The meeting was called to order at 7:30 p. m.
Mr. Bernard Codner, Superintendent of Highways was present.
Mr. Codner submitted a report to do with a septic tank pumping
machine which became open while the truck bearing the machine
was in Route to Glens Falls from a pumping operation. The
sewage which was being transported was discharged on the highway
as the truck proceeded toward Glens Falls. An ordinance of the
Town of Queensbury which was adopted on August 9th, 1948 was
studied by all members of the board. It was agreed that the
Superintendent of Highways should file an information with a
Town of Queensbury, Justice of Peace against the persons
involved.
Councilman Turner, the chairman of the dump committee reported
on the condition of the tractor in use at the town dump. The
tires on the machine at present are in need of- replacement. The
board in general, authorized the purchase of three new tires by
the Superintendent of Highways to be installed on the tractor
in question.
Lengthy discussion ensued with the Highway Superintendent and all
members of the Town Board on the location of a water main, which - i
will be tapped by the contractor, building the new St Mary's
Church, on the Aviation Road, on the Aviation Road under con-
struction at present. Upon location of the present main the
approval for the tap will be acted upon.
Mr. Joseph , estner, visited the meeting and was granted the
floor at 8;,�0 p. m.

The general plan for the laying of the water main for the
Queensbury Water District was presented by the engineer.
All points of interest of the bid about to be requested
was discussed at length with all members of the Town Board
taking part.
RESOLUTION NO. 81 introduced by Mr. Akins, seconded by Mr. Turner
WHEREAS, this board has reviewed the specifications of Contract #3
dater Mains and Appurtenances concerning Project No. APW-Ny-52G,
and has found the specifications in all ways satisfactory,
therefore be it
RESOLVED, that these specifications are hereby approved, and the
Town Clerk is hereby authorized and directed to place an adver-
tisement in the Post Star and the Glens Falls Times, no later
than May 11, 1963 to advertise for bids on Contract #3, said
bids to be received and opened on June 6, 1963 at 7 :30 p. m. in
the library of Queensbury Public School.

Council-man Akins , reported on the further request from H. Russell
Harris for a temporary water service on Sweet Road in the Extension #4
of North Glens Falls Water District. A home has been constructed at
this location and the request would furnish water until such time
as the permanent service might be installed. Following approval
of all members of the town board, it was agreed, that the water
Superintendent should be notified to grant the request and allow
the temporary line to be installed.
RESOLUTION NO. 82
BOND ANTICIPATION RENEWAL NOTE RESOLUTION,
DATED MAY Q, 1963 , AUTHORIZING ISSUANCE
AND SALE OF NOTES OF TOWN OF QUEENSBURY,
WARREN COUNTY, NEW YORK, IN ANTICIPATION
OF SALE OF $8!000.00 SERIAL BONDS FOR
ADDITION TO SEWERAGE DISPOSAL SYSTEM C
IN RESERVOIR PARK SEWER DISTRICT.
Mr. Akins introduced the following resolution and moved its
adoption, seconded-by Mr. Turner.
Whereas , the Town Board. of the Town of Queensbury, Warren
County, New York, on the 8th day of November, 1962, adopted a
resolution authorizing the issuance of certain serial bonds in
the amount of $8,000.00 to pay the cost of addition to the
sewerage disposal plant in the Reservoir Park Sewer District, and
Whereas , the said Town Board at the same meeting on November
R, 1962, adopted a bond anticipation note resolution authorizing
the issuance and sale of $5,000.00 bond anticipation note in
anticipation of the sale of said serial bonds, and said note in
the amount of $5,000.00 dated November 9, 1962, and payable on
the 9th day of May, 1963, has been issued and is outstanding, and
Whereas, the Town Board. at a meeting held on the,13th day
of December, 1962, adopted a bond anticipation note resolution
authorizing the issuance and sale, of a $3,000.00 bond anticipation
note in anticipation of the sale of said serial bonds , and said
note in the amount of $3,000.00, dated December 13, 1962, and
payable on the 9th day of May, 1963, . has been issued and is
outstanding, and no other notes having been issued and sold in
anticipation of the sale. of said bonds , and
Whereas, both of said notes mature on this date and the bonds,
in anticipation of the sale of which said notes were issued,
have not been sold, and it is necessary to renew the obligation
in the total amount $8,OOQ.00 due on this date,
RE IT RESOLVED by the Town Board of the Town of Queensbury,
Warren County, New, York, on this 9th day of May, 1963, as follows:
Section 1. A- bond anticipation renewal note in the
amount of $8,000.00 shall be issued by the Town of Queensbury,
Warren County, New York, for the purpose aforesaid and in anti-
cipation of the sale of serial bonds of said Town of Queensbury
in the amount of $8,000.00 as aforesaid heretofore authorized by
said resolution adopted on, the 8th day of November, 1962, entitled
"Bond Resolution of November 8, 1962, Authorizing the Issuance and
Sale of Serial Bonds of the Town of Queensbury, Warren County, New
York, in the amount of $8,000.00 to Pay Cost of Addition to
Sewerage Treatment Plant in Reservoir Park Sewer District."
Section 2. Such note shall be dated May 9, 1963, or such --�
later date as the Supervisor shall determine, will bear interest
at a rate not exceeding three and one-fourth per centum per annum
payable at maturity, will mature on the 9th day of November, 1963,
will be, payable as to both principal and interest in lawful money
of the United States of America at the Glens Falls National Bank
and Trust Company and will be signed in the name of the Town of
Queensbury by the Supervisor and attested by the Town Clerk, and

Section 3. Except as herein specifically provided, the
said bond anticipation renewal note shall be of such form, terms
and contents as the Supervisor shall determine, consistent, however,
with the provisions of the Local Finance Law of the State of New
York. -
Section 4. The faith and credit of the Town of Queensbury,
Warren County, New York, are hereby pledged for the payment of
the principal of and interest on said bond anticipation renewal
note. Such bond anticipation renewal note shall be paid from
the proceeds derived from the sale of such bonds or may be re-
deemed as provided by the Local Finance Law of the State of New
Tork.
Section 5. The Supervisor is hereby authorized to sell
such bond anticipation renewal note at private sale for not less
than par value and accrued interest, if any, and the Supervisor
is authorized to- deliver such bond anticipoippp renewal note to
the purchaser upon payment of the purchase and accrued interest,
if any, as above specified. The receipt of the Supervisor shall
be a full acquittance to the purchaser who shall not be obliged
to see to the application of the purchase money.
Section 6. Said bond anticipation renewal note is not
issued in anticipation of bonds for an assessable improvement.
Section 7. This resolution shall take effect immediately.

RESOLVED, that permission is hereby granted to St. Marys Church,
now under construction on the south side of Aviation Road, opposite
Queensbury elementary school, to make application to the City
of Glens Falls for water servile, by making a two inch tap at the
rear, of the church property said tap to be connected with an
existing 6" water main running through said property to the
Aviation Road and Queensbury School, and be it further
RESOLVED, that a copy of this resolution be sent to the Water
Department of the City of Glens Falls, and. to the Contractors for
St. Marys Church.

Dear John:
This is to confirm our telephone conversation of today relating
to collections made by your Receiver of Taxes and Assessments, and
particularly the collection of benefit taxes in sewer districts and
in the drainage district.

First of all, the Receiver was issued a warrent for the
collection of the 1963 county and town taxes. At the expiration of
this warrent the Receiver pays over to you the full amount of the
town tax levy for 1963 and then settles with the County Treasurer .
and pays to him the county taxes actually collected.
The Receiver of Taxes also has separate warrents for the
collection of benefit taxes in each of the sewer districts and in
your drainage district. As these benefit taxes are received by him
he pays them over to you and you in turn credit them to the particu-
lar district.
As I understand it, your Receiver has paid over to you the
full amount of the general town tax levy for 1963 and aldo the full
amount of the levy in each of the special districts for which he
held separate warrants even though some of those benefit taxes have
not been raid and the result has been that he is now short of the
actual amount he must pay to the County Treasurer.
The Receiver continues to collect the sewer taxes and
drainage district taxes up to some date this fall, usually December
1, and at that time he makes a return to you showing the unpaid
benefit taxes in the sewer districts and in the drainage district.
You then transmit such statement to the Clerk of the Board of
Supervisors and the Board of Supervisors adopts a resolution
authorizing the levying of these unpaid taxes with the 1964 county
and town tax levy.
You should refund to the Receiver of Taxes and Assessments
the amount of the sewer benefit taxes and drainage district taxes
which he had paid to you but which he has not collected and this
should provide sufficient balance so he can settle with the County
Treasurer.
