Norton - tt tt tt it - Mrs Robert Fitzpatrick - tt t* *t tt Mrs. Juliet Ellingsworth'- Representative of League of Women Voters Mrs Bernard Codner Superintendent of Highways Mrs. Marion Crannell - Deputy Town Clerk Mr. Leon Nassivera - Chairman of Assessors Mr. John VanDusen - Town Surveyor Mr. George Kushner, accepted the floor to voice his report on the activity of the newly found planning board up to this date. A discussion on the meetings held by the board up to this point was offered by Mr. Kushner. Several maps were presented to show the - activity of -the, planning board along the line of ultimately developing a mater plan for the Town of Queensbury. Planing and zoning maps °of another community were displayed in hopes of showing the results of the type of planning being requested by the planning board. A suggestion was offered that the planning board be allowed to -investigate the over-all cost of employing an independent town planning concern to develop a plan for the town. 343 Mr, Johil VanDusen was requested to display the latest maps being prepared by his office. An up to date map . of the Town of Queens- bury was presented at this time. In comparison to maps in use in the past, the latest map was much more complete, showing better description of roads, water beds etc. Mr. VanDusen displayed the tax map work which has been prepared up to this point. The maps were accepted by all as a step in the direction of ultimately having the complete Town of Queensbury mapped bor tax use by the Board of Assessors, Mr, Leon M. Steves,_ an surveyor associated with Mr. John VanDusen visited the meeting at this time. The Town Board of the Town of Queensbury, agreed in general that the planning board ,should investigate agencys who could develop a master plan for the Town. Following the investigations a report will be submitted. to the board befpre any action on same can be taken. Mr. Webster, stated for the benefit of the planning board and visitors alike that the Federal Grant has been approved to create the water supply system which has been explored by the Town of Queensbury for a number of years past. The Supervisor, in discussi.ng. the efforts of the Queensbury Town Board at this present time, mentioned the proposed new Town Office building which is being engineered at the present time. Mr. Webster explained that _the_ cost of this building venture could be paid for witha5O% New York State grant for which the request will be made in the. near future. The planning board with the exception of. Mr. Norton,, who is an engineer with the architect for the proposed Town Office Building, retired from the meeting at this time. Many thanks were expressed by the members of the town board for the impressive work being done by the planning board up to this time. Mr. J. A. Norton, the architect was requested to formulate a new -- set of plans for the construction of the Town Office Building. These plans along .with the application will be submitted for a request of the 5076 grant of aid in the construction. Mr. Leon Nassivera, Chairman of the Board of Assessors discussed the tax maps previously submitted by the Town Surveyor. Mr. Nassivera.made it plain. that the assessors would make extensive use of the maps previously submitted by the Town Surveyor, and more of other sections which would be completed in the future. Mr. VanDusen was requested by the Town Board to visit the Department of Equalization and Assessments in Albany for- approval of the tax maps as they are being prepared at present. Lengthy discussion to do with salary for the engineers_ employed by Mr. VanDusen took place at this time. A ruling on the correct handling of this expense will be enacted on all vouchers in the future. January 17, 1963 Mr. Qeorge C. Re North Glens Falls Water District Dear John: Congratulations on the good news of yesterday that the Town of Queensbury has been given the requested federal grant toward the expense of constructing the water supply and distri- bution system in your proposed enlarged North Glens Falls Water` District. I have not seen the terms of the grant offer but I understand that you have a limited time in which to furnish proof that the town has provided the funds for the remainder of` the cost of the project for which the grant offer has been made. Of course, your Town Board cannot adopt a bond resolution or provide funds by bond anticipation notes until the extension of the district has been completed. You intend to use the Article 12-A procedure which requires the making and filxing with the Town Board of a map, plan and report. You then hold a public hearing and adopt a resolution, subject to permissive referendum, to establish the extension. You then publish notice of the adoption of the resolution and wait thirty days. If no petition is filed requiring a referendum, then your resolution becomes effective at the end of the thirty days. Then you have to make application to the State Comptroller for approval and also you have to make application to the Water Resources Commission for approval of your plan before it can become effective. All of these steps take time and you lose one month under the Article 12-A procedure. I do not know how much time you have to do all these things so you can provide the town share of the cost but it certainly seems that the map, plan and report should be filed just as soon as possible so we cati start the thirty day waiting period running. Re: Queensbury Water District Dear John: After you were in the office yesterday I did some more research and it seems to me that under Section 206 of the Towri Law it may be possible- to cDusolidate your proposed new water district with the existing North Glens Falls Water District and the several extensions. There are two objections to that procedure in that it must be in- stituted by petition, and the other is that under subdivision 11 the consolidation could not take place until December 31, 1964. 347 Beswick Letter continued - Re: Queensbury Water District . You raised a< question yesterday as to whether the akitarnative plan of including all of these districts into the one large dis- trict and the assumption of the existing indebtedness by the large district should be set forth in the plan which Mr. Kestner will submit to the Town Board. Since the consolidation would be subject to a procedure byrpetition under Section 206 and its effective date would be postponed for nearly two years, I foubt if you could set it up as a part of the present plan but simply as a future plan. It may be that if you now proceed to set up a brand new water district to consist of the Route 9 area you will have to con- tract with the North Glens Falls Water District and extensions for furnishing of water up to the time the consolidation could be made effective. This would provide the revenue you would have to have for your Queensbury District. I assume that when you have your conference with Mr. Sauerwald he will be familiar with Section 206 and will advise you as to what Audit and Control will approve. Yours very truly, Albert E. Varney, Assessor, at $2,100.00, annually, and WHEREAS, although the salaries for these two positions have already been established and fixed by resolution.# 21, Mr. Lampson and Mr. Varney have requested that they each be paid a lesser salary at the rate of $100. per month, for the year 1963, unless erluntil the Federal Government should change or amend the provisions of the Social Security Law to allow for a greater earning for persons receiving retirement pensions, and be it further RESOLVED, that the Supervisor is hereby authorized and directed to pay Curtis Lampson, Councilman, and Warren T.
