Supervisor Borgos-Called the meeting to order. This is a
special meeting for the primary purpose of going into a
workshop session, we are going to hear from some
representatives of Cowen and Company at 5 : 00 P.M. they will
talk to us about a new financing system, dealing with state
wide condition worked on by the Association of Towns and
Association of Counties , called FISCAP. We also want to
call to the Board' s attention, a proposal from Edwards,
William, McManus, Ricciardelli and Coffey, P.C . regarding
the sewers . . .this proposal approximately 1575 . 00 dollars to
solve our ,problems .
Discussion held on proposal . . .
Town Attorney Dusek-Spoke to the Board regarding the
existing sewer rent law, based on a third assessed value, a
third based on land size and a third on water consumption and
those three thirds on each parcel add up toward the amount
that will constitute the capital payments that are
due —the second .part of the sewer rent law covers operation
and maintenance . You do not have to use 33 1/3 percent of
each one of these things but rather vary the formula, so
that everyone in the district is properly benefited or
properly charged. Another element we are trying to add
into is because of the number so questions pertaining to
landlock parcels, wetlands that could never use sewers, we
thought we could devise a method whereby you could plug that
into the formula as well and give credit allowances . The
best system, is a unit type method, instead of using dollars
you use units that would be collected with each of the three
components, each unit is assigned a dollar figure when you
get to the end of the process, you use the unit process to
do your calculations . Suggested that a computer system be
used instead of doing it by hand.
Carol Green-From Edwards , Williams, McManus, Ricciardelli
and Coffey P.C.-The software program that we are proposing
would use Lotus III which you have, the Accounting and
Assessment Dept . would be able to maintain the program once
it was implemented. The program would allow you to go in
and change the percentages so you could see how a potential
change would affect particular properties..
Supervisor Borgos-This is a proposal to refine the sewer
billing procedure .
Carol Green-There are two proposals, one to do the program
the other to do the data input .
RESOLUTION ENGAGING THE SERVICES OF EDWARDS, WILLIAMS,
MCMANUS, RICCIARDELLI AND COFFEY, P.G.
RESOLUTION NO. 605, 1989, Introduced by Mrs . Betty Monahan
who moved for its adoption, seconded by Mr. George
Kurosaka:
RESOLVED, that the Town Board of the Town of Queensbury
hereby accepts the proposal of Edwards, Williams, McManus,
Ricciardelli and Coffey, P .C . as dated October 18, 1989
related to service to be performed for the Town of
Queensbury Quaker Road Central Queensbury Sewer District and
BE IT FURTHER
RESOLVED, that two phases are to be accepted, being phase I
not to exceed $675 .00 and phase II not be exceed $900 . 00 and
be it further
RESOLVED, that this will be funded through the Sewer Dist .
Miscellaneous Contractual S4 3858130440 .

Discussion held regarding West Mt. and E.D.P. , Town Attorney
Dusek-brought to the Board' s attention that E.D.P . has
exceeded its authorized amount of 26, 000 for the West Mt.
project. . .West Mt . has not given us a letter indicating that
they will authoirze the increase over 26, 000. . .West Mt . is
now asking some questions in regard to this, West Mt . has
also asked if E.D.P . is needed during the next phase of the
findings statement .
Town Board has agreed to have E.D.P . present as a resource
during the findings meetings . . .
Discussion held with Cowen and Company-regarding a new type
of financing available to the Town. . .
