Visitors greeted were as follows: Bernard J. Codner - Superintendent of Highways Thomas Flaherty - Employee of Queensbury Water Department Bernard -Zovistoski - The Post Star Harold Rathbun - Visitor The minutes of all previous meetings to date were approved by the Town Board. Dear Mr. Webster and Members of the Queensbury Town Board: Due to the expanding population'of Queensbury it would"seem that more and more problems are arising insofar as the activities of the Health Officer is concerned. It is true that most of . these are still relatively minor problems and only a very few situations during the year require Town Board action. A good 90% of these problems arising with the expanding population have to. do with sewage, well water and the like. As I have previously stated in my annual reports, a majority .of-these complaints are more nuisance problems than any public health menaces. On numerous occasions the complaints are more properly handled by civil action than any health laws. Bathing beaches were visited and inspected and bathing permits issued again. The usual share of animal bites of various kinds were reported and on several occasions the heads of animals were sent to the Albany laboratory, but no diagnosis of rabies occurred. Because most of the immunization work at Queensbury was up to date, no immunization clinics were run in the Spring of this year. However, this coming week I am to conduct the first of a series of 2 or 3 to catch up on those people who have not been immunized. There were no major epidemics of infectious disease although sporadic cases of infectious hepatitis, an occasional case of tuberculosis, and the usual cases of "flu" were reported. This type of thing is always handled by myself and the attending docotr and sometimes with the cooperation of the TB clinic at Westmount or the District Health Office. Once again most of these are not called to your attention in the ordinary coarse of events,' 405 Once again most of these are not called to your attention in the ordinary course of events. On one or two occasions when I was away I know that we ran into a little difficulty and I have been in touch with Dr. Laudon and am trying to ascertain what we can do legally for a substitute on such occasions. If I am gone for any length of time however in the future I will -make sure that we have some arrangement, whereby someone may substitute. Superintendent To The Queensbury Town Board, Mr. John 0. Webster, Supervisor. Monthly report for November and December, 1964. Water tap fees collected: Queensbury District $232.00 Other Districts - none Total fees collected and turned over to the Town Supervisor, $232.00 Water taps made:Queensbury District 5, with one pending, total 6. Other Districts, none. Water meters installed: Queensbury District 2, Other Dist. none. In the Queensbury District, the following work was completed. Installation of 310 feet of 6" C.I. water main, plus one fire hydrant, on Carlton and Greenway Drive. This work now connects these two roads and makes a loop in the water system, plus the fire hydrants for protection and flushing. 5 water main leaks where repaired. 3 on Quaker Road and 2 on Rt. #9. 2 customer service leaks where reported, and repaired by the owners. Town water replaced City Water in the part of the Queensbury Dist. along Qual(er Road and Upper Glen Street and all connecting Streets and Roads in this area .East and South to the District limits. This work was done on November 17, 1964. Only one complaint to date. Total water pumped for 28 days period month of November 5,9000000 gallons with daily average of 210,714 gallons. A storm on December 4 - 5, caused much damage to the Pumping Station. Power lines coming to the Pumping Station where broken and five trees where down all blocking the road. Damage occured to the control panel in the Pumping Station from low voltage, also the automatic Telemeter controls where damaged. Also the Dept. pick-up truck- found this a good. time to brealt down. The pumping station was without power for a period of 76 hours. 406 The auxiliary motor, pump , and generator where used for 65 hours. Total approximate gallons pumped with this unit 1,170,000 gallons. Work done in other districts. West Glens Falls Water District, none. Shore Colony Water. District, this system shut down for the winter on November 6.. Respectfully submitted, by Jerome Thorne Acting Superintendent Mr. Harold lathbun was granted the floor. The nature of Mr. Rathbuns visit was to present the Comptrollor of New York State' s opinion on matters to do with "Spot zoning"/ in Councilman Robertson reported on his investigation to the proposal to install a central low band radio system in the Town of Queensbury, The plan involves installing radios in a portion of the highway vehicles as well as one or more of the Water Department trucks. The estimated cost of the installations was- .discussed using the cost figures as quoted by Mr. Donald Jenkins at a previous meeting, Further action will result from discussion with Attorney Beswick. Councilmaa Turner reported on recent requests for additional street lighting on Aviation Road. The base map of the Town of Queensbury was studied :at this time. The map which was presented will be used by the planning consultants who are at work in the Town. Supervisor Webster discussed the plan as previously laved out to offer -a town paid share of the cost of Hospital and Medical Insurance for all town employees. The Supervisor pointed out that the Annual Budget for 1965 made preparation "for this by including $3,000.00 to be used for this partial protection for the employees. Following his intensive - study on behalf of the County Board of Supervisors; the Supervisor recommended the acceptance of the Statewide plan. RESOLUTION ELECTING PARTICIPATION IN THE STATE EMPLOYEES HEALTH INSURANCE PLAN RESOLUTION NO. 227, introduced by Mr. Turner, seconded by Mr.Robertson RESOLVED, that the Town Board of the Town of Queensbury of the State_9o€ New York elects- to participate as a participating employer in the State Employees Health Insurance Plan and to include in such plan its officers, employees and retired officers and employees, subject to and in accordance with the provisions of Article XI of the Civil Service Law and the Regulations governing the State Health Insurance Plan, as presently existing or hereafter amended, together with such provisions of the insurance contracts as may be approved by the President of the Civil Service Commission and any administrative rule or directive governing the plan. — Duly adopted by the- following vote: Ayes - Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster.-Noes - None, 407 RESOLUTION APPROPRIATING SURPLUS FUNDS TO VARIOUS ITEMS OF THE HIGHWAY FUND IN THE CURRENT BUDGET RESOLUTION NO. 228, introduced by Mr. Lampson seconded by Mr. Robertson WHEREAS there now exists balances in the various items of the Highway Fund unanticipated -in the 1964 budget, together with other surplus. funds including interest earned under certificated of deposit, and rental of machinery and equipment at the Town Dump, and for work associated with repairs and maintenance in several of the special_ district-s, therefore be it RESOLVED, that the following amounts be and the same are hereby appropriated to the , several items as setforth below: ITEM # ..3 -Purchase-of Machinery $ 39611.82 ITEM # 4 - Snow Removal - $ 3,554.39 Total funds appropriated i;nder this resolution $ 7,166.21, all of which is currently on hand in the highway account. Beswick, RESOLUTION TO ACCEPT DEED FOR TOWN HIGHWAYS RESOLUTION NO. 229, introduced by Mr. Lampson, seconded by Mr. Robertson WHEREAS, Charles,H.- El.dridge,•,of Aviation Road, Town of Queensbury, has executed and- pffeZred,a deed to convey to the Town of Queensbury land for a 50 foot roadway known as Eldridge Road, said road having already been included in the offic 1 inventory of Town Highways and designated,as Town- Ro4 # 129, and WHEREAS, it seems advisable to accept this deed, although the road has been and ;preseutly is maintained by the town under the section of the Town--Highway.- Law known as "Highways by Use , and , WHEREAS, Bernard J. Codner, Superintendent of Highways, has advised .this board .that-;he recommends the acceptance..of the. deed to this roadway, now therefore. be it RESOLVED, that the deed of Charles H. Eldridge, as above described, be and the same is hereby accepted and approved, subject to the approval of the County­Attorney, Albert E. Beswick, and that after such approval the Town Clerk is hereby authorized and directed to cause said -deed,to be recorded in the Warren. County Clerks Office, after which said deed` shall be' properly filed in' the office of the Town Clerk. Noes ` None : 408 RESOLUTION TO ACCEPT DEED FOR TOWN HIGHWAY r RESOLUTION NO. 230, introduced by Mr. Robertson, seconded by Mr. Turner WHEREAS, Charles H. & Eva Olmstead, Aviation Road, Town of Queensbury, have executed and-- offered a deed to convey to the Town of Queensbury land for a 50 foot roadway known as Eldridge Road, . to extend and connect the northern end of TR 129 (Eldridge Road) with 'the northern end of TR 276 (-Bennett Read) , and WHEREAS, Bernard J. -Codner, Superintendent of Highways, has advised this board that he recommends the acceptance of this road into the town highway system, and that it will eliminate - the present ''dead end" situation with respect to both of these roads, now therefore-be it RESOLVED, that the �deed of Charles-H: & Eva Olmstead, as above described, be and the same is hereby accepted and approved, subject to the approval- of County Attorney, Albert E. Webster. Superintendent of Highways, Bernard J. Codner recommended that the town should purchase a piece of equipment known as an "Econ-o-Mizer". A demonstration of the machine has been witnessed by the members of- the Highway Committee: RESOLUTION TO AUTHORIZE PURCHASE OF HIGHWAY EQUIPMENT RESOLUTION NO. 2312 introduced by Mr. Lampson, seconded`by Mr. Turner. WHEREAS, Superintendent of Highways, Bernard J. Codner, has recommended f the purchase of a small hopper type sand and salt spreader for use in connection with an existing pickup truck in the Highway Department, more particularly described as follows: ONE NEW ONE AND ONE-HALF YD. CAPACITY TORREY ECON-O-MIZER HOPPER TYPE SPREADER_- PURCHASE PRICE .$921.00, FROM MOTT-MANBECK MACHINERY CORP, LATHAM* NEW YORK, and 409 Resolution No. 231 - continued WHEREAS, this board considers this particular° equipment to be uniquely suited to the needs of the highway department, and the recent severe ice storm demonstrated the immediate need of additional equipment of this kind to replace equipment that has broken down, and WHEREAS, thiA, board considers it advisable .to make the purchase without delay, and without drawing up specifications for a public bid opening, therefore be it or RESOLVED, that the Superintendent of Highways, Bernard J. Flaherty has recommended the purchase of a new half ton pickup truck for use by the Queensbury Water Department, to meet the specifications set forth in said recommendations, therefore be it RESOLVED, that the Town Clerk. be and he hereby is authorized and directed to cause to be published once in the Glens Falls Times and the Post Star, on or before December 28, 1964, a notice to read in substantially the following form: NOTICE TO BIDDERS Notice is hereby given that the Town Board of the Town of Queens- bury will receive sealed proposals up to 7:00 p.m. on the 7th day of January, 1965, at the Town Cle`rk's Office, 95 Dixon Road, Town of Queensbury (address 95. Dixon Road, Glens Falls, N.Y.) to supply the Town of Queensbury_ with one new 1965 half ton pickup truck for the use of the Queensbury Wafter Department.
