Dept. of Public Works, the Town Planning Board, and John B. VanDusen, Surveyor. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None Lengthy discussion on the proposed water department regulations as part of the over-all rules of the planning consultant and the Planning Board took place at this time. Superintendent of Queensbury Water District, Thomas K. Flaherty, suggested that he hopes that when the rules are formulated, the contractors should be allowed to make their own individual water service taps at their own expense when water mains are installed. Codner - Visitor Bernard Zovistoski - Reporter - The Post Star Mr. & Mrs James Dempsey - Visitors Leon Lortie - Visitor Charles Scuddard - Sanitary Engineer Lake George Park Commission Supervisor Webster declared the public hearing open on the application of Bessie and Raymond Morris, to locate a mobile home outside of a duly licensed mobile home court at 7:45 p. m. Proof of publication was presented by the clerk. Reading of the notice was dispensed with at this time. The application of Bessie and Raymond Morris was read by the clerk. The following persons appeared in opposition to the granting of the permit. None The following persons spoke in favor of the granting of the permit. Councilman Beaty stated that the ordinance should be studied to result in making a revision of the Mobile Home Ordinance. July 27, 1965 Mr. John 0. Webster, Supervisor Town of Queensbury County of Warren New York Dear Mr. Webster: As you may recall, a competitive motorcycle program was held at the West Mountain Ski Area in August of 1964. The program was conducted in an orderly fashion, and, we believe, was interesting to the general public. The Eastern New York State Sports Committee* and the West Mountain Corporation** have planned to sponsor a second motorcycle rally to take place at the West Mountain Ski Area on August 29, 1965. This letter is in application for permit to sponsor the above event. The amount of $25.00 is enclosed as remittance for the permit. The rally will consist of only two events this year; a mountain moto- choss on a ski trail and an observed trail at the base of the mountain. Although riders operate motorcycles in the abserved trials, it is not classified as a race. An event of this type' is dependent upon rider skill. ° * Eastern New York State Sports Committee - Incorporated in the State of New York on September 28, 1963. Public Liability Insurance 'has been'secured through the Motorcycle Underwriters Corporation, Chicago, Illinois with coverage of $1002000 - $300,000 for one day. A copy will be forwarded under -separate cover as soon as the policy certificate is received. Flagmen will be stationed $long the race course from bottom to top visible to each other to asure the trail is clear of spectators and stalled riders during the succession of events. Uniformed Constable Control will be provided through the Warren County Sheriff's office to assure proper competitor and spectator behaviour. 146 Ambulance and fire service will be provided by the West Glens Falls Volunteer Fire Company. Jeckel RESOLUTION TO AUTHORIZE PERMIT FOR RACING EVENT RESOLUTION` N0, 178, Introduced by Mr. Beaty, seconded by Mr. Robertson. WHEREAS, the Eastern New York State Sports Committee and the West Mountain Corporation have made application to this board for a permit to sponsor or conduct a motorcycle rally or race,- to be held at the West Mountain Ski Area on August 29, 1965, and WHEREAS, this application has been submitted in accordance with the ordinance of the Town of Queensbury relating to racing events, and WHEREAS, it appears to this board that the applicants and sponsors of this event will comply with all of the provisions of said ordinance, and WHEREAS, said application has been accompanied with the proper $25.00 license fee, now therefore be it RESOLVED, that a permit to operate a motorcycle racing event, as above described, is hereby authorized, and that the Town Clerk is hereby authorized and directed to issue said permit to the applicants above named but under the express condition that a certificate of public liability insurance in the amount of $100,000 each person, and $300.000 each accident, bodily injury coverage, — shall be filed with the town clerk before said license is issued. Noes - None Supervisor Webster reported on a recent meeting of the Planning Board which he attended. Several approvals of subdivisions were discussed by the Supervisor. Bernard J. Codner, Superintendent of Highways recommended the- acceptance of the highway known as "Arberger Drive" in the sub- c division known as "Riverview Subdivision" subject to the approval of the Town Attorney, Albert E. Beswick. - RESOLUTION TO ACCEPT DEED FOR TOWN HIGHWAY RESOLUTION N0. 179, introduced by Mr. Turner, seconded by Mr. Lampson. WHEREAS, Lucy M. Arberger, RFD #2, Glens Falls, New York, Town of Queensbury, has executed and offered a deed to convey to the Town of Queensbury land for a 50 foot roadway, to be known as "Arberger Drive" as shown on a map dated July 7, 1965 of a subdivision known as "Riverview Subdivision", and approved by the Town of Queensbury Planning Board on August-4, 1965, and WHEREAS, Bernard J. Codner, Superintendent of Highways, has advised this board that he recommends the acceptance of this road into the 147 ` (Resolution No. 179 - continued) town highway system, and WHEREAS, this subdivision is presently situated outside of any eitablished water district, is not subject to water department rules or approval, and will be served by individual wells at this time, now therefore be it RESOLVED, that the deed of Lucy M. Arberger, as above described, and subject to the approval of County Attorney-Albert E. Beswick, be and the same is hereby accepted and approved, and that the Town Clerk is hereby authorized and directed to cause said deed to be recorded in the Warren County Clerk's Office, after which said deed shall be properly filed in the office of the Town Clerk, and be it further RESOLVED, that this new town road is hereby added to the official inventory of town highways, and is described as follows: Road # 280 Description: D.E. N. & W. to T.R. #138 Name: Arberger Drive -Mileage: 0.16 and be it further, RESOLVED, that a copy of this resolution be forwarded to the Warren County Highway Department, the New York State Department of Public Works, the Town Planning Board, John B. Noes m None Supervisor Webster, reported on a recent meeting with the School Board of Union Free School #2 of the Town of Queensbury. The request for crossing highway control as well as sidewalks leading toward the school on Aviation Road, were discussed at the meeting. The report of New Construction for the month of July, 1965 contained 30 new starts of construction. The report was placed on file. RESOLUTION NO. 180, introduced by Mr. Turner, seconded by Mr. Beaty WHEREAS, the Town of Queensbury now owns land intended for use as a 50' roadway to be known as "Ames Place", and running from Sherman Avenue northerly to Grant Avenue Extension, but this proposed road has never been laid out and is not included in the official town highway system, and WHEREAS, Mr. Henry Merrill of Griffin Lumber Company, has presented this board with a plan to relocate Ames Place further to the west of its present location, over lands now under option from Mr. Jacob Diskin, thereby opening up for residential development this gtreet and thereby providing for better use of the land for that purpose, and WHEREAS, the proposed change in location of Ames Place appears to have informal approval of the Town Planning Board, the Town Superintendei of Highways, Bernard J. Codner, the N.Y.S. Department of Health, be it ' 148 RESOLVED, that this board hereby expresses its .,agreement to .cooperate in the relocation of Ames Place by accepting a deed to the new 50' roadway and by giving a deed for the original 50' strip of land presently owned by the town, the above on condition of approval of the plan of the subdivision by the Town Planning Board, and the New York State Department of Health, and with the further condition that all legal steps in this matter are approved by County Attorney Albert E. Noes - None Mr. Charles Scuddard, Sanitary Engineer for the Lake George Park Commission stated, that he has studied the complaint for polution of Lake George, and that he does not find any basis for a legitimate complaint against a resident of the Lake George Park, - at this time. Box 168 Assembly Point, Lake George, New York, has made application in accordance with paragraph 2 (c) , Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated on Assembly Point, Lake: George, New York, and WHEREAS, it is hereby determined that said application compligs with the requirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to justify further consideration by this board, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the town board shall conduct a public hearing on said application on August 19th, 1965, at 7:30 p.m. in the library of Queensbury Junior High School,. Aviation Road, and the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in accordance with the provisions of said ordinance. ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURYj WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated on Leo Street off Sherman Avenue, lot is next to Maurice Patdock two lots Glens Falls, New York, and WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons dtairing to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, for the following reasons: No one appeared in opposition and it was the opinion of the members of the Town Board that property values in the neighborhood would not be adversley effected if the permit was granted, therefore be it ' RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Bessie and Raymond Morris to locate a mobile home outside of a licensed mobile home court, at property situated at Rp�er Sherman Avenue, Leo Street, Glens Falls, New York, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance.
