Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Harold Akins Councilman The meeting was called to order at 7:30 p. m. Visitors were greeted as follows: _ - Joseph A. Kestner Jr. , Engineer for Queensbury Water District. Bernard. J. Codner, Superintendent of Highways Mr. Kestner was granted the floor. A report was submitted that the public hearing of the Water Resources Commission on the subject of the Queensbury Water District will,be conducted on May 21st, 1963 at 10:00 A. M. in the Queensbury School on the Aviation Road. The. engineer reported. that six tank bids for Contract #1 have been requested by prospective bidders., - - A discussion ensued to. do with, providing a gasoline engine for an auxillary operation in the pump house of the Queensbury Water District. The assurance of an ample electric power supply has been offered by the Niagara Mohawk Power Company, to provide proper maintenance of the pumping system in the Queensbury Water District. The contract for the drilling of the wells for the proposed water supply to be known as Contract #2 was discussed at length with all members of the board taking part. RESOLUTION NO. 79 introduced by Mr. Turner, seconded by Mr. Akins WHEREAS, this board has reviewed the specifications of Contract #2, Well Jdater Supply Development, concerning Project No. APW-NY-52G, and has found the specifications in all ways satisfactory, therefore be it RESOLVED, that these specifications are hereby approved, and the Town Clerk is hereby authorized and directed to place an advertise- ment in the Post Star and the Glens Falls Times, no later than May 4, 1963, to advertise for bids on Contract #2, said bids to be received and opened on May 17th, 1963 at 7:30 p. m. in the library of Queensbury Public School. Tyr. , Arthur Norton, Hammond Robertson, and Robert Kirkpatrick. Mr. George Kushner, Chairman of the Planning Board spoke for the board. The results of interviews with several possible consultants, was discussed at length. A letter from the chairman was submitted i as follows: TOWN of QUEENSBURY PLA14NING BOARD May 2, 1963 Queensbury Town Board Gentlemen: We are submitting our recommendation of the firm of Candueb-Fleissing and Associates as the planning consultant for the Town of Queensbury as per your recent request. We interviewed four prospective consultants and our selection was made after due consideration and evaluation of each against the following factors : 1. Survey phase and relative abilities to collect data both in the field and from available source material. 2. Ability to transform this data into a comprehensive plan based on such factors as the firms experience and personnel. 3. Philosophy of implementation, particularly zoning. 4. Personality characteristics and qualifications as well as attitudes of the planner, particularly the project planner with whom we would have to work for 18 to 24 months. 5. Planner's ability to approach Queensbury's problems with an open and unprejudiced mind. 420 In light of all the above factors , the firm of 8andueb-Fleissing and Associates was the unanimous selection of the planning board. It is the feeling of the planning board that it can derive many values from such a planning program which briefly would include a cataloguing of the town's assets and liabilities for directed long range growth of the town (this would only be a guide and would be adaptable to the town's immediate needs and Problems) , and a zoning ordinance based not only on past -development but a directed future growth. These are but a few of the benefits received from such a study. Candueb's fee for the entire program would be $22,000. Since the town would be eligible for Federal and State aid under the 11701f1 program, the relative participation would be as follows: 2//3 Federal . . . . . . $14,666. 1/6 State 0 39667. 1/6 Town 31667. This is the Consultant's fee only. In addition there are federal and state administration charges. , 1/6 of which the local agency is required to pay. The total amount of above fees would be approximately $2,868. of which the town's share would be $478. This is a maximum fee and subject to possible reduction. This, therefore, brings the total cost of the project to a maximum of $4,145. We respectfully submit this proposal for your study and approval. QUEENSBURY PLANNING BOARD George J. Kushner George J. Kushner, Chaarman The Supervisor spoke for the Town Board with a statement that an � early decision will come forth on the proposed acceptance of the plan as suggested by the consultant. Mr. L. DeAngeles , of the Save-On Plumbing was greeted by the board at this time. A general discussion as to the laying out of the roads and also the installation of water mains in a proposed subdivision at the extension of Foster Avenue was aired at length. Mr. Alton Bartholomew, Mr. Joseph Lemery, Mr. George Liapes and Mr. John Van Dusen, visited the meeting at this time. Mr. Bartholomew and Mr. Lemery discussed the laying out of the road and installation of the water mains in a new road known as Patton Drive. With the assurance that water main will be installe d; the board in its entirety agreed to accept the road at an early date. 287 Ridge Street Glens Falls , New York May 2, 1963. Town Board - Town Of Queensbury, Warren Co. , N. Y. Gentlemen: We respectfully request permission to install approximately four hundred fifty feet of six-inch water main from Everts Avenue along Patton Drive in the Town of Queensbury with permission to tap on the water main running down Everts Avenue. The agreement for the expenditures of $90,000.00 for general repairs by the Highway Department was submitted and signed by all members of the Town Board of the Town of Queensbury. RESOLUTION NO. 80 introduced by Mr. Lampson, seconded by Mr. Webster WHEREAS, this Board on February 14, 1963, adopted Resolution No. 44 which, among other things, authorized participation by the Town of Queensbury with other communities in a proposed joint comprehensive engineering study and survey of sewerage needs of the Town of Queensbury as related to this area, authorizing an application to the New York State Department of Health and Naming N. Harwood Beaty and Theodore Turner as representatives of this Town Board in joint meetings with area committees, and WHEREAS, Edward Howard, District Sanitaty Engineer, has requested that this resolution be amended to specifically authorise the representatives of the town to act for the town in this pro- posed joint survey and study and to name the communities which will participate, be it RESOLVED that Resolution No. 44, adopted by this Board on February 14, 1963, be and the same hereby is amended as follows: (1) That Councilman N. Harwood Beaty and Councilman Theodore Turner be and they are authorized and empowered to execute on behalf of the Town of Queensbury an application to the State Department of Health for the proposed joint comprehensive engineering study and survey of sewerage problems relating to the Town of Queensbury and to the city, villages and towns in this area participating in such proposed study and survey, and any and all other documents required to be executed by the Town of Queens- bury, and to act for the Town of Queensbury in the planning, promotion and completion of the said proposed joint survey and study, and (2) that the Town of Queensbury act jointly with the City of Glens Falls, the Villages of Hudson Falls, Fort Edward and South {` Glens Falls, and the Towns of Kingsbury, Fort Edward and Moreau in the application for the proposed joint survey and in all matters relating to such study and survey as authorized and contemplated by the provisions of the Public Health Law, and be it further RESOLVED that this resolution shall take effect immediately. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Akins and Mr. Webster Noes None A motion was entertained by Councilman Akin and seconded by Councilman Lampson to the fact that Supervisor Webster and Councilman Beaty are delegated to prepare same and arrange for a space for suitable welcoming advertisement in the local newspapers in the up coming Anniversary Celebration of the County of Warren. The motion was adopted by the Town Board in its entirety. Crannell Town Clerk Regular Meeting May 9, 1963 PRESENT; John 0. Webster Supervisor N. Harwood Beaty Councilman Theodore Turner Councilman Curtis Lamson Councilman Harold Akins Councilman The meeting was called to order at 7:30 p. m. Mr. Bernard Codner, Superintendent of Highways was present. Mr. Codner submitted a report to do with a septic tank pumping machine which became open while the truck bearing the machine was in Route to Glens Falls from a pumping operation. The sewage which was being transported was discharged on the highway as the truck proceeded toward Glens Falls. An ordinance of the Town of Queensbury which was adopted on August 9th, 1948 was studied by all members of the board. It was agreed that the Superintendent of Highways should file an information with a Town of Queensbury, Justice of Peace against the persons involved. Councilman Turner, the chairman of the dump committee reported on the condition of the tractor in use at the town dump. The tires on the machine at present are in need of- replacement. The board in general, authorized the purchase of three new tires by the Superintendent of Highways to be installed on the tractor in question. Lengthy discussion ensued with the Highway Superintendent and all members of the Town Board on the location of a water main, which will be tapped by the contractor, building the new St Mary's a Church, on the Aviation Road, on the Aviation Road under con- struction at present. Upon location of the present main the approval for the tap will be acted upon. Mr. Joseph estner, visited the meeting and was granted the floor at 8 0 p. m.
