A lengthy discussion ensued with Mr. James C. Uarnum as to the plans
which he has formulated on locating a mobile home ,as previously
requested by the town board. The question as :tb whether a home
could be constructed on the site within one year. A question was
raised with Mr. H. Russell Harris taking part as to what road access
Mr. Varnum will have to drive to the location where the mobile home
will be placed. The location as selected by Mr. Varnum seems to be
not feasible at this time.
Supervisor Webster declared that the bid opening would take place
at this time, 8:15 p. m.

The bid was presented to the Highway Superintendent for study.
Mr. H. Russell Harris was granted the floor. Mr. Harris presented
maps for discussion to do with an additional area to the subdivision
known as "Rainbow Ridge". Mr. Harris presented particulars which
explained his plans to develop a water supply for' the district. This
water supply could possibly become a pother water district for the
Town of Queensbury.

Gentlemen:
About a week ago I received a complaint from Mrs. Conley on
, Upper Sherman Avenue. Regarding littering and old .cars next to
her property.
On investigation of this complaint I found that a number of old
cars had been moved onto property next to her property, °and that a
man and a women and several children were living in a truck body and
what use to be a bus. As far as I could determine their was no
sanitary facilities available for this family.
It is my opinion that this may be a case where the Town Health
officer should investigate and theirby give the Police Dept. , a more
substantial grounds to take some legal action.
If you are in agreement I will be only too happy to make myself
available to cooperate to the fullest in showing the Health Officer
just where the place is '

A discussion took place at this time on the final decision to issue
or reject the application of Amos B. Tracy to locate a mobile home
outside of a duly licensed mobile home court in the town.
The. minutes of the..meeting, of June 10, 1965 were approved.

-- Had a phone call June 14th that four* Mobile homes had been moved to
the premises of the estate of John Lawler on Glen Lake over the week
end. When I got there all of them had departed. , Have been unable to
contact Dan Lawler, the son to advise him of the Mobile Home Ordinance
in effect.
I checked another Mobile home about one quarter of a mile from the
above and found that this one had been moved in over the week end.
It is owned by Floyd Palmer, located on his Mother' s property. It was
there last year and is used by the Palmers on week ends. He stated
that he would apply for a permit for temporary occupancy. I do not see
any objection to this.

Dear Mr. Webster:
This' is further reply to your letter to the Postmaster General
advising of the• interest of the Town Board of Queensbury,, Kew York
in having a post office established in the Town of Queensbury.
Inquiry in this matter disclosed that the postal service given in
the Town' of Queensbury is considered ample to provide for the needs
of the residents. The Queensbury Contract Branch has 24 hour postal
service' with the exception of Sunday evenings and holidays. Collec-
tion boxes are located at the Sears store in the shopping plaza and
in the residential section on Cottage Hill. Additionally, consid-
eration is presently being given for a collection box in the vicinity
of the Montgomery Ward store. These collection boxes receive the
benefit of advance business collections at the same time the down-
town Glens Falls area is served and they are also on the final col-
lection routes serving the downtown business community.
Postal service provided the Town of Queensbury at the present time
is exactly the same as that provided the city of Glens Falls and
establishment of a post office or `classified branch is not deemed
warranted at this time.

RESOLUTION NO. 139, Mr. Robertson introduced the following resolution
and moved its adoption, seconded by Mr. Turner.
WHEREAS, there was presented to the Town Board of the Town of Queens-
bury, Warren County, New York, a_ petition praying for the establishment
of a residential area within the Lake George Park pursuant to the
provisions of Article 13-C of the General Municipal, Law, which proposed
residential area as described in said petition is at Cleverdale in the
Town of Queensbury, and
WHEREAS, after the filing of said petition, this Town Board adopted
Resolution No. 105 on the 13th day of May, 1965, which recited the
filing of said petition, provided for a public hearing on said petition
at the Queensbury School on Aviation Road in said town, on the 16th day
of June, 1965, at 7:30 o!clock, P.M. (DST) and directed the Town Clerk
to give notice of such hearing in the manner provided by law, and
WHEREAS, proof has been presented to the Town Board that a certified
copy of said resolution was published in the Post Star and Glens Falls
Times at least ten days prior to said hearing, that a certified copy
of -said resolution was posted on the Town Clerk' s bulletin board at
least ten days prior to said hearing, and that a copy of said resolution
was ma 'led'by registered mail, return receipt requested, to each
resident owner of real property within the proposed area who had not
signed said petition and to each non-resident owner of real property
within the proposed area, all at least ten days and not more than
twenty days prior to the date fixed for such public hearing, and
WHEREAS, the' Town Board conducted a public hearing at the time and
place specified therefor in said resolution at which several persons
who had signed said petition were present and several resident owners
who ;-had not signed the petition were present, and all persons desiring
to be heard having been heard, and all property owners Vho were present
having expressed them selves as being in favor of the establishment of
the proposed residential area, and .only three persons having expressed
opposition to the establishment of the proposed zone, and after due
-deliberation, be it
RE-SOLVED that it be and hereby determined: .
1. That said petition requesting the establishment of the
Cleverdale residential area within the Lake George Park pursuant to
Article 13-C of the General Municipal Law is signed and acknowledged
orproved as required by law and is otherwise sufficient, and
2: ' That there is no part or portion of the real property
within the proposed area which should not be included therein, and
3. That it is in the overall public interest to grant the
relief sought, and be it further

hereby is requested to prepare an ordinance which will establish a
residnetial area as proposed in said petition.

ORDINANCE ESTABLISHING CLEVERDAL13 RESIDENTIAL
AREA IN THE LAKE GEORGE PARK
Be it Enacted and Ordained by the Town Board of the Town of
Queensbury, Warren County, New York, as follows:
Section 1. The word "person" as used in this ordinance
shall include an individual, - society, firm, club, partnership,
corporation or association of persons, and the singular number
shall include the area. The words "residential area" shall have
the meaning intended and provided by Article 13-C of- the General
Municipal Law. The -legislative intent in the adoption of the
ordinance shall be as set forth in Section 280 of the General
Municipal Law.
Section 2. Pursuant to the provisions of Article 13-C of
the General Municipal Law, there is hereby established a residen-
tial area in that portion of the Town of Queensbury wholly within

the Lake George Park bounded 'and described as follows:

Beginning on the westerly shore of Warner Bay. at
The northeasterly corner of lands of F. Rae Suprenant,
running from thence i_n. ,a westerly direction along
the northerly bounds thereof to the northwesterly
corner thereof;' --running from thence southwesterly
to a point on the southerly bounds of lands con-
veyed by Alice West to Leander and Sally Dickinson
in 1953, said point being at the intersection of
the said southerly bounds of Dickinson with a
straight line drawn northerly from the northeasterly
corner of lands of Charles and Betty Smith through
the northwesterly corner of lands of Robert R. LaPan;
running from thence southerly in a straight line,.
passing through the northwesterly corner of the said
lands of Robert R. La Pan and continuing to the north- _
easterly corner of the lands of the said Charles and
Betty Smith; thence running westerly along the north-
erly bounds of the said lands of Charles and Betty
Smith 234.65 feet to the northwesterly corner there-
of; thence running southerly along the westerly
bounds of the said lands of Charles and Betty Smith
to' the northeasterly corner of lands of Waldo and
Ruth Ross; thence running westerly along the north-
erly bounds of the said lands of Waldo and Ruth Ross
and along the northerly bounds of lands of one Hill
to 'the center of Cleverdale Road; thence running in
a straight line in a southwesterly direction ,to a
point where the northeasterly or easterly bounds of
the lands of Clifford Witham intersects the shore
of Lake George; thence running northerly, easterly,
and southerly, following the shore of Lake George
around Cleverdale and Rockhurst to the point of
beginning.
Section 3. On and after the effective date of this ordinance,
no person shall use any real property within the boundaries of
the aforesaid residential area for any industrial coipmercial
purpose except that any residence within the said residential
area may be leased or rented for single private family resi-
t dential purposes, but this ordinance shall not apply nor prohibit
a non-conforming use in existence at the time of the effective
date of this ordinance.

Section 4. If the Town Board�of the Town of Queensbury
shall hereafter adopt and enact a general zoning ordinance for the
entire Town of Queensbury and any provisions of such general zoning
ordinance relating to the use of real property in' the said resi-
dential area established by this ordinance shall conflict with or
be_inconsistent with any provision of such general zoning ordi-
nance, the provisions of such general zoning ordinance shall
supersede the provisions of this ordinance and shall govern the
use of such property.
Section 5. The Town Board of the Town of Queensbury shall
have the power to grant a proper and appropriate variance from
this ordinance to authorize or permit a necessary or desirable
use of land or prevent unnecessary hardship in an individual or
particular instance. Such variance shall be by resolution adopted
by an affirmative vote of a majority of the total membership of
the town board and a variance shall be granted only after a public
hearing. Notice of such public hearing shall be published once
in the official newspaper and posted on the bulletin board of the
Town Clerk. Such notice shall contain the name of the owner of
the property for which a variance has been requested, a sufficient
description to identify the particular property for"which a
variance has been requested and a concise statement of the parti-
cular proposed use for which the variance has been requested.
The application by an owner to the Town Board shall be by written
petition which shall contain the foregoing information.
Section 6. A violation of this ordinance shall be an
offense punishable upon conviction by a fine not to exceed One
Hundred Dollars or imprisonment for not to exceed sixty days, or
both,. and each calendar week' s continued violation shall consti-
tute a separate additional violation. In addition to the fore-
going penalties provided for a violation of this ordinance, the
Town Board of the Town of Queensbury shall have the right to apply
to any court of competent jurisdiction for ,an order to restrain
and enjoin any proposed or 'threatened violation of this ordinance.
RESQ,LUTION NO. 140, Mr. Beaty introduced the following resolution
and moved its adoption, seconded by Mr. Lampson.
WHEREAS, a proposed ordinance regulating the use bf property in
the Cleverdale residential area pursuant to the provisions of
Section 280 of the Generai Municipal Law has been prepared by
Albert E. Beswick, ,acting as Town Attorney, and presented to this
Town Board for consideration, be it
RESOLVED that the Town Board, hold `a public hearing on the question
of the adoption of said proposed ordinance at the Queensbury Junior
High School on Aviation Road in 'said town on the" lst day of July, 1965,
at 7:30 o'clock, P.M. (DST) and that the Town Clerk be and he hereby
is authorized and directed- to _give due notice of such public hearing
- in the manner provided'by law.

RESOLUTION NO. 141, introduced by Mr. Beaty, seconded by Mr. Turner
WHEREAS, it has beeii' determined by the Town Board that-it is
necessary to provide for the immediate cleaning of the six inch
water mains on Garrison 'Road and North Road, in the Queensbury
Water District, to provide-'water of satisfactory quality to water
customers on these two streets, and
WHEREAS, the Queensbury Water Department has attempted to carry
out this work by renting and borrowing equipment and by excavating
the mains and attempting the work, without complete success,- and
WHEREAS, it now appears that it would be in the best interest of
the Queensbury Water District to provide for a contract with a
competant business' firm' that` specializes in this work, to complete
and carry out this work, and
WHEREAS, Joseph A. Kestner, jr. , Engineer of the Queensbury Water
District, at the request of this board, has recommended that the
offer of the National Water Main Cleaning Company, 675 North Third,
Street, Newark, New Jersey, 07107, to clean said water mains at a
lump sum p rice of $ 2,500. be accepted, and

WHEREAS, it is deemed that an emergency exists,. because of the
seriousness of the water quality problem, and the fact that these
two streets are now partially excavated, and it has been found
that this pipe cleaning firm can carry out this work,, if authorized
to do so, within five days, be it
RESOLVED AND DETERMINED that an emergency exists -in the Queensbury
Water District which makes it imperative that the cleaning of the
Garrison Road and North Road water -mains be carried out to comple-
tion immediately without the delay required by advertising for
sealed bids, and be it further
RESOLVED, that the Town Board of the Town of Queensbury, acting for
and in behalf of the Queensbury Water District, enter into a
contract with National Water Main Cleaning Company for the ` immediate
cleaning of said water mains for a price of $2,500.00, and that the
Supervisor be and he hereby is authorized to execute such contract
on behalf of the Town Board in form approved by Albert E. Beswick,
attorney.

RESOLUTION NO. 145, introduced by Mr. Robertson, seconded "by Mr. Beaty
WHEREAS, Amos B. Tracy of 35 Grafield Street, Glens Falls, New York,
has made application in accordance with paragraph 2 (c) , Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR
THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE -TOWN
OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home out-
side of a duly licensed mobile home court at property situated on
North Side of Farm to Market Road, and
WHEREAS, this town board has conducted a public hearing in connection
with said application and has heard all persons desiring to be heard in
favor of or against said application, and
WHEREAS, it is hereby determined that the facts presented in said
application and at said public hearing are not sufficient to authorize
the issuance of the permit requested by said application, for the
following reasons: There are no extenuating circumstances in the
application. Persons appeared in opposition, stating that property
values will be adversely effected by issuing the permit. The property
does not have access on-an existing Town Road.
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the application of Amos B. Tracy of 35 Garfield Street,

RESOLUTION NO. 147, introduced by Mr. Turner, seconded by Mr. Robertson
WHEREAS, Charles A. Trombley of 48 Luzerne Road, Glens Falls, New York,
has made application in accordance with paragraph 2 (c) , Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR
THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN
OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home
outside of a duly licensed mobile home court at property situated
.48 Luzerne Road, Glens Falls, New York, and
WHEREAS, .it is hereby determined that said application complies with
' the requirements of said ordinance, and
WHEREAS, IT IS hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, ' therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
application on July 1, 1965,rat 8 :15 p.m. in the library of
Queensbury Junior High School, Aviation Road, and that the Town
Clerk is hereby authorized and directed to give proper notice of
said public hearing in accordance with the provisiong of said
ordinance.
