The monthly New Construction report for the month of April, 1963
was received .and.placed on file by the clerk. There were 30 new
startings for the month. A rough estimate of the assessed valuation
increase was made at $500,000.
RESOLUTION N0. 84 introduced by Mr. Akins , seconded by Mr. Turner.
RESOLVED, that the May 9, 1963 Audit of Claims as listed in
Abstract #63-5 containing claims numberes #303 through #374 inclusive
and totaling $10,516.85 is hereby approved.

The meeting was called to order at 7:30 p. m.'
Visitors attending the meeting were as follows:
Mr. Gary Shearer. - Representing Chicago Bridge & Iron Company
Mr. Joseph A. Kestner Jr. - Engineer Queensbury Water District
Attorney Albert E. Beswick - County Attorney
Mr. Bernard Codner - Superintendent of Highways Queensbury
Proof of advertising for the notice of asking for bids for Contract #1
of the Queensbury Water District was presented by the clerk.
The Supervisor voiced the question if any further bids were to be
presented other than the eight bids already submitted.
Mr. Kestner proceeded to open the bids and read each one individually
`— as submitted. The bids with the required 5% Bid Bonds or Certified
checks were as follows:

On request of Mr. Gary Shearer, the representative of Chicago Bridge
& Iron Company; a letter which was attached to his bid was read
to the Town Board as a group. The nature of the letter stated
that should an extension of the 90 day .completion restriction be
deleted from the proposal so that one crew could be utilized on
the installation there could be a reduction of $800.00 in the net
bid as` offered. With the fact evident that even with this reduction
the bid of Chicago Bridge & Iron Company would still not be the
low bidder.

RESOLUTION NO. 85 introduced by Mr. Akins , seconded by Mr. Beaty
WHEREAS, the Town Board has duly advertised for sealed bids for
the sale to the Town of Queensbury and erection of two 500,000
gallon water storage tanks in the Queensbury Water District
according to specifications prepared by Joseph A. Kestner, Jr. ,
engineer and
WHEREAS, a total of eight bids were received and were publicly
opened and read at the time and place specified in the notice to
bidders, and it was determined that the bid of Pittsburg- Des
Moines Steel Company, P. 0. Box 660, Warren, Pennsylvania, in
the amount of $48,790.00 was the lowest of the eight bids re-
ceived, be it

RESOLVED that, subject to concurrence and approval by Housing
and Home Finance Agency, the bid of Pittsburg-Des Moines Steel
Company in the amount of $48,790.00 be accepted.

Subject: Queensbury Water District Project APW-NY-52G
Dear_ Mr. Webster:
Since I was unable to reach your office by telephone this afternoon,
I am sending this information by ma il.
Today I called Mr. John C. Thompson of the Water Resources Commission
regarding the possibility that the Commission would render a decision
in the matter of the petition of the Queensbury Water District prior
to their meeting of June 6. Mr. Thompson said that there was no
chance of their meeting before that date to consider the petition.
I called the Housing and Home Finance Agency in New York City, and
spoke to a Mr. Lee whom I told about our problem of not being able
to obtain an opinion from the bonding attorneys before receiving
the decision of the Water Resources Commission. I told Mr. Lee
that it would be necessary for us to begin construction on June 1
to meet our 120-day deadline, and asked him whether we could have
approval of the HHFA to begin construction before receiving the
opinion of toe bonding attorneys. He replied that work could be
started at the Town's risk. He gave me the impression that the
decision of the Commission and the opinion of the bonding attorneys
are matters of formality, and that there would be no great risk
involved. He did say, however, that the thing to do is to write
to Mr. Richardson J. Thompson (Attention of Mr. Fay) Regional
Director of Community Facilities, HHFA, 346 Broadway, New York 13,
New Xork, requist.ing an extension of two or three weeks and
explaining fully the reason for the request. Mr. Lee said that
the letter should be written by you as Supervisor and authorized
representative, and that it should be sent at once.

us know.

Arrangements were discussed to do with making a direct contact
with the Housing and Home Finance Agency in the manner of a pre-
arranged interview with the directors of the agency. 'A suggestion
was advanced that Mr. Albert E. Beswick the Attorney, Mr. John 0.
Wge.bgterthe Supervisor and Mr. ,Joseph A. Kestner Jr. , the engineer
would Uisit the agency at an early date.
