The meeting was called to order at 7:30 p. m.
Supervisor Webster greeted the following visitors:
Mrs. Peggy Prime - League of Women Voters
Mrs. Barbara Mac Farland - League of Women Voters
Thomas K. Flaherty - Superintendent of Queensbury Water District.
Supervisor Webster declared the public hearing open on the application
of James Varnum, to locate a mobile home outside of a duly licensed
mobile home court at 7 :30 p. m.
Proof of publication was presented by the clerk.
Reading of the notice was dispensed with at this time.
Supervisor Webster, stated at this time that he has understood that
Mr. & Mrs Varnum have decided not to proceed with their plans to
locate a mobile home at this location in question.
The Town Board deferred any decision in the matter due to the fact
that no person appeared either in favor of or against the granting
of *the permit.
Supervisor Webster declared the hearing closed at 7:40 P. M.
A motion was made by Councilman Robertson, that the application
— referred to above should be tabled for one week to all further study.
The motion was seconded by Councilman Turner.
Carried Unanimously.
The clerk presented an application to locate a mobile home outside
of a duly licensed mobile home court as prepared by Mr. & Mrs. Theodore
Clarke. The application was read by the clerk.
RESOLUTION TO AUTHORIZE PUBLIC HEARING
RESOLUTION NO. 165, introduced. by Mr. Beaty, seconded by Mr. Robertson
WHEREAS, Mr. & Mrs. Theodore Clarke of R.F.D.#2 West Mountain Road,
Glens Falls, New York, has made application in accordance with
paragraph 2 (c) , Section 4, of an ordinance of the Town of Queensbury
entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME
COURTS IN THE T014N OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate
a mobile home outside of a duly licensed mobile home court at property
situated on Luzerne Road near VanDusen Road intersection, and
TiJHEREAS, it is hereby determined that said application complies with
the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it

RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
application on July 22, 1965, at 7:30 p. m. in the -library of
Queensbury Junior High School, Aviation Road, and that the Town
Clerk is hereby authorized and directed to give proper notice of
said public hearing in accordance with the provisions of said
ordinance.
Duly adopted by the following vote:
Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and
Mr. Webster.

' Town of Queensbury Inspection Report
July 8, 1965.
July 6 - Called at the John H. Dingman farm on the County Line
road to check the Mobile Home which has been moved to
the premises without permit. Neither Mr. Dingman or the
tenant was °home. I left a note referring to the ordinance
governing the storage of unoccupied Mobile homes on premises.
Phoned Mr. Dingman this morning, he stated that since the
Town Board had denied his application, the Latham Trailer
Sales people were going to take it back. It will be re-
moved from the premises.
Wm. Stranahan - Mobile Home on Farm to Market Road.
Mr. Stranahan states that they are still occuping this
trailer altho they bought a house near Hadlock Pond
which they are repairing for their home. I talked to
him at the diner where he is employed and mentioned the
Supervisor' s two letters to him of June 11th and asked
why he hadn't -replied or called the Supervisor.
He stated that he and his wife had read the letters and
the Ordinances and they decided that the letters did not
require an answer.
He has sold about twenty acres or about one half of his
land. He says that he has laid out a fifty foot road-
way on his property but he does not intend to have a
°development, as he does not intend to sell over four lots,
The Floyd Winchell Mobile home located ih front of
Stranahans is not registered. I called there again and
advised the daughter that they were in violation of the
ordinance and left a copy of the Ordinance with her
asking her To give it to her Father. This was my third
stop at this trailer.
The Winchell girl stated that the Stranahans had moved
from the trailer sometime ago and they were not living
there.

Supervisor Webster presented his monthly report for June, 1965. The
report was placed on file. The total receipts for the month were
_ #46,384.93. The disbursements for the month were $82,100.07.
Queensbury Water Department report was received and placed on file.
The report of New Construction for the month of June, 1965 contained
25 new starts of construction. The report was placed on file.

Councilman Robertson, reported on the nature of a Planning B°-70ard
meeting which he .attended on July T, 1965.
Supervisor Webster discussed at lenght the future plans of the
State of New •-York Department of Public Works, to do with road
construction in and around the Town of Queensbury. Supervisor
Webster attended a meeting in Albany recently in conjunction
with the Planning Consultants who are at presently employed by the
-town on the 701 program now in progress.
Mr. H. Russell Harris and .Mr. Warren Bennett visited the meeting
at this time.
Mr. Harris concurred with the decision of the Town Board to delay
issuing the permit for Mr. & Mrs. James Varnum to locate a-mobile
home near property owned by him.
Mr. Warren Bennettapproached the town board to discuss damage,
which he incurred on his automobile while backing same up on the
site of the Town of Queensbury dump. Mr. Bennett stated that the-
present handling of operation of the town dump is not generally
satisfactory to residents of the town.

Mr. Daniel TeDeo was granted the floor. He stated that the
Superintendent of .Highways Bernard J. Codner saw fit to discharge
an employee, Mr. Lawrence Mattison. Mr. TeDeo speaks as a
representative of the Union. He stated that Mr. Codner had not
made it possible for-the Union Representative, (himself) Co reach —
and .understanding at any time on the matte= in question.
Mr. TeDeo requested .an un-biased hearing on the matter of the ,'
discharge of the employee. He stated that the Union is intending
to render a service .to all tax payers, and suggested a hearing
with representatives of the State Labor Department. He feels that
a grievance procedure should be enacted in the Town of Queensbury.
Mr. TeDeo requested that an answer on the decision of the Town
Board should be forwarded .to him at an early date.
Mr. H. Russell Harris .discussed his plans to develop a water -supply
for a-sub-division which he has filed with the Planning Board in
the area of the town known as Jenkinsville.
A lengthy of the proposed plans for the Town Municipal Center, took
,lace at this time.

As you are aware, the Recreation Commission now has in progress
a summer program which is much more varied and decidedly more vig
orous .than our initial attempt last summer.

Hague, now has its financial needs more closely defined and has sub-
mitted the attached budget requesting a supplementary allocation from
the Town of $401 for the summer program.
The Recreation Commission respectfully requests your considera-
tion-of this urgent need for additional operating funds.

RESOLUTION TO INCREASE APPROPRIATION IN 1965 BUDGET
RESOLUTION NO. 166, introduced by Mr. B`'eaty, seconded by Mr. Turner.
WHEREAS, the 1965 budget as adopted provided for an appropriation of
$2,500. for Town Recreation, and
WHEREAS, the Recreation Commission has now recommended a summer
recreation program which will require a gross appropriation of
$3,401.00, and
WHEREAS, there remains in the General Town Fund surplus funds in the
amount of $1,062,25 representing State Aid from the 1964 Town
Recreation Program which was not anticipated in the 1965 Town Budget,
be. it
RESOLVED, that said surplus funds in the amount of $1,062.25 be and
the same, are hereby appropriated to Town Recreation, thereby increasing
the appropriation in the 1965 budget for Town Recreation from $2,500.
to $3,562.25.

Discussion on the proposition as presented by Mr. H. Russell Harris
for the Water Supply System at Rainbow Ridge, was held at this time.
Councilman Robertson stated that he would recommend that the',plan
be investigated and if feasable, Mr. Robertson urged that consideration
be given to the plan following study.
RESOLUTION NO. 167, introduced by Mr. Lampson, seconded by Mr. Turner.
RESOLVED THAT the Audit of Claims as listed in Abstract IP65-7 numbered
#612 through #702 inclusive and totaling $14,813.25 is hereby approved.
Duly adopted by the following vote: —
Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster.

The following persons appeared in opposition to the granting of
the permit. None
The following persons spoke in favor of the granting of the permit. —
Mr. Wells discussed the exact location of the property which will .
house the Mobile Home on Illinois Avenue, West Glens Falls, N. Y.
The Town Board in its entirety voiced approval of the ,grapting
of the permit. Action on the request will take place at a later
time.
