WHEREAS, the Town Clerk caused a notice of the adoption, of said
resolution subject to permissive referendum to be given in the
manner provided by the Town-Law and no petition requesting a
referendum on the sAid resolution was filed with the Town Clerk
within thirty days after the adoption thereof and sAid resolution
became effective thirty days after its adoption, and
WHEREAS, Cale Development Corporation has advised the Supervisor
that it is now ready to pay the agreed price of $1,500.00 upon
delivery of a deed, be it
RESOLVED that the Town of Queensbury convey to Cale Development
Corporation the parcel of real property described in Resolution No. 51
adopted on March 12, 1964, and that John 0. Webster, Supervisor, be
and he hereby is authorized and directed to execute on behalf of the
Town of Queensbury a deed which shall-convey said parcel to Cale
Development Corporation and to deliver such deed to the grantee upon
receipt of the sum of $1,500.00 as the agreed purchase price thereof.
Duly adopted by the following vote: r
Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster.
Noes - None
On motion the meeting was adjourned at 9:30 p. m. to an executive

Mrs. Richard Purdy was grnated the-floor. Mrs. Purdy presented a
petition to the Town Board as f6llows:
PETITION to The Town Board of the Town of Queensbury
WHEREAS, the undersigned are members of the Town of Queensbury, and,
WHEREAS, the present water lines of the Town of Queensbury Water
i— District extend onto the Country Club Road to the Glens Falls
Electric Supply Company, and,
WHEREAS, the wells and water supplies of the residents of the Country
Glub Road are about depleted_, and,
WHEREAS, -there is no -.source of water provided for fire protection on
the Country Club Road,

THEREFORE we, the undersigned, do petition the Town Board to consider
extending the present water lines along the Country Club
Road to supply these residents.
The PETITION was signed by 35 residents of the Area.
Following the reading of the petition Mr. Webster, the Supervisor,
proceeded to explain the present plans of the Town Board to Flo with
future extenstons_ of the Queensbury Water District,
Mrs. Richard Hoague spoke to do with a request for improved street
drainage on Sweet ,Road. Road repairs are also needed according to
Mrs. Hoague statements.
Several requests for ,speed >restrictions .on the Tows. Highways ..were
voiced by the visitors present.

Dear Mr. Webster, .
The Eastern.-,New York State Sports Committee* and the
West Mountain Corporation** have planned to sponsor a motorcycle
rally to take place at the West Mountain Ski Area on August 16, 1964.
This letter is in applicat4on for a permit to sponsor the above event.
The amount of $25.00 is enclosed as remittance for the permit.

The rally consists of three events; a mountain race on a
trail from the bottom to the top of the mountain; a field meet,
and an observed trail. Although riders operate motorcycles in the
field meet and observed trails, these events are not classified as
races. They are events dependent upon rider skill and do not re-
quire high speed. -

Public liability insurance has been secured through the
Motorcycle Underwriters Corporation, Chicago, Illinois, with coverage
of $100,000 - $300,000 for one day. A copy will be forwarded under
separate cover in a few days. Spectator protection is provided by
the erection of snow fences, placement of hay bales', and the erection
of .poles connected to each other by rope.
Flagmen will be stationed along the racing tract -from
bottom to top visible to each other to assure the trail is clear
of spectators and stalled riders during the succession of events,
Uniformed Constable Control will be provided through the
Warren County Sheriff's Office to assure proper competitor and
spectator behavior.
Ambulance and fire service will be provided by the West
Glens Falls Volunteer Fire Company.

RESOLUTION TO AUTHORIZE PERMIT FOR
RACING-EVENT
RESOLUTION NO. 133 Introduced by Mr. Beaty, seconded-'by Mr, Turner.
WHEREAS, the Eastern 'New York 'State Sports Committee' and' the West
"Mountain Corporation have made application to this board for a
permit to sponsor or conduct a motorcycle rally or race, to be held
at the West'Mountain Ski Area on August 16, 1964, and
WHEREAS, this application has been submitted in accordance with the
ordinance of the Town of Queensbury relating to racing events, and
WHEREAS, it appears to this board that the applicaats and sponsors
of this event will comply with all of the provisions of said
ordinance, and "
WHEREAS, said application has been accompanied with the proper
$25.00 license fee, now therefore be it
RESOLVED, that a permit to operate a motorcycle racing event,
as above described, is `hereby authorized, and that the Town Clerk
is hereby authorized and directed to issue said permit to the
applicants above named but under the express condition that a
certificate of public liability insurance in 'the amount of $100,000
each person, and•$300 000' each accident, bodily inj'ury�coverage,
shall be filed with the' town clerk before said' I'Loiase is issued.

Agency to do with the request for payment of the third grant payment

A letter was, received from the New York State Retirement System which
announced the Mandatory retiremeint. of Pol'icenian Richard J. Hoague,
who will have reached age 70 on: October 1, 1964.

Dear John:
I have had several conferences with Earl Matte, City Attorney,
about the proposed transaction between the Town .Board, acting for
the Queensbury Water District, and the City relating to a conveyance

of the Town interest in the water main on Fort Amherst Road in ex-
change fora conveyance by the City to Queensbury 'rater District of
a main on Aviation Road crossing the Brownell prop,�erty, and also an
agreement between the Town Board and the City for grnishing water to
the residnets on the north side of Fort Amherst Road in the Queensbury
Water District.
First of all, I have prepared and enclose a proposed resolution
to be adopted by your Town Board authorizing the. deed and the,agree-
ment on condition that the City execute a deed to the Town of the
above mentioned water main. This resolution is quite lengthy but. I
thought it might be desirable ' to have on record the' reason" why this
particular deal is being made.

also I have drafted and enclose copy of a proposed agreement
between the -Town Board and the City for water sery ce to the residents
on the north side of Fort Amherst Road. Since the City will`own the
main, valves, etc. it would not be possible for employees of Queensbury
Water District to shut off the water to the residents on the north side
of Fort Amherst Road for failure to pay water rent I am sure that
most of these people will pay their water rent without any .question
but I have provided that where a customer is more ` han six months
in arrears the Town Board can request the City to but off water,
which will be at the expense of Queensbury Water D strict. `If the
customer then paid up his water rent in arrears an also paid the
charges made by the City for shutting off and restoring service,
you could then gave notice to the City to turn the water back on.
I had not discussed. this articular feature with . - Matte but I
feed, that these residents Pon. the north .side of'Fort Amherst Road
should be subject to the same treatment as other customer s in
Queensbury Water District who do not pay their bil s. I feel sure
that the City Water Department would have no objec �.on to .ihis pro-
vision so long as their action is authorized in writing and they are
paid their usual charges.
I have left blank the effective date of the agreement because I
am not certain whether it is supposed to coincide with the City
billing period which is November 1 and May 1 or with the Queensbury
Water District billing period. Perhaps it can be made effective.

The report of New Construction for the month of July, 1964 was
received and placed on file; there were 16 starts of construction
during the month.
Mr. Bernard J. Codner, the Superintendent of Highways, recommended
the acceptance of a parcel of land from Mr. Clifford A. Lewis, to
result in the relocation of a Town Highway.
RESOLUTION NO. 134 Introduced by Mr. Turner, seconded by Mr. Robertson
WHEREAS, the Superintendent of Highways has recommended the
relocation of a portion of Gurney Lane and after agreement
with the property owners effected by such relocation, namely
Clifford A. Lewis and Mr. & Mrs. Floyd Brown, has carried out
the relocation project, and
WHEREAS, Clifford A. Lewis has offered a deed to convey a parcel
of land to the Town ,of Queensbury for the relocation of said road
acdross his property, and
WHEREAS, said relocated road has already been included in the
official inventory of town highways, and
WHEREAS, said deed had already been approved by County Attorney
Albert, E. Keswick, now therefore be it
RESOLVED, that the deed of Clifford A. Lewis, as above described,
be and the same is hereby accepted and approved, and that the
Town Clerk is hereby authorized and directed to cause said deed
to be recorded in the Warren County Clerks Office, after which
said .deed shall be properly filed in the office of the Town Clerk.

Mr. Beaty submitted a verbal report on`the activities of the recently
formed Recreation Commission. The group reports a fairly sizeable
group of children attending at all times.
RESOLUTION NO. 135 Introduced by Mr. Robertson, seconded by Mr. Beaty.
WHEREAS, a vacancy now exists on the Town Police Department as a
result of the resignation of Policeman Joseph A. Daire, effective
8-1-64, and
WHEREAS, Chief of Police LeRoy Phillips has ,recommended the appointment
of Lowell F. Hi11, 52 Boulevard, Town of Queensbury, as Town Policeman,
therefore be it
RESOLVED, that Lowell F. Hill be and he hereby is appointed a Town
Policeman, effective immediately, at an annual salary of'$300.00
per year.
Duly adopted by the following vote:
Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster
Noes - None
Mr. LeRoy Phillips visited the meeting at this time.
Mr. eRobertson suggested that the problem pf long standing to do with
the location of a Town Highway involving Mr. Fred Alexy at Dunhaths Bay
be resolved at an early date.
On motion the meeting adjourned at 11:00 p. m.
