The meeting was called to order at 8:00 p. m.
Visitors present were:

Donald Robichard - Interested in change of Road
Mr. Harney inquired as to the proposed changes or repairs to
Moon Hill Road. The resident was advised that the road in
question is a County Road. Any advise on the future plans for
the change will be received from the County Superintendent of
Highways.
Mr. Phillips mentioned a request for a filing cabinet for his
office as Chief of Police. A meeting with members of the Town
Board to visit all n8ticeable Junk Yard operations was arranged
for Monday night July 22, 1963.
A general discussion ensued, with the representatives of the
engineering office, on all aspects of the present construction
of the Queensbury Water System.

WHEREAS, Joseph A. Kestner, Jr. , has presented to this town board
a proposal for engineering services dated July 12, 1963, to provide
engineering service for the Queensbury Water District - Project
No. APW-NY-52G, and
WHEREAS, ofter' complete review and examination thereof, this board
has found the proposal in all ways to be satisfactory, ' therefore be it
RESOLVED, that the contract for Professional Engineering Services
for the Queensbury Water District, Project No. APW-NY-52G,
dated Julyl;, 1963, is hereby accepted and approved, and be it further
RESOLVED, that the Supervisor is hereby authorized and directed to
sign the- said agreement on behalf of the Town of Queensbury.

Dear Mr, Webster:
I am pleased 'to submit this proposal for Professional Engineering
Services in connection with the subject pro ject. The estimated
total fee for services contained in the Federal Accelerated Public
Works Grant Application, exclusive of test borings, was $64,200.
This fee is in accordance with the schedule of fees contained in
Manual 38 of the American Society of Civil Engineers and is in
general use by consultants throughout the country. The portions
of the fee for preliminary plans, contract plans and specifications,
and consulting services during construction are based on the net
construction cost of 'the project and on the complexity of the
project. The wells, well house, and storage reservoirs with a
total estimated cost of $116,000 are complex structures. The fee
for these structures is based on Curve A of the ASCE Manual, and
was computed as $116,000 x 6.3% = $7,300. The Ulance of the fee
for the water distribution system and its appurtenances is -based on
Curve B. and was computed as $624,000 x 5.13% = $32,000. The total
fee for these services is $39,300.
The project engineering services may be divided into the follo*ing
four classifications:
1) Preliminary Planning. These services include preliminary in-
vestigations,igations, designs and report, advice in t he financing of
the project, and preliminary field surveys and measurements.
The estimated fee for this portion of thelservices is 15 percent
of the total fee of $39,300, which is $5,895.
2) Contract Plans and Specifications. These services include the
preparation of plans and specifications, contractual documents,
detailed estimates of quantities, and other data required for
the various individual contracts included in the .project. The
estimated fee for this portion'of the services is 60 percent
of the total fee of $39,300, which is $ 23,580. In addition to
this fee there are incidental services (ASCE Manual, pp. 20-21)
not included in the percentage fees for Classifications 1, 2 and
3. ' These incidental services include field surveys, instrument
surveys for design, construction grant administration,
resident supervis®an. in addition to the time estimated under --
Classification 4; travel, subsistence, blueprints, long-distance
telephone under Classifications 1, 2, and 3; and any other
services rendered which are not specified elsewhere. The
estimated lump sum for such services is $6,000, making a total
of $29,580 under this classification. '
3) Consulting Services during Construction. These services include
assistance with advertising for bids, notmfi.cation of prospective
bidders, attendance at opening of bids, preparation and submission
of tabulations of bids, submission of m onthly reports and estimates
for each contract as the work progresses. Copies of the monthly
reports will be furnished to the HHFA field engineer. These reports
will cover the general progress of construction and a description of
any problem or factors affecting the cost or the time of completion.
The services will include also the checking of contractors' plans and
shop drawings, approval of materials, periodic inspections of the
project to ensure compliance with plans, specifications and contract
documents, attendance at meetings of the Town Board to discuss the
project, and a final inspection and acceptance of the work completed
under each contract, including testing of completed work, and prepar-
ation of record plans; also• the preparation and submission of pro-
posed contractual change-orders , review and approval of the con-
tractors* schedules of amounts of payments, and' the certification
of partial payments to contractors as the work progresses. The
estimated fee for these services is 25 percent of the total fee
of $39,300. or $9,825.

4) Resident Supervision of Construction. This service will
include the supervision of construction by a fulltime
Resident Engineer, and the furnishing of construction in-
spectors to ensure compliance with the plans, specifications,
and contractual documents, and to obtain, during the course
of construction, the information required for adequate
record plans. The number of inspectors will be varied
according to the requirements of t he project. One inspector
should be assigned for each pipe-laying crew. The Resident
Engineer will supervise the activities of the construction
inspectors and lay out the work under Construction and will
make field inspection of materials for incorporation into
the aork. The estimated fee for this portion of the services
has been computed as follows:
Resident Engineer -7 months @ $945 - $69615
Construction Inspectors - 18 man-months @@ $500 9,000
Allowances for mileage, subsistence, long-distance
telephone, field supplies, and other expenses 3,285
Total Resident Supervision of Construction $189900
The construction will be divided i nto the following contracts,
which will be advertised individually for bidding purposes:
Contract No. 1 - Furnishing Erecting Two 500,000-Gallon
Steel Water Storage Tanks
Contract No. 2 - Well Water Supply Development
Contract No. 3 - Water Mains and Appurtenances
Contract No. 4 - Well House, Well Pumps, Tank Foundations,
and Appurtenances
Contract No. 4A- Electrical Work
During the past several years our firm has provided engineering
services for the Town on a per diem basis. for a variety of
water and sewage projects. This basis has proved to be an
economical arrangement for the Town and a fair basis for
compensation. At present our services under Classifications
— 1 and 2 are substantially less than the estimated fees con-
tained in ASCE Manual 38. I therefore propose to provide
the professional engineeringservices for this project at the
established per diem rates of this office and not to exceed
the estimated fees stated in Classifications 1, 2 and 3.
The fees for Classification 4 - Resident Supervision of
Construction will be provided for the stated time and fees.
In the event that the supervision of construction exceeds
the estimated seven months, additional services will be pro-
vided at the stated monthly fees. Allowances for mileage,
subsistence, long-distance telephone, field supplies , and
other expenses will be billedat actual cost. Incidental
services under Classification on 2 will be billed at
actual cost based on established p er d iem rates.
The established per diem rates applicable to all services
for the project are:
Consulting Service $75/day
Professional Engipeers 60/ ff

Draftsmen 35/, It
Construction Inspectors,
Rodmen, Field Assistants 30/ it
The total number of days is based on the actual number of hours
devoted by each employee in the above classifications divided
by eight. Daily timebooks are kept and will be available for
review. In addition to the per diem rates, reimbursement for
travel and subsistence; additional copies of contractual documents,
reproduction of drawings, long-distance telephone and other out-
of-pocket expenses will be billed at actual cost.

Statements of professional services will be submitted on a monthly
basis during the course of the work.
I appreciate the opportunity to submit this proposal. Kindly send
two copies of it to 'the Regional. Office of the Housing and Home
Finance Agency for review and approval prio r to acceptance by the
Town Board. The return of one duly accepte d copy to this office
will constitute a contract between the Town of Queensbury and this
office for the services outlined.

WHEREAS, after contingencies, the total amount of the estimated costs
of the project is now less than the amount originally estimated, and
WHEREAS, the Regional Director, Community Facilities, Housing & Home
Finance Agency, has submitted a revised pro ject cost estimate and
method of financing, dated July 15, 1963, a nd
WHEREAS, this board has carefully reviewed and considered said
revised project cost estimate, therefore be it
RESOLVED, that this board concurs with and agrees,- to accept the
revised project cost estimate and method of fina racing as presented
in Housing and Home Finance letter dated July 1.5, 1963, and be it

A letter dated July 15, 1963, was received and placed on file by the
Town Clerk. The letter had to do with the consolidation of the
many water districts into the Queensbury WateriDistrict.

WHEREAS, it is proposed to consolidate the North Glens Falls Water
District, Extensions 1, 21 31 4, 6, 7, 8 and 9 to the 'North Glens
Falls Water District, the Ridge Road Water District and the Queens-
bury Water District into a single water. district to be known as the
Queensbury Water District as provided by Article 12 of the Town Law,
and
WHEREAS, it is provided by Section 206 of the Town Law that a public
hearing be held by the Town Board on a propositi on to consolidate
special districts, be it
RESOLVED that the Town Board of the Town of Queensbury meet and hold
a public hearing on the proposal to consolidate the 'North Glens Falls
Water District, Extensions 1, 2, 3, 4, 6, 7, 8 and 9 to the North
Glens Falls Water District, the Ridge Road W ater District and the
Queensbury Water District into a single water district to be known
as the Queensbury Water District at the Queensbury School on the

The following notice was published in the Glens Falls Times on
July 20, 1963.
— Notice is hereby given that the Town Board of the Town of
Queensbury, Warren County, New York, is considering a proposal
to consolidate the existing North Glens Falls Water District,
Extensions 11 2, 3, 4, 61 7, 8 and 9 to the North Glens Falls
Water District, the Ridge Road Water District and the Queensbury
Water District into a single -water district to be known as the
Queensbury Water District, as provided by Article 12 of the
Town Law, which proposed consolidation will provide that it shall
become effective on December 31, 1963, that any existing indebted-
ness of any of said districts or extensions on that date shall be
assumed and paid by the consolidated district, that any funds in
the hands of the Supervisor on that date belonging to any of said
districts or extensions be transferred to the consolidated district,
and that after such consolidation any assessment required to pay
the costs of operation, maintenance an ivprovements in such
consolidated Queensbury Water District be taxed on an ad valorem
basis, and that the Town Board will meet at the Queensbury School,
Aviation Road, in said Town on the 1st day o f August, -1963, at
7:30 o'clock, P. M. (DST) at which time and place all persons
interested in such proposed consolidation will be heard concerning
the same.

WHEREAS, this town board has received a petition from residents of
Old Forge Road, Town of Queensbury, for the creation-of a 35 MPH
speed zone, and

WHEREAS, this board considers that speed should be restricted on
Old Forge road and that consideration of this request should be
given by the State-Traffic Commission, now therefore be it
RESOLVED, that the town board of the Town of Queensbury does hereby
request the State Traffic Commission to establish a lower maximum
speed at which vehicles may proceed on Old Forge Road, Town of
Queensbury, from its intersection with the Dixon Road-southwesterly
to its intersection with the southwesterly intersection of Clark Street,

General discussion took place at this time to do with the meeting
of the Planning Board on July 17th, 1963, which was attended by
all members of the Town Board. The meeting was enlij1hting as a•
result of extensive discussion with the representative of the
New York State Department of Commerce and t he representative of
the recently retained Planning Cons ultants.
A letter was received and placed on file, dated July 18th, 1963,
from the Cemetery Commission to do with a proposed purchase of
lots within the cemetery from an individual by the name of
Mrs. Thomas O'Brien, Cronin Road, Glens Falls; N. Y.

Mr. Beaty, reported on the effort to develop the cards, which
will be distributed as an advertisement of the activities
within the Town of Queensbury. The order has been placed for
12,500 cards to be available for distribution at an early date.
