A discussion on the comprehensive sewer study as proposed by
Mr. Edward Howard, of the New York State Department of Health
took place at this time. Mr. Joseph Kestner, the engineer em-
ployed.by the Torn of Queensburyr was questioned as to his --
opinion of the action to date. It appears that the proposal_of
the representative of the health department to have a joint
study with other municipalities is the system being enacted in
all communities within the State of New York.
The master water supply system was discussed. Mr. Kestner, assured
the members of. the board that the cost .figures as prepared for this
system are adequate- as planned._ A general discussion was enjoyed
with. all members of the board taking part.
On motion the meeting was adjourned.

The meeting was called to order at 8:30 p. m.
A discussion was offered by Mr. Akins to do with the request for
possible clerical assistance for Mr. Andrew R. Butz, Justice of the
Peace. Arrangements may become possible to offer the assistance of
the part time secretary who assists the Supervisor. at present.
Action will take place as soon as possible.
Mr. Webster, presented the following letter of receipt of the !
application for a grant to finance a part of the proposed
Municipal Office Building for the Town of Queensbury. --

application at this time. It will .be held on file in this office

We are transmitting herewith two executed, plus two conformed copies,
of the Grant Offer (Form CFA-1121) as well as three copies of
Acceptance of Grant Offer (Form CFA-1122).
Upon acceptance of the Offer,_ kindly execute and certify two copies of
the "Acceptance of the Grant Offer" represented by the resolution,
ordinance, or other proceeding. adopted by the applicant's governing
body accepting the offer. Two executed copies should be countersigned
by an attorney-at-law, preferably the applicant's offieial counsel.
You should also prepare two executed copies of the Certificate of the
Recording Officer.
The form of the Applicant's Acceptance of the Offer, agreeing to all
the Terms and Conditions .of the. Offer, must .conform to such local law
as govern the entering- into and. the execution of contracts by the
applicant, and the procedural requirements respecting such agreements
under the local law should also be observed in accepting the Offer.
The suggested form of "Acceptance of the Grant Offer" is provided as a
convenience and should .be used only _if local law and practice permit.
One executed set of the Offer and Acceptance and Certificate of
Recording Officer should theh be returned to the Regional Office. When
an approval or permit from a body other than the governing body of an
applicant is necessary to complete. .the Acceptance, certified evidence of
such approval or permit must accompany the Acceptance. The other copies
are for use by you and' your counsel.
Your attention is called to the last paragraph of the Offer whereby
a fifteen-day deadline is imposed for formal acceptance by the applicant's
governing body.
The enclosed Supplemental Information for Applicants should be read
carefully to insure compliance with HHFA requirements.

GRANT OFFER
Subject to the Terms and Conditions, dated Jan.- 31.,, 1963, attached hereto
and made a part hereof as Exhibit "A', the Housing and Home Finance Agency,
hereinafter referred to as the Government, hereby offers to make a grant
of . 43$ or_..50_percent._of the eligible. project .cost, whichever is
the lesser, to Tom of Queenabury
herein called the "Applicant" , in order to aid in
financing .the .coustruction of essential public works or facilities
presently estimated to cost 886,500 consisting of Construction of a
public well water supply and water distribution system
(herein ,called .the "Project"): Provided, that in the event the actual
eligible-project cost as determined by the GovPrnment anon comnletiott

is less than $ 877,000, the amount of the grant shall be reduced so
that the grant amount shall not exceed the above percentage of the
actual eligible project cost.
Upon acceptance, this Offer, together with the Terms and Conditions,
shall become the "Grant Agreement."
Prior to disbursement of any Government grant monies hereunder, the
Applicant shall have the right to terminate this Grant Agreement
effective fifteen days after giving notice of termination to the
Government. The Government shall have the right to terminate this
Grant Agreement, effective upon Fifteen days' notice thereof to the
Applicant, whenever it determines that the Applicant has failed to
proceed promptly with the construction and financing of the :project.
This Offer must be accepted within fifteen days from the above date.

OF AMERICA, acting by and through the Regional Director of.
Community Facilities, has transmitted to the Applicant for,
acceptance a Grant Offer dated Januar % 31, 1963 of Federal
Assistance in connection with the Project referred to in said
application and. deseribed. in said Offer; and
WHEREAS, said Grant Offer has been. fully considered in accordance --1
with all pertinent rules of procedure and legal requirements, and
made a part of the Applicant's public records; and
WHEREAS, it is deemed adviseable and in the public interest that
said Grant Offer be accepted;

that its share of the project cost is available or that firm and binding
arrangements have been entered into to provide such funds as they are
needed to meet project costs, and that the applicant agrees that its failure
to do so will automatically cancel the Grant Offer and this acceptance,

liabilities in' connection. with this grant and/or project.

The estimated Project Cost as prepared by Mr. Joseph Kestner Jr,
the engineer on the project was studied at length by all members
of the board taking part.
Study,of the map of the storage tank location on the West Mountain
Road was enjoyed at this time. The land owner at this location
will be contacted for discussion on cost of the land in question.
The pretimnary map of the proposed Queensbury Water District was
studied at length with, all members of the board taking part.
Following suggestion of some changes in district boundaries the
discussion came to an end. -
A report was submitted by Mr. Beaty, on the quotation of a developer
Mr. Thomas Rogers, on the present value of a section of 611 water
main which may be acquired for the new Queensbury Water- Supply
System at the request of the Board, Mr. Beaty will contact the
developer with a consideration of the Town of Queensbury which will
increase the value of his property in return for relinquishing the
