Formal decision was reached that the supervision of the operation
of the town dump, should be transferred to the Superintendent of
Highways. A plan was advanced to provide an additional person
to provide daily maintenance of the dumping operation. The
covering of the dump with gravel will be increased with the
intent of eleminati:ng the fires which have been bothering the
residents of the neighborhood..

RESOLVED, that permission is hereby granted to Mr. Burkich and
Agatha Burkich to make application to the City of Glens Falls ,
for water service to a commercial location on the .Aviation Road

The following resolution was proposed by Mr. Turner, who
moved its adoption,. seconded. by Mr. Lampson, to wit:
BOND RESOLUTION DATED JUNE 13, 1963. T
A RESOLUTION AUTHORIZING THE CONSTRUCTION OF A WATER
SYSTEM FOR THE QUEENSBURY WATER DISTRICT IN THE TOWN
OF QUEENSBURY, WARREN COUNTY, NEW YORK, AT A MAXIMUM
ESTIMATED COST OF $958,300 AND AUTHORIZING THE ISSUANCE
OF $519,800 SERIAL BONDS. OF SAID TOWN TO PAY PART OF THE
COST 'THEREOF.
WHEREAS, by proceediugs. heretofore duly had and taken pursua nt
to Article 12-A of the Town Law, the Town Board of the Town of
Queensbury, Warren County, New York, has duly established the
Queensbury Water District in said Town,•. and
WHEREAS, it is now desired to authorize the construction of
the improvements proposed .for said district and to provide for the
financing. thereof.; NOW THEREFORE, BE IT
RESOLVED, by the Town Board of the Town of Queensbury, Warren
bounty, New York, as follows::
Section 1. The construction of a water system to serve
the Queensbury' Water District in the Town of Queensbury, Warren
County, New York, substantially in accordance with the map, plan
and report heretofore prepared. and approved therefore, including
storage reservoirs., water mains, distributing pipes and hydrants,
and appurtenant facilities, and the anquisition of land and
rights in land, is hereby authorized at a maximum estimated cost
of $958,300.

Section 2. The plan for the financing of such maximum
estimated cost is as follows:
a) By the issuance of $519,800 serial bonds of said
- Town hereby authorized to be issued pursuant to
thp: Local Finance Laws and
b) - -By the expenditure of a Federal grant in the amount
of $4389-500 (Project No.- APW-N.Y. 52G).
-Section 3. It is .hereby determined that subdicision l
of paragraph a of Section 11.00 of the Local Finance Law applies
to the aforesaid specific. -object or purpose and that the period
of probable usefulness thereof. is forty years. It is hereby
further determined that the maximum maturity of the serial bonds
herein authorized will exceed five years.
Section 4. The faith and credit of said Town of Queens-
bury are hereby pledged for the payment of the . principal of and
interest on said bonds as the same become due and payable. There
shall be annually levied upon. all the taxable _real property in
said Queemsbury Water District at the same. time and in the same
manner as other town charges an amount sufficient to pay the
principal of and interest on said bonds, but if not paid from
such source, all the taxable real property in said Town shall be
subject to the levy of ad valorem taxes without limitation as to
rate or amount sufficient to pay the principal of and interest on
said bonds.
Section 5. Subject to the provisions of the Local
Finance Law, the power to authorize the issuance of and to sell
bond anticipation notes in anticipation of the issuance and sale
of the serial bonds herein authorized, including renewals of such
notes., is hereby delegated to the Supervisor of said Town, the
chief fiscal officer. Such notes shall be of terms, form and
contents, and shall _be sold in such manner as. may be prescribed
by said Supervisor, consistent with the provisions of the Local
Finance Law.
Section 6. The validity of such bonds may be contested
only if:
1) Such bonds are authorized for an object or purpose
for which said Town of Queensbury is .not authorized
to expend money, or
2) The provisions of law which should be complied with
at the date of publication of this resolution are
not substantially complied- with,
and an action, suit or proceeding contesting such validity is
commenced within twenty days after the date of such .publication, or
3) Such bonds are suthorized in violation of the
provisions of the Constitution.
Section 7. This resolution, which takes effect immediately,
shall be published in full in the Glens Falls Times, the official
newspaper of said Town, together with a notice o FU6 Town. Clerk
substantially in the form provided. in Section 81.00 of the Local
Finance Law.
The question of the adoption of the foregoing resolution
was duly put to vote on roll call, which resulted as follows:

WHEREAS, the Town Board has duly advertised for sealed bids for
the construction of. water mains and ap pur tenaaces in the
Queensbury Water District, Contract No. 3, under plans and
specifications prepared-by Joseph A. Kestner, Jr. , consulting
engineer, and approved by the .Tourn .Board, and
WHEREAS, the bids were opened by the Town Board at the
Queensbury School. on June 6, 1963, at which time a total of 7
bids were received and reviewed and it appearing that the bid of
— Kingsbury Construction Company, .151 Main Street, Hudson Falls,
N.Y.v its. the amount of $518,973.00 was the lowest bid received,
and it having been determined that said bid conforms in all
respects with the conditions. of bidding, ,be it
RESOLVED that the bid of ,Kingsbury Construction Company in
the amount of $5.18,973.00 for the .ins.tallation of water ,mains and
appurtenances is the Queensbury Water District. under Contract No.
3 be and the same hereby is accepted, and be it further
RESOLVED that the Supervisor be and he hereby is authorized
and directed to execute-Contract No. 3 on behalf of the Town Board
of the Town of Queensbury acting. for and in behalf of the Queens-
bury Water District in such- form, as shall be approved by Joseph
A. Kestner, Jr. , engineer., .and .Albert .E. Beswick, attorney,
provided Kingsbury Construction Company. shall. at the same time
furnish the. bonds_ and. evidence .of insurance coverage required

heretofore been issued in anticipation of the sale of such bonds.

WHEREAS, several groups in the Town of Queensbury are sponsoring
a program of baseball for boys and have permission from the
Board of Education to improve, a portion of the grounds of the
Queensbury School as a playing field, and
WHEREAS, an appropriation_ in the amount of $400.00 was made
in the current budget for recreational. purposes, be it
RESOLVED THAT a sum not to exceed $200.00 be expended from,
such appropriation for such* youth welfare. and recreational
activity of baseball for boys to be paid out on certified
itemized vouchers audited by the Town Board.

Mr. Codner, reported on the activity at the town dump.
Closing hours for the dump have been advertised in the local
newspapers. Burning. at the dump; has been practically entirely
eliminated at this time_. Commercial haulers are the main
cause of difficulty in handling the operation of the dump at
present. The proof is evident that a large proportion of
refuse being dumped at the sight are from other localities
than the Town of Queensbury.
