March :X24,- 1:964 Report on voting machines for the Town of Queensbury: ; Scott Hopkins and I- inspected the voting Machines at the.,Mohican 't Grange today regarding the condition of same. Voting .machine #97371, which ,is abqut 8 or 9 years old according to Scott Hopkins, requires some work done on it immediately. . ,spin is missing from the lever on the machine and must be replaced by,sanother pin. Materials should be nil: I suggest this machine be €iseci when the company repres tative arrives this spring, The curtains on the five oldest mxch:Lues:,,arecw&artdg out and have rust spots on,.them. I suggest .the ,town purchase 5 pairs of curtains at a cost of $22 per pair for these old machines. - The machines are mechanically sound as of last,'year according. to ;,the company TI resentative and should last quite a few more years without any major repairs' necessary. These 5 older machines have rust on the front and could be sanded. down and painted ,in' these spots. This should help save the machines and present a neater appearance. I suggest this be done either before summer or during the year before election time in the fall. Respectfully submitted, N. Harwood Beaty Chairman of Election Com. , Following discussion by the town board the clerk was authorized to contage the manufacturer of the voting machines and arrange: for the necessary repairs. Mr. Turner introduced the motion to accept all reports and place same on file, seconded by Mr. Lampson. Motion carried unanimously. A letter was accepted by the Town Board from Mr. Joseph Kestner, Jr. , to explain the efforts in the testing of the Queensbury Water. A letter was also presented to suggest that further repairs would be authorized at the pumping station of the Queensbury Water District. A letter was received from Attorney Albert E. Beswick to do with a _ * claim which was placed against the town by -one- Charlotte D. Wait. Mr. Ralph Nestle, was granted the floor to act as the spokesman for a sizeable group of residents in the interest of zoning. Mr. Nestle proceeded to read the following letter to the town board. s i I fi i 1.4' We as individual property owners and as a group of residents from many different areas of the Town of Queensbury feel a need for town zoning. We also feel many of those who did at one time oppose town zoning ,now feel there is merit to at least some form of discipline in the -growth of Queensbury. We approach your meeting tonight not only for information and guidance, but to apprise you of our feelings and the feelings of many of our neighbors--to urge .you to take whatever steps are necessary to speed the town toward the goal of orderly growth through zoning. The urgency of this matter has been forcefully brought home to many with the notice that a + Howard Johnson restaurant and motel will be erected at the Northway's Aviation Road exit. Haphazard commercial growth within residencial areas with its concomitant devaluation of taxable properties and its inevitable strangulation of any town growth we know is of vital cQncern to you and- that- you have the matter under study-.----Therefore-, - - we ask: 1. Have you any reports from your` study that can now be made public? If so, what might they be? 2. Are there any actual plans at this tjjn6 accomplished and drawn? 3. -When might we hopefully anticipate town zoning as an accomplished fact? 4. If town zoning as a whole cannot be accomplished now or in the immediate future, .would you as a ..town board be willing to set up zones throughfout the town wherein each or anyone of the present residential areas might proceed to do it on its own as, a "zoning district? Lengthy discussion followed by all present. Attorney Albert E Beswick explained at length the legal aspects j of creating a zoning ordinance. Spot zoning is not possible under the. present town laws. Mr. Bernard Codner, Superintendent of Highways recommended that the bid of Ma.ltbie"s Garage be accepted as the low bidder on the 2 ton `truck purchase. Lengthy discussion 'took place at this time under the guidance-of Mr. Arthur Norton of the office of Milton L. Crandall the architect on the proposed Town Office Building. Resolution to Amend Audit dated 3/12/1964 as shown under Abstract No. 64-3 RESOLUTION NO, 19 'Introduced by Mr. Turner, seconded by Mr. Lampson. WHEREAS, on March 12, 1964, this board approved a claim of the C.G. Woodbury & Son in the amount of $183.05 against the General Town Fund, listed as claim #243 in Abstract # 64-3, and WHEREAS, it has now been determined that this claim was a duplicate 4 of an item bhet had already been paid, and that claim #243 should not be allowed, therefore be it RESOLVED, that claim # 243 as shown under abstract #64-3 be and the same is hereby not allowed and that the total of all approved claims under abstract #64-3 is hereby reduced from $18,933.56 to $18 ,750. 57 . Duly adopted by-the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson and Mr. Webster. Noes - Nome -14 RESOLUTION NO. 60 Introduced by Mr. Lampson, seconded by Mr. Beaty. .,FERE,A.S, the Town Superintendent of Highways did on the '5th day of 'March, 1964 duly recommend the purchase of ,certain equipment, pursuant to Section 142 of the' Highway Law, now therefore be it, RESOLVED, that pursuant to Section 142 of the Highway Law, 1the Town Superintendent of Highways is hereby authorized to purchase, in accordance with the provisions of Article 5-A of .the' General 'Municipal Law, and with the approval of the County Superintendent of Highways, the following: s One, new 1964 Chevrolet 2 tdn pick-up ..truck complete, as per specifications, from Maltbie's Gayage , for a maximum price of $- 2091.50, dehivered f at the Queensbury Sforehouse, Town of Queensbury, and to be °d Aivered within 30 days of this date. " The Town Superintendent of Highways is hereby authorized, subject to the approval of the- County- Superintendent of Highways, to surrender to the vendor: One 1959.Studebaker 2 Ton Pickup Truck, as part paymedt .for the above equipment to ,be purchased. The terms of payment will ,be as follows Trade in allowance $817.50.
