Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson Councilman The meeting was called to order at 7:40 p.m. Supervisor Webster greeted the following visitors: Henry J. Sleight--Visitor Floyd Sleight--Visitor Thomas Flaherty--Superintendant of Queensbury Water District Mrs. Francis Lonergan--Visitor Mary Gray--League of Women Voters Fero Hall--Visitor Mr. and Mrs. Bernard J. Codner--Superintendant* of Highway's and f wife Bernard Zovistowski--Reporter-Post Star Mrs. Francis Lonergan was granted the floor. The nature of Mrs. Lonergan's discussion had to do with the opening of a Town High- way known as Ames Place. Following the receiving of the opinion of Mrs. Lonergan the town board advanced the decision that "ether action will take place following a study of the location in question. Mrs. Fern Hall was granted the floor. Mrs. Hall stated that the problem of allowing house to house solicitors to canvas the town for all types of sales schemes has become a nuisance. Supervisor Webster discudsed the provisions of an ordinance which is 'in force in a neighboring town as a guide to be discussed by the Town Board of the Town of Rueensbury. Supervisor Webster assured Mrs. '. Hall that every effort was being made to arrive at a similar ordinance for the Town of Queensbury. Mr. Lawrence Mattison spoke in favor of the adoption of the ordinance which was previously discussed. Mr. Henry J. Sleight approached the Town Board with a question as to whether or. not a certain section of the town included a previously deeded Town Road. Assurance was advanced by Mr. Sleight that if the location was developed, a substantial subdivision could be developed. Webster, Supervisor Town of Queensbury RD #'1, Chestnut Ridge Glens Falls, New York 12801 Dear John, 151 Letter from Board of Supervismrs continued: On behalf of the residents of Hillcrest, I am writing this letter to inform you that we are most concerned with the status of zoning in the Town of Queensbury. According to our understanding, you are progressing very well with your 707 program. At the present time, we, as residents, are engaged in two litigations in the courts to try and protect the covenants which are set forth in the deeds of all the houses in our development. We, as a group, would strongly urge that every possible action be taken to move the program as rapidly as possible. We all are in support of the zoning program and feel that it is of the utmost importance to pro- tect,• not only ourselves, but the many residents of the various areas in the Town who have restrictions on their property and set forth in their deed. However, these covenants are of little value unless the people are willing to spend -their money to hire an attorney and, if necessary, take the case to court to protect themselves. I am sure that many do not realize the constant danger that they face in losing these rights by persons who are zealous to convert their property to commercial purposes and care little about the restrictions. / I am taking the liberty of sending a copy of this to. RESOLUTION TO AUTHORIZE MEMBERSHIP IN AMERICAN WATER WORKS ASSN. Resolution NO. 184, Introduced by Mr. Turner, who moved its adoption, seconded by Mr. Lampson. WHEREAS, Thomas K. Flaherty, Superintendent of the Queensbury Water District, has recommended that the Town of Weensbury make application for membership in the American Water Works Association, in order to receive' the benefits that suc14 membership will provide. RESOLVED, that "Municipal Service Subscriber" membership in the American Water Works Association is hereby authorized and that dues in' the� amount of $25.00 annually are hereby approved as a proper charge against the Queensbuyy Water District upon presentation of the proper verified claim. Duly. adopted by the following vote: • Ayes- Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Rkbertson, and Mr. Webster Noes-None Supervisor Webster reported to the, Town Board that the hearings of the Water Resources Cbmmission for the Bay Road and the Route 9 Water Districts will be held on September 32 1965 at the Warren Cbunty Municipal Center. 1.52 RESOLUTION NO. 185, Introduced by Mr. Turner, seconded by Mr. Robertson. WHEREAS, this Town Board adopted Resolution No. 89 on April 29, 1965 subject to permissive referendum, establishing the Route 9 Water District according to a map, plan and report prepared by Joseph A. Kestner, Consulting Engineer,. and due notice of the adoption of said re resolution was given, and more than thirty days have elapsed .since the adoption of said resolution and no petition has been filed with the Town Clerk which would require a referendum, and said resolution has become effective, and WHEREAS, it is now necessary to make application to the Department of Audit and Control for- permission to establish the proposed Route 9 Water District and to issue the obligations required to provide for payment of the cost of the improvements set forth in said map,, plan and report, be it RESOLVED, that pursuant to Section 209-f of the Town Law, the .Thwn Board of the Town of Queensbury, Warren County, New York, make application to the Department of Audit and Control of the State of New York for approval of the establishment of Route 9 Water. District and that- John 0. Webster, Supervisor, be and he hereby is author- ized to execute and verify such application on behalf of the Town Board. To The Queensbury Town Board, Mr. John 0. Webster, Supervisor. Water tap fees received. Queensbury $966.00 W. Glens Falls 50.00 Total amount of fees turned over to supervisor $1016.00 Work Completed Queensbury District. Oakwood Ave - Installed 10 taps for Robert Ruggles. This completes all available taps on the present water main. Owen Ave. Layed out extension of water main and supervised installation of same by Richard Lee Inc. Quaker Rd. The 12 inch cast iron main split, Monday July 12, at 4 P.M. This was repaired by John-Kubricky & Sons under the terms of the contract. North Road The plug blew off the 6 inch main, Friday July 17 at 4:30 P.M. This was repaired by this department. Court House Estates The water system installed by the contractor was activated. Quaker Road The pressure reducing valved failed to operate correctly. The valve 158 Mnnthly report of Water Department cbntinued: _.was+ taken out of service and water service was maintained by routing water down Route 9, and over Glenwood Avenue. An extra vilve was ordered for future use. Garrison Road Raised 8 gate valve boxes. Well Field Pumping test on well #4 were conducted during the month. Miscellaneous. Several meetings with various sub-dividers and their Engineers were held for the purpose of reviewing the plans of water mains and -systems. Complaints received 2 Complaints answered 2 r West Glens Falls. A water tap was made at 212 4th street extension. Preliminary engineering work was conducted in this area. Shore Colony Monthly inspection was made. Flaherty A copy of a letter was received and placed on file from the New York State Department of IIivil Service which re#brted that the records of the Supervisor were kept in a satisfactory manner. RESOLUTION NO. 186, Introduced by Mr. Beaty and seconded by Mr. Robertson. WHEREAS, the Town Board of the Town of Queensbury has heretofore adopted a resolution requesting the Public Service Commission to make an investigation into the public convenience of necessity for 151 Rosolution No. 186 continued: an extension of the local bus service by Adirondack Trailways, Inc. , through Upper Glen Street to the Quaker Road and Aviation Road area of the Town of Queensbury, and WHEREAS, Adirondack Trailways, Inc. , has now filed and application with the Public Service Commission for permission to abandon all local bus transportation service in the City of Glens Fails and between the City and Hudson Falls and Fort Edward, and WHEREAS, it is deemed to be of the greatest importance to the residents of the Town of Queensbury that local bus service in the City of Blens Falls be continued and extended to include the business area of the town — adjacent to the city, and WHEREAH, it appears that Adirondack Trailways, Inc. is interested only in its -long line operations and has made no real effort to provide local bus service to fit the public needs, and that by a realignment of bus routes within the city and the extension of service to the business area of Queensbury and the use of smaller and less expensive buses, the local service can be reasonably profitable, be it RESOLVED, that the Tkvn Board of the Town kf Queensbury opposed the application of Adirondack Trailways, Inc. , to discontinue bus service and supports the Mayor and Common Council of the City of Glens Falls in their opposition to the application of Adirondack Trailways, Inc. now pending before the Public Service Comthission. Duly adopted by the following vote: Ayes--Mr. Beaty, Mr. Turner, Mr. Lamson, Mr. Robertson, Mr. Webster Noes-None Supervisor Webster presented .plans for study of improvements which are — contemplated in the town owned Pine View Cemetary. A meeting has been proposed with the Town Board and the Cemetary Commission on Monday, August 16th , when the plans will be studied further. Supervisor Webster presented the monthly report of the Supervisor for the month of July 1965. The receipts reported were$102,226.40 The disbursements reported were $82,972.56. Estimates were submitted- by Thomas K. Flaherty , Superintendent of Water District for the Tkwn of Queensbury on surveys make for future extensions within the district. The report was placed on file. Action on this application will take place 4t .a later date. Supervisor Webster reported on the result of the efforts to date on the problem of ridding the Sunnyside area of a number of dismantled automobiles. Councilman Robertson submitted areport on his investigationt of the school crossing protection which is being afforded the school child- ren in the neighboring Town of Moreau. The traffic light system and the use of manpower in this area was discussed by Mr. Robertson, —' A study of regulations and general requirements for installation of water mains in sub-divisoins was submitted by the Water Superintendent at this time. RESOLUTION N0, L88 Introduced by Mr. Robertson , Seconded by Mr.Turner. August,9,I965 Queensbury TownBoard Re: REfuse Disposal Area Chestnut Ridge Road Queensbury Town Glens Falls, New York Warren County Attention: John 0 Webster, Town Supervisor. Gentlemen: On ,July 27, 1965, an inspection was madeby Mr. Schneiter and me of the refuse disposal area operated by the Town of Queensbury. The following violation of Part 19 of the State Sanitary Code existed at that time: DUMPING NOT CONFINED TO SPECIFIC AREA The active dump face should not exceed 60 feet in length and 10 feet in hefght. REFUSE NOT COMPACTED AND COVERED DAILY Refuse shah be compacted and covered each day the 'refus'e area is used with a compacted .layer of at least six inches of suitable material. 157 Letter- Department of health- continued: NUMEROUS RODENTS WERE OBSERVED Effective means shall be taken yo control rodents ,flies, and other insects or vermin at a disposal area to the extent that they shall not constitute a nuisance affecting public health. Since the date ofthe above inspection , there has also been a fire at this refuse disposal area. These conditions are violations -of part 19 of the State Sanitary Code and must be corrected. The above conditions have existed at this refuse disposal area for well over two years. very little has been done to correct them at this time. You are therefore directed to properly cover this refuse disposal area and to operate it as a sanitary landfill by Septimber15, 1965. An inspection will be made on this date to ascertain compliance with Part 19 of the State Sanitary Code. If not in compliance, 'it will be necessary for this department to commence legal action. Superintendent of Highways Mr. Codner submitted several reports of aroutine nature at this time. Special emphasis was advanced by the superintendent on the control cif- the defaceing of Road Signs on 3LI all highways within the town of Queensbury.
