Special Meeting December 16, 1965

The meeting was called to order at 7:30 p.m.
Supervisor Webster greeted the following visitors:

LeRoy Phillips - Chief of Police
Thomas K. Flaherty - Superintendent of Queensbury Water District
Supervisor Webster invited any persons present to speak, who wished to
be heard at this time.
Mr. Harold Rathbun was granted the floor. Mr. Rathbun presented a
hand drawn map which would constitute a Mobile Home Court on lands
owned by Mr. and Mrs. G.H. haMora.
Following a question which was raised by Supervisor Webster,
Mr. Rathbun stated that the plan is being presented by him as a
private citizen who is interested in the affairs of Mr. and Mrs. G. H.
LaMora
Mr. James Dempsey made a formal request that a copy of all minutes of
Toxin Board Meetings be mailed to Mrs. Juliette Ellingsworth, secretary
of the Queensbury Democratic Party.
The clerk read the following letters:
December 4, 1965
• Dear Sir,
It has been brought to my attention �that ,after the first of -the
year it is -your intention to set up a police force for the Town of
Queensbury.
I would at this time request that consideration be given me for
the _position of part time patrolman. I am presently employed as a
part-time patrolman for the Hudson Falls, Police department of which
I have been a member far the past eight years, and prior to that, a
member of the Lake George Police Department.
•I would be happy to appear before the Town Board or any member
thereof regarding any further questions as to my afilities and
qualifications, and if required will submit written recomendations from
the Police departments previously mentioned.

Gentlemen:
I hereby submit my application for the position of _
Assessor in the Town of Queensbury for a two year term commencing
January 1, 1966.
Your consideration of this application will be greatly
appreciated.
I will continue to discharge the duties of the -office as
I have for the past six years, dedicated to fair and equitable-
assessments, cooperation with other offices of Town .government and
to further good public relations.

The clerk Hresented an application of Mr. James Hamblin to locate
a Mobile Home in the Town of Queensbury. With the fact that the
applicatiofi was complete, a public hearing will be arranged for
January ,6, 1966.
A letter was .received and placed on file from the Lake George Park _
Commission, which explained a proposed Residential Zone for the
Dunham's Bay section of the Town of Queensbury.
Supervisor Webster, presented the Monthly Statement of the Supervisor
for November, 1965. The receipts as listed totaled $73,644.29.
The disbursements as shown on the report totaled $78,908.78.
Supervisor Webster discussed the recent opening of Bids to contsruct
a new two car garage and office for the PineView Cemetery Commission.
Mr. Joseph A. Kestner, Jr. , the Engineer for the water Districts of
the Town of Queensbury, visited the meeting at this time.
The minutes of the meeting of December 9, 1965 were approved,
Carried unanimously.
Mr. Thomas K. Flaherty made a report of the progress in the re-lining
operation being conducted in. the North Road - Garrison Road area,
6" water mains.
Mr. Joseph A. Kestner, Jr. , was granted the floor at this time. A
short discussion ensued to do with a sewer problem on Sargent and
Wilson Streets in the Town of Queensbury..
Mr. Kestner presented a progress report for the Town of Queensbury
Water Supply Program. Mr. Kestner proceeded to read the report
with lengthy discussions resulting in each phase of same as the
report was being read.

The final restilt of the testing for water supply in the West Mountain
Road section was Mr. Morgan' s main interest at this time.
The Town Board in its entirety voiced an opinion thdt Mr. Kestser
should be instructed to proceed with preparation of plans and
reports for each section of the Town of Queensbury where water
districts have been planned.
RESOLUTION TO AUTHORIZE PUBLIC .HEARING
RESOLUTION NO. 281, introduced by Nor. Turner, seconded by Mr. Robertson.
WHEREAS, James Hamblin of 960 E. River Drive, Lake Luzerne; New York,
has made application in accordance with paragraph 2 (c) , Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE
REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside
of a duly licensed mobile home court at property situated: West Side
Big Bay Road, West Glens Falls, New York, and
WHEREAS, `it is hereby determined that said application complies with
the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance the town board shall Conduct a public hearing on said
application on January 6, 1966, at 7:30 p. m. in'the library of
Queensbury Junior High School, Aviation Road, 'and that the Town Clerk
is hereby authorized and directed to give proper notice of said
public hearing in accordance with the provisions of said ordinance.
Duly adopted by the following vote:
Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster.
Noes - None
On motion the meeting was adjourned.
