RESOLUTION RE-APPOINTING MEMBER TO CEMETERY COMMISSION
RESOLUTION NO. 514, 1989, Introduced by Mr . Ronald Montesi
who -moved for its adoption, seconded by Mrs . Marilyn
Potenza:
WHEREAS, Robert Edwards term on the Town of Queensbury j
Cemetery Commission expired on June 30, 1989, and
WHEREAS , the Town Board of the Town of Queensbury has the
authority to re-appoint Robert Edwards to another three (3)
year term on said Commission,
NOW, THEREFORE, BE IT

RESOLVED, that the Town Beard of the Town of Queensbury
hereby re-appoints Roberts Edwards of Queensbury to serve as
a member of the Cemetery Commission, for a three (3) year
term to commence immediately and to end on June 30, 1992 .
Duly adopted this 18th day of September, 1989 by the

RESOLUTION AUTHORIZING DIRECTOR OF PARKS AND RECREATION TO
ATTEND NATIONAL RECREATION AND PARKS ASSOCIATION CONFERENCE
RESOLUTION _NO. 51_5,_1989, Introduced by Mrs . Marilyn Potenza
who J moved for its adoption, seconded by Mr. Ronald Montesi :
WHEREAS , the National Recreation and. Parrs Association
(NRPA) is holding a conference on October 19 - October 23,
1989 in San Antonio, Texas , and
WHEREAS, Harold Hansen, Director of Parks and Recreation,
has requested to attend said conference and has budgeted for
the same in the 1989 Parks and Recreation Department budget,
NOW, THEREFORE BE IT
RESOLVED, that Harald Hansen, Director of Parks and
Recreation, is hereby authorized to attend the conference
referenced to above , and
BE IT FURTHER
RESOLVED, that all necessary and reasonable expenses
incurred at this meeting are a proper District Charge and
that such expenses shal be paid for from the Town of
Queensbury Recreation Department ' s Conference Expense and
Miscellaneous Contractual Accounts .

WORKSHOP SESSION-LAKE GEORGE PARK COMMISSION REGULATIONS ON
STORM WATER RUN OFF AND WASTE WATER
Supervisor Borgos-Announced that there are going to be
changes in the Waste Water Regu.lations . . .
Councilman Montesi-Noted that a meeting is being held
tonight at Dunhams Bay, regarding Waste Water-alternative
plans being proposed for waste water on Lake George
Lee York-Senior Planner-This is a citizens group, bring
proposals back to the commission . . .Reviewed the Lake -George
Park_ Commission proposals with the Town Board on Waste
Water, discussing topics such as delegation of powers
Councilman Montesi-Questioned if we (Town of Queensbury) do
not wish to handle any of these procedures is the Lake
George Park Commission prepared to handle these?
Lee York-They say at this point they are hiring an engineer
and they will take on this responsibility.
Councilman Montesi--They are saying that we cannot issue a
building permit until they issue
Lee York-Yes .
Dave Hatin-On new . constrijction.
Supervisor Borgos-In my opinion they are interfering with
local government responsibility, interfering with local
government in regard to the dollar impact on the taxpayers
are concerned, I personally feel that they are out of
line . . . .we are there already we should take care of it, but
that regula+:i.on says thoy are going to supercede us . . . . if we
do not follow their rules they are going to do it.
Mr. Dave Hatin--Director of Building & Codes-The problem it
will cause is who over rides who? Double enforcement on the
same issue . . .
Supervisor Borgos-Is waste water for the whole park?
Lee York-Yes . . .discussion held on variance procedures . . .they
are delegating the power to the municipality but the
commission can say no . . .
Supervisor Borgos-We all agree that we want to protect Lake
George , it appears that the regulations are cumbersome, they
are hard to intrepret , it appears if an environmental
impact statement was done obviously little or no attention
was paid to the financial economic impact on the citizens of
the Town of Queensbury or, anyone, around Lake George . I
understand that it was a negative declaration . . .
Councilman Poten'a-Voiced concern. over the impact this would
have on a future sewer system in the Lake George area. . .
Lee York-Reported on the permitting syste.m. . . noting non
transferable permits . . .permits effective for three
years . . .there are two types of permits , permit to construct
for $250 . 00 for residential homes and a permit to operate

which is $150 . 00 (three year permit) . . . this money to pay for
the inspections . . . . another requirement is monitoring
wells . . .
It was suggested that a resolution come, before the Board at
the next meeting reacting to the Lake George Park Commission
proposals . . . such resolution to be served upon the
Commission. . .
Lee York-Suggested that the Adirondack Park Agency be used
under the Local Municipal funds Agreement to review the Lake
George Park Commission Proposals . . .
Supervisor Borgos-I will stop the Town Engineers tomorrow on
this project . .
Discussion on Storm Water Run Off-To be held at a later
date . . .
Lee York-Mr . Naylor and Mr. Flaherty asked me if you would
like to meet with them also on the concerns of what Is going
on with construction on certain sites . . .they are concerned
about having things done improperly on the sites . . .
Supervisor Borgos-They can come next Monday at our
meeting . . . if. our Attorney gives us the opinion that it is a
litigation situation we could have executive session
otherwise they could. . perhaps give us some examples without
naming names and give us some idea of what is happening and
we could take some action.

RESOLUTION RETAINING INSURANCE AGENT AND BROKER

WHEREAS , the Town Board of the Town of Queensbury is
desirous of retaining the services of W. Joseph McPhillips ,
Inc . , as the said Town' s insurance agent and, broker of
record for the purpose of reviewing and obtaining insurance
coverage for the Town ' s insurance needs ,
NOW, THEREFORE BE IT
RESOLVED, that the Town Supervisor of the Town of Queensbury
is hereby authorized and directed. to complete and process a
change of broker .form and complete , execute, and place the
Town Seal on all necessary documents required to change
insurance brokers and agents to W. Joseph McPhillips , Inc . ,
effective October 1 , 1989 .

RESOLUTION AUTHORIZING AGREEMENT WITH THE TOWN OF QUEENSBURY
UNIT OF THE CIVIL SERVICF, EMPLOYEES ASSOCIATION, INC .
RESOLUTION NO. _ 519_, 1989, Introduced by the Entire Town
WHFRE,AS , the Town Board has recognized the Town of
Queen-bt.Lry Unit of the Civil Service Employees Association,
Inc . , as the sole bargaining representative for Town
Employees in the general bargaining unit, and as a result of
collective bargaining, a tentative agreement has been
reached establishing the terms and conditions of employment
and compensation of employees in the general bargaining unit
for a term which continues the present collective bargaining
agreement until December 31 , 1992, when the collective
bargaining agreement will terminate ,
NOW, THEREFORE, BE IT
RESOLVED, that the said tentative agreement. reached by the
Town ' s negotiating representatives now presented to this
'Gown Board is herby ratified and approved and that the
113,,p P r v i s o r of Flee Town of Qijeenbury be and he hereby is ,
authorized to execute an agreement on behalf of the Town of
Queensbury with the Town of Queensbury Unit of the Civil
Service Employees Association, Inc . , containing the terms of
said tentative agreement. .

creating a loop a 12 " line from Route 9 to Bay Road,
