1963-08-22 485 Regular Meeting August 22, 1963. Present: John 0. Webster Supervisor N. Harwood Beaty (absent) Councilman Theodore Turner Councilman Curtis Lampson Councilman Harold Akins (absent) Councilman The meeting "was called to order at 7:30 p. m. Mr. LeRoy Phillips, Chief of Police was present to inquire as to any action to `abandon the dead ended Quaker Hill Road off the Dixon Road. - Action on this matter will take place at a later date. Mr. Turner stated that he has located places where sewage is being dumped by commercial haulers within the Town of Queensbury. $everal locations were discussed where this same operation is taking place. ' A card of thanks for flowers which were sent to Mrs. Frances Turner was placed on file. A letter was read by the clerk and placed on file from Mrs. Otto Kouba of Montray Road, to do with a complaint of neighbors harboring live stock in'a residential area. The following letter was read by the clerk: `August 21, 1963. Queensbury Town Board Town of Queensbury, N.Y. Members of the Board, Chief Percy Denton, North Queensbury Fire Department and I, Leslie A. Hillis, Multiple Dwelling Inspector; made an inspection of the Lockhart Nursing Home on Tuesday, July 30, 1963. '- A check of the extinguishers showed that they had not been checked in over a year and that those that were available were on the floor where they could easily be knocked over instead of being hung on the wall. The staircase was open whereas it should be enclosed iA fireresistive materials. There has been a haphazard attempt to install a "fire door" at -the top of the stairs but due to 'its construction and installation it i6 almost useless. It is not made of fire tesistive materials but rather of plywood which, in the presence of fire or high temperatures , delaminates and is of no value 'as a fire stop. Beside being enclosed in fire resistive materials ,. the staircase should have doors equipped with self closing hardware so that they are closed at all times. The three piece door at the top of the s tairs does not have selfclosing hardware. The "Exit" light at the top of the stairs leading to the side of the building was not lit. Attempts to light it were futile. It is pre- sumed that the wiring was faulty or that the bulb inside was burned out, The door to the cellar had a large space beneath it, in other words, it was a poor fit and would allow hot smoke, heated gasses and -- flame to be transmitted to the first floor were there a fire in the cellar. The cellar of the building showed evidence of very poor housekeeping. The place was littered with all sorts of debris and combustible materials including a gasoline powered chain saw. Also stored there was a lawn mower which contained gasoline. Any power tool fueled with gasoline should be stored away from the premises. 4®7 Included in the debris were two fire extinguishers lying on their sides having been taken apart. These extinguishers would serve a mush better use if- they were charged and hung on walls on the first and second floors. Respectfully submitted, LESLIE A. HILLIS Multiple Dwelling Inspector Town of Queensbury The above letter will be referred to the County Attorney to proceed with forcing compliance with the Multiple Dwelling regulations. — The clerk reported to the Town Board that he had reported the above mentioned complaints to Mr. H. Russell Harris the Superintendent of Publis Welfare for Warren County. A resol"u.tion was read and placed on file from the Warren County Board of Supervisors, requesting water supply for the Children's Health Camp, at Gurney Lame. Action on request will follow further negotiations with the County Board of Supervisors. Upon the suggestion of Supervisor Webster the board generally agreed that a suitable- sign should be constructed and lettered to be placed at the sight of the proposed Town Municipal Building on the Aviation Road. The clerk presented proof of publication of the notice to bidders for bids to supply_ the Town of Queensbury with one tractor loader. The bids were opened and read by the clerk as follows : State Equipment Company - $18,992.00 Gray Truck & Equipment Co. - 18,350.00 Mott Manbeck Machinery Co. - 17,275.75 Upon recommendation of the Supervisor and the Superintendent of Highways, the awarding of the contract for supplying the tractor loader was deferred to a later date.
