Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman The meeting was called to order at 7:35 p. m. Visitors welcomed were as follows: Mrs. Juliette Ellingsworth - League of Women Voters Bernie Zovistoski - The Post Star Leon Nassivera - Chairman of the Board of Assessors Walter Baker - Interested in proposed Water District Arthur Seney - Interested in proposed Water District Bernard Codner - Superintendent of Highways "Bucky" Corlew - Highway Employee Mr. Leori Nassivera, approached the board for the possible future j study of forming a water district in a section known as South Queensbury. A review of the assessed property within the proposed district was presented to the town board. County Line Road, Lower Dix Avenue from the city to Washington County Line: The Boulevard and all side streets would be a part of the system. A lengthy discussion took place with all aspects of the over-all cost con- sidered to create a district without an excessive tax rate will the aim of the town board. Mr. Baker spoke to the board with a request for a Vapor-Sodium street light near the South Queensbury Volunteer Fire House. Action on the matter was feferred to the lighting committee i The minutes of the meeting of February 27, 1964 were approved by the board with one exception. Mrs. N. Harwood Beaty Is neme was omitted as a visitor representing the League of Woman Voters. Unanimously approved, introduced by Mrj Lampson and seconded by Mr. Beaty. i The clerk informed the board that he was in receipt of_a notice of legal action against the Town of Queensbury as a result of an accident involving the claiment and the equipment of the contractor of the Queensbury Water District. The matter was referred to the County Attorney Albert E. Beswick. 4 The clerk presented the following letters to the board; February 25th, 1964 i Town Board ' j Town of Queensbury 95 Dixon Road Glens Falls, N.Y. Gentlemen: I understand that there is going to be an appointment for a Councilman in' the Town of Queensbury, and would like very much to be considered for this appointment. The following are a few of my qualifications. ' I served in the United States Marine Corps in World War II as a Combat Marine and was wounded after three battles. I am a graduate of Syracuse University and have a good 1,ackgroune in Political Science. 1i9 I have also contributed in service to my community. I am a past president of the Qptimiat Chub,, a Vice Commander of the American Legion, Post 233, and have been active in many other civic projects. If there would be any consideration, I would do my very best to do a good job for the Town of '+Queensbury and would always have the good- of the majority as my goal. Progress to date, in the;Town has been terrific but I feel that the years ahead are going to be far more rewarding. I am now putting this in the form of a written request. If you deem this within .your powers would you lease bring � y P g about a Town Ord. requiring all Magazine, Book, or Salesmen of j any description, that are going to be soliciting business within our town, to be required to register with our Town Clerk. I believe j we could even charge a small fee. Even without the fee our Town will benefit. The salesmen that are passing through with dishonest intentions' will hesitate if -they are required to give there name and address. Also if a complaint comes in, it will give our courts the information we need. Our county was going to do something about this. It was over a year ago that L appeared before a Town Meeting. At that time Mr. Beswick was going to Draft a resolution. As yet I have heard nothing about this Resolution. Did Mr. Beswick ever -get time to Draft same? If he did I would like a copy. In the course of the past year, I have had several complaints from people of our Town concerning these salesmen. On several occasions I have written to the companies represented, and after explaining the type of fraud used to close a deal, the company has stoped* action against our town people. A few examples; one salesman sold seventy-five dollars worth of books to a man that could neither read ou write. The salesman signed the aledged buyers name. By the time the buyer came to me, the company was in the process of garnishee proceedings. We put a stop to this. In other cases, Minors have been allowed to sign these contracts, then the parents were being held responsible. What parents came to me with this, I had no problems. putting an end to the proceedings at once. We will never know how many that didn't come. i i 122 (Andrew R. I have .been a resident of the town for 37 years so I will not go into detail concerning my qualifications for the office because I believe that the members of the town board already know me. Webster, Supervisor Town of Queensbury Warren County, New York Dear John: Today, I read with interest the newspaper account of proceed- ings of last .evening's meeting of the Town Board of the Town of Queensbury with considerable attention going to that part which had to do 'with announcement of the resignation of •Harold Akins as town councilman. 123 (Letter Peter Merlow;- continued) At this time, I wish to file application for appointment to the position being vacated by Mr. Akins. While you are aware of my background, I would submit the foll- owing historical matter listing what I believe that you and other members of the board would consider before appointment of a succ- essor to the retiring councilman. For something over fifteen years, roughly between 1925 and 1940, I was employed by a number of heavy construction corporat- ions in various capacities, including machine operator to master. -- mechanic, affording a wide range of experience operating and maintaining heavy equipment, both gasoline and diessel driven. In Ffebruary, 1940, I entered the employ of the Sandy Hill Corporation, then and for amny years thereafter commonly known ' as the Sandy Hill Iron & Brass Works, and after four months as • welder, was anmed supervisor of welding. I held .that title for • period of 22 years and, some months ago, was named superintend- ent of welding. In this department, I am responsible for the supervison of one foreman and w4. other men, the majority being welders, and am also responsible personally for the high quality of the varied products produced in my department. All kinds of metals used in this and eny industry are familiar to me. i As the Town Board meets .frequently to discuss important matt- . ers, here at Sandy Hill we .have similar frequent sessions to con- sider various aspects of business. These tend to acquaint me and my associates with business similar to that considered by your group. For the record, I might add that I am Republican committee- man from District 9,. Town of Queensbury, and have been active in any and all movements toward the betterment of the town and its residents since locating my home is the district in 1947. I have been a spectator at Tgwn Board meetings on many ©ccas ions, among which were sessions at which we pressed for an obtain- ed paved roads in our district. I believe I was responsible in some small part in forwarding this movement before your board. . ,May I request that you present this application and connected information to the board- for consideration at a future meeting. Webster, Supervisor Monthly report for February 1964 124 (Queensbury Water District Report .- continued) Service calls: Water hardness, dirty rusty water. Repeat calls from January - 7 New complaints 10 Customer service turned on. 3 Broken service lines, customer repaired 2 Water rent refunds checked and approved 1 General information: Break in 6" main on Foster Ave. Ext. repaired three times during Feb. 10, 11, 12; On Feb. 14,- found that main- still leaking in general area of repairs, also that the new 12" gate valve installed by the contractor under contract #3, on the 12'' main at Foster Lane, was leaking. Both these leaks are minor and will be repaired just as soon as the weather is a little warmer so that the equipment will not freeze during repairs. Suggestion by Mr. Joseph Kestner, that we put Upper Glen Street, Foster Ave. , and LaFayette Street on low pressure thru the pressure reducing valve. This would reduce pressure in these areas from 140 PSI to 70 to 80 PSI. Attempt to do this on the evening of Feb. 20 was not successful. For reasons as yet unknown pressure dropped to less than 25 PSL, and caused the sprinkler alarm at the Sears Service Center to ring from the low pressure which in turn caused the' Queens- bury Central Fire Company to be oalled to the Shopping Plaza. Pressure j was turned back to the 140 .PSL where it will stay for now. Helped City of. Glens Falls Water Dept. make change over of Town water to -City water on Ft. Amherst Road on Feb. 25. By order of Town Board. City was unable to interconnect main at Bay Street and now -has a dead { end at this intersection. This main is being fed from Glen Street only. A supplemental billing of water rents for new customers has been completed and mailed as of Narch 1, 1964. There are 35 customers with a total value of $982.00. We have 38 taps wither not connected or the houses vacant: ! The new Warren County Center on the Lake George Road, has a new water meter, which they installed, that has been turned on and sealed, by this department. They will be billed at our regular , meter rate at our next regular billing period which will be May 1, 1964. Yhey will be charged as of December 13, 1963 which ie the date that the Queensbury Water District started to supply their water. t Flush;tng of the water mains in the Garrison-North Road area is con- tinuing along with water sampling and testing under the direction of Mr. Kestner in order to clear up our rusty water problem in this area i and other areas in our water system there we have been getting reports of dirty water. The request was for a new street light at the inter- section of Country Club Road, at the entrance to the Country Club. The request was referred to the lighting committee. 1 ID The Highway Committee submitted a report on the request for drainage in the location of a Trailer Court at the intersection of Mountain View Lane and Aviation Road,, I The following resolution was placed on file as adopted by the PineView Cemetery Commission. F At a special meeting of the Board of Cemetery Commissioners of the Town of Queensbury, Warren County, N.Y. held on the 4th day of March, 2964. Present: Frank L.
