The meeting was called to order at 7 :35 p. m.
Visitors greeted were as follows :

Mr. South wos granted the floor. The nature of his message had
to do with rumors that the City of Glens 'Falls, might propose
to take over the operation and control of all five Queensbury
Volunteer Fire Companies on a contract basis. An airing of the
feelings of any members of the City commission will be heard at
a meeting of the Chief's and Officer's of the five Queensbury
Fire Companies on December 17, 1963, at the West Glens Falls
Fire Station.
Mr. Bernard Codner,, Superintendent of Highways visited the meeting
at' this time.
A report was submitted by the Supervisor on the operation and
progress of the construction of the Queensbury Water District.

Gentlemen:
1. I hereby submit my application for the
office of Assessor for the Town of Queensbury for a 2 year period,
starting January 1st, 1964.
As the Town Board knows, I have been serving as an Assessor
in the Town since January 1st. of 1960, with nearly two years `
service as chairman.
I have spent considerable time in class room study in Real
Estate Appraisal, not only under the. supervision of` the N.Y.
State Department of Equalization and Assessments but also at the
local level, having taken the Real Estate`Brokers 'course pre
scribed by the Department of State and successfully passed the
examination. This course was given in a local school.. and the
examination given locally. , a a'licensed g e oc ly. I m licensed Real Estate salesman
and operate a branch office, and am active in the sale and appraisal
of property in this area. `

A letter was read to the board from the Crandall Library to
suggest a visit by members of the Queensbury Town Board, at some
future monthly meetings of the Board of the Library.
An informal approval was advanced by the Town Board to authorize
the inspector - Superintendent of the Queensbury Water District
to make purchases of supplies as needed to carry out the duties
of his position as such. , `

RESOLUTION N0."173 introduced by Mr, Beaty, seconded by Mr. Turner
WHEREAS, proceedings were had before thid Town Board in 1963
under Article 12 of the Town Law for the establishment of an
extension to the existing Pershing Ashley-Coolidge Sewer District
which involved a single residence property owned by John M.
Dillon., and in which a final order was made by this Town Board
on August 1. 1963, establishing such extension, and
WHEREAS, it app ears that the petition and all papers in
such proceeding designated the extension so established as
Extension No. 3 when it wash only the second extension to the
original district and should have been designated as Extension
No. 2fi be it
RESOLVED that all papers filed in the office o`f the Town Clerk
relating to the John M. Dillon extension, including the final
order adopted by this Board on August 1, 1963, be and the same
hereby are amended to designate said extension as Extension No. 2
to the existing Pershing-Ashley-Coolidge Sewer` District, and
that the Town Clerk be and he hereby is authorized and directed`
to change and amend saidtpapers in accordance with this resolution.

WHEREAS, the Queensbury Water District had not been established at
the time the town budget for the fiscal yeAr of 1963 was prepared
and adopted and consequently ther is no current appropriation from
which claims for the operation and mAintenance of Queensbury Water
District may be paid, and
WHEREASr there have been revenues received from water rents in
Queensbury Water District during the fiscal year of 1963 in
excess of $5,000.00, be it
RESOLVED that there be and hereby is dppropriated from current
revenues in Queensbury Water District the sum of $59000.00 for
the balance of the fiscal year of 1963 for the following purposes:
Personal services "$1,000.00
Purchase of Equipemnt - $3,000.00
Miscellaneous expense $19000.00

WHEREAS,, this Town Board has established the Queensbury Water District
but prior to the establishment of the district the Town Board had
authorized the expenditures of funds from the General Fund for the
acquisition of lands, preliminary tests, and engineering services ,
all as permitted by the Town Law, and
WHEREAS, the plan for the financing the improvements in the Queens-
bury- Water District included said itefts of preliminary es pense
which had been paid from the General Fund and it is deemed proper
- and desirable at this time to pay from Queensbury Water District
funds to the General Fund the amount of such expenditures , be it

Account, Project APV NY-52G, T - the General Fund the following amounts:
(1) the sum of $1,875.00 paid to Joseph A. Kestner, Jr. ,

Following receipt of a letter of approval from County Attorney,
Albert E. Beswick; Mr. Codner proceeded to recommend the
acceptance of a road into the Town Highway system from Dr.Robert
A Reid and Margaret F. Reid,
RESOLUTION NO. 176 introduced by Mr. Beaty, seconded by Mr. Turner
WHEREAS, Robert A. Reid and Margaret F. Reid have executed and
offered deeds to convey to the Town of Queensbury lands for a
50 foot roadway in the Rolling Ridge Subdivision, together with
a turn around in a circle with a 75 foot radius, said road already
having been listed in the Inventory of Town Roads completed by the
New York State Department of Public Works as approved by resolution
# 166 adopted by this board on November 14, 1963, as follows:

RESOLVED, that the deed of Robert A. Reid and Margaret F. Reidt
conveying Town Road #22B, be and the same is hereby accepted and j
approved and that the town clerk is hereby authorized and directed
to have the siad deed recorded in the Warren County Clerks Office,
after which said deed shall be properly filed in the office of
the Town Clerk.

From Queensbury Planning Board
to
Queensbury Town Board
In accordance with your request, you will find attached six copies of
our proposal for a regulation covering mobile homes and-mobile home
courts. This memo covers various recommendations and explanations
concerning the above regulations.. -
1 - We suggest that the model New York. State Housing Code be adopted
in its entirety with the addition of parts 4 and 5 of above
proposed ordinance.
2 -. The suggested fee of $100.00 per court is to cover adminstrative
costs, while the additional $50.00 fee for each developed mobile
home lot is to secure revenue, from same which Twill partially
replace the legally questionable assessments now being levied.
3 - kje have suggested that the town clerk administer the mobile home
ordinance but if the entire housing code is adopted, itis our
feeling, a special administrative agency will have to be established.
4 - Certain terminology will need to be clarified, dependent on
whether the board adopts the housing code or just the mobile home
ordinance. If the mobile home ordinance only, is adopted, all
references to "chapter" should become ''ordinance".
5 - These recommendations have been made by the Planning Board in line
with our feelings as to what serves the best interests of the
Town of Queensbury and has not been reviewed by legal counsel.

This .should be done by the town attorney to insure the
legality of all portions.
6 - The attached proposal has the.unanimous approval of the
Planning Board.
