Enclosed is certified copy of decision of Water Resources
Commission, made on September 1, 1965, approving Extension No. 1.
I believe this should be filed in the office of the
Town Clerk.

The decision of the Water Resources Commission to approve Extension No. 1
of the Queensbury Water District was filed with the Town Clerk.
A letter was received and placed on file from George R. Gonyea to
do with telephone installation being used to create taxi business.
The clerk presented an application from Roger & Ethylin Everetts to
to locate a mobile home outside of a duly licensed mobile home court.
The board in its entirety requested the clerk to refer the application
to the building inspector for a report on the request as received.
Supervisor Webster reported on a request from the Recreation Commission
to establish skating rinks during the coming winter months. Following
a check with the Water Superintendent, it Was decided that the supply
of water in the town would be ample to take care of same.

REPORT TO THE TOWN BOARD
APRIL 1, THROUGH AUGUST 31, 1965
Gentlemen: '
The following report is intended to acquaint you with
some of the activities of the Police Department for the past five
months.
Thirty two (32) seperate investigations werer made
on littering alone. Resulting in five' (5) arrest and (4) convections.
Eight (8) were convinced they should clean up the refuse left along
the highway. No evidence was found in the balance of cases. Four (4)
Truckmen were fined Ten dollars ($10.00) each for uncovered loads. -
The most frequents places being on- the Pitcher Rd. others on Sherman Ave. ,
West Mountain Rd. , Bay Rd. , Glen Lake Rd. , Cronnin Rd. , and Pickle Hill
Road.
Junk yards have been and still is a magor problem in the
.Town, however I was successful in getting some improvements at least
three (3) places. Vaughns on Luzerne Road, Smiths on Bay Road and
one on Richardson St.
I have arranged for Police protection at a number functions
in .the Town such as Memorial Day Parades, Fire works at the shoping
center, Firemens Ministral, Teen dance at McDonalds and traffic at
the Aviation Road Chapel. Most recently at their Bazar and Bar-B-Que.
The circus sponsored by the Lions Club presented some what
of a problem to find men enough to handle traffic.

Complaints about stable manore causing offensive odor and
breeding flies, Two (2) from Hughes Court and one (1) from New Ham-
pshire Ave. , were handled by y0ut Chief acting as mediator.
If investigated Two (2) Auto accidents where it was necessary
to take three (3) of the victims to Glens Falls Hospital. Two calls
were handled for- the Sheriff's Dept. , who at the time had no one
available, One a fight at West Glens Falls an the other one about
doffs destroying property on the Aviation Road.
Fees in the amount of' one hundred and thirty five dollars
($135.00) have been collected for serving civil papers, and a esti-
mated Two thousand (2000) miles has been traveled in preforming
Police duties. - "
Considering the fact that I have but one other officer who
is not always available, and the fact that one Special Officer
Mr. Van Voorst has never been available when I have called him and
the fact that the work load has increased over 100% this year I
have been quite busy.

Donald Tucker - Camper Trailer
Eldridge Road, off Aviation Road.
Charles Olmstead reported that the Tuckers had brought in a
camper trailer and located it in from of their Mobile home just
a few feet from the road. This was done in February. He had
requested them to move it back as it obstructed his view but they
would not move it.
I called at the Tucker place Sept. 8th and Mrs. Tucker stated
that she didn't realize that they were violating an ordinance
since they obtained it from her brother-in-law whose property.,
adjoins on the West.
They have a permit for their Mobile home, but I did-not find
the Camper registered. Mrs. Tucker stated that it was formerly
owned by Lewis Bennett.
I advised her that it would be necessary for them to make an
application for this camper and that they would have to move- it
to the rear of their property.
She stated that they would comply with the Ordinance.

WHEREAS, Jerry & Kezia Howe, Town of Queensbury, have executed and
offered a deed to convey to the Town of Queensbury land for a 50 foot
roadway to be known as "Howe Drive", and also conveying a five foot
strip of land around the present Austin Cemetery, and

Cemetery Commission, believes that it is in the best interest of
the Town of Queensbury to acquire proper access to the Austin

this board that he recommends the acceptance of this road into the
town highway system, and
WHEREAS, said deed has already been approved by County Attorney,

roadway to be known as "Dean Drive", and
WHEREAS, Bernard J. Dodner, Superintendent of Highways, has advised
this board that he recommends the acceptance of this road into the
town highway system, provided satisfactory easements or rights-of-way
are given to the Town of Queensbury to provide for a turn-around at
the end of this proposed roadway, and
-- WHEREAS, said deed has already been approved by County Attorney,
Albert E. Beswick, now therefore be it

WHEREAS, Mabel C. Ellsworth, Aviation Road, Town of Queensbury,
has executed and offered a deed to convey to the Town of Queensbury
land for a 50 foot roadway, thereby conveying the remainder of T.R. #119
Owen Avenue from its present terminus northerly to proposed Crestwood
Drive as shown on a map dated March 25, 1965 of a subdivision known as
Section 9 of Westland, and approved by the Town of Queensbury Planning
Board on June 2, 1965, and
WHEREAS, Bernard J. Codner, Superintendent of Highways, has advised
this board that he recommends the acceptance of this portion of this
road into the town highway system, and
WHEREAS, the subdivider has installed the water mains in this portion
of the street in a manner satisfactory to the Superintendent of the
Queensbury Water District, now therefore be it

WHEREAS, this board adopted Resolution #195 on August 26, 1965 which
accepted the bid of the Lee Hydraulic Company of Troy, N.Y. to furnish
990' of 6" cast iron water pipe at $2.00 per foot and 486' of 8" cast
iron water pipe at $2.84 per foot and
WHEREAS, it has now been determined that it will be advisable to pur-
chase an additional 990' of 6" cast iron pipe and
WHEREAS, Lee Hydraulic Company has agreed to furnish the additional
990' of 6" cast iron pipe at $2.00 per foot, under the same terms
— and conditions, and unit price as'the earlier bid, and
WHEREAS, it appears to be in the best interest of the Water District
to negotiate for this additional material thereby auoiding the expense
of readvertising for bids, now therefore be it
RESOLVED, `that the purchase of an additional 990' of 6" cast iron pipe
from the Lee Hydraulic .Company at a price not to exceed $1,980.00 is

the Establishment of BAY ROAD WATER DISTRICT
in the Town of Queensbury, County of Warren
and State of New York, pursuant to Article
12-A of the Town Law.
Whereas, proceedings were duly had by the Town Board of the
Town of Queensbury, Warren County, New York, pursuant to Article
12-A of the Town Law, for the establishment of a water district to
be known as the Bay Road Water District in said Town of Queensbury
according to a map, plan and report prepared by Joseph A. Kestner,
Jr. , a ]icensed `engineer, and a public hearing having ,been held
and the Town Board having made a determination that it was in the
public interest to ; establish such Bay Road Water District, and a
resolution having been adopted by the Town Board on the 29th day
of April, 1965, subject to permissive referendum, establishing
said Bay Road Water District as- described therein-and no petition
having been filed with the Town Clerk requiring a referendum on
the establishment of the Bay Road Water District, and
Whereas, the Town Board made application to the State'
Comptroller for permission to establish Bay Road Water District,
as required by Section 209-f' of the Town Law, and an order was
made by the State Comptroller'on"August 20, 1965, granting per-
mission- for the establishment of Bay Road Water District, which
order has been filed with the Town Clerk, it is hereby °
ORDERED that a water district be established in the said
Town of Queensbury, -Warren County, New York, as described in the
said order' of the State Comptroller, to be designated as the Bay
'Road Water District of the Town of Queensbury, and to be of the

Mr. Joseph A. Kestner, Jr. , Engineer for the Queensbury Water
District reported that the mathematical study of the bids for
the Bay Road Water District are in proper form. The lowest
responsible bidder is the Harold A. LaRose Construction Company.

RESOLUTION NO. 207, Mr. Robertson introduced the fallowing resolution
and moved its adoption, seconded by Mr. Turner.
Whereas, the Town Board advertised for sealed bids for
installation of water mains and other improvements in Bay Road
Water District according to plans and specifications prepared by
JQ' h A. Kestner, Jr. , professional engineer, and approved by
tie Town Board, and
Whereas, it has been determined by the Town Board that the
bid of Howard LaRose Construction Co. , of Glens Falls, N.Y. , in
!� the amount of $233,490.00 was the lowest of the severals bids

acting for and in behalf of Bay Road Water District, accept the
bid of Howard LaRose Construction Co. in the amount of $233,490.00,
-and- that the Supervisor be and he hereby is authorized to execute
a contract on behalf of the Town Board of the Town of Queensbury
,with Howard LaRose for the performance of the work and the con-
struction of the improvement in accordance with said plans,
specifications and bid, and be it further
RESOLVED that the cost of such improvement in the Bay Road
Water District be financed pursuant to the provisions of the Local
' Finance Law by the issuance of serial bonds and capital notes of
the Town of Queensbury in the total amount of $290,000.00, and
that the proceeds of the sale of such serial bonds and capital
notes when issued be appropriated to pay the cost of said

everything that they have to purchase has risen in price, and
they are faced with the additional 2% tax. Plus 50% increase
in car registration.
I therefore would like at this time to recommend that
the wage scale -of employee's be increased as follow:

of living of Town Employees and the degree of .efficiency .of the
various departments justifies an increase in the hourly rate of pay

is hereby amended and the hourly rates of pay for twon employees
inall •departments, beginning with wages earned on and after
September 16, 1965, be and the same are hereby fixed as follows:

Motorized Equip. Operators 1.85 per hour
Laborers - Class A 1.70 per hour
