent fund to create an appropriation for the share of the Town of Queensbury in its participation in the YES program. Codner, Superintendent of Highways recommended that the Town Board should advertise for bids on a tractor and backhoe per the following specifications. DETAILED SPECIFICATIONS PNEUMATIC TIRED TRACTOR WITH FRONT END LOADER AND BACKHOE TRACTOR: Engine shall be 4 cylinder water-cooled, 4 cycle gasoline engine. Piston displacement shall be not less than 148 cu. in. The engine shall develop not less than 42 H.P. at not over 1900 R.P.M. normal>governed' speed. The engine shall have removable wet sleeves and be equipped with an oil bath air cleaner and an oil. filter, electric starter, generator, battery, two recessed headlights, one . combified rear flood and. tail light, and battery ignition. Transmission shall be of the shuttle type and-provide- at least 8 speeds forward and 8 speeds reverse. Front axle shall be one-piece heavy drop-forged steel. Rear axle 2-k" dia;, live type with tapered roller bearings. The tractor shall be equipped with aU standard accessories, but including muffler, speedometer, heavy-duty radiator guard and bumper. Hydraulic system shall be constant running gear type pump delivering at least 19 G.P.M. at 1475 lbs. per sq. in. to 6 spool type val'v+es for operation of backhoae and loader. Tires shall be at least 13:00 x 24-6 ply grader lug rear and 7:50 x 16-6 ply front. The tractor shall be equipped with power booster steering. LOADER-BACKHOE COMBINATION: Loader shall have two lift and two dump cylinders of the double acting type and shall be 2-k" dia. Loader to be .equipped with k =. yd.: digging bucket, with a� lifting height of 10'-9-3/4" and a dumping clearance of 9'-1-k". Backhoe shall have a free swing arc of 180 deg. , lift at dumped position 15' (bucket open), lift in dumping position 10'-7" (bucket closed), a fully extended reach from rear axle of 18'-7" and a digging 88 depth of 12'-6"..
